2 A Bill to Amend the Justice Assistance Grant Program 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. The Justice Assistance Grant Program (JAG) provides extensive financial assistance to states that can be used for criminal justice purposes. The amount of funding per state is allotted through a formula. The total state allocation is broken up into 0% towards the state government and 0% towards local governments. SECTION. states set the age for a defendant to be tried as an adult less than years old. This is unacceptable as it holds teenagers, who are still developing mentally and morally, responsible for even petty crimes and leaves them with a record. SECTION. Let the Legislative Mandate USC be amended so that any states that set the age for a defendant to be tried as an adult less that years old receive only 0% of the state s allocation for local authorities. The remaining 0% will be reallocated to states that set the age limit to years old. SECTION. This legislation will be in effect by the start of the new fiscal year. SECTION. 3 A BILL TO PROHIBIT ASSISTANCE TO PAKISTAN BE IT BY THE CONGRESS HERE ASSEMBLED THAT: SECTION : Prohibition- Except as provided in subsection (a), assistance may not be provided to Pakistan under any provision of law. A. This act shall not apply with respect to assistance to ensure the security of nuclear weapons. Section : This Act shall take effect on the date of enactment. 4 A BILL TO REFORM FOREIGN AID 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States Agency for International Development (USAID) shall be given an additional $0,000,000 annually to create and maintain the Board of Progressive Development. SECTION. The Board of Progressive Development shall be tasked with reviewing all foreign aid that the United States Agency for International Development gives or administers to determine whether or not that aid is beneficial to the economy of the country receiving aid. A. Should The Board of Progressive Development determine that aid is not beneficial to the economy of the country receiving aid, it shall have the authority to terminate the continuation of that aid. SECTION. The United States Agency for International Development shall be responsible for the implementation of funding. A. The U.S. Government and Accountability Office shall perform yearly audits in order to ensure that all funding from this legislation is being used efficiently and appropriately. SECTION. The provisions of this bill shall take effect at the beginning of the next fiscal year. SECTION. All laws in conflict with this legislation are hereby declared null and void. 5 A RESOLUTION TO AMEND THE UNITED STATES CONSTITUTION TO ESTABLISH TERM LIMITS FOR A SUPREME COURT CHIEF JUSTICE. WHEREAS, A United States Supreme Court Chief Justice serves for life; and. WHEREAS, A United States Representative, a United States Senator and the. President all have term limits; and. WHEREAS, A Chief Justice is responsible for final decisions in federal cases,. and don t have to worry about the public s viewpoints; and now, therefore, be it. RESOLVED, By two-thirds of the Congress here assembled, that the following. article is proposed as an amendment to the Constitution of the United States,. which shall be valid to all intents and purposes as part of the Constitution when. ratified by the legislatures of three-fourths of the several states within seven 0. years from the date of its submission by the Congress:.. ARTICLE XXVIII. SECTION : A Supreme Court Chief Justice shall be limited to serve two ten. year terms. This amendment shall not take effect until the tenure of the current. The Dominican Republic Central America Free Trade Agreement, otherwise known as CAFTA-DR, shall hereby be abolished. SECTION. CAFTA-DR shall be defined as the multilateral free trade agreement observed by the United States, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, and Nicaragua. SECTION. The United States Department of the Treasury shall oversee the enforcement of this bill. SECTION. This bill shall take effect as of January, 00. SECTION. 7 A BILL TO COUNTER BOKO HARAM TO STABILIZE AND PROTECT WESTERN AFRICA 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States will provide humanitarian and developmental aid to improve programs to assist internally displaced persons to Nigeria. SECTION. Humanitarian aid shall be defined as a sum of money designed to provide emergency relief and developmental aid as the sum of money designed to support programs to encourage a stable government, higher quality of life and democracy. Internally displaced persons shall be defined as individuals forced from their homes but who remain within their country s borders due to national emergencies, avoidance of armed conflict or human rights violations by a terrorist or government organization. SECTION. The bill shall be overseen by the United States Agency for International Development (USAID) and the United States Treasury. A. $00 million dollars will be allocated for humanitarian aid, and directed toward the Nigerian National Emergency Management Agency. B. $00 million dollars will be allocated for developmental aid SECTION. This bill will be implemented in January 0. SECTION. 