April 11, Regular Meeting Minutes Chairman Gentile entertained a MOTION to approve the Minutes of the Regular Meeting of April 11, Commissioner Mays so MOVED; Commissioner Howard SECONDED. Chairman Gentile called for discussion; there being none, the MOTION CARRIED unanimously. 4. Submission of Bills Chairman Gentile called for a MOTION to approve the Submission of Bills along with the six (6) additional bills/checks that were processed after the accountant's visit and presented at the meeting. Ms. Wallace indicated that she spoke to Commissioner Martinez. He had no questions about the bills as presented and staff recommended approval. Commissioner Mays so MOVED; Commissioner Howard SECONDED. There being no further discussion, the MOTION CARRIED unanimously. 5. Treasurer's Report A. Approval of April 2018 Treasurer's Report Staff recommended approval. Chairman Gentile entertained a MOTION to approve the April 2018 Treasurer's Report. Commissioner Howard so MOVED; Commissioner Mays SECONDED. Chairman Gentile called for discussion; there being none, the MOTION CARRIED unanimously. 7. Executive Director's Report Mr. Grella stated that Vice Chairman Howard received a communication about an obstruction in the main channel of the River (near the sand bar). JI D's contractor, American Underwater, has determined it is an A TV and a small amount of material will need to be dredged in order to remove it. It was stated that FDEP makes allowance for such items, where navigation safety is an issue, without a permit needing to be drawn. Mr. Grella will obtain confirmation from FDEP regarding requirements for this particular obstruction removal

4 Jupiter Inlet District May 9, 2018 Regular Meeting Minutes Commissioner Howard asked that our vendor take and provide photographs of the item once it is removed. Additionally, Chairman Gentile asked that American Underwater check for any identification on the A TV to know to whom it was registered. Living Shorelines (JILONA) Pilot Project Mr. Grella stated that the NOAA Coastal Resilience Grants Program did not receive federal funding for this fiscal year, although, Congress has appropriated $30 million to be administered through the National Fish and Wildlife Foundation for similar such projects. The funding may be available later this year; the date is uncertain. We will proceed with another grant application as the opportunity becomes available. Update on Mangrove Island and Moonshine Creek Mr. Grella has had conversations with James Rader of Ducks Unlimited (DU). They are very interested in doing these projects and, with the Board's permission, Mr. Grella will ask DU to submit a proposal to be reviewed by Mr. Broome and the Commission. DU expects to begin work immediately after this year's hurricane season (in tandem with a project in Jonathan Dickinson State Park). There was additional discussion about timing of construction and vendors to construct the projects. It was reiterated that we have an extension to the end of 2019 to complete Mangrove Island Restoration Project. Both Mr. Grella and Mr. Craig are confident we will be able to complete construction of the projects inside of their deadlines. Engineer's Report Jetty Observation Mr. Craig stated that there is evidence of spalling on the south Jetty. He took pictures of the areas (some near the railings) and will discuss them with Taylor Engineering's structural experts see if there is anything about which to be concerned and he will bring those remarks to the next meeting. Jupiter Inlet Sand Trap Dredging The project has been closed out and final documentation sent to Florida Department of Environmental Protection

Mangrove Island Restoration Project Already discussed under Director's report. Railroad Bridge (AAF) Span Modification Taylor is working on final drawings and details to submit for the permitting of the channel under the enhanced span. Commissioner Howard asked what vertical clearance the enhanced span would achieve. Mr. Grella stated that it is estimated at 7.92 feet according to an from Mr. Mike Cegelis of Brightline. Commissioner Howard asked that the Engineer come back at the next meeting with the percentage of vessels that will be able to get under the bridge with a clearance of 7.92 feet. Living Shorelines (JILONA) Project Mr. Craig stated that a (topographic and bathymetric) survey is being done by Lidberg and Taylor should be able to move forward with permitting as soon as the survey is in. Sims Creek Dredge Project Mr. Craig stated that Dr. David Stites of Taylor Engineering who presented the results of sediment and water sampling taken in Sims and Jones Creeks, did produce a memorandum of suggestions as to JI D's participation in a Reasonable Assurance Plan. Because Dr. Stites had surgery on both hands, he was delayed in producing the report and Mr. Craig will bring it to the Board at the June meeting

