1 Coiste Chontae Cill Mhantain CLG Bye Laws COUNTY CONVENTION (Rules 3.10 to 3.17 T.O. 2017) 1.1 County Convention, convened in accordance with Rule 3.10, shall elect/appoint Officers and Representatives in accordance with Rule 3.11 and Delegates in accordance with Rule 3.12 following nomination in accordance with Rule 3.13: Chairperson, Vice-Chairperson, Secretary, Assistant Secretary, Treasurer, Assistant- Treasurer, Development Officer, Coaching Officer, Officer for Irish Language and Culture, Public Relations Officer and Hurling Officer and shall appoint a Children s Officer and recommended by the outgoing County Committee. It shall further elect two representatives on Provincial Council and one representative on Central Council. 1.2 Before publication of Convention motions submitted in accordance with Rule 3.14 T.O these shall be examined by the Management Committee. Motions considered out of order should be returned to the submitting Unit indicating reasons and affording opportunity to re-submit. 2. In accordance with Rule 3.18 T.O 2017 the County Committee shall consist of the following Officers: Chairman, Vice Chairman, County Secretary, Operations Manager ( without voting rights) Assistant Secretary, Treasurer, Asst. Treasurer, Development Officer, Coaching Officer, P.R.O, Children s Officer, Insurance Officer (appointed by County Committee without voting rights) Officer for Irish Language and Culture, Hurling Officer, Central and Provincial(2) Council Representatives, Referees Administrator, Coiste na nog Secretary, a representative of the following committees, Primary School, Post-Primary Schools, County Handball, two named members of each affiliated club and Chairman of Adult District Board. All with voting rights. A representative of each of the Ladies Football and Camogie Committees, both without voting rights. The County Committee may appoint an Honorary President who shall not hold office for more than 5 years. He may attend at meetings of the County Committee and at County Convention but shall not be entitled to vote. He may, provided he is invited by the Chairperson, speak at County Committee meetings and/or at County Convention. 3. In accordance with Rule 3.20 T.O 2017 the County Committee at its first meeting shall appoint the following Sub Committees. (a) The County Management Committee In accordance with Rule 3.20 (i) T.O 2017 the County Management Committee shall be constituted as follows: County Chairman, Vice Chairman, Secretary, Operations Manager (without voting rights) Assistant Secretary, Treasurer, Asst Treasurer, Development Officer, Coaching Officer, Officer for Irish Language & Culture, Children s Officer, Chairperson of the Strategic Implementation Sub-Committee (appointed without voting rights) and Insurance Officer (without voting rights), P.R.O., Hurling Officer, and Central & Provincial Representatives. A recommendation of the County Management Committee on a matter of Finance may not be upset save by a two- thirds majority of the members of the County Committee present, entitled to vote, and voting Eanair 2018 Page 1

2 (b) Competition Control Committee. In accordance with Rule 3.20 (ii) of T.O the Competition Control Committee shall be appointed. It shall consist of 13 members all of whom shall be named; one of whom shall be Chairperson of County Youth Committee along with the County Referees Administrator (who shall vote only on the appointment of Referees). Nominated by the Management Committee for appointment by the County Committee. The Committee may establish Workgroups with a chairperson and Runai for each group, subject to its overall jurisdiction, to deal with Fixtures and Disciplinary matters. The Fixtures Workgroup shall advise on all arrangements, including the appointment of Referees, for and control of games under the jurisdiction of the County Committee. The Disciplinary Workgroup will advise on all Disciplinary matters other than those functions reserved for the County Hearings Committee. The Competitions Control Committee shall process and make recommendations to the County Committee on applications for grading of Clubs and decisions on applications for grading by Players Rule Except in relation to Transfers and Grading of Clubs the C. C. C. shall have plenary powers. The Competition Control Committee shall also process and make recommendations to the County Committee on applications for Permission(s) to play Hurling or Football with another club to comply with Rule 6.8 T.O and that permissions granted shall be for a period of one year and shall be subject to annual review. (c) Hearings Committee. It shall consist of a Chairman and 9 other named Members (one of who