8 A Bill to End Civil Asset Forfeiture BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. The United States Federal Government will no longer be permitted to sue personal property and confiscate it, as currently done in civil asset forfeiture cases. Criminal asset forfeiture will still be permitted. Criminal asset forfeiture will be defined as asset forfeiture conducted after the owner is convicted of a felony or misdemeanor. Civil asset forfeiture will be defined as any other case of asset forfeiture in which the owner of the seized property is not convicted of a crime. The United States Department of Justice will oversee the implementation of this bill. A. The United States Marshals Service will see that all property currently involved in civil asset forfeiture cases be returned to its owner, unless criminal charges are being filed. B. The Federal Bureau of Investigation will oversee all state and local asset forfeiture cases, dismissing any of civil nature. It will then continue to regulate and oversee asset forfeiture cases, again dismissing civil cases. SECTION. The contents of this bill will be implemented on October st, 0. SECTION. Section : The United States Cyber Command, also known as USCYBERCOM, will. undergo budget increases. The first year will see an increase of % over last. year s budget. States against cyber attacks by foreign entities, as well as for the hiring of more. cyber security specialists to bolster our defense system.. 10 0 0 The CYS Financial Revitalization Act of 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The Consumer Yield Security Act (Commonly referred to as the Chen- Younus-Skidan Initiative) sets out to reinvigorate the financial industry. A. Supplant the FSOC, which is currently in place under the jurisdiction of Dodd Frank, with the CYS Regulatory Commission, a bipartisan oversight commission appointed by the SEC and Department of Treasury. B. Levy a financial transaction tax ranging from.%-%, dependant upon the nature of the trade as per the stipulations of the CYSRC. C. Fortify the provisions within the Basel III Capital Requirement Accords to increase the liquid asset backing of banks to.% of investments. D. Repeal ineffective clauses of the Dodd Frank Wall Street Reform and Consumer Protection Act, inclusive of the Volcker Rule, as per the stipulations of the CYSRC E. Ensure the regulation of Credit Default Swaps and Adjustable Rate Mortgages to ameliorate the American credit rating back to AAA. SECTION. The Securities and Exchange Commission along with the Department of Treasury shall enforce this bill. SECTION. This bill shall take effect on the inception of the 0 fiscal year. SECTION. 11 A BILL TO ALLOW MEDICARE TO NEGOTIATE PRESCRIPTION DRUG PRICES 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. Medicare shall henceforth be empowered to negotiate with pharmaceutical companies for lower prices on prescription drugs. SECTION. Pharmaceutical companies shall refer to any manufacturer or distributor from whom Medicare patients ultimately receive medication. SECTION. The Centers for Medicare and Medicaid Services shall establish the Medicare Drug Price Negotiation Board. A. This board shall oversee the negotiation of drug prices for Medicare recipients with the drug companies that participate in selling drugs to recipients. B. This board shall use the purchasing power of Medicare, in order to receive the best and lowest price possible for Medicare recipients. C. The members of this board shall be appointed by the President of the United States of America, without the consent of the United States Congress. 0 D. The Centers of Medicare and Medicaid Services shall be appropriated an additional $0 million to establish the board and to initiate the drug negotiation process. SECTION. TO PROTECT UNITED STATES INTERESTS WHEREAS, US involvement with NATO has resulted in unwanted and costly circumstances; and WHEREAS, other nations have relied solely on this American financial and military support; and WHEREAS, this can pull the United States into foreign conflicts that the American people do not support; now, therefore, be it RESOLVED, That the Student Congress here assembled make the following recommendation for the United States revoke its membership in the North Atlantic Treaty Organization. 13 A Bill to Adopt an Educational Voucher System 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. The US will adopt a voucher system for private schools. SECTION. Vouchers will be given out to students to determine which schools they would like to attend. SECTION. Voucher system is defined as a certificate of funding issued by the government, which the parents of a schoolchild have control of and are able to direct towards the public or private school of their own choosing to fully or partially pay for the tuition of their child at that school for that year. SECTION. Vouchers will be accepted in a first come first serve basis. SECTION. This bill will be implemented immediately. SECTION. 14 A Bill to Improve the Quality of American Detention Centers 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. The United States Department of Immigration and Customs Enforcement shall receive an additional 00 million dollars of funding. SECTION. A. This funding shall go towards the expansion and improvement of detention centers over the next three years. B. Expansion and Improvement shall be defined as the construction of new detention centers and an increase of supplies, such as but not limited to proper beds, room facilities, and basic necessities SECTION. The Office of Management and Budget and the Department of Homeland Security shall oversee the implementation of this legislation. SECTION. This bill shall be implemented immediately. SECTION. 