1 A Resolution to End Negotiations on the Transatlantic Investment Partnership 1 Whereas: Economic freedom is the fundamental right of every person to control his 2 or her own labor and property; and 3 Whereas: The United States should not be involved in any agreement that could 4 increase government regulation in the name of promoting free trade that 5 could infringe on U.S. sovereignty; and 6 Whereas: The U.S. should not enter into an agreement that is based on the 7 harmonization of regulations that would affect economic freedom; and 8 Whereas: The TTIP only serves the interests of transnational corporations and 9 negotiations have been inherently undemocratic; and 11 Therefore, be it resolved by this Palm Beach Catholic Forensic League Student 12 Congress assembled here that this Congress refuse to ratify the 13 Transatlantic Trade Investment Partnership. 2 A Bill to Reform the Unites States Criminal Justice System in Order to Issue Non-Violent Drug Offenders Fines Instead of Jail Time 1 Be it enacted by this Palm Beach Catholic Forensic League Student Congress here 2 assembled that: 3 Article I: The United States Criminal Justice System will be reformed in order to 4 issue fines instead of jail time to all non-violent drug offenders. 5 Article II: A. The term FINE shall be defined as a mandatory sum of money 6 exacted, as penalty for a crime, by a local, state or national 7 government agency. 8 B. The term NON-VIOLENT DRUG OFFENDER shall be defined as 9 any person who is caught selling or obtaining illegal substances 10 without intent to inflict bodily harm on another person. 11 Article III: The provisions of this bill shall go into effect at the beginning of Fiscal 12 Year Article IV: The United States Criminal Justice System shall be appointed to oversee 14 the enforcement and provisions of this bill. 15 A. The U.S. Criminal Justice System shall issue fines progressively, 16 based on the offender s income. 17 Article V: All laws or parts of laws in conflict with the provisions of this bill are 18 hereby declared null and void. 3 A Bill to Eliminate the FERS Program for Federally Elected Officials 1 Be it enacted by this Palm Beach Catholic Forensic League Student Congress here 2 assembled that: 3 Article I: The United States will eliminate the FERS Program for federally elected 4 officials and their appointees. 5 Article II: Federally Elected officials are defined in 44 USCS 3315, as any 6 individual holding the office of President or Vice President of the United 7 States, Senators, and Representatives. Appointees are defined as any 8 employee who is appointed by the President, the Vice President, or agency 9 head. 10 Article III: This bill will be enacted immediately upon passage, however, current 11 beneficiaries of FERS will continue to receive the benefits of the program 12 until their death. 13 Article IV: The implementation of this bill will be overseen by the US Office of 14 Personnel Management. 15 A) This bill will eliminate all portions of FERS that affect elected 16 officials, including the Thrift Savings Plan (TSP). 17 B) This bill will not eliminate Military Retirement Pay 18 Article V: All other laws that may be in conflict with this bill shall hereby be 19 declared null and void. 4 A Bill to Increase Aid and Military Support to Somalia to Combat Al-Shabaab 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 Article I. A) The United States shall send 500 US Special Operation troops 3 to Somalia to advise and instruct AMISOM and local forces. 4 B) $50,000,000 shall be allocated from the U.S. State Department 5 funds to Bancroft Global Development to support the soldiers of 6 Somalia in the form of counterinsurgency strategies, training, 7 bomb disposal, and road building. 8 Article II. A) The African Union Mission in Somalia (AMISOM) is a 9 regional peacekeeping mission operated by the African Union with 10 the approval of the United Nations in Somalia. 11 B) U.S. Special Operations forces shall be defined as troops who 12 work with local militaries to help bolster their capabilities and 13 accompany them on missions. 14 C) Bancroft Global Development is a Washington-based company 15 working with the State Department to train African Union troops. 16 D) Counterinsurgency strategies shall be defined as comprehensive 17 civilian and military efforts taken to contain insurgency. 18 Article III. This legislation will go into effect on October 1, Article IV. The Department of Defense will oversee implementation of the legislation. 20 Article V. 5 A Bill to Mandate that Texting and Driving be Classified as a Felony 1 Be it Enacted by this PBCFL Student Congress here assembled that: 2 Article 1. All persons charged with texting and driving will be sentenced to the same 3 consequences as a felony DUI. 4 Article II. A. Persons charged with texting and driving will be charged with the 5 short term consequences of a DUI for their first two offenses. 6 B. On the third offense, the offender will be charged with a felony. 7 Article III. The provisions of this bill will go into effect on January 1, Article IV. The Department of Motor Vehicles will be in charge of the enforcement 9 and workings of this bill. 10 Article V. All laws or parts of laws in conflict with the provisions of this bill are 11 hereby declared null and void. Jupiter High School

