1 MINUTES REGULAR MEETING OF THE BOARD OF EDUCATION ISD #361 INTERNATIONAL FALLS, MINNESOTA Monday, October 15, :00 p.m. Falls High School Cafeteria 1.0 CALL TO ORDER: Meeting was called to order by Chairperson Stuart Nordquist at 5:00 p.m. 2.0 ROLL CALL: Members present were Michelle Hebner, Will Kostiuk, Mark Lassila, Stuart Nordquist, Dena Wenberg and Superintendent Nordy Nelson. Member absent was Darrell Wagner. Media Present: The Journal, KGHS-KSDM Radio Station 3.0 PLEDGE OF ALLEGIANCE 4.0 APPROVAL OF AGENDA Agenda was amended by the addition of Personnel Item and separation items 9.2.8, and from the consent agenda to be considered individually. Moved by W. Kostiuk, seconded by M. hebner to approve the agenda as amended. Motion carried by a unanimous vote. 5.0 OPEN FORUM 5.1 The Minnesota Senates Outstanding Legislator for 2012 award was presented to Senator Tom Bakk by Grace Keliher from the Minnesota School Boards Association. 5.2 Student School Board Member will be seated at the November meeting upon completion of the screening by the Falls High Student Council. 5.3 September students of the month certificates were presented to Sara Todd and Alexander Prochnow. 5.4 October student of the month certificate was presented to Anna Ringhofer. October male student of the month Gunnar Anderson was unable to attend and will be presented at the November meeting. 5.5 Baseball captains Josh Potter and Caleb Dahlin presented the Board with a petition and letter requesting postponement of the hiring of the Head Baseball Coach to allow further review of the candidates and the process.

2 6.0 SPECIAL MEETING DATE 6.1 Set a special meeting for Tuesday, November 13, 2012 at 5:00 p.m. in the Falls High School Cafeteria to canvass election results. 7.0 APPROVAL OF PAST MEETING MINUTES Moved by D. Wenberg, seconded by W. Kostiuk to approve the minutes of the regular meeting of September 17, Motion carried by a unanimous vote. 8.0 AUTHORIZATION OF ACCOUNTS PAYABLE Moved by M. Lassila, seconded by W. Kostiuk to approve the bills due and payable amounting to $488, Motion carried by a unanimous vote. 9.0 CONSENT AGENDA 9.1 Programs Approve donations for the month of September in the amount of $1, /17/12 Purple Pride Foundation; Scheela Field Improvement Committee $1,000 10/2/12 Int l Falls Birthday Club in honor of Gail Rasmussen; Project Read $ Approve the Assurance of Compliance with State and Federal Law Prohibiting Discrimination Approve the application for participation in the MSHSL Foundation Grant for Approve a contract with Range Mental Health Center, Inc. for children s mental health services for the period of July 1, 2012 through June 30, 2013 at a cost of $12, Approve a request from the third grade teachers for participation in a fundraiser to support various grade level activities Approve a request from the fourth grade teachers for participation in a fundraiser to support various grade level activities. Motion carried by a unanimous vote. 9.2 Personnel Approve the hire of Heather Sjoblom as an Educational Support Professional effective for up to 6.25 hours per day and in accord with the Master Agreement between ISD 361 and Local Approve the hire of Laura Hayward as an Educational Support Professional effective for up to 7.75 hours per day and in accord with the Master Agreement between ISD 361 and Local 4798.

3 9.2.3 Approve the hire of Jenny Olsen as an Educational Support Professional effective for up to 7.25 hours per day and in accord with the Master Agreement between ISD 361 and Local Hiring is contingent upon proof of an AA degree or passage of the Paraprofessional Assessment Test Approve the hire of Erika Mitchell as an Educational Support Professional effective for up to 6.5 hours per day and in accord with the Master Agreement between ISD 361 and Local Hiring is contingent upon proof of an AA degree or passage of the Paraprofessional Assessment Test Approve the hire of Tamara Koenig as a.90 secondary vocal music instructor effective September 26, 2012 and in accord with the Master Agreement between ISD 361 and Local Approve a leave of absence request from Janet Underdahl, ESP, for the period of up to one month beginning on October 22, 2012 and in accord with Article 9, Section 2, Subd. 1 of the Master Agreement between ISD 361 and Local Leave will be without pay upon exhaustion of accumulated other leave Accept the letter of resignation from Patty Bahr, ESP, effective December 21, Accept the resignation of Rita Shine, Educational Support Professional effective 10/11/12. Moved by M. Hebner, seconded by W. Kostiuk to approve item Motion was amended by M. Hebner to table item until the next regular school board meeting. Amended motion was seconded by W. Kostiuk. Motion to table was carried by a unanimous vote.