shall act as Rúnaí). Nominated by the Management Committee for appointment by the County Committee (it shall have plenary powers). Functions In accordance with Rule 3.20 (iv) T.O (d) Planning, Physical Development and Safety Committee. It shall consist of the County Development officer who shall be Chairperson. County Safety Officer, Assistant County Safety Officer, Event Officer, Deputy Event Officer, plus three other members (one of whom shall act as Rúnaí). Nominated by the Management Committee for appointment by the County Committee. Functions In accordance with Rule 3.20 (v) T.O 2017 (e) Coaching & Games Development Committee. In accordance with Rule 3.20 (Vii) Coaching & Games Development Committee. It shall consist of the County Coaching Officer who shall be Chairman, County Games Development Manager (who shall act as Rúnaí) One representative each from Primary Schools Committee, Post-Primary Schools Committee, Chairperson of County Youth Committee, County Hurling Officer, a representative from the County Camogie, Ladies Football and County Handball Committee. Nominated by the Management Committee for appointment by the County Committee. The Coaching and Games Committee shall establish a Workgroup (Garden County Academy Workgroup (GCA). It shall be responsible for all matters appertaining to organisation and implementation of all inter-county academy squads in hurling and football from Under 13 to Under 17. The Chairperson and Secretary shall be appointed by the County Committee. The GCA shall provide a report to each meeting of the Coaching Games Committee. (f) Cultural Committee. It shall consist of the County Irish and Cultural Officer who shall be chairman, along with nine other members (one of whom shall act as Rúnaí). 3 (g) Public Relations/Marketing Committee. It shall consist of the County P.R.O and who shall be chairman and have eight (8) other members (one of whom shall act as Rúnaí). Nominated by the Management Committee for appointment by the County Committee. Functions In accordance with Rule 3.20 (ix) TO (h) Youth Committee; Functions in accordance with 3.20 (x) T.O the Youth Committee; (Coiste na nóg) It shall consist of a Chairperson, Vice Chairperson and Secretary nominated by the Management Committee for appointment by County Committee, the County Coaching Officer, County Games Manager, the Children s Officer, Chairperson of County Primary Schools Committee, Chairperson of County Post-Primary Committee plus two named representatives from each underage section of Clubs that are affiliated to compete in an underage championship in the current year. The Committee shall hold a minimum of 4 meetings per year. It shall decide on the format of all underage football and hurling competitions (league/championship etc) to be run and make draws for same from the minor grade down. Fixtures and Discipline shall be dealt with by the County Competitions Control Committee. (i) County Referees Administration Committee; ) It shall consist of County Referees Administrator who shall be chairperson of the committee along with two current referees, a member of Coiste Na nóg and three members of the Coiste Contae. Nominated by the Management Committee for appoint by the County Committee. Functions In accordance with Rule 3.20 (vi) T.O 2017 (j) Finance Committee;.It shall consist of the Treasurer who shall be chairperson, County Secretary, Assistant Treasurer, Operations Manager and three other members. It shall submit an annual budget to the Coiste Contae. It shall examine and monitor club accounts. It shall advise clubs on proper fiscal management and deal with matters referred from Co. Committee and Co. Management Committee and make recommendations on proper fiscal control. Nominated by the Management Committee for appoint by the County Committee. Functions In accordance with Rule 3.20 (xi) T.O 2017 (k) Information Technology Committee; It shall consist of the County P.R.O. who shall be chairperson and 6 other members (one of whom shall act as Rúnaí). Nominated by the Management Committee for appoint by the County Committee. Functions In accordance with Rule 3.20 (xii) TO 2017 (l) County Teams Management and Panels Committee; The membership of the County Teams Management & Panels Committee shall be as outlined in the Charter for County Committee/Player Relationships as approved by Ard-Comhairle from time to time. Shall be nominated by the Management Committee for appoint by the County Committee. Functions In accordance with Rule 3.20 (xiii) T.O (m) County Health and Wellbeing Committee: It shall consist of Children s Officer, Health & Wellbeing Officer and 3 other members (one of whom shall act as Rúnaí). Nominated by the Management Committee for appoint by the County Committee. Functions In accordance with Rule 3.20 (xiv) T.O 2017 (n) Fixtures Analysts; (2) As per Treoraí Oifigiúil. 4. In accordance with Rule 3.19 (l) of T.O 2017 Coiste Chontae Cill Mhantáin shall appoint the following Sub-Committee whose powers and functions shall be as detailed to read as follows: Eanair 2018 Page 3

