1 STATUTORY SESSION of the JACKSON COUNTY BOARD OF SUPERVISORS April 18, 2017 The Statutory Session of the Jackson County Board of Supervisors was called to order at 9:00 A.M., on Tuesday, April 18, 2017, at the Jackson County Courthouse in the County Board Room by Chairman Ransom. County Clerk, Kyle Deno, took roll call with all 19 members present. The Pledge of Allegiance was given. Supervisor Iverson led the County Board in a moment of reflection. Chairman Ransom asked if there were any corrections or additions to the minutes of the previous meeting. Supervisor Hunter made a motion to approve the minutes. This was seconded by Supervisor Staff. Voice vote was taken with 19 present voting Aye. Proclamation Sexual Assault Awareness Month Whereas; Sexual Assault Awareness Month calls attention to the fact that sexual violence is wide spread and impacts every person in this community. Whereas; Rape, sexual assault and sexual harassment harm our community, and statistics show one in five women and one in seventy one men will be raped at some point in their lives. Whereas; Child sexual abuse prevention must be a priority to confront the reality that one in six boys and one in four girls will experience a sexual assault before the age of 18 years. Whereas; Young people experience heightened rates of sexual violence, and youth ages 12 to 17 were 2.5 times as likely to be victims of rape or sexual assault. Whereas; on campus, one in five women and one in sixteen men are sexually assaulted during their time in college. Whereas; the theme for this year s Sexual Assault Awareness Month campaign calls on new partners and community members to help expand sexual assault prevention and ensure the next generation fosters attitudes that promote healthy relationships, equality and respect.
2 Therefore; we join the advocates and communities across the country in taking action to prevent sexual violence. April is Sexual Assault Awareness Month, and each day of this year is an opportunity to create change for the future. s/ray Ransom s/kyle Deno Supervisor Iverson made a motion to adopt this proclamation. Jackson County Board Proclamation Jackson County Fitness Day May 20 th, 2017 BY THE CHAIRMAN OF THE JACKSON COUNTY BOARD Proclamation Whereas, the Jackson County Board of Supervisors would like to proclaim May 20 th Jackson County Fitness Day and, Whereas, on Fitness Day, the County Board of Supervisors would like to encourage citizens of Jackson County to get active and challenge everyone to join the movement for a happier, fitter County and, Whereas, the Jackson in Action Coalition has provided opportunities to increase awareness of the health of our county, promoted physical activity and increased nutritional education in Jackson County and through collaborative efforts between community agencies has increased community understanding of the importance of building programming and resources in our community to support active lifestyles is being pursued and, Whereas, by leading more active lifestyles, we can invest in our futures and encourage our children to do the same. NOW, THEREFORE, I, Ray Ransom, Chairman of the Jackson County Board, by virtue of the authority vested in me by the Constitution and the laws of the State of Wisconsin, do hereby proclaim May 20 th 2017, as Jackson County Fitness Day. I call upon the people of the Jackson County to make daily physical activity and good nutrition a priority in their lives. 3 Supervisor Amo made a motion to adopt this proclamation. This was seconded by Supervisor Jensen. Members from the Jackson in Action Coalition were present for questions. Discussion took place. Voice vote was taken with 19 present voting Aye. RESOLUTION NO RE: TO HONOR THE YEARS OF SERVICE OF MICHAEL KUTCHER WHEREAS, the Jackson County Board of Supervisors have come together on this 18 th day of April in the year of our Lord 2017, and WHEREAS, Michael Kutcher started his career with Jackson County on July 30 th, 1979 as a Courthouse Custodian Supervisor and he ended his 37+ year career with Jackson County as our Maintenance Supervisor; and WHEREAS, Michael Kutcher was instrumentally involved with many major building projects for the county including a new Law Enforcement Center, Health and Human Services building and the latest addition to the courthouse along with many remodeling projects for the county, and WHEREAS, county officials have received many compliments over the years on the cleanliness and condition of our county buildings due to Mr. Kutcher s leadership, his talents and the pride he has taken in maintaining the county buildings and treating them as if they were his own. NOW THEREFORE BE IT RESOLVED the Jackson County Board of Supervisors hereby acknowledge and honor the 37+ years of service to Jackson County from Michael Kutcher and wish him health and happiness in his retirement years. 