1 TOWNSHIP OF DENNIS DENNISVILLE, NJ JULY 10, :00 P.M. (PREVAILING TIME) TWP. COMMITTEE REGULAR MEETING The Mayor opened the meeting in compliance with the Open Public Meetings Act requirements. The Mayor requested that the roll call and flag salute be carried over from the Work Session Meeting (VanArtsdalen, Turner, Elisano and Matalucci present, Fry-DeRose was absent). The Mayor asked if there were any comments on the consent agenda. There being no comment, the Mayor asked for a motion adopting the consent agenda, motion was made by Turner, seconded by Elisano, with 4 ayes and 1 absent (Fry-DeRose), that the consent agenda be adopted. The following minutes were approved as part of the consent agenda: 05/22/2018 Regular Meeting. The following resolution numbers thru were a part of the Consent Agenda: RESOLUTION NO RESOLUTION AUTHORIZING THE TRANSFER OF PROPERTY TAXES WHEREAS, there exists overpayments for Block 224 Lot 79 due to a State Tax Appeal; and WHEREAS, the Tax Collector of the Township of Dennis has determined that said overpayment should be transferred. NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Dennis, County of Cape May, State of New Jersey, that the following amounts be transferred to 2018 taxes. YEAR AMOUNT 2013 $25, $19, $19, $ 9, BE IT FURTHER RESOLVED that a copy of this resolution be given to the Tax Collector to adjust her records accordingly. 2 WHEREAS, the Dennis Township Public Works Department is in need of Seasonal laborers; and WHEREAS, the Administrator has received applications and made his recommendation to the Township Committee. NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Dennis, County of Cape May, State of New Jersey, that the following be hired as Seasonal Laborers for the Department of Public Works: Joseph Pettit, of 71 Westcott Road, Clermont, NJ at the hourly rate of $15.00 per hour effective 07/16/2018 and Matthew Fetske of 226 S. Leipzig Ave., Egg Harbor City, NJ at the hourly rate of $13.00 per hour retroactive to July 02, ATTEST ATTEST RESOLUTION NO.: A RESOLUTION OF THE TOWNSHIP OF DENNIS, COUNTY OF CAPE MAY AND STATE OF NEW JERSEY AUTHORIZING A PROFESSIONAL SERVICE CONTRACT TO JOHN C. GIBSON, P.E. FOR THE ENGINEERING SERVICES ASSOCIATED WITH PHASE 1B OF THE COUNTY BIKEWAY PROJECT IN DENNIS TOWNSHIP, CAPE MAY COUNTY, NEW JERSEY. WHEREAS, the Township Committee has determined to construct the County Bikeway through Dennis Township, the first phase of which extends from South Seaville to the Middle Township line, with grant funds from the County Open Space Funds, and WHEREAS, John C. Gibson, P.E. is the Engineer for Dennis Township, and WHEREAS, John C. Gibson, P.E. has submitted a proposal, for Phase 1B for environmental permit applications and supplemental right of way coordination, a copy of this is attached hereto as exhibit A, in an amount not to exceed $26, for Professional Engineering Services. NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Dennis, in the County of Cape May and State of New Jersey, that a contract for Phase 1B, be and the same is hereby awarded to John C. Gibson, P.E. as a Professional Services Contract, in an amount not to exceed $26,000.00, for professional engineering services. BE IT FURTHER RESOLVED, that the Municipal Clerk be and is hereby authorized and directed to publish in the official newspaper of the Township a copy of this Resolution. BE IT FURTHER RESOLVED, that a certification of availability of funds has been issued by the Assistant Chief Finance Officer and that funds are available in #C ATTEST ATTEST RESOLUTION NO RESOLUTION AUTHORIZING A SHARED SERVICES AGREEMENT BY AND BETWEEN THE TOWNSHIP OF DENNIS AND THE DENNIS TOWNSHIP BOARD OF EDUCATION FOR A SCHOOL SECURITY SPECIALIST

3 WHEREAS, the Township of Dennis and the Dennis Township Board of Education have a vested interest in preserving the safety of the children attending the Township school system; and WHEREAS, a Shared Services Agreement has been prepared to allow that each shall incur salary expenses for the services of a School Security Specialists under terms agreeable to the Township and the Board of Education, a copy of which is annexed to this Resolution; and WHEREAS, the Township is authorized to enter into such agreements under the authority of N.J.S.A. 40:8A-1 et seq.; and WHEREAS, the Township of Dennis finds that such an agreement in this instance would be in the interests of the health, safety and welfare of the citizens of the Township. NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of Dennis in the County of Cape May and the State of New Jersey, duly assembled in public session this 10 th day of July, 2018, as follows: 1. The Preamble of this Resolution is hereby adopted and incorporated herein by reference; 2. The aforementioned and annexed Shared Services Agreement is hereby approved; 3. The Mayor and Clerk are hereby authorized and directed to execute the said Shared Services Agreement on behalf of the Township of Dennis. Let the record reflect that there were no comments from the public. The Mayor asked for comments from the Township Committee. Committeeman VanArtsdalen indicated that he had no comments at this time. Committeeman Elisano indicated that he had no comments at this time. Committeeman Turner indicated that the zoning issue regarding fence height was discussed at the last Consolidated Land Use Board s meeting and that their Attorney would be forwarding the Board s formal response to the Committee, however, the bottom line is issues regarding fence height should be dealt with thru variances. Mayor Matalucci commented on the updated FEMA Maps and that property owners could save money regarding flood insurance. He indicated that he has saved a substantial amount. Mayor Matalucci indicated that he and OEM Coordinator, John Berg, were looking into having a repeater installed on a cell tower in the Eldora area to get better reception for Fire & EMS and that the quote is $15, to $20, for equipment and installation with additional fees from the cell tower company for rent. The Committee and Mr. Berg commented on fire calls. Motion was made by Elisano, seconded by VanArtsdalen, that the meeting be adjourned. All in favor and the motion carried. ATTEST ATTEST