4 County Strategic Plan Implementation Committee The County Strategic Plan Implementation Committee shall consist of the County Chairperson, County Secretary, the Operations Manager, the Chairpersons of the Finance and Club Wicklow Sub- Committees, the Chairperson of the Infrastructure Committee and four other members who shall be nominated by the County Management Committee and subject to appointment by the County Committee. The Chairperson and Secretary and other members shall be appointed annually and serve a maximum of five years. The County Strategic Plan Implementation Committee shall develop a five-year strategic plan and oversee implementation of the recommendations outlined in the Wicklow GAA Implementation Plan Club Wicklow It shall consist of two named County Officers with a minimum of 10 Committee members from which the Chairperson and Secretary shall be appointed and nominated by the Management Committee for approval by County Committee. The County Treasurer shall be the appointed Treasurer to Club Wicklow. The primary purpose for fundraising shall be for the promotion and development of Wicklow inter-county hurling and football teams. All funds raised shall form part of the audited annual financial statements of Wicklow GAA each year. Club Wicklow shall be subject to roles and responsibility set out in approved GAA Supporters Club Constitution. The Chairperson shall provide a report monthly to the County Management Committee. Hurling Committee: It shall consist of a Chairperson, Secretary, (both of whom shall be nominated by the Management Committee for appointment by County Committee), 1 Member of the Management Committee plus two named representatives of each affiliated Club having a Hurling team which participates in an adult Hurling Championship. Subject to the overall control of the County Committee it shall be responsible for all matters appertaining to Hurling in the County with the exception of Fixtures and Discipline which shall be dealt with by the County Competitions Control Committee County Primary Schools Committee: It shall consist of the following: a) A named representative of each affiliated Primary Level School in the County b) A Member of the Management Committee who may act as the Committee Chairperson c) A named representative of the County Coaching and Games Development Committee The Members of this Committee shall also act as Primary Schools Competitions Control Committee and any Hearings or Appeals as requested or proscribed shall be made to the County Hearings Committee. 5 County Post Primary Committee Wicklow: 1.1 A Post Primary Schools Committee shall be formed in the County. 1.2 The object of Coiste Iarbhunscoileanna Cill Mhantain shall be the promotion of the aims of Cumann Luthchleas Gael in all Post Primary Schools within the county through the preservation and promotion of Gaelic Games and pastimes. 1.3 It shall organise Competitions, where appropriate, and encourage as wide a participation in Gaelic Games as is feasible. 1.4 The County Post Primary Schools Committee shall be a Sub Committee of the County Committee and Cumann Luthchleas Gael. 1.5 Membership of the County Post Primary Schools Committee shall consist of, a representative of each affiliated Post Primary School, a representative of the County Coaching & Games Development Committee, a representative of the Coiste Na nóg, a Senior Officer of the County Committee. 1.6 The Cathaoirleach of the Committee shall nominate for appointment other officers as required plus a representative to, County Committee and County and Games Development Committee. 1.7 The committee shall elect other officers as required plus a representative to, County Committee and County Coaching & Games Development Committee. Officers must be appointed by the Co. Committee 1.8 An Executive Committee may also be formed with a pro rata representative from both Colleges & Vocational Schools 1.9 The County Post-Primary Committee shall forward motions to the Provincial Comhairle and elect representatives to the Provincial Comhairle The membership of the Committee shall be its C.C Committee 1.11 Appeals and requests for a Hearing shall be heard by the County Hearings Committee 6. The County Committee shall meet on a minimum of six times per year. Club Secretaries and County Officials and members of the Coiste shall receive notification of meetings plus agenda at least five days prior to meeting. A special meeting of the County Committee may be called by the chairperson or by the requisition of Five Clubs. 