1 Jim Thorpe Borough Council Meeting December 9, 2010 MINUTES 6:30 p.m. Call to Order Pledge of Allegiance Roll Call of Members Justin Yaich Joseph Marzen John McGuire W. Manager Wesley Johnson Joe Micko, JTPC (A) Boro Secy McClafferty Eugene Mulligan, Bldg/Z (a) Kim Mazur, Entech 1 st CDBG hearing Ms. Judy Borger was present to discuss the 2011 CDBF funds for the Borough of Jim Thorpe. She informed everyone that the Borough will receive approximately $114,479.00, $20, will be for Administration and $93, will be for projects in She said there are 3 objectives 1.) low to moderate income people. 2.) address slums or blight areas. 3.) meets a particular urgent community development need, no project will be under taken that will cause displacement of any individuals. The pre-applications are due by Wed. January 12, MOTION: John McGuire second W. Todd Mason to go into executive session. Into executive session at 6:40 p.m. Back at 7:20 p.m. Mayor s Report Mayor Sofranko said they discussed the free parking at the meters for the Christmas holiday. He suggested the free parking be the week of December 25 until December 31, 2010 and the 2 hour parking will be enforced. Mayor Sofranko said all the part time officer s are all trained and will be on duty. Police Chief Schatz said they were involved with the Click or Ticket over the Thanksgiving holiday, the Borough will be reimbursed for the 30 hours, this is through a grant with the Dept. of Transportation. President McGuire informed the public that the annual Policeman s ball will be held on Saturday, 1
2 January 29, Adoption of the 2011 Budget President McGuire announced there will be half mill increase in taxes for Taxes are as follows: -Real Estate 6.9 mills = $97,015 is a mill -Occupational Tax.0055% -Per Capita Tax $5.00 -LST Tax $25.00 ( $5.00 shared with the School District) -Earned Income Tax 1% (1/2 shared with the School District) -Realty Transfer Tax 1% MOTION: W. Todd Mason second Kyle Sheckler to Adopt the Tax Levy Ordinance. ROLL CALL VOTE W. Todd Mason Gregory Strubinger Joanne Klitsch Justin Yaich YES 4 NO 3 MOTION: Justin Yaich second Kyle Sheckler to adopt the Asa Packer budget for 2011 Total expense $11, and total receipts $11, President McGuire said there will be no increase in Sewer rates for base cost for resident will be $35.19 per month. MOTION: Joanne Klitsch second Justin Yaich to adopt the Sewer Budget for 2011 Total Receipts $1,033, and Total Expenses $1,033, President McGuire said there will be a 10% increase in the Water rates for the first 1,000 gallons used per month will cost $

Todd Mason second Gregory Strubinger to adopt the Water budget for 2011 Total receipts $1,151, and total expenses $1,151, COMMENTS Mr. Strubinger said the increase is due to the debt that the Borough took on to improve the water lines in town, that was $7 million and we pay over $500, in loans. MOTION: Gregory Strubinger second Joanne Klitsch to adopt the 10% Water rate increase ordinance for President McGuire said there will be no increase in garbage rates for the year MOTION: Joanne Klitsch second Gregory Strubinger to adopt the Sanitation budget for 2011: Total Receipts $769, and Total Expenses $769, MOTION: Justin Yaich second Kyle Sheckler to adopt the Liquid Fuels budget for 2011: Total Receipts: $116, and Total Expenses $116, MOTION: Justin Yaich second Joanne Klitsch to adopt the Memorial Hall Budget for 2011 Total Receipts $194, and Total Expenses $194, Public Comment Dan Hugos, Jim Thorpe Chamber of Commerce presented a check in the amount of $1, to Police Chief Schatz for the police services during Fall Foliage Festival. Bill Malatak asked what it cost the borough for the police to be overtown during fall foliage? He also spoke about the parking lot fees that the County is collecting. He feels this is not fair that they are not sharing the money with the Borough. Borough Manager Johnson informed everyone that he met with the County Administrator to discuss. He plans to meet with them to discuss this issue more. Louis Hall, JTPC member, asked the people present to get involved with the Comprehensive plan that Jim Thorpe, Lansford, Summit Hill & Penn Forest Township are working on. These meetings are held on the first Wednesday of every month in the Borough office. 3
4 MOTION: Justin Yaich second Joanne Klitsch to approving the Regular Council Meeting Minutes from November 11 and November 29, MOTION: Justin Yaich second Kyle Sheckler to approving the expenditures from all funds for November 2010, as presented. COMMENTS Mrs. Klitsch said on the November cash flow report it is short $44,000.00, this should be changed. MOTION: Justin Yaich second Joanne Klitsch to re-appoint William Brior as the Sewage Enforcement officer for the Borough. MOTION: Justin Yaich second Joanne Klitsch to re-appoint Bruce Dobash as the alternate Sewage Enforcement officer for the Borough MOTION: Justin Yaich second Gregory Strubinger to approve the payment to In Line Services amount of $55, MOTION: Justin Yaich second Joanne Klitsch to approval to enter into an ordinance authorizing participation in PLGIT credit card membership MOTION: Justin Yaich second Kyle Sheckler to approve the 4% franchise fees with the Cable Systems SEWER/SANITATION Mrs. Klitsch said the service contract with M & S Services has been re-newed for the raw sewage pump controls at the sewer plant Mrs. Klitsch said with the heavy rains the sewer dept. investigated I/I problem at Cedar Avenue, they will be looking to fix this. WATER Borough Manager Johnson discussed the delinquency water report. PUBLIC SERVICES 4
5 Kim Mazur discussed the Slaughter House Creek project. He informed council that AR Popples performance has been very unsatisfying. There have been concerns with the flow of funds and concerns with the rock that were delivered. MOTION: Kyle Sheckler second Justin Yaich to authorize the Borough Manager to get specs together for the Asa Packer guiderails project ADMINISTRATION Mr. Yaich asked if August Long is allowed to do both the Zoning board and the Health agent position? Solicitor Nanovic said no, you will have to talk to him. Borough Manager Johnson said we will be meeting with Benecon to discuss the benefits, he would like to get as many people to attend this meeting as possible. POLICE Mayor Sofranko said the Police dept is aware of the ice problem at the bottom of Mansion House hill. Penn Dot is aware of the problem, the road is in Mahoning Township s territory, there are concerns of an accident occurring. BUILDINGS Mr. Mason would like to set up a meeting with Gene Mulligan to discuss his fees. Borough Manager Johnson will be sitting with Mia & Tracy to discuss getting a monthly report together to present to council so they know what events will be held at the Memorial Park Hall. EMERGENCY SERVICES Mr. Marzen has nothing to report other than the men being on a call right now. President McGuire said he is looking to restructure the committees. He doesn t feel there is a need for 7 committees since the borough hired a manager. He would like to brake this down to 3 committees. Council discussed this for a few minutes. MOTION: Justin Yaich second John McGuire to go into executive session. Into executive session at 8:30 p.m. Back at 9:07 MOTION: Justin Yaich second W. Todd Mason to adopt the Police Pension resolution authorizing the Borough Treasurer, Maria Sebelin and Borough Secretary, Louise McClafferty to be the signatories. MOTION: W. Todd Mason second Joanne Klitsch to approve the manager s agreement as presented to council. 5
