Call to order: ICWDB Vice-Chair, Roberto Rubio, called the meeting to order at 12:14 p.m. with a quorum present. a. Pledge of Allegiance: ICWDB member, Efrain Silva, led the board into the Pledge of Allegiance. b. Conflict of Interest Forms: Members turned in their Conflict of Interest Forms to staff. 2. Discussion of Agenda a. Items to be pulled from Agenda: Imperial County Workforce Development Office (ICWDO) Director Miguel Figueroa, notified board members that two additional time sensitive items were added to the action agenda items. b. Approval of Meeting Agenda: Motion made by Mark Gran and seconded by Esperanza Colio Warren to approve the meeting agenda with the addition of the two emergency items. Motion carried. 3. Approval of Minutes: Motion made by Elvira Anaya and seconded by Cesar Rodriguez to approve the ICWDB Minutes of March 30, 2017, as presented. Motion carried. ACTION AGENDA 4. Discussion/Action to approve WIOA Youth Program Services PY funding award ICWDO Director, Miguel Figueroa, introduced the item and shared that on May 17, 2017, a Youth Program Services Request for Proposals (RFP) Evaluation Committee met to review and score proposals received during the RFP competitive procurement process. After evaluating the sole proposal received from Imperial Valley Regional Occupational Program (IVROP), it was determined that the proposal met all requirements of the RFP and it was recommended to award IVROP funding in the amount of $615,000 to provide WIOA Youth Program Services for Program Year A motion was made by Efrain Silva and seconded by Elvira Anaya to approve awarding Imperial Valley Regional Occupational Program in the amount of $615,000 to provide WIOA Youth Program Services for (PY) Motion carried. Edwin Obergfell abstained from voting and recused himself during discussion and action of this item. 2

Discussion/Action to approve Customized Training Policy ICWDO Director, Miguel Figueroa, introduced the item and provided an overview of the newly developed policy which guides Customized Training for eligible Adult and Dislocated Workers. Additionally, the policy provides guidance for Incumbent Worker Training in the event existing workers are at risk of being laid off if new training or skill upgrading is not provided. Mr. Figueroa also noted that the policy stipulates the cost match requirements based on the size of the employer in terms of number of employed. Board Member, Karina Alvarez, asked how employers would budget the cost of the training as it was not an anticipated cost. ICWDB member, Efrain Silva, explained that the One Stop Policy Oversight Committee had met earlier in the month and discussed the advantages this policy provides to local employers by allowing employers to use wages as part of their contribution towards the training program. A motion was made by Cesar Rodriguez and seconded by Esperanza Warren Colio to approve the Customized Training Policy. Motion carried. 6. Discussion/Action to approve release of PY Soft Skills Training Provider Request for Proposals ICWDO Director, Miguel Figueroa, introduced the item and shared that, as a result of feedback received at industry leadership meetings during an assessment of industry needs in Imperial County, many local employers expressed a great need for soft skills training, as these essential skills are highly needed in order for employees to be successful in the workforce. Additionally, through the regional work within the Southern Border Regional Planning Unit, the need for soft skills was also addressed. ICWDB member, Efrain Silva, noted that employers recently stressed this as well at recent Imperial Valley College meetings. The issuance of the Soft Skills Training Provider RFP is expected to be released June 13, 2017, after approval by the Imperial County Board of Supervisors and if the timeline goes according to schedule, a contract would commence on August 9, 2017, and monthly one-day training courses consisting of 30 employees, would be provided monthly at AJCCs or at other locations that best meets the needs of local employers. ICWDB member, Mark Gran, asked if soft skills training was continuing to be provided by training providers to WIOA participants, as this had been a requirement in past trainings. Mr. Figueroa shared that the soft skills trainings are provided to participants as part of the employment services offered at the AJCCs. A motion was made by Karina Alvarez and seconded by Mark Gran to approve the release of the RFP for Soft Skills Training in an amount not to exceed $50,000 of PY WIOA funding. Motion carried. Edwin Obergfell abstained from voting and recused himself during discussion and action of this item. 7. Discussion/Action to