1 CITY OF CROWLEY REGULAR MEETING FEBRUARY 12 TH, 2019 The Mayor and Board of Aldermen of the City of Crowley, Louisiana, the governing authority of the City of Crowley, met in a regular session at 6:00 p.m. Tuesday the 12 th day of February 2019 at the regular meeting place of said Mayor and Board of Aldermen, the Council Chambers, 426 North Avenue F, Crowley, Louisiana. Mayor Tim Monceaux presided with the following Aldermen present: Jeff Cavell, Thompson Bradford Core, Clint Cradeur, Lyle Fogleman, Jr., Vernon Martin, Steven Premeaux, Samuel J. Reggie, III, Kim Stringfellow, and Byron K. Wilridge, Sr. Alderman Sammy Reggie led the Pledge of Allegiance to the flag. Alderman Lyle Fogleman gave the invocation. READING & APPROVAL OF MINUTES / BILLS: Alderman Vernon Martin moved to dispense with the reading of the minutes of the January 8 th, 2019 council meeting and approve them as written and distributed. Seconded by Alderman Clint Cradeur and duly adopted. Alderman Byron Wilridge moved to dispense with the reading of the minutes of the January 14 h, 2019 special council meeting and approve them as written and distributed. Seconded by Alderman Vernon Martin and duly adopted. Alderman Steven Premeaux moved to dispense with the reading of the minutes of the February 1 st, 2019 special council meeting and approve them as written and distributed. Seconded by Alderman Vernon Martin and duly adopted. Alderman Vernon Martin moved to approve all bills presented for payment. Seconded by Alderman Byron Wilridge and failed with a roll call vote as follows: YEAS: Vernon Martin and Byron Wilridge NAYS: Jeff Cavell, Brad Core, Clint Cradeur, Lyle Fogleman, Steven Premeaux, Sammy Reggie, and Kim Stringfellow ABSENT: NONE APPOINTMENTS: Mayor Tim Monceaux nominated Gilbert Onezine as Street Commissioner. 2 MAYOR'S REPORTS: Mayor presented the Sales Tax chart and User Fee chart that track the collection trend. Mayor presented the monthly budget-to-actual comparisons that report the spending of major funds. STANDING COMMITTEE REPORTS: PUBLIC WORKS COMMITTEE: Chairperson Alderman Clint Cradeur Vice-Chairperson Alderman Brad Core Members Aldermen Byron Wilridge, Lyle Fogleman, Jr. and Vernon Martin A motion was offered by Alderman Clint Cradeur and seconded by Alderman Lyle Fogleman to approve the proposed 2019 City-Wide Drainage Improvements Project prepared and presented by Mader Engineering, Inc. on February 6 th, 2019 in an exhibit entitled 2019 City-Wide Drainage Improvements for the City of Crowley dated February 2019; and authorize Mader Engineering, Inc. to proceed with preparation of construction plans and specifications for the approved project. Motion carried. A motion was offered by Alderman Clint Cradeur and seconded by Alderman Brad Core to award contracts for FY (February through August) materials purchases to the various vendors in accordance with the bid tabulation and recommendations prepared by Mader Engineering, Inc. Motion carried. PUBLIC SAFETY COMMITTEE: Chairperson Alderman Brad Core. Vice-Chairperson Alderman Byron Wilridge Members Aldermen Vernon Martin, Kim Stringfellow and Steven Premeaux A motion was offered by Alderman Brad Core and seconded by Alderman Vernon Martin to approve the following 2019 beer and liquor license renewals: Fezzo s Seafood & Steakhouse 2019 Class A Retail Beer Permit Pat Bordes 2019 Class A Retail Liquor Permit 2111 Rice Capital Pkwy. Asian Buffet 2019 Class A Retail Beer Permit 2108 N. Parkerson Ave. Motion carried. A motion was offered by Alderman Brad Core and seconded by Alderwoman Kim Stringfellow to table the amending and supplemental resolution to authorize a lease purchase agreement with FMCC for six (6) 2019 Ford Explorer SUV police interceptor units. Motion carried with Vernon Martin voting against. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE: Chairperson Alderman Sammy Reggie Vice-Chairperson Alderman Jeff Cavell Members Aldermen Brad Core, Clint Cradeur and Byron Wilridge A motion was offered by Alderman Jeff Cavell and seconded by Alderman Lyle Fogleman to co-sponsor Greetings at Levy by allowing use of the City s stage and the park facilities. Motion carried with Alderman Sammy Reggie recusing himself due to his band performing at the event. RESOLUTIONS: The following resolution was offered by Alderman Sammy Reggie and seconded by Alderman Vernon Martin, and duly resolved and adopted. MWPP RESOLUTION WHEREAS: The Louisiana Department of Environmental Quality requires that the City of Crowley, Louisiana performs an annual Municipal Water Pollution Prevention (MWPP) audit on its Wastewater Treatment Facility located on Conrad Road and; 7841
