1 UNION BY-LAWS for local 1308 PREAMBLE Harmony, industry, cooperation and participation are the necessary essentials for the success of any organization. It therefore follows that all members and their officers thoroughly understand their duties and responsibilities. To this end, these By-Laws are respectfully dedicated. ARTICLE I NAME The name of the organization shall be LOCAL 1308 of Washington State Council of County and City Employees, American Federation of State, County and Municipal Employees, AFL-CIO of Kitsap County. ARTICLE II OFFICERS AND THEIR OFFICIAL RESPONSIBILITIES I The officers ofthe Local shall be: PRESIDENT,VICE PRESIDENT,SECRETARY,TREASURER,SERGEANTAT ARMS and CHIEFSHOP STEWARD. They shall be members in good standing of the Local. II The officers of the Local shall be the officers of the Executive Board (hereinafter referred to as E-boardl, with full right and voice and vote. III PRESIDENT It shall be the duty ofthe President to preside at the General and E-board meetings, to preserve order therein, and to enforce the International, State, Council 2 Constitutions, and those by-laws and rules of order as adopted by the Local. The President shall also have the right to serve on all committees by virtue of this office and shall perform all duties incident to the office of President. The President, together with another executive board member shall sign all official documents, deeds, bonds, contracts, collective bargaining agreements or other instruments. The President shall perform other duties as the International, State, Council 2 Constitutions and these By-Laws may require. IV VICE PRESIDENT It shall be the duty of the Vice President to preside at Local and Executive board meetings in the absence of the President. This position shall perform other duties and render such assistance as may be directed by the President.

2 V TREASURER The Treasurer shall perform all the duties required by the International, State and Council 2 Constitutions, and these By-Laws and perform all duties incident to the office and other duties as may be assigned. This position shall make quarterly reports to the membership giving the financial standing, including the assets and liabilities of the Local, and shall keep itemized records showing the source of all monies received and spent as required by law. Whenever a Treasurer's term expires or is otherwise terminated, he/she shall give the successor all papers, documents, records, vouchers, worksheets, books, money and other Local property that had been entrusted along with appropriate receipt. All such records shall be preserved and retained by the Local for a period of at least six years. The Treasurer shall have the authority to disburse or order the disbursements of all monies necessary to pay bills, obligations and indebtedness of the Local which have been properly incurred as provided herein. He/she shall have the authority to pay current operating expenses of the Local for whatever purpose such authorized expenses that have incurred. The Treasurer shall sign checks with the President or Vice President. VI SECRETARY It shall be the duty of the Secretary to keep an updated copy of the current By-Laws on file with reference to dates and changes made and to submit updated copy and all changes to the International through Council 2. It will also be the Secretary's duty to transcribe minutes of General membership meetings. The Secretary shat keep a correspondence file and fulfill other necessary duties requested by the Executive Board. The Secretary shall produce and distribute General and Special meeting notices to all represented Departments for posting. VII SERGEANT AT ARMS The Sergeant at Arms shall arrange for the seating of members and maintain proper order and decorum at meetings. Officer shall also perform supporting duties as requested by the Executive Board to include manning voting station during elections. VIII CHIEF SHOP STEWARD It shall be the duty of the Chief Shop Steward to take a leadership role in enforcing Contract and Union rules; keep updated list of Local department's shop stewards; oversee grievance procedures or problems presented by the shop stewards and distribute information to each shop as requested. Collect and forward new member cards to Council 2. Perform other duties as requested by the E-board.

3 IX TRUSTEES The Trustees are three elected positions to assist the Treasurer in an annual audit of the books. Each position shall be a three year term. A new position shall become open each election year to maintain staggered service time. X SHOP STEWARDS Within 30 days after the annual election of union officers, each department shall select at least one shop steward to represent their department. The Shop Steward shall enforce contract and union rules; distribute Union information and authorization cards to new employees and route completed cards to Chief Shop Steward; relay information about new hires, transfers, retirees and terminations to the Chief Shop Steward; assist or initiate grievance procedures; distribute and post Local information within their own departments. ARTiClE III POWERS AND DUTIES OF EXECUTIVE BOARD Except as may be otherwise provided in these By-Laws, the E-board is authorized and empowered to conduct and manage the affairs of this organization including but not limited to: Make and change rules and regulations not consistent with these By-Laws or the International, State and Council 2 Constitutions for the management and conduct of the affairs of Local Provide for the employment of clerical employees, attorneys, accountants and such other special or expert services that may be required for the organization to secure and audit the books of this organization. In addition, the Executive board shall examine physically examine all union records quarterly for completeness and accuracy. In November the President-Elect shall appoint a committee to perform a yearly audit on the books of the Local. This shall be completed by January when the new officers are sworn into office. Fill all vacancies in office which occur during the term of each office. The Executive board shall hold regular monthly meetings without other notice than this By-law at regular times and locations as shall be determined by the President. A majority of the Board shall constitute a quorum for the transaction of business at any meeting of the board. The action of a majority of the Board at a meeting where there is a quorum present shall be action ofthe Board. The Executive board shall have a spending limit of $ for expenses such as seminars, union functions, etc. Expenditures in excess of that amount need membership approval. Provide compensation, disbursements, expenses and reimbursements upon receipt to Officers. Compensation shall be $65.00 per month for President, Vice President, Secretary, Treasurer and Chief Shop Steward. Sergeant at Arms shall receive $ Payroll processing cost will be paid by the local.