approve ICWDB Application for AJCC Operator ICWDO Director, Miguel Figueroa, introduced the item and overviewed the ICWDB s competitive procurement process to procure services from any interested entity to serve as the One-Stop Operator. There were no proposals received in response to the RFP which was released immediately following Imperial County Board of Supervisor s approval on March 7, The competitive procurement process ended on April 7, As a result, the California Workforce Development Board (CWDB) provided direction in submitting an AJCC Operator application with provisions that provide appropriate firewalls in place between the staff providing services, ICWDO management staff responsible for the oversight and monitoring of services, and the ICWDB. Following CWDB s direction, ICWDB staff prepared a Request for Approval to be AJCC Operator application in order to become designated as the AJCC Operator in Imperial County. The AJCC 3
4 Operator application was reviewed and approved by the ICWDB One Stop Policy Oversight Committee on May 17, A motion was made by Mark Gran and seconded by Elvira Anaya to approve the submission of a Request for Approval to be America s Job Center of California Operator application. Motion carried. 8. Discussion/Action to develop and approve the nomination slate of officers for PY ICWDB Vice Chair, Roberto Rubio, introduced the item and explained the nomination process for developing the slate of ICWDB officer nominees for PY Mr. Rubio opened nominations from the floor. Elvira Anaya, ICWDB Secretary, shared that due to serving 3 consecutive years as Secretary, she will be unable to run for another year, per ICWDB Bylaws Section 8.2. A motion was made by Esperanza Colio Warren and seconded by Karina Alvarez to nominate Roberto Rubio for ICWDB Chair for PY Mr. Rubio accepted the nomination. Motion carried. A motion was made by Robert Rubio and seconded by Esperanza Colio Warren to nominate Josue Mercado for ICWDB Vice Chair for PY Mr. Mercado accepted the nomination. Motion carried. ICWDB member, Karina Alvarez, abstained from voting on this item. Mr. Rubio asked that staff send out the nomination form via to all board members so that additional nominations may be made. Nominations will also be taken from the floor during the June 28, 2017, ICWDB meeting. Emergency Item: 9. Discussion/Action to approve attendance to the Workforce Technology Conference from June 20-23, 2017 ICWDO Director, Miguel Figueroa, introduced the item and shared that Geographic Solutions will be hosting an annual conference from June 20-23, 2017, in Monterey, CA. The conference focuses on the latest software and web based systems utilized by staff and recommended that three staff attend the conference to learn about best practices. ICWDB Secretary, Elvira Anaya, spoke in favor for the attendance of staff to attend trainings as it is vital to their ongoing development. A motion was made by Efrain Silva and seconded by Karina Alvarez to approve the attendance of three staff at the Workforce Technology Conference from June 20-23, 2017, at a cost not to exceed $7, Motion carried. Emergency Item 10. Discussion/Action to approve the Memorandum of Understanding (MOU) to implement Reemployment Services and Eligibility Assessments Program ICWDO Director, Miguel Figueroa, introduced the item and provided background on the MOU agreement between the Employment Development Department (EDD), the ICWDB and the Imperial County AJCC network that provides direction in administering Reemployment Services and Eligibility Assessments (RESEA) and other training services to selected Unemployment Insurance claimants. The ICWDB members reviewed the MOU and had no modifications. Mr. Figueroa also noted that the MOU is mandated by the Department of Labor in an effort to create a more universal workforce system. A motion was made by Esperanza Colio Warren and seconded by Fernando Zavala to approve the MOU to implement RESEA Program. 4
5 INFORMATIONAL AGENDA 11. Public Comment Emerson Figueroa, Labor Market Research Analyst of the EDD Labor Market Division, spoke on the work the unemployment data the unit produces and informed ICWDB members that if they had any questions regarding the data, he would be able to assist them. Greg Olman, Education Advisor of New Horizons Career Development Solutions, introduced himself to the ICWDB and spoke about the organization. New Horizons is an education provider and has a wide presence throughout California and are currently seeking to begin offering services in Imperial County. 