5 WHEREAS: The City has prepared and reviewed the attached MWPP audit and; WHEREAS: The City has completed the restoration of the rock filters and; WHEREAS: The City of Crowley, Louisiana wishes to guard the public health and assure discharge compliance; BE IT THEREFORE RESOLVED THAT the City of Crowley, Louisiana hereby informs the Louisiana Department of Environmental Quality (LDEQ) that it has set forth through the Mayor and Board of Aldermen the following actions necessary to attain and maintain permit discharge compliance contained in LPDES Permit Number LA : 1) The City of Crowley expects to continue the rehabilitation of public leaks through an ongoing smoke testing/repair maintenance crew. 2) The City has a notification program for private leaks. Private property owners are notified of defects on their property and such repairs are monitored and cataloged. 3) The City will increase its efforts toward combating I/I, possibly through the FY LCDBG Program. A RESOLUTION OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF CROWLEY, ACADIA PARISH, LOUISIANA, ACCEPTING THE LOWEST AND BEST BID OF LRC WIRELESS, FOR THE FURNISHING AND INSTALLATION OF POLICE EMERGENCY EQUIPMENT ON NEW POLICE DEPARTMENT INTERCEPTORS, AWARDING AND AUTHORIZING THE EXECUTION OF A CONTRACT IN THE MAXIMUM AMOUNT OF ONE HUNDRED TWENTY- SEVEN THOUSAND THREE HUNDRED NINETY-ONE & 05/100 ($127,391.05) DOLLARS FOR THE EMERGENCY EQUIPMENT AS BID FOR ITEMS FURNISHED AND INSTALLED ON A UNIT PRICE BASIS, AUTHORIZING THE EXECUTION AND COMPLETION OF ALL DOCUMENTS NECESSARY AND PROPER IN CONNECTION THEREWITH AND TO PROVIDE FOR ALL MATTERS RELATIVE THERETO. 7842
6 WHEREAS, the City of Crowley advertised for sealed bids for the purchase and installation of police emergency equipment on new police interceptors to be delivered to the office of the Clerk of the City of Crowley by 2:00 p.m., December 20, 2018 and electronic bids to be received between the hours of 10:00 a.m. and 2:00 p.m. on December 20, 2018 to be opened and read aloud by the City Clerk and disclosed to the public; and WHEREAS, eight (8) sealed bids were received by the City of Crowley in response to the advertisement which bids were opened, read aloud and disclosed to the public on the 20 th day of December, 2018, and taken under advisement; and WHEREAS, the bids properly submitted, opened and read by the City Clerk and were taken under advisement for review for compliance with the specifications, the bidding process and to determine the lowest, most suitable and best bid in the interest of the City; and WHEREAS, after initial review, it was determined that due to the number of bids, the extensive number of individual items and the several bids offering substitute equivalent equipment additional time to thoroughly review and complete an analysis was necessary; and WHEREAS, at a special meeting of the Board of Aldermen of the City of Crowley on the 14 th day of January, 2019, a 30-day extension of the bids was authorized by the Board and was requested of all bidders; and WHEREAS, a thorough review of the bids was conducted and the three lowest and most competitive bids were carefully examined and the alternate equivalent equipment offered therein were checked for ruggedness, dependability, reliability, frequency of repair, local availability of parts, difficulty of repair and downtime for repair; and WHEREAS, the Board of Aldermen having reviewed the written report and recommendation of the Chief of Police and having discussed the recommendation with the Chief of Police, it is the finding of the Mayor and Board of Aldermen that it is in the best interest of the City of Crowley that the lowest and best bid of Louisiana Radio Communications, Inc. d/b/a LRC Wireless for alternate equivalent equipment in the amount of One Hundred Twenty-Seven Three Hundred Ninety-One & 05/100 ($127,391.05) Dollars be accepted and the contract be awarded to Louisiana Radio Communications, Inc. d/b/a LRC Wireless; NOW THEREFORE BE IT RESOLVED by the Board of Aldermen of the City of Crowley, Acadia Parish, Louisiana, in regular session duly convened that they do hereby accept the lowest and best bid of Louisiana Radio Communications, Inc. d/b/a LRC Wireless for the furnishing and installation of emergency equipment for new police interceptors and do hereby award a contract to Louisiana Radio Communications, Inc. d/b/a LRC Wireless in the maximum amount of One Hundred Twenty-Seven Three Hundred Ninety-One & 05/100 ($127,391.05) Dollars to furnish and install emergency equipment on new police interceptors; and BE IT FURTHER RESOLVED that they do hereby authorize empower and direct the Honorable Tim Monceaux, Mayor the City of Crowley, to execute a contract with Louisiana Radio Communications, Inc. d/b/a LRC Wireless. under the usual terms and conditions acceptable to the City of Crowley in his sole discretion for the acquisition, furnishing and installing of emergency equipment for new police interceptors per the specifications for a total contract price not to exceed One Hundred Twenty-Seven Three Hundred Ninety-One & 05/100 ($127,391.05) Dollars paid for equipment actually installed on a unit price basis as shown in the bid; and BE IT FURTHER RESOLVED that the said Honorable Tim Monceaux, Mayor, be and he is hereby authorized, empowered and directed to execute any and all other documents and to provide any and all information which may be necessary in connection with the award of the contract in his sole discretion. THUS DONE AND ADOPTED in regular session duly convened on the 12 th day of February, 2019, in Crowley, Acadia Parish, Louisiana, at which a quorum was present and acting throughout. 7843
