10 FY 2019 BUDGET AMENDMENT 8/13/2018 The FY 2019 budget for the General Fund needs to be amended. 18 Anti-Nepotism The City shall not (a) hire a relative of a Council member, City Manager or Department Head; and/or (b) hire any individual if the hiring would result in two or more relatives employed within the same department, unless the City Manager finds that the employment is in the best interests of the City due to exceptional training, education or ability. Relative shall mean father, mother, brother, sister, husband, wife, son, daughter, nephew, niece, aunt, uncle, son-in-law, daughter-in-law, brother-in-law, sister-in-law, domestic partner, first cousin or resident of the same household. 18

19 Background Information Regarding Anti-Nepotism Policy Revision On or about April 2018, the City Attorney, in consultation with the City Manager and Human Resources, recommended an update to the City s personnel policy manual which included the addition of domestic partner to our anti-nepotism policy, page 18. The recommendation was based on statutory changes to add domestic partner to the definition of relative. However, in Council deliberations, the entire anti-nepotism policy was revamped. Timeline: June 4, 2018 Council Meeting Introduction of Ordinance. Councilman Lindecamp said he would work with City Attorney in order to present amendment concerning the employment of relatives. June 8, from Councilman Lindecamp with amendment change. June 8, 2018 An was sent to the Council, from the City Manager, outlining concerns for the proposed changes which was supported by the larger department heads for the City, (e.g., DPW, Finance, APD) as a reminder to Council of the concerns. The concerns primarily dealt with potential issues that might arise from the anti-nepotism rules that Council was considering. June 25, 2018 Council Meeting No amendments were presented by the Council on the employment of relatives. July 9, 2018 Council Meeting Amendment introduced/amendment passed/ordinance adopted as amended with Councilman Lindecamp s revised policy regarding employment of relatives. July 23, 2018 Council Work Session - A majority of the body asked for the issue to be revisited. It may be possible that due to the extended length of discussions on this topic, the concerns of the staff were lost and possibly the final product was not what the majority of the Council thought it would be. 19

20 2018 Badges & Ladders Charity Baseball Game, September 22 Leidos Field at Ripken Stadium Harford County Police and Fire Departments will battle it out on the ball field to benefit Special Olympics Maryland and the Aberdeen Chamber of Commerce Tickets to the game are $7 per person and can be purchased online or by visiting the box office at Leidos Field at Ripken Stadium. Fans can also purchase a 4-pack of tickets for $25, with additional tickets available for just $5. The Aberdeen IronBirds are partnering with Harford County's Police and Fire Departments to host the first ever Badges & Ladders Softball Game on Saturday, September 22 at Leidos Field at Ripken Stadium. Proceeds from the inaugural matchup will benefit Special Olympics Maryland and the Aberdeen Chamber of Commerce. "Every day, members from local police and fire departments dedicate their lives to making our community better and this game is just another example of how dedicated they are to helping others. We're proud to team up with them and benefit two organizations that are helping people in Harford County and throughout the entire state of Maryland," said Matt Slatus, IronBirds General Manager. The evening will start at 4:00 p.m. with a game featuring two teams from Special Olympics Maryland followed by the Badges & Ladders Softball Game at 6:00 p.m. The event will offer a full Minor League Baseball experience, complete with concessions, music, game entertainment and Kids Zone activities. Participating law enforcement agencies for the "Badges" team include the Harford County Sheriff's Office and representatives from local and state police departments from Aberdeen, Bel Air, Havre de Grace, MDTA, Natural Resources, Aberdeen Proving Ground and the Maryland State Police. The "Ladders" team will complete their roster with team members representing Fire and EMS departments from Aberdeen, Abingdon, Bel Air, Darlington, Fallston, Havre de Grace Ambulance Core, Norrisville, Susquehanna Hose, Joppa Magnolia and the Department of Emergency Services. "We're excited to partner with the IronBirds and all of the law enforcement and public safety agencies involved in this year's Badges & Ladders Softball Game," said Special Olympics Maryland President & CEO James C. Schmutz. "We are so grateful for the law enforcement community's dedication and commitment to supporting the 7,782 athletes who train and compete with Special Olympics Maryland year-round." Special Olympics Maryland (SOMD) is a year-round sports organization dedicated to providing quality sports training and competition opportunities to children and adults with intellectual disabilities in Maryland. SOMD currently offers 27 sports year-round at no cost to the athletes and provides thousands of sports and leadership opportunities for athletes throughout the state each year. The Aberdeen Chamber of Commerce is a nonprofit agency focused on advancing the civic, commercial, industrial and agricultural interests of the city of Aberdeen, Maryland and promotes the general welfare of the city and its subdivisions. 21 P.A.C.K. Police Assisting Community Kids School Supplies Request School Year The Aberdeen Police Department has begun their 3RD Annual P.A.C.K. Campaign. We will be collecting back packs and school supplies for Aberdeen children who need them. Once enough items have been donated, children will be able to pick up a backpack full of school supplies at the Aberdeen Police Department. Donations can be made at any time in the police department lobby located at 60 N. Parke Street. Below is a list of this year s supplies that are needed for local schools: Pre-Kindergarten 1 back pack (large enough to hold a 3-ring binder) 4 glue sticks 4 pack of (4 oz each) Play-Doh brand play dough 1 box of large (not jumbo) crayons 1 Large box of Kleenex 1 box of quart size zip-lock bags 1 box of gallon size zip-lock bags 1 Flexible plastic three-ring binder.
