Director, Student Involvement & Leadership) 4:50 pm) Mr. Isaac Pineda, College of Business Administration 3. INVOCATION Invocation was presented by Dr. John Hamilton, Asst. Director of the Educational Opportunity Program (EOP). Dr. Hamilton shared a story in honor of Black History month about the first Black actress Nichelle Nichols on Star Trek who played a communications officer Lieutenant Uhura. Ms. Nichols was personally praised for her work on the show and asked her to remain when she was considering leaving the series by the civil rights leader Dr. Martin Luther King, Jr. because she was a great example for others to see. Later, Ms. Nichols was told that she an inspiration for astronaut Mae Jemison for wanting to become an astronaut. Dr. Hamilton shared that an individual will never be aware of the impact his/her actions create over others around. He told the senators to understand their role as leaders and depict leadership qualities even when no one is looking because they serve as role models for their campus community. 2 4. PUBLIC COMMENTS Ms. Nina, from ASI Communications reported the following: Movies on the House: Catching Fire, February 20 th, 5pm and 8pm, Beach Auditorium. Campus DJ with special guests Paris & Simo and Bleaux will be held at the Beach Auditorium, February 19 th Soul at the Beach: February 20 th, at the USU South Plaza Poet s Lounge: February 20 th, 8-9pm, USU South-West Terrace Ms. Kalifa Sproul, a student employee at the Career Development Center and a former ASI Senator spoke about the Spring 2014 Job and Internship Fair and provided the following event details: February 27 th, 12-4pm, USU Ballrooms The job fair is open to students of all majors More than 100 employers, including Hyundai, Raytheon and Southern California Edison. Students should bring copies of their resumes and observe interview attire. She asked the Board to inform their constituents that the Career Development Center can assist with their needs and inquiries regarding job searches. Mr. Chris Vickery, former ASI Cabinet Secretary, recapped the incident leading to his termination from his position owing to difference in direction. Furthermore, he accused President Haberstroh for not paying any attention to the cabinet. Mr. Reginald Vincent, the Vice President of African Student Union said that they are hosting a Black Consciousness Conference on March 7 th -8 th. He invited the senate to join this event which included a talent show on Friday night and all day workshops on Saturday. Mr. Manuel Nieto, the former ASI Senator for College of Natural Science and Mathematics and Senatorat-Large for Athletics, spoke on behalf of IFC which is the governing body for 13 social fraternities. He expressed the support of IFC towards the ASI Fee Referendum and asked the senate to outreach to their constituencies as much as they can. Ms. Agatha Gucyski, Treasurer of ASI, spoke about the ASI Fee Referendum and said that the ballot is going to be out in a week. She asked the senate to share their feedback regarding their presentation given at their constituencies with her. She furthermore added that, the board should consider showcasing transparency in their reports while presenting it to their constituencies so that the students will be aware of the ways the increased fee would be utilized. She also added that the board members in the college council should attend the college council meetings and reach out their councils encouraging them to vote yes on the ASI Referendum. 4. APPROVAL /CORRECTIONS AND APPROVAL OF THE AGENDA (M) Bowen (S) Roach to approve the Senate Agenda, Meeting #22, February 19, 2014 as amended. VP Bolin requested the following amendment: Item #10-A-3: be listed as a 1st and final reading. 5. APPROVAL OF THE MINUTES FROM THE LAST MEETING (M) Ruiz (S) Bogarin to approve Senate Minutes, Meeting #21, February 12, 2014 as amended. Mr. Jeff Jarvis noted the following correction: Item #2: he was absent. Senator Suarez noted the following correction: Item #11-A: replace she with CSSA President Sarah Couch 7. CONSENT CALENDAR/REPORTS A. Approval of Minutes from Sub-Boards/Sub-Committees 1) Board of Control (BOC) Meeting #22, February 11, 2014 Senator Bogarin reviewed the minutes. Mr. Haller noted a correction under item #9.B and 9.C and said that the amount said to be requested is to be replaced with the term budget adjustment since no amount has been requested or allocated. Dr. Caveness asked, with reference to the BeachSync survey, as to what made surprisingly shocked with the survey. Senator Bogarin replied that the overly-positive results were shocking. 2) Lobby Corps Meeting #9, February 7, 2014 Senator Noble reviewed the minutes. B. Acceptance of Minutes from Subsidiary Boards 1) USU Board of Trustees (USU BOT) Meeting #7, December 6, 2013 Senator Bowen reviewed the minutes. C. Receipt of Minutes by the Senate There were none. 4 (M) Siwabessy (S) Addo to approve the Consent Calendar/Reports. 