6 A Resolution to Prohibit the Federal Display of the Confederate Flag 1 Whereas: in 1861 the United States was divided into two separate nations; and 2 Whereas: the secondary nation, the Confederacy of the United States, had deigned to 3 create a new flag towards the new confederacy; and 4 Whereas: the new flag was symbolic of the proslavery attitudes of the South by 5 natural causes before it is able to survive independently; and 6 Whereas: the federal display of the confederate flag should be abolished due to its 7 historical association with white supremacy; 8 Therefore: be it resolved by this Palm Beach Catholic Forensic League Student 9 Congress assembled here that: the display of Confederacy flags should be 10 prohibited. 7 A Bill to Enact a Federal Renewable Portfolio Standard 1 Be it enacted by this Palm Beach Catholic Forensic League Student Congress here 2 assembled that: 3 Article I. A federal Renewable Portfolio Standard be enacted for electric supply 4 companies to produce 20% of their energy from renewable energy 5 sources. 6 Article II. A. Renewable energy shall be defined as energy deriving from 7 hydroelectric, solar, wind, geothermal, biomass, and nuclear 8 sources. 9 B. Renewable Portfolio Standard shall be defined as a standard 10 placing an obligation on electric supply companies to produce a 11 specified fraction of their electricity from renewable energy 12 sources. 13 Article III. This legislation shall go into effect starting FY Article IV. The Department of Energy will oversee the implementation of this 15 legislation. 16 A. An annual audit shall be submitted on progress towards meeting 17 such a standard. 18 B. Private and public companies that do not meet the standard by the 19 year 2030 shall not be granted government assistance or subsidies. 20 Article V. 8 A Resolution to Remove the Sales Tax in the US 1 Whereas: By removing the current sales tax; in the United States people will save 2 money; and 3 Whereas: There are poor people who need to save as much money as they can but 4 are losing money over time with sales tax; and 5 Whereas: Sales tax is defined as a tax on the receipt form sales; and 6 Whereas: The average sales is between 6-7 percent; 7 Therefore: Be it resolved by this PBCFL student congress assembled that all sales tax 8 will be banned in the United States. 9 A Bill to Reform Welfare by Requiring Community Service 1 Be it enacted by this Palm Beach Catholic Forensic League Student Congress here 2 assembled that: 3 Article I. All United States welfare recipients must complete 40 hours of community 4 service each month. 5 Article II. Welfare shall be defined as a government program for poor or 6 unemployed people that helps pay for their food, housing, medical costs, 7 etc. Severe physical/ mental disabilities shall be defined as any disability 8 that makes it impossible or near impossible to complete the required 9 community service. 10 Article III. This bill shall go into effect immediately upon passage. 11 Article IV. The U.S. Bureau of Labor will oversee enforcement of the bill. 12 A. Those who fail to meet community service requirements, will not 13 receive aid for that month 14 B. People with severe physical/mental disabilities are exempt from 15 these requirements. 16 Section V. All laws in conflict with this legislation are hereby declared null 17 and void. 10 A Bill to Classify Childhood Obesity as Child Neglect 1 Be it enacted by the student congress assembled here that: 2 Article 1: Any parent or guardian that has a child in their care to be obese will be 3 charged with child neglect. 4 Article 2: Childhood obesity is defined as a minor having a body mass index > 3 5 three standard deviations above the WHO growth standard median. 6 Article 3: This bill will be implemented on January 1, Article 4: The Department of Child and Families shall be responsible for the 8 implementation and enforcement of this law. 9 A. Minor shall be defined as any person within 1 to 15 years of age 10 B. Childhood Obesity excludes untreatable, and provable, medical 11 conditions. 12 Article 5: All laws in conflict with this legislation are hereby declared null and void. Seminole Ridge High School