4 Resolution TO: RE: THE HONORABLE COUNTY BOARD OF SUPERVISORS REQUEST FOR OUT OF STATE TRAVEL WHEREAS: the Jackson County H.O.P.E. Court has funds allocated in the approved court budget to attend the 23 rd Annual National Association of Drug Court Professionals Training Conference located in National Harbor, MD, scheduled for July 9 th through 12 th, 2017, and, WHEREAS: the NADCP s Annual Training Conference offers a comprehensive timeintensive learning environment. The conference offers Drug Court professionals an unparalleled, world-class education with in-depth curriculum developed and delivered by the field s most recognized experts, WHEREAS: funding for airfare, registration, hotels, meals, and per diem have been budgeted for in the year 4 budget of the OJJDP grant funded H.O.P.E. Court, WHEREAS: County employee, Judy Luttio, Coordinator of the H.O.P.E. Court has been requested to attend by Judge Anna L. Becker, and WHEREAS: Circuit Court Judge Anna L. Becker and members of the Jackson County H.O.P.E. Court team are requesting permission from the Jackson County Board of Supervisors for Judy Luttio to attend the out of state training, to include days necessary for travel, and WHEREAS: BE IT RESOLVED, that the Jackson County Board of Supervisors authorizes Jackson County H.O.P.E. Court Coordinator, Judy Luttio to travel out of state to support the need for continued education and training for the Jackson County H.O.P.E. Court Team. Respectfully Submitted, s/anna L. 5 RESOLUTION NO APPROVING AN APPLICATION TO ACQUIRE STATE FUNDING THROUGH THE KNOWLES-NELSON STEWARDSHIP GRANT PROGRAM WHEREAS, the Forestry and Parks Committee, recommends approving an application to acquire funding through the Knowles-Nelson Stewardship Grant Program; and WHEREAS, Jackson County has lands enrolled as County Forest pursuant to Chapter of the Wisconsin Statutes (the County Forest Law) and; WHEREAS, the County Board has the authority to acquire properties for the purpose of establishing County Forest land pursuant to 28.11, Wis. Stats and as outlined in Chapter 400 of the Jackson County Forest Comprehensive Land Use Plan; and WHEREAS, acquisition of said properties would perpetually provide forest products to our local economy, revenues to the County, outdoor recreation opportunities to the public, and improve property administration on the County Forest; and WHEREAS, Bouska (landowner) of 357 acres in the East ½ of Section 7 and the SW ¼ of the SW ¼ of Section 8, all in Township 21 North, Range 1 West, in the Town of Knapp, Jackson County, Wisconsin has indicated they are interested in selling the property and is willing to work with the County on a transaction; and WHEREAS, said Stewardship Grant Program may provide up to 50% of the acquisition price; and WHEREAS, balance of the funding is available from the Forestry Land Acquisition Account and Project Loan Account; and NOW, THEREFORE, the Board of Supervisors of the County of Jackson does hereby ordain and resolve that the County request grant funding available from the Wisconsin Department of Natural Resources under the Knowles-Nelson Stewardship Land Acquisition Grant Program HEREBY AUTHORIZES the proper County officials to act on behalf of Jackson County to submit an application to the State of Wisconsin for land acquisition grant funding BE IT FURTHER RESOLVED that the Jackson County Board recognizes and acknowledges that if financial assistance is made available by the Wisconsin Department of Natural Resources, and the County accepts the financial assistance, the County will comply with State rules for the program and meet the financial obligations under the grant; BE IT FURTHER RESOLVED that the County Board will be notified if grant funding becomes available and then will consider authorization for the acquisition.