12. CWA WORKCON 2017 Report ICWDO Director, Miguel Figueroa, reported on the California Workforce Association WORKCON 2017 conference held in Anaheim earlier in the month. Timothy Kelley of the Imperial Valley Economic Development Corporation, Robert Meyer of the State of California Employment Training Panel, Eric Brandt of One World Beef (OWB), provided a presentation on how each partner came together to assist a start-up company through the incentives received at state and local levels, including Imperial County Workforce Development Office s On-the-Job Training Program. As a result of this multi-agency collaboration, many local residents were hired and have been able to secure employment and become successful in the workplace. The success story that was shared focused on the opportunities many OWB employees are experiencing due to the crosstraining being done within the company. During the presentation, Mr. Brandt also spoke on how he has seen firsthand that the employment opportunities have improved the quality of life of many newly employed OWB employees. The same presentation is also being requested to be provided at two upcoming conferences: The California Association for Local Economic Development Conference and others that are currently being planned. ICWDB member, Karina Alvarez, asked if there is a way to track On-the-Job Training (OJT) participant soft skills. Program and Compliance Manager, Camilo Garcia, noted that as part of the National Emergency Grant, there is an emphasis placed on not only obtaining employment, but also retaining employment and how soft skills play a critical role in keeping employment. ICWDB member, Edwin Obergfell, also attended the conference on behalf of Imperial Valley Regional Occupational Program and reported that he was pleased with hearing the amount of discussion regarding entry level pathways. 13. WIOA National Convening Report Priscilla Lopez, ICWDO Administrative Manager, reported on the session she attended at the conference that focused on Operations and how the braiding of services will be impacting the work being done at AJCCs. Allison Duran, ICWDO Fiscal Manager, reported she attended a session provided by the Department of Labor regarding Fiscal. At the session it was stressed that innovation can be done through people and services but not through funds. Camilo Garcia, ICWDO Program and Compliance Manager, reported that he attended a session regarding Performance. Panel members consisting of various WDB Directors discussed how local boards can continue to meet the needs of businesses. These needs included soft skills training. 5

Regional Training Coordinator and Regional Organizer Duties ICWDO Director, Miguel Figueroa, provided a memo summarizing the services to be performed by California Workforce Association for the Southern Border Regional Planning Unit and the roles of the Regional Training Coordinator and Regional Organizer. 14. Reports a. Board of Supervisors Imperial County Board of Supervisor, Michael Kelley, was unable to attend the meeting. b. Director s Report Already discussed. c. ICWDO Business Services Report ICWDO Business Services Supervisor, Carlos Lopez, reported that Business Services staff are currently working locally with Silverdale Cheese Company and utilizing the OJT structure that was successfully implemented with One World Beef. Mr. Lopez also reported that a National Career Readiness Certificate event is scheduled to be held on June 16, Currently, Imperial County is the second highest county in the state with employers who recognize the certificate. d. Business and Planning Committee ICWDB Analyst, Jeff Burquist, reported the committee was unable to secure a quorum for the May 18, 2017, meeting due to conflicting schedules of committee members and the General Assembly and Economic Summit events. The next ICWDB Business and Planning Committee meeting is scheduled on July 20, 2017, at 12:00 p.m. e. ICWDB Chair s Report ICWDB Chair, Timothy Kelley, was unable to attend the meeting. f. Treasurer s Report ICWDB Treasurer, Josue Mercado, reported that he met with ICWDO Fiscal staff to review monthly financial reports and reported on a fiscal workshop that is scheduled for July 12, The workshop will provide ICWDB members with information regarding ICWDO budget reports, the monthly financial statement, how the two year interval allocation works, and the detailed reports provided and discussed at meetings with ICWDO staff. Mr. Mercado also reported that the FY16-17 non-wioa budget had an increase of $29,034 that was due to receiving the State Attorney s General Settlement Class Fund. The total FY16-17 budget now totaled $9,240,879. Mr. Mercado also provided more details on different line items of the financial statement. ICWDO Director, Miguel Figueroa, discussed line item 31, FUTURE Program. The start-up program was a