Legal Report Mr. Broome had nothing to add, but did state that the Resolution for Adoption of Policy Regarding Placement of Signs, Plaques, and Other Materials on District Property is ready for the Board's adoption and signature. Chairman Gentile entertained a MOTION to adopt the Resolution as presented. Commissioner Howard so MOVED; Commissioner Mays SECONDED. There being no further discussion, the MOTION CARRIED unanimously. 9. Unfinished Business A. Adoption of Resolution of Policy Regarding Placement of Signs, Plagues, and Other Materials on District Property Handled under legal report. B. AustinBlu Foundation Memorial Statue - further discussion Item postponed until Mr. Stephanos is present. 10. New Business A. Administrative Assistant This item was postponed until next meeting when, hopefully, all members of the Commission will be present. 11. Commissioner Reports/Remarks Commissioner Mays Requested that a couple of the boat captains who utilize the inlet regularly be invited to attend a meeting and talk to the Commission about what they are seeing regarding the ebb shoal. There was discussion. It was suggested that Mr. Craig forward an electronic copy of the Inlet Management Plan to each Commissioner for review. Commissioner Howard None. Commissioner Gentile Spoke to his attendance (Mr. Grella and Ms. Wallace were also present) at a meeting of the Jupiter Inlet Foundation regarding the natural habitat that is located waterward of the former Suni Sands Mobile Home Park. 12. 17 JUPITER INLET DISTRICT EECUTIVE DIRECTOR'S REPORT TO: JID COMMISSIONERS AND STAFF FROM: MICHAEL J. GRELLA, EECUTIVE DIRECTOR ~ SUBJECT: EECUTIVE DIRECTOR'S REPORT DATE: JUNE 8, Mangrove Island and Moonshine Creek Restoration Work (DU) At the Board's direction, Ducks Unlimited has submitted a proposed agreement for the Mangrove Island and Moonshine Creek Restoration projects (see attached). DU does not do the construction "in - house," but has a list of qualified contractors they hire through a competitive bidding process. 2. Living Shorelines update Taylor Engineering expects to submit our permit application sometime in July. I am waiting to hear from Jeff Beal of FWC as to protocol for formally requesting grant monies through the Marine Estuarine Habitat Restoration Monitoring and Assessment Program (MEHRMA). 3. Loxahatchee River Railroad Bridge Span Modification: Extension Request of Florida Inland Navigation District (FIND) Waterway Assistance Program (WAP) Grant We have formally requested a one year extension from FIND to allow for completion of the Loxahatchee River Railroad Bridge Span Modification (see attached correspondence). 4. Jupiter Inlet Management Plan Update We have been advised by DEP that our inlet management plan needs to be updated, based upon an updated sediment budget. There was a major legislative change in 2008 affecting the management of sediment at Florida's coastal inlets. Prior to this amendment, the charge was to simply "bypass the net annual longshore transport of beach sediment," whereas the current charge is to "balance the sediment budget between the inlet and adjacent eroding beaches." The "current charge" would be more applicable where there is a greater balance between northward and southward net drift. However, the relatively small percentage of northward drift at Jupiter Inlet results in no significant effect on the beach to the north. The quantity of material in need of bypassing, or the adequacy of the 1992 sediment budget sediment budget analysis, can thus be confirmed by the following data: a) comparison of pre and post - dredge surveys of inlet sand trap and, b) review of off - shore sand profiles, each over the course of the past 20 years. These assumptions have been confirmed in correspondence with Ralph Clark of DEP. 5. ATV Removal American Underwater Contractors has removed the ATV from the river. FYI, there were no identifying marks on the vehicle. 6. Town of Jupiter - Sims Creek/FOOT Pond See attached correspondence. To be discussed as part of the Director's Report.

Therefore, I am requesting again to carry over the $50,000 from JID for this project in 2019/2020. We still need to get with FDOT on the design, permitting and long term maintenance and anticipate that the site plan improvements for the Sims Creek Preserve be done first. The following is based on an analysis of our previously collected boat count data. As you will recall, we collected data based on 1 ft air draft increments or bins. So we have a total number of boats that fit into the 7 ft to 8 ft bin. To determine the percentage at an increment narrower than 1 ft requires that we make an assumption about the distribution of boats within the bins. The AAF design elevation is 7.92 ft. Assuming the boats are distributed linearly within the 7 f to 8 ft bin, the total percentage of boats able to pass is 84.9% Our original target elevation of +8 ft would have allowed 86.9% of vessels to pass.