18 A BILL TO INVEST IN CYBERSECURITY 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The annual budget of the United States Cyber Command (USCYBERCOM) shall be increased by $00 million dollars. A. The additional funding allotted in Section must be used by USCYBERCOM to work with private companies in efforts to improve the cybersecurity of the United States. SECTION. The United States Cyber Command shall be responsible for selecting which private companies it chooses to work with. SECTION. The United States Strategic Command (USSTRATCOM) and the United States Cyber Command shall be responsible for the implementation of funding. A. By two- thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of The United States of America, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three- fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE The Twenty- Second Amendment to the United States Constitution shall be repealed and declared void. A. Any person may be elected to the office of President more than twice, without restriction. B. This article shall not apply to the person holding the office of President when this article is proposed by Congress, nor the person serving as President immediately after this article has been ratified. This article shall be inoperative unless it has been ratified as an amendment to the Constitution by the legislatures of three- fourths of the states within seven years from the date of its submission to the states by the Congress. The American coalition with Arab and European countries shall be reformed with the inclusion of key actors and the military support of Europe. A. Military relations with Turkey and Iran shall be strengthened and formalized, for the purpose of advancing the fight against ISIS B. The alliance with the Gulf-Arab states shall be heavily monitored and overseen to prevent the misallocation of aid packages. C. Request the increase of military aid from European nations without restrictions. D. Israeli humanitarian and military aid will be integrated into the coalition. SECTION. The current coalition shall be supplanted with the new agreement between the involved states. All current coalition members shall be included, although the roles some nations play now may change so as to fit the landscape of the new coalition. SECTION. The Department of Defense and the Department of State shall enforce this bill. SECTION. This bill shall take effect days after passage. SECTION. 25 A BILL TO WITHDRAW THE UNITED STATES FROM NAFTA SECTION : The North American Free Trade agreement implementation Act shall cease to be effective beginning on the date that is six months after the date of enactment. SECTION : On the date of enactment, the President shall provide the Governments of Canada and Mexico a written notice of withdrawal of the United States from the NAFTA. 26 A Resolution to Increase Defense Spending 0 WHEREAS, budget cuts due to sequestration have adversely affected defense spending; and WHEREAS, whereas the current decreased budget leaves our Armed Forces more vulnerable and less capable of defense; and now, therefore, be it RESOLVED, that we shall increase the defense budget to pre-sequester levels by the start of FY 0 to promote national security; and, be it FURTHER RESOLVED, that upon increasing the budget, Department of Defense audits will be conducted every two years to ensure that funds are being spent properly and that any misuse of funding will result in prompt and proper reallocation of the misspent funds. 27 A BILL TO CREATE A NO-ESPIONAGE PACT WITH THE FEDERAL REPUBLIC OF GERMANY 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States shall establish a No-Espionage Treaty with the Federal Republic of Germany. SECTION. A No-Espionage Treaty shall be defined as acquiring classified information without prior consent from the highest intelligence officer within the co-signing nations. SECTION. The Congress delegates the responsibility to maintain positive American influence within European nations to the President of the United States. SECTION. The United States Department of State shall be responsible for overlooking this legislation. SECTION. This legislation will take effect upon passage of this legislation. SECTION. 28 A Bill to Repeal Restrictions to The Exportation of American Sourced Crude Oil 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. Oil companies shall be permitted to export crude oil from American oil wells and a % tax, in addition to any existing taxes, will be levied on the crude oil. SECTION. A. American oil wells should be defined as, all sources of crude oil located within the United States, land or sea, or on property owned by U.S. citizens or companies licensed, incorporated, or registered in the United States. B. A % federal export tax will be applied to the oil on the day exported as determined by the average of the opening and closing prices for the equivalent crude oil prices as traded on the Chicago Mercantile Exchange. SECTION. The Department of Energy will oversee the implementation of export permitting and the Internal Revenue Service will oversee the implementation of this export tax. SECTION.