8. OLD BUSINESS A. Legislative Business There was none. B. Non Legislative Business There was none. C. Executive Business There was none. 9. NEW BUSINESS A. Legislative Business 1) SR # : Resolution in Support for CSULB to Divest Away from Fossil Fuels Senator Roach, being the main sponsor, spoke briefly about the resolution. She said that CSULB has 5 different entities that the board is going to lobby to put the money they invested toward fossil fuels into bio-fuel. Furthermore, she added that the board intends on explaining that higher capital could be earned by divesting from Fossil Fuels and shifting to Bio-Fuels. VP Bolin provided the two motion-makers about the friendly amendments he added to the resolution: The title has been changed to Divest from Fossil Fuels 1 st Resolve: Instruct ASI 4 th Resolve: and be it further 2 nd Resolve: added the members to whom the copies are to be sent- USU BOT, CSULB ASI Board of Control, 49er Shop Board of Directors, CSULB s Research Foundation, CSULB 49er Foundation Explain what GEP meant, since no reference has been provided about it beforehand Mr. Haller suggested adding an additional resolve instructing ASI to revise its policy on investment to prevent investing in Fossil Fuels at a further stage of time. Senator Siwabessy asked VP Bolin how much the 49er Foundation is going to get affected by making ASI divest from the Fossil Fuels. VP Bolin said that the Foundation boards have a substantial amount of money thus an enormous effect can be expected. Senator Siwabessy further added that the reason he was asking about the aftermath is, by keeping in mind the hindrance in the prospects of students studying Petroleum Engineering. VP Bolin said that ASI divesting from Fossil Fuels meant ASI divesting from the stock holdings and assets held upon by the entities Senator Roach spoke about and is not about boycotting gasoline. Dr. Caveness suggested a change in the second last whereas and asked for using the term Regarding investment in Fossil Fuels. (M) Bogarin (S) Roach to approve SR # : Resolution in Support for CSULB to Divest from Fossil Fuels on its 1 st reading Senate Meeting #22, February 19,
5 2) SR # : Resolution in Support of Creating a CSU, Long Beach DREAM Center Senator Suarez expressed her excitement about the resolution she long awaited. VP Bolin reviewed his edits to the resolution: Split the two resolves and make a new resolve since ASI can allocate job duties on their own whereas the USUBOT has control over the USU. Thus he added that We the ASI, urge the USUBOT to consider the possibility of providing a room in the USU. Added USUBOT to the list of members who could view the resolution Senator Suarez asked VP Bolin if she could amend the sponsors. VP Bolin said that she can do it and asked her to make amendments in the next reading. Senator Dinwiddie said that the 8 th whereas spoke about the various resources which are not available for the AB540 students. He asked Senator Suarez to add up in the list any nonmonetary resources if applicable. (M) Suarez (S) Romero to approve SR # : Resolution in Support of Creating a CSU, Long Beach DREAM Center on its 1 st reading 3) SR # : Resolution in Support of Amending Long Beach City Ordinance To Include Electronic Cigarettes (First and Final) (M) Ruiz (S) Bowen to approve SR # : Resolution in Support of Amending Long Beach City Ordinance to Include Electronic Cigarettes VP Bolin said that the original amendment distributed was sponsored by Senator Dinwiddie. Senator Dinwiddie said that the resolution is in support of the Long Beach City amending the ordinance to include Electronic Cigarettes Sale of electronic cigarettes to minors Place the cigarettes to place electronic cigarettes machines under the same tobacco ordinance allowing smoking of electronic cigarettes in public places. VP Bolin provided amendments provided by Senator Romero which are self-explanatory. Senator Romero said that he has added a few citations providing reference to statements made. Dr. Caveness asked Senator Dinwiddie the formal name for the ordinance listed in the amendment. Senator Dinwiddie said that it is ordinance Senator Ratner said that this resolution is one of the most controversial issues which always displayed a split decision. He expressed his support to Senator Dinwiddie since a stance has to be taken against this disturbing concern. Senator Oliver shared with the board the information about Electronic Cigarette and stressed the fact that electronic cigarette being free of chances of passive smoking and vaping being a way for smokers trying to quit. He was not in support of the resolution. Senator Noble said that he likes the intention of the resolution in supporting the LB ordinance but the image of ASI will be highly deteriorated since the student of athletics have already expressed concerns regarding smoking on campus, followed by the International Students being unaware of the norms regarding smoking. He further expressed that students in the past Senate Meeting #22, February 19,
6 have expressed concerns regarding the smoking policies around campus and this resolution will address the concerns in an effective manner and reduce the risk of second-hand smoking. He further said that for promoting success and health, they need to compromise with the policies they make. Senator Siwabessy said that he feels reluctant to support the resolution since this concept is new and has not been established yet. The materials used in cigarettes are well-documented to be harmful but this resolution seems to be just an emotional response towards the similarities between cigarettes and electronic-cigarettes. He said that it does not make any sense in taking a stance for a concept which is coming too fast and is not well-understood yet. Senator Hargreaves said that he whole-heartedly is against this resolution since for some students it is not the smell but the feeling of the electronic-cigarette vapor being let out into the air. Senator Addo asked if the board s decision is going to effect the decision being taken up at the Long Beach City Ordinance. VP Bolin said immaterial of the board s standing for supporting the resolution or not, the voting will be performed at the City Council meeting next week Tuesday