1 MINUTES OF MAY 22, 2013 MONTHLY MEETING OF THE BAYLES LAKE HOMEOWNERS ASSOCIATION The regular meeting of the Bayles Lake Homeowners Association was held at the American Legion Building, Loda, Illinois, on Wednesday, May 22, 2013 at 7:00 o clock P.M. Present were Acting Vice-President Jim Bash, and Board members Dale Foster, Jim Flaherty, Jim Keenan, Nick Schuit, Gene Merkle, and Tom Parker present. John Konieczka absent. Security Officer Ray Soltysiak present. Maintenance Officer Bob Siddall present. Treasurer Arvie Beard present. Acting President (Vice-President) Jim Bash welcomed everyone after roll call was had. Jerry Bauman has indicated his willingness to serve as a member of the BLHOA board. A vote was taken, and he was appointed to fill the vacancy. A discussion was had on appointment of the new president of the Board. Nick Schuit indicated his willingness to serve as President. Jerry Bauman moved to accept Nick as President, Tom Parker seconded. A vote was taken, and Nick s presidency was approved. Jim Bash next introduced the members of the various committees: Bayles Lake Homeowners Association Meeting of May 22, Page 1

2 March 27, 2013 minutes reviewed, corrections noted, motion made by Jim Flaherty to approve, seconded by Tom Parker, minutes approved. For April 24, 2013 minutes, Jim Flaherty moved to approve Tom Parker seconded. Minutes approved. Minutes for May 6, 2013 Annual meeting reviewed, Dal Foster moved to approve, Tom Parker seconded. Minutes approved. Minutes for the directors meeting immediately following the annual meeting were reviewed, Jim Flaherty moved to approve, Tom Parker seconded. Minutes approved. Visitors Ted Juerissen, Greg Gustafson from Berns and Clancy, Ed Killen, Rod Cardinal, Evelyn Scheib, Lori Soltysiak, Paul Meuser, Howard Scheib, Phil Merriman, and Franklin Schaede. Auxiliary Report June 8, AM meet and greet at the Pavilion. June 25 Auxiliary Luncheon at Pavilion, Program is presentation of Zumba Fitness. Bills and Treasurer s Report: Treasurer Arvie Beard presented the April Treasurer s report and the April board bills totaling $15, Treasurer s report was presented. Gene Merkle moved to approve both reports, Dale Foster seconded, reports approved. Treasurer s Report for May board bills total $30,269.05, and presented the April Treasuer s Report Motion to approve May board bills and April Treasurer s Report made by Jim Flaherty, seconded by Jerry Bauman. Vote taken, and motion Bayles Lake Homeowners Association Meeting of May 22, Page 2

3 approved. Arvie also presented the Accounts Payable report, and indicated that one of the seriously delinquent accounts was paid in full. Total accounts payable is currently $5, Arvie also indicated that Quick Books will be used to set up the automatic payments of assessments. Jerry Bauman moved to reimburse Rod Cardinal for paying for two members who ate dinner at the Annual Meeting but did not pay. Tom Parker seconded the motion, and Rod will be reimbursed and also we thank him for taking care of the bill. Visitors were recognized, and none indicated any issues. Building permits: Two building permits were issued in May, both for decks, both of which met the requirements of the Rules and Regulations. Security Report: Ray reported a quiet month. Ray indicated that Rules and Regulations may wish to look at the signs section to limit where the signs may be posted. Also, several calls were received by an individual on an ATV going at high speed. Apparently the individual was not underage and no rules and regulations were violated. Rules and regulations committee will look into the matter. Maintenance: Bob Siddall has doing ordinary outside work and posted signs prohibiting placing grass clippings. He also assisted in water sample collection. Leaf enclosures will be Bayles Lake Homeowners Association Meeting of May 22, Page 3

4 removed this coming month, and the Pavilion will be readied for summer use. Finance Committee: Jerry Bauman indicated he does not have a report. Water & Sewer: Jim Keenan deferred to Ed Killen, who gave a report. The problem on Sunrise Court has been resolved. The problem was collapsed orangeburg pipe, which has been replaced. The phosphate water project permit is being awaited, and then the groundwater situation can be improved. The permit for loop at the dead end located near Bob Martensen s residence at Bayshore has been received, and work will begin soon. A limited boil order will be posted once the work is done. The dead-ended water line at the Cosgrove residence will be corrected by bringing a water line from Golf Drive directly to his house. The water testing contract with PDC for has been turned in for approval. PDC is a better option because they have a courier who picks up the water samples. Ed indicated a Loda Sanitary District Meeting at the Loda Firehouse on Jun 10, 2013 at 5:30 PM. Ed indicated that Loda is under the impression that their tax money has or will be used for the Lake project. The suggestion was made to segregate the accounts for Loda and Bayles Lake to allay their fears. Greg Gustafson of Berns & Clancy reported that the permits for the sewer project have been sent to EPA and they approved Bayles Lake Homeowners Association Meeting of May 22, Page 4

5 the MPD permit. Design work continues working toward being ready to submit the request for construction permit. Tom Parker complimented Greg Gustafson on his presentation at the Annual Meeting. Ted Jeurissen indicated he is meeting with legislatures seeking financial assistance for the project. Lakes & Parks: Rod Cardinal will give the report. The mowers did not arrive today because our mowing contractor is having health issues. Rod indicated that the service should be here before the weekend. Mosquito spraying should take place tomorrow night. Rod met with Price Tree Removal to address some tree issues. Gene Merkle is working with the Pavilion floor repair. Playground equipment and the owl have been weatherprotected. The wedding planned for the pavilion will provide their insurance and other plans soon. July 5, 2:00 PM there will be the flotilla, and the Jeffers and King families will conduct a concert from their shoreline from 3:00 to 5:00.-, with fireworks to follow at 9:00 to 9:30 PM. Rod will have proposals next month for more dredging solutions. Roads & Drainage: Gene Merkle reported speaking with Jim Balk about the progress on the Tracy Lane project, hopefully to be completed in early June. Crack filling on all inner roads and sealing of scheduled roads will be done this summer with the remainder being sealed in The Pavilion floor cracking will be repaired by the contractor who originally installed it. 6 Rules & Regulations: Tom Parker indicated no report. He will look into the problems which were previously brought up. Old Business: Ed Killen indicated we as yet do not have a signed contract from Mr. Pelech on BLHOA obtaining his undeveloped lots. Tom Parker reported that someone, apparently the homeowner, was present at 324 Kaufmann, the dilapidated property which was the subject of a problem he had brought up at the Annual Meeting. New Business: Ed indicated a solicitor had dropped a flyer soliciting for crack filling business. Ed reminded that we have a No Solicitation regulation that governs at Bayles Lake. June Meet & Greet June 25 BLHOA Auxiliary Luncheon at Pavilion June 29 Weaver Family wedding at Healey Park July 5 Flotilla, concert,, fireworks July 13 BLHOA clean-up maintenance shed, 8-12 September 21 BL Auxiliary Community Bonfire and Hot Dog Roast 5:00 PM.
