Dr. H. Ramachandran 5. Director Genral (ICAR) 6. Prof. S. M. Chatterjee (Special Invitee) At the outset the Chairman welcomed the members to the 44 th Executive Committee meeting. The following agenda items were discussed and decisions taken.

2 Section - 1 (Confirmation of Minutes of Previous Meeting) Item No : To confirm the minutes of the forty third meeting of the Executive Committee held on November 30, The minutes were confirmed. Item No : To confirm the minutes of the Emergent meeting of the Executive Committee held on January 13, Prof. Ashoka Chandra drew the attention of the Executive Committee on the letter supposed to have been the source of intention with regard to the fact that Government has desired that AICTE should take up the work relating to the registration of Engineers. He further emphasized that AICTE should find out the origin of this communication as well as the authority which supposed to have issued it. Prof. R. S. Nirjar, Member Secretary mentioned that the contents of this communication were shared by the Joint Secretary (T), MHRD himself in the Executive Committee and as such there was no reason to doubt its propriety. Shri V. S. Pandey, Joint Secretary (T), MHRD who joined the meeting later, reiterated the intention of the Government that AICTE should take up the task of Registration of Engineers immediately. The minutes were confirmed with the following amendments: i) Item No. 1.1 (page 2) of the minutes, last line of paragraph 5, i.e. Prof. Ashoka Chandra being Chairman of ECI also informed that ECI intends to take up this work. May be treated as deleted. The note submitted by Prof. Ashoka Chandra on this matter has also been kept on record as part of deliberations. ii) Item No (page 2) of the minutes one paragraph after paragraph 5 may be treated as inserted as follows : Prof. D.V. Singh, expressed that the National Accreditation Board of Laboratories (NABL) was originally part of DST. In order to enter into agreement with similar bodies in other countries, NABL was converted into a NGO Registered society and was delinked from the Government. AICTE is a Statutory Body and comes under the purview of MHRD. The obligation for mutual recognition of Registration of Professional Engineers may have a requirement of non-involvement of statutory body of the Government of India.

3 Section - 2 (Action Taken Report) Item No : To receive the note on action taken on the decisions taken and recommendations made in the forty-third meeting of the Executive Committee held on November 30, The Executive Committee noted the action taken. It was also pointed out that the Item No which was typed by mistake may be read as To receive the note on the draft Annual Accounts of the Council for the Financial year for information. Item No : To receive the note on action taken on the decisions taken and recommendation made in the Emergent meeting of Executive Committee held on January 13, The Executive Committee noted the action taken. Section - 3 (For Information of the Members) Item No : To receive the information of renaming of Board of Research as Board of Research and Institutional Development. The Executive Committee received the information. Item No : To receive a note on AICTE ERNET Scheme. The Executive Committee received the note. Item No : To receive a note on the Application submitted by AICTE-NBA for acquiring provisional status for becoming a signatory to Washington Accord. The Executive Committee received the note. Section 4

4 (For Discussion and Consideration) Item No : To consider and approve Domicile status for the children of Defence Officers / Central Government Service Officers. The Executive Committee decided that the information may be collected regarding the facilities provided to the children of Central Government Service officers by various State Governments and the type of status granted to them, if any, for admission in the professional institutions. After collecting and analyzing such information, the proposal may again be put up to the Executive Committee for consideration. Item No : To consider and review the status of existing Deemed Universities. The proposal was approved. It was also suggested that Chairman, AICTE may constitute a committee to study the functioning of Deemed Universities in a comprehensive manner. Item No : To consider certain issues pertaining to Career Advancement Scheme (CAS) for teachers of Degree level technical institutions. (i): Issue of seniority of CAS promotees vis-a-vis Direct Recruitees. It was decided that Direct Recruitees will be considered senior to CAS Promotees. (ii) Incentives for higher qualifications in Career Advancement Scheme. (iii) (iv) Clarifications regarding Career Advancement Schemes (CAS) for teachers of degree level technical institutions. Issue regarding granting stagnation increments to the teachers of AICTE approved technical institutions. The Executive Committee decided that the AICTE will follow the same rules and regulations which are being followed by UGC in similar type of cases. AICTE may take necessary action accordingly.

5 Item No : To consider and approve the Expert committee visit reports for consideration of Denovo Deemed to be University Status. The Executive Committee deliberated on the reports of all cases and agreed with the recommendations of the High Power Sectoral Committee. It was decided that the observations of the Sectoral Committee may be sent to the concerned institutions. Regarding National Institute of Finance Management, Faridabad which which has been recommended by the Sectoral committee, it was decided that the observations made by the Sectoral Committee may be intimated to the institution and after fulfillment of the deficiencies, the case may be forwarded to MHRD/UGC for consideration. Regarding Kalinga Institute of Technology, Bhubaneswar, which was reconsidered by the Sectoral Committee it was decided to agree with the observations of the Sectoral Committee to re-visit the Institute after fulfilling the deficiencies pointed out by the earlier Expert Committee. Item No : To consider and approve the Draft Policy Resolution of AICTE to be notified during the academic year as an interim arrangement, consequent to the Judgment dated of Hon ble Supreme Court in TMA Pai case. The Executive Committee approved the draft Policy Resolution of AICTE. It was suggested that its applicability may explicitly be included in the Policy Resolution. Item No : To consider and approve the Draft Regulation for Entry and Operation of Foreign Universities in India. The Executive Committee approved the Regulation for Entry and Operation of Foreign Universities in India Item No : To consider and approve the revised guidelines framed for the EFIP Scheme proposed to be implemented from the year onwards. The Executive Committee approved the revised guidelines framed for the EFIP Scheme. Section 5

6 (For Ratification of the Action Taken) Item No : To ratify the decision of National Board of Accreditation taken in its 28 th meeting held on February 6, The Executive Committee ratified the decision.