Feb 25 and a further decision will be made. Senator Bogarin suggested Senator Oliver present his case at the Long Beach City Council meeting the same way he did in the senate since it is the city s decision to amend the ordinance. Senator Oliver said that he has already contacted the head of organization of Vapors (e-cigarette users) and he plans on going to the headquarters after this Senate meeting. Senator Nguyen asked for a fact-check regarding the statement which Senator Oliver gave pertaining to the nicotine content in the vapor left from the electronic cigarettes. Senator Suarez asked if this resolution is to not adopt the policies. VP Bolin said that this resolution is to support Long Beach City Ordinance by amending it to add electronic cigarettes. Senator Suarez further questioned if any of the campus norms will be hindered upon passing this resolution. VP Bolin said that the City Ordinance covers the entire city of Long Beach. Dr. Caveness said that vaping and electronic cigarettes are prohibited on the campus. Senator Noble asked if this resolution is regarding the issue of using electronic cigarettes in the vaping area or within the classroom. VP Bolin said that this resolution once passed will follow the same norms as smoking policy is treated around campus. It will prohibit vaping from 25 feet away from any buildings. Senator Hargreaves said that smokers and people vaping cannot be categorized under the same context. He further said that people, who do not know facts about this issue, should get their facts straight. Senator Bowen said that students feel uncomfortable with the smoke from the electronic cigarettes immaterial of them having nicotine or not. VOTE TIED VP Bolin asked for voting once more, since it was a tie. Senator Noble motioned to table the item indefinitely. Senate Meeting #22, February 19,
7 (M) Noble (S) Oliver to table SR # : Resolution in Support of Amending Long Beach City Ordinance to Include Electronic Cigarettes indefinitely B. Non-Legislative Business 1) BOD # : Election of (1) Lobby Corps, Student-at-Large Ashley Salazar Ms. Ashley Salazar thanked ASI for supporting students in being a part of the Student Government. She served as Senator Noble s assistant in Fall She added that it would be a great responsibility to represent her peers and their opinions as the Lobby Corp Studentat-Large, advocating on legislation to preserve the high ideals of education. She intends on becoming more dedicated towards works she could do around the campus. She hopes to bring the change within the students and get the word out to students who are directly affected by legislation. Senator Noble said that according to her application she is available between 2:30-6:30pm whereas Lobby Corp will be meeting at 8am on Tuesdays. Ms. Salazar reassured the board that she can fix her timings so she can attend all the Lobby Corp meetings. Senator Ratner shared that Ms. Salazar is one of the most passionate students he ever met at CSULB and reassured the board that she will do a very good job as the Lobby Corps, Student-at-Large. (M) Ruiz (S) Tran to elect Lobby Corps, Student-at-Large Ashley Salazar C. Executive Business 1) BOD PA # : Confirmation of Associate Justice Andrew Montez Mr. Andrew Montez presented that he is a Senior with a Computer Science major and Communications minor. He said that he is passionate about assisting students. Having heard great things about ASI, he applied as soon as he learned about a judiciary vacancy He intends on advocating and assisting students to the best of his ability and make this school better. He wants to make sure that all the issues of the students are solved efficiently and changes could be brought around the campus in a positive manner. Senator Addo expressed her appreciation for Mr. Montez s vision of changing the judiciary outlook. (M) Addo (S) Dinwiddie to approve confirmation of Associate Justice Andrew Montez 10. REPORTS A. John Haberstroh, President of the Associated Students, Inc. President Haberstroh reported the following: Filling vacancies within the judiciary. Interviews last vacancy has to be filled by end of this week Town hall meeting was held on February 19 th at the Nugget This weekend CSSA meeting at CSU Chico Resolution regarding Commending Mr. Bob Linscheid chair of CSU BOT Resolution communicating new health care options to the CSU community Voting on CSSA legislator of the year award Voting on CSSA legislation on various bills of the Senate and the assembly Senate Meeting #22, February 19,
8 Attempting to merge all the auxiliaries around the campus except ASI Senator Noble asked if it is possible to have a meeting with President Coloney. VP Bolin said that she can make it just one weekend a month since she is the Dean. VP Bolin said that he will talk to the university and will find out if a student roundtable meeting could be accommodated into her schedule. B. PUBLIC COMMENTS VP Bolin distributed tickets for the College DJ event being held on February 19 th. Dr. Caveness said that on February 18 th in the Beach Auditorium Half a Sky documentary was screened which focused on Global issues related to women and girls especially regarding sex-trafficking in Cambodia which was a huge success. Senator Nguyen apologized for interrupting the voting process. Senator Noble asked Dr. Caveness and Mr. Jarvis if it is possible to do a presentation for their reports. Senator Suarez said that she is a part of the student group SQE-Students for Quality education and they will be hosting an event at the multi-cultural center on February 20 th Screening of Inequality for all.