7. Permanent Residence: Rule 6.3 T.O A place of Permanent Residence of a person shall be the domestic property where (by reference to actual overnight presence, his own or his family s ownership of or tenancy in the property, his place of non-temporary employment, and such other factors as may be considered appropriate) the Council or Committee assessing the question considers his principal private residence to have been for at least the previous 6 months and is likely for at least the ensuing year. 8. Other Relevant Connection: (a) The member s parents were at the time of his birth permanently resident in the present catchment area of that Club. (b) If a parent played their Adult games with a Club then their sons/daughters would be eligible to play for that Club even if they did not live there. However it would only be allowed for direct family not carry on for Grandchildren. 9. Attachment to First Club: 6.4 T.O (a) A person seeking to become a member of the Association shall have a limited choice e.g. to joining either a Club in the Catchment area of his permanent residence or a Club with which he has a relevant connection. 6 10. All Club Transfers must reach the County Secretary by January 15 th each year. Guidelines for Transfer; Parentage Rule 6.3 (b) (1)(2)(3) T.O (a) A player has the right to a transfer to a Club where his parents had been a member when he was born. (b) If a parent played their Adult games with a Club then their sons/daughters would be eligible to play for that Club even if they did not live there. However it would only be allowed for direct family not carry on for Grandchildren. Change of Address: (c ) For a player to be considered for a Transfer: Permanent Address, Other Relevant Connection and the Club Catchment area will be taken into account as per Bye Laws. (d) Proof of Address The onus of proof of address rests with the applicant. 11. Re-Gradings T.O T.O All Club Re-Grading requests must reach the County Secretary by January 15 th each year. No more than five players in hurling and three in football, per Team, per Club, may be re-graded in any oneyear. 12. All Club affiliations must reach the County Secretary by January 15 th each year. 13. All clubs wishing to field underage teams on an Independent team bases must do so in accordance with Rules 6.8 (2) T.O.2017 and must apply to the County Committee annually for permission to do so. Independent teams are subject to ratification by the Co. Committee. Once Independent teams are ratified they cannot be altered during the year in question. 14. With the exception of the C.C.C. and the Hearings Committee, The County Chairperson is an ex-efficio member of all committees within the county. 15. In accordance with Rule 6.8 (b) Exceptions (1) and (2) T.O a player may apply to play Hurling or Football with an affiliated Club provided, A His club has not affiliated a team in Hurling or Football, for which the Permission is applied for; B The Applicant must be of the Status that entitles him to participate in the Grade of Hurling or Football applied for; C Applications shall be made on an Annual Basis by the Player concerned on a Form provided by the Runai, Coiste Contae. The form must be fully completed and returned to the Runai, Coiste Contae on or before the 31st January each year. D Applications must be approved by the Competitions Control Committee, as per Bye Law 4 (County Bye Laws), before the player is entitled to take part in any Competition with the Club with whom the application refers. E An Appeal against the decision of the Competitions Control Committee may be made to the Hearings Committee, whose decision shall be binding. 16. A player of a Club without an U11 Team to U15 team, subject to County Bye- Laws, may play: (a) With an Independent U11 Team to U15 Team within the County which shall not bear the name of an Adult Club within that County or (b) With another U11 Team to U15 Team within the County. In the case of a team having five or more players under this provision in Rule, the team shall play under and be recognised by the amalgamated names of the two Clubs in question or by an Independent name which shall not bear the name of an Adult Club within the County. A player who plays on a team provided for in (a) or (b) above, shall be a registered member of his Adult Club and shall retain membership of that Club during and at the conclusion of his playing participation with a team formed under (a) or (b). &7 Eanair 2018 Page 6