learning experience for ICWDO and Imperial County Department of Social Services, in which both TANF and WIOA mandates were braided. Mr. Figueroa explained that lessons learned from what worked, and did not work, in the Program will be incorporated into revisions for the second program year. The PY17-18 allocation is currently being negotiated. g. Youth Committee ICWDB Youth Committee Chair, Elvira Anaya, reported the committee last met on May 10, At the meeting, IVROP Project Manager, Luis De La Torre, provided a presentation regarding WIOA Youth Program Services activities and goals attained to date. ICWDB Youth Committee member, Tish Thompson, reported Central Union Adult School will be providing services at the former Social Security Office located on Wake Street in El Centro. 6
7 h. One Stop Policy Oversight Committee Already discussed and approved as action items. i. Veteran Services Report Veterans Employment Representative of the Employment Development Department (EDD), Len McCalister, shared that EDD is seeking to hire a Youth Student Assistant. The position is a great opportunity for any youth considering a career within the EDD. Qualifications include that the applicant be between the ages of 15-24, enrolled in 6 semester units and hold a GPA of 2.8 or higher. Mr. McCalister also reported on the Veteran Labor Force in Imperial County. Currently, 2,717 Veterans are employed in the county and the current Veteran unemployment rate is 11%. Additionally, 61 locally unemployed Veterans are currently listed in the EDD case management database so that employment opportunities through AJCCs can be shared with these Veterans. Mr. McCalister reported that the last Veterans Networking Club (VNC) was held on April 27, Mr. McCalister also reported that he recently attended the 2017 California Employer Advisory Council Conference. At the conference, MTC, a local employer, received recognition as Employer of the Year, as they make an emphasis on hiring Veterans. The next VNC is scheduled on May 25, 2017, with guest speaker Marissa Bowers, Advertising Consultant from Imperial Valley Alive Magazine. Ms. Bowers is a former case managed client of EDD. CWA represents all 48 of the Workforce Development Boards in the State of California, as well as over 70 other members. The association develops public policy strategies and builds local capacity to address critical workforce issues. Membership benefits include: Access to CWA s bill watch list and CWA s positions on legislation Up to date information of the latest in policy and directives Special discounts on all CWA conferences Exclusive training sessions pertaining to Workforce Innovation and Opportunity Act requirements FISCAL IMPACT: $9,

12 Imperial County Workforce Development Board Action Agenda Item 5 MEETING DATE: June 28, 2017 ITEM: 5 SUBJECT: FROM: Discussion/Action to approve a second no-cost extension for the Registered Nurse Mentorship training program provided by Imperial Valley Regional Occupational Program (IVROP) Miguel Figueroa, ICWDO Director RECOMMENDATION: ICWDO Director recommends to approve the request for a second no-cost extension for the Registered Nurse Mentorship training program provided by Imperial Valley Regional Occupational Program (IVROP). BACKGROUND: IVROP is requesting a second no-cost extension for a period of two (2) months. The purpose of the requested extension is to continue providing services to participants currently enrolled in the Registered Nurse Mentorship training program to ensure that the appropriate amount of time is provided in order for these clients to successfully complete the training, pass required examinations, and be placed in training related employment. The requested extension would extend the program end date to June 30, FISCAL IMPACT: None. 12

Miguel Figueroa, ICWDO Director RECOMMENDATION: ICWDO Director recommends to approve Memorandums of Understanding (MOU) with Brawley, Calipatria, Holtville and Imperial Unified School Districts. BACKGROUND: WIOA strengthens the Title II Adult Education and Family Literacy Act (AEFLA) program by positioning adult education services as a key component of the workforce development system in local communities and improving alignment among adult education programs, postsecondary education providers, and employers. The proposed MOUs emphasize the need to serve the adult student population who need educational support, access to a comprehensive English language proficiency program, and referrals into the workforce by the Imperial County Workforce Development Office. In addition, these MOUs meet the requirement for the administration of WIOA Title II funds as specified in WIOA Section 121 (c). FISCAL IMPACT: None 14