11 A Bill to Permanently Subsidize Planned Parenthood 1 Be it enacted by this PBCFL Student Congress here assembled that: 2 Article I: The federal government will add Planned Parenthood to mandatory federal 3 spending. 4 Article II: Planned Parenthood is an organization to provide contraceptive care, 5 abortion services, family planning, STD testing/treatment, cancer 6 screening, and other healthcare services. Subsidize is defined as 7 financially supporting the aforementioned private sector. 8 Article III: This bill will be funded no later than Fiscal Year Article IV: The Department of Health and Human Services will oversee the 10 enforcement of this bill. 11 Article V: All laws in conflict with this bill shall hereby be declared null and void. 12 A Bill to Increase Relations with Cuba 1 Be it enacted by this Palm Beach Catholic Forensic League Student Congress here 2 assembled that: 3 Article I: The embargo and sanctions placed upon Cuba shall be lifted in order to 4 increase relations with the country of Cuba. 5 Article II: The embargo is defined as the one set by President John F. Kennedy 54 6 years ago, which strained Cuba s commercially, economically, and 7 financially. 8 Article III: This bill shall be enacted on January 1st, Article IV: The US Department of State shall oversee the lift of the embargo. The US 10 Department of Treasury shall oversee the removal of sanctions upon Cuba. 11 Article V: All other laws that are in conflict with this new policy shall hereby be 12 declared null and void. 13 A Bill to Train and Provide Teachers with Firearms 1 Be it enacted by this Palm Beach Catholic Forensic League Student Congress here 2 assembled that: 3 Article I. All teachers be trained and provided with firearms as a means of 4 protecting students in the event of a school shooting or any other violent 5 act. 6 Article II: Violent acts shall be defined as actions of an individual or individuals on 7 the school campus, armed or otherwise, who intend to do harm to any 8 other person on the campus. 9 Article III. This bill shall be implemented at the beginning of the school 10 year, pending the readiness of teachers. This bill will last indefinitely. 11 Article III. The Department of Homeland Security jointly with the Department of 12 Education shall be responsible for the implementation of all actions related 13 to this bill. 14 A) Teachers must be trained extensively and have had appropriate 15 background checks. 16 B) If a teacher violates any firearm regulations he/she shall face 17 federal punishment. 18 Article V: All other laws that are in conflict with this bill shall hereby be declared 19 null and void. 14 A Bill to End Mandatory Minimum Sentencing 1 Be it enacted by this student congress here assembled that: 2 Article 1: Any and all minimum sentencing in all states will end. Mandatory will be 3 replaced with a system of individualized justice delivered locally by 4 independent judges. 5 Article 2: Mandatory minimum sentencing shall be defined as minimum sentences 6 set for certain crimes that judges cannot lower, even for extenuating 7 circumstances. The most common of these laws deal with drug offenses 8 and set mandatory minimum sentences for possession of a drug over a 9 certain amount. 10 Article 3: This bill shall take effect immediately upon passage. 11 Article 4: The Judiciary Branch in junction with any Public or Private healthcare and 12 or medical companies shall enforce and control this Bill. 13 Article 5: All laws or portions of laws conflicting with the provisions of this bill 14 shall become null and void. 15 A Resolution to Reduce the Threat of Nuclear Arms Globally 1 Whereras: From past domestic and foreign policy initiatives it has been shown that 2 nuclear arms prove a threat to global security; and 3 Whereras: Threats of nuclear warfare have been preventing any significant foreign 4 policy action in regards to rebuilding relations with international rivals; 5 and 6 Whereras: Global peace talks are the only solution so countries are not paranoid 7 about other countries nuclear stockpile; and 8 Whereras: The interests of the US are at risk if we do not act soon and swiftly; 9 Therefore: Be it resolved that the Congress here assembled form international peace 10 talks with North Korea, China, Iran, and Russia for the express purpose of 11 phasing out nuclear weapons programs (that being the production of 12 nuclear weapons), dismantling stockpiles of nuclear weapons, and 13 disposing of stockpiles of fissile material used to make nuclear weapons 14 mutually. 16 A Bill to Provide Job Training for the Homeless 1 Be it enacted by this PBCFL Student Congress here assembled that 3 Article I: The homeless citizens of the United States shall be eligible to receive 4 job training. 5 Article II: A homeless citizen is as a person that does not rent or own a place of 6 dwelling. Job training is occupational training through specialized 7 courses to gain the skills necessary to perform a low-skill occupation. 8 Article III: Job training facilities shall be established in community colleges over 9 the course of one year beginning in FY 2019, in order to provide for the 10 special training that occupational instructors themselves will need to 11 instruct those with disabilities, handicaps, or a lack of English proficiency. 12 The job training courses provided shall extend for a period of 1 and a half 13 years, but will extend for whatever length of time is necessary for those 14 instructed to gain full comprehension of the skills required for the 15 occupation. 16 Article IV: This Bill s implementation shall be overseen by the Department of 17 Health and Human Services, and the Department of Education, and shall 18 be funded from the budget for the Strategic Defense Initiative (SDI) 19 program. 20 Article V: All laws in conflict with this legislation are to be declared null and void.
