The Internal Revenue Service will provide tax credits as incentives to US businesses which purchase raw materials, goods, or services from other US-based businesses. A. Tax credits will be issued based on how many American goods the company buys, trades, and uses for manufacturing. B. The business income tax of the business entity will be reduced by % if the share of American goods and services exceeds % of goods and services purchased. Natural resources, particularly oil, coal, and other fossil fuels, are excluded from this bill. The Department of the Treasury shall be responsible for enforcing the provisions of this bill. SECTION. As used herein, the fundamental worker rights shall comprise freedom of association and collective bargaining, elimination of forced labor, abolition of child labor, and elimination of discrimination in respect of employment. A. The Department of Commerce shall be responsible for enforcing the provisions of this bill. B. If these mandates are not enforced in NAFTA by January, 00, the United States shall immediately withdraw from NAFTA. The provisions of this bill shall take effect immediately upon passage. Res. 0 A Resolution to Protect Coral Reefs from Toxins Found in Sunscreen Titanium dioxide and zinc oxide nanoparticles found in sunscreen are killing coral reefs; and The death of coral reefs cause the extinction of marine species and the decline of tourism; and Banning sunscreen-derived titanium dioxide and zinc oxide nanoparticles would reduce coral exposure to antimicrobials, which would then allow coral growth; now, therefore, be it RESOLVED, That the Student Congress here assembled calls for a ban on the use of titanium dioxide and zinc oxide nanoparticles in sunscreen. Lobbyists shall be defined as individuals who who take part in an organized attempt to influence legislators. B. Large corporations or large banks will be defined as corporations or banks with annual net profit of 0 million dollars or more. Rohingya refugees shall be defined as internally displaced or immigrated Bangladeshi who reside in a foreign country for asylum. B. Military aid shall be defined as funding given to the Indian Government for military purposes and earmarked for military interest. The Department of State and the Department of Defense shall be responsible for enforcing the provisions of this bill. A Resolution to Remove the Citizenship Question from the 00 Census 0 The Census is obligated to count all persons in the United States, regardless of citizenship or documentation, for purposes of apportionment; and The Commerce Department has announced that the 00 Census questionnaire will include a question about respondents citizenship; and This question is not necessary for any function of the Census; and The Trump Administration s immigration enforcement actions provide reason to fear that citizenship or residency data could be used in support of removals; and This fear will drive down response rates, increasing nonresponse follow-up costs; and The decreased response will result in an undercount in places with high immigrant populations, depriving those places of representation and federal funds to which they are entitled; now, therefore, be it RESOLVED, That the Student Congress here assembled calls for the removal of the citizenship question from the 00 Census. A Resolution to Repeal the Religious Freedom Restoration Act 0 Congress passed the Religious Freedom Restoration Act (RFRA) to protect individual religious liberty from government intrusion; and Since then, activist groups have twisted RFRA s meaning by claiming a religious need to violate other people s rights, an argument validated by the U.S. Supreme Court in Hobby Lobby v. Burwell; and Congress intended RFRA to be a shield, not a sword; and RFRA has already been found unconstitutional as applied to state and local governments; and RFRA likely violates the First Amendment by favoring religious motivations over nonreligious ones; now, therefore, be it RESOLVED, That the Student Congress here assembled calls for the repeal of the Religious Freedom Restoration Act. The National Flood Insurance Program shall require participating insurance companies to split the cost of damages, to regularly update flood plain maps, and to means-test flood insurance discounts. As used herein, flood plain maps shall be defined as maps that identify special flood hazard areas and flood insurance risk premium zones. The Department of Homeland Security shall be responsible for enforcing the provisions of this bill. Insurers that fail to comply with the provisions of this bill shall be required to refund all premiums collected in the previous 0 months, less benefits paid during that time. A Resolution to End the Disposal of E-Waste in Africa The United States has shipped e-waste, or electronics that have reached the end of their useful life, to Africa for disposal; and This practice has caused soil damage and other environmental damage in African countries like Ghana; and The United States has the capacity to safely dispose of or repurpose the materials on e-waste; and By stopping the dumping of e-waste, we would help better the environment in African nations, allowing them to start to recover the damaged environment; now, therefore, be it 0 RESOLVED, That the Student Congress here assembled calls for an end to the disposal of domestic e-waste in African countries.