Lassila to approve item Motion carried by a 4-1 vote with member S. Nordquist voting against. 9.3 POLICY Receive job description for Educational Support Professional for Board approval in November ADOPT THE NOTICE OF GENERAL ELECTION. Moved by M. Hebner, seconded by D. Wenberg to adopt the Notice of General Election as follows: NOTICE OF GENERAL ELECTION INDEPENDENT SCHOOL DISTRICT NO. 361 INTERNATIONAL FALLS PUBLIC SCHOOLS STATE OF MINNESOTA NOTICE IS HEREBY GIVEN, that the general election has been called and will be held in and for Independent School District No. 361, International Falls, State of Minnesota, on Tuesday, the 6th day of November, 2012, for the purposes of electing three (3) school board members for four year terms. Dated: October 15, 2012 BOARD BY ORDER OF THE SCHOOL Dena Wenberg School District Clerk Motion carried by a unanimous vote ADMINISTRATIVE REPORTS Melissa Tate FES/WEE Principal Enrollments are 630. Ms. Tate commended the teachers who worked on the Reading Well by Third Grade plan. This will generate dollars which can be used for curriculum alignment and perhaps a Tier II specialist. A Unity Day was held sponsored by PACER which encouraged students to wear orange to send a message

6 against bullying and in support of those who have been bullied. Ms. Tate and two other teachers traveled to Deer River where they observed grade level meetings and received information on a group for positive school environment Tim Everson Falls High School Principal Enrollment is 573. Mr. Everson presented the board with a list of high school sections and class sizes. Parent-teacher conferences were held last week at the High School and were well-attended. The University of Minnesota and other MNSCU schools will be implementing a new requirement for four years of math by the fall of This requirement will need to be communicated to students in grades 10 and below. November 2 marks the end of first quarter. Rachel s Challenge will be making their second presentation on October 25 th for grades This is sponsored through a Friends Against Abuse grant. The Parent Involvement Committee and Friends Against Abuse also sponsored a Unity Day in the High School Nordy Nelson The architect and other involved parties will meet on Tuesday to inspect the finished tiling and grouting. Upon certification the pool will be filled and opened to use. The sale of surplus vehicle will be conducted through a sealed bid process. Special education files need to be purged. Administration is seeking approval for 40 hours of secretarial time to be posted for this task. Moved by M. hebner, seconded by M. Lassila and carried unanimously to approve this request. Handicapped accessibility and seating for Bronco Arena needs to be addressed. Superintendent Nelson would like to establish a Facility Committee to review these needs. A brief estimate in the amount of $20,000 was given to remove existing seating and create a platform to accommodate wheelchairs and other seating. Superintendent Nelson attended a legal seminar given by Ratwik, Rosak & Maloney. Various areas were addressed with the topic of bullying focused on as the fastest growing area of litigation DIRECTOR/COMMITTEE REPORTS

7 12.1 D. Wenberg reported on the Recreation Committee; basketball registration will be held soon; recreation volleyball has finished and participation was high. Kerry Park has opened and Bronco Arena will have ice after this week M. Lassila reported the last Community Education meeting did not have a quorum for official business but programs were reviewed CLOSED NEGOTIATIONS STRATEGY SESSION FOR NEGOTIATIONS WITH LOCALS 331 AND 510. Moved by M. Hebner, seconded by W. Kostiuk to enter into a closed negotiations strategy session at 6:00 p.m. Motion carried by a unanimous vote REOPEN AND SUBSEQUENT ADJOURNMENT Moved by M.