4 ARTICLE IV NOMINATIONS AND ELECTIONS I NOMINATIONS The Union shall elect its officers annually at the November General Meeting. Nominations may be made during the meeting from the floor or may be presented to the membership by a representative of the nominee. Where there is only one nominee for an office, such nominee shall be declared elected. Where there more than one nominee, paper ballots may be distributed and counted by two members of the E-board. II TERM OF OFFICE The term office for Officers and Executive Board Members shall be one year commencing in January of each calendar year. No member shall hold more than one elected office. III VACANCIES The Executive Board, by majority vote of those members present and voting at a regular E-board meeting, may declare that a vacancy exists in any office of the Local if the member holding that office has inexcusably missed three consecutive meetings. When such a vacancy is declared, the vacancy shall be filled by nominees present by the E-board and voted upon by the membership at the first general meeting which occurs after the vacancy. ARTICLE V UNION MEETINGS I The General union meeting shall be held quarterly as determined by the Executive Board. Notice of General meetings shall be distributed to all shop stewards and/or departments no less than 30 days prior to the meeting date. II The President or a majority of the Executive board may call a special meeting at any time. ARTICLE VI VOTING QUORUM I A ten percent membership turnout shall be considered quorum. Majority vote of those present shall be required for approval of all motions.

5 ARTICLE VII SPECIAL FUNDS I The Treasurer is authorized to expend from the Local funds a sum sufficient, not to exceed $50.00, for suitable remembrance upon the death of a member or their family member. II In order to stimulate attendance at quarterly meetings, there shall be a $50 Jackpot drawing held at the conclusion of each quarterly meeting. The member must be present to win. ARTICLE VIII DELEGATE & TRAINING EXPENSES Those reasonable expenses for transportation, meals and lodging incurred by delegates or members attending out of town Union related training or conventions shall be reimbursed upon production of receipts. Care should be taken by the member to plan the most economically viable mode of transportation. Mileage and Per Diem for meals shall be reimbursed at the same County rate for such expenses. ARTICLE IX SPECIAL COMMITIEES From time to time, it may become necessary to appoint specific committees to research and analyze policies which may be beneficial to the growth and development of the Local. When such a committee is appointed, it shall be the duty of the President to make appointments and convey text of all reports to the membership. ARTICLE X MEMBERSHIP An applicant shall be considered a full-fledged member when they meet all requirements of the current Union Contract and have executed and submitted authorization for payroll deduction and representation card to the Chief Shop Steward.

6 ARTICLE XI RESPONSIBILITY OF MEMBERS TO THE LOCAL UNION Every member by virtue of his or her membership in this Local is obligated to abide by these By-Laws and the International, State and Council 2 Constitutions with respect to his or her rights, duties and privileges as conferred by them. Each member shall faithfully carry out such duties and obligations and shall not interfere with the rights of fellow workers. Every member shall follow the rules of order at all meetings of the Local Union. ARTICLE XII DUES The monthly dues of the Union shall be a percentage of members' pay, set by Council 2 and the International at the annual convention. Each member shall be assessed $0.50 monthly to be retained by the Local Union to pay for expenditures incurred by members in the course of union training or events. ARTICLE XIII AMENDMENTS TO BY-LAWS These By-Laws may be amended by the following procedure: Proposed amendments must be read at a regular or special meeting and voted on at a subsequent meeting. Adequate and proper notice must have been given to the membership prior to the date on which the vote is taken and a two-thirds majority vote of those present shall be required for approval.