RESOLUTION TO: The Honorable Jackson County Board of Supervisors RE: Creation of one (1.0) FTE Disability Benefit Specialist and the addition of one (1.0) FTE Aging and Disability Resource Center (ADRC) Professional I/II WHEREAS, the Aging and Disability Services (ADS) Unit in the Department of Health and Human Services (DHHS) and the Health and Human Services Board are working towards the creation of an independent Aging and Disability Resource Center (ADRC) to be implemented by July 1, 2017; and, Whereas, these positions are required to efficiently and effectively carry out duties within the Jackson County ADRC and meet ADRC Contract requirements with the Wisconsin Department of Health Services (WI DHS) as well as programmatic requirements; and, WHEREAS, a thorough review of ADRC needs was conducted with the ADS Manager, DHHS Director, DHHS Business Services Manager and WI DHS ADRC Regional Quality Specialist, indicated that the addition of a Disability Benefit Specialist and an Aging and Disability Resource Center Professional best meets the programmatic and client needs of the department; and, WHEREAS, a thorough review of the job description was completed by the Personnel Director, ADS Manager, DHHS Director, and Business Services Manager, which determined that the Disability Benefit Specialist would be hired within wage range #10 and the ADRC Professional I/II would be hired within wage range #11 or #10 depending upon skills and experience; and, WHEREAS, the job description for the newly created position as well as the wage ranges and the financial analysis for this resolution are attached; and,
7 NOW, THEREFORE, BE IT RESOLVED, that the Jackson County Board of Supervisors hereby authorizes the creation of one (1.0) FTE Disability Benefits Specialist, which shall be placed on the Jackson County Salary Scale at Pay Grade #10, and the addition of one (1.0) Aging and Disability Resource Center Professional I/II, contingent upon the availability of State ADRC and Federal MA funding; and, BE IT FURTHER RESOLVED that the resolution will become effective upon passage by the Jackson County Board of Supervisors and is subject to the recruitment process outlined in the County s Personnel Policy Chapter 4. Voice vote was taken with 19 present voting Aye. Resolution RE: Authorizing the Request for Legal Loss Prevention Services coverage from the Wisconsin County Mutual Insurance Corporation WHEREAS, the Wisconsin County Mutual Insurance Corporation offers to provide Legal Loss Preventions Services coverage for matters for which coverage is not otherwise available under the liability policy; NOW, THEREFORE, BE IT RESOLVED, that the Jackson County Board of Supervisors does hereby authorize the request for coverage under the legal loss prevention services endorsement, per the endorsement form number WCMIC-End 3024 (10/10), from the Wisconsin County Mutual Insurance Corporation to be requested as needed by the County Board Chair or otherwise authorized designee. BE IT FURTHER RESOLVED that the County Board of Supervisors is designating the following individual(s) to be the authorized designee(s) for requesting coverage under the legal loss prevention service endorsement.

This was seconded by Supervisor Stevens. Voice vote was taken with 19 present voting Aye. Supervisor Carney made a motion to temporarily suspend the rules and read the following Zoning Petition changes only one time. This was seconded by Supervisor Chrest. Voice vote was taken with 19 present voting Aye. County Clerk, Kyle Deno stated that Petition was tabled at the committee level due to the petitioner not attending the hearing. PETITION # TOWN OF MANCHESTER REPORT OF THE ZONING COMMITTEE TO THE JACKSON COUNTY BOARD OF SUPERVISORS: The Jackson County Zoning Committee, having considered Petition # to amend the Jackson County Zoning Ordinance filed by Rick Coryell on the day of March 27, 2017 to change the Official Zoning Map from the R-3 (Cottage/Cabin) District to the R-6 (Rural Residential) District on the following described lands: On property known as Lot 2 of CSM 2837 located in the NW1/4-SE1/4, Section 34, T20N, R3W, Town of Manchester, Jackson County, WI. The request is to change 5.54 acres of the Official Zoning Map from the R-3 (Cottage/Cabin) District to the R-6 (Rural Residential) District for the construction of a single family home. Located in the Town of Manchester, and having held public hearing thereon pursuant to Sec (5)(e), Wis. Stats., notice thereof having been sent as provided by law, and being duly informed of the facts pertinent to the changes proposed, and duly advised of the wishes of the people in the area affected, hereby recommends as follows: That the zone change be Approved, 1-meet LCD office if Animals are Introduced, 2-Any fencing is Applicant s responsibility, 3-Contingent on Town board Approval. 9 Motion was made by Supervisor Iverson to accept this zone change. This was seconded by Supervisor Stoker. Voice Vote was taken with 19 present voting Aye. Supervisor Jensen made a motion to convene into closed session pursuant to Wis. Stats. Section (1) (G) to confer with legal counsel with respect to litigation which the County is involved or likely to become involved: confer with Counsel regarding pending litigation. This was seconded by Supervisor Iverson. Roll call vote was taken with 19 present voting Aye. Meeting went into closed session at 9:35 A.M. Supervisor Iverson made a motion to return to open session. This was seconded by Supervisor Gutknecht. Roll call vote was taken with 19 present voting Aye. Meeting went into open session at 9:40 A.M. Supervisor Chrest made a motion authorizing counsel to follow the action of the proposed settlements. This was seconded by Supervisor Iverson. Voice vote was taken with 19 present voting Aye. Supervisor Stevens made a motion to adjourn. This was seconded by Supervisor Hart. All present voted Aye by voice vote. Meeting adjourned at 9:43 A.M.
