1 City of Aurora PLANNING COMMISSION MEETING MINUTES March 15, 2017 The Aurora Planning Commission met in a regularly scheduled meeting on Wednesday, March 15, 2017, in Council Chambers of Aurora City Hall. The meeting was called to order at 6:32 p.m. by Planning Commission Chairman Kathi Grandillo. ROLL CALL: Present: Absent: Laura Duguay Peter French Kathi Grandillo John Kokinchak Sarah Gilmore Also Present: Denise Januska, Director, Planning, Zoning & Bldg. Division Dean DePiero, Law Director Justin Czekaj, City Engineer Jack Burge, Director, Economic Development John Kudley, Councilman, At-Large Corinne Craine, Commission Clerk Mr. DePiero swore in those in attendance who wished to speak this evening. AMENDMENTS TO AGENDA & SUBMISSION OF SUPPLEMENTAL INFORMATION There were none. APPROVAL OF MINUTES: To approve the public hearing minutes of February 15, 2017, as submitted Mr. French moved; Mr. Kokinchak seconded, and the motion carried, 4-0, on a roll call vote. Yeas: Mrs. Duguay, Mr. Kokinchak, Mr. French, Mrs. Grandillo AGENDA ITEMS: Hawkin Subdivision, East Mennonite Road Revised Final Plat (sublots 1-31) ( ) The project engineer, Kevin Hoffman of Polaris Engineering and Surveying Inc., Chardon Road, Willoughby Hills, Ohio, was present to answer questions. The Hawkin subdivision consists of 13.4 acres located on East Mennonite Road. The property is zoned R-4 and was granted a conditional zoning certificate for a residential conservation development (RCD) in The Planning Commission had previously approved a final plat, which consisted of twenty-eight sublots, on January 6, Mr. Hoffman provided an overview. The applicant is seeking approval of a revised final plat which consists of thirty-one sublots and 7.2 acres of open space. The three new sublots, identified as 29, 30, and 31, would be located within the area that was originally approved as open space. Mrs. Grandillo asked the members for questions or comments and there were none. To forward a positive recommendation to City Council for the approval of the revised final plat for the Hawkin subdivision Security Self Storage, 1405 S. Chillicothe Road Preliminary Site Plan (storage buildings) ( ) The applicant s representative, Norman Kotoch of Norcon Ltd., 355 Bishop Road, Highland Heights, Ohio, was present. Security Self Storage is seeking preliminary site plan approval for the construction of new storage buildings at 1405 S. Chillicothe Road. The property is zoned I-1 industrial and was granted a conditional zoning certificate for a self-storage facility in This proposed plan is in conformance with the overall development plan which was approved by the Planning Commission in September Mr. Kotoch provided a description of the project which would consist of two new single-story climate-controlled buildings. One building would be 14,400 square feet and the other would be 5,600 square feet and these buildings would be located on the eastern portion of the site. This would add a total of 20,000 square feet to the existing 72,800 square feet of building area. Mr. Kokinchak asked about the existing outdoor vehicle storage on the site. Mr. Kotoch stated

3 MEETING MINUTES PAGE 3 that the new buildings would be located where the outdoor storage area currently exists. Once these buildings are constructed, there would be no room for any outdoor storage. Mr. French wanted to know whether or not the business was at capacity. Mr. Kotoch explained that their facility has both climate-controlled and standard storage and they are currently at 100% capacity for the climate-controlled space. The demand right now is for climate-controlled storage and that is the reason for the additional buildings. Mrs. Duguay wanted more information about the parking. Mr. Kotoch said that the site has six parking spaces in the front which are used by customers visiting the office. Typically, their tenants drive up to their storage unit, access it, and then leave. They don t allow tenants to park their cars overnight. Mrs. Grandillow asked for further comments and there were none. To approve the preliminary site plan RoviSys Company, 260 Campus Drive Preliminary & Final Site Plans (parking expansion) ( ) The applicant, RoviSys Company, is seeking approval of the preliminary and final site plans for a parking lot expansion at 260 Campus Drive which is in an I-1 industrial district. Mrs. Januska noted that the applicant s representative, Mike Curtis of Curtis Layer Design/Build Inc., 340 Harris Drive, Aurora, was not able to attend tonight s meeting due to a schedule conflict and she asked the members to hold their questions until the next meeting. She explained that RoviSys is expanding and they require twenty-five additional parking spaces for new hires. She then requested that the plans be accepted for study tonight in order for the engineering review to commence. To accept the preliminary and final site plans for study R. P. Gatta Inc., 435 Gentry Drive Preliminary & Final Site Plans (addition) ( ) The applicant, R. P. Gatta Inc., is seeking approval of the preliminary and final site plans for a 10,000 square foot addition to their manufacturing facility at 435 Gentry Drive which is in an I-1 industrial district. Like the previous application, Mrs. Januska said that Mike Curtis of Curtis Layer Design/Build

4 MEETING MINUTES PAGE 4 Inc., was not able to attend tonight s meeting and she asked the members to hold their questions until the next meeting. She then requested that the plans be accepted for study tonight in order for the engineering review to commence. To accept the preliminary and final site plans for study Mr. Kokinchak moved; Mr. French seconded, and the motion carried, 4-0, on a roll call vote. Yeas: Mr. Kokinchak, Mr. French, Mrs. Duguay, Mrs. Grandillo Liberty Investment Group Ltd., Rt. 43 & Squires Road Conditional Zoning Certificate / Auto Sales & Service ( ) Liberty Investment Group Ltd., Rt. 43 & Squires Road Development Plan (auto dealership) ( ) The project architect, Ed Begue of Baker, Bednar, Snyder & Associates, 628 Niles Cortland Road, Warren, Ohio, was present for the discussion. The applicant is proposing a car sales and service dealership on property located at the southeast corner of Route 43 and Squires Road which is in a Mixed-Use (M-1) district. The applicant is seeking approvals for a conditional zoning certificate (CZC) and the development plan. Mr. Begue provided an overview. Liberty Ford is proposing a new campus-style car dealership on a 13-acre parcel. There would be three separate facilities: 23,000 s.f. car sales and service dealership, 7,800 s.f. quick lube facility, and a 27,000 s.f. body shop. All of the facilities would be single-story and designed utilizing the Western Reserve style of architecture. Mr. Begue is seeking approvals tonight in order to move forward with the project. Mr. Kokinchak asked about the traffic study. Mr. Czekaj said that the applicant had already submitted a preliminary traffic report; however, a more complete study is required for the engineering review of the final site plan. Mr. French questioned whether the CZC and the development plan could be approved without this traffic study. Mrs. Januska pointed out that the traffic study is not required for the CZC or the development plan, but it is a requirement for the approval of the final site plan which was accepted for study at the last meeting. She said that the CZC and the development plan meet all the code requirements and she recommended the approval of both applications. The Economic Development Director, Jack Burge, wanted to address the members. He said that the city has worked closely with Liberty Ford over the last few months and he believed that this was a great opportunity. Based on financial projections, the city would receive $80,000 in income tax, $10,000 in net profit tax, and $16,000 in property tax revenues. Overall, this project would have positive economic benefits for Aurora. Mrs. Grandillo asked for further comments and there were none. To forward the conditional zoning certificate to City Council with a positive recommendation
