1 ONE CLUB HOUSE LANE - SECTOR 12 HOA SUMMARY-ANNUAL MEMBER MEETING ENDEAVOUR E.S. OCTOBER 20,2004 President Geigel opened the meeting at 7:35 pm and introduced the invited speakers: Don Doran, Mayor City of Mukilteo Cathy Reese, Council Member City of Mukilteo Dave Waggoner, Airport Director Paine Field Mayor Doran discussed the Tank Farm development-22 acres of waterfront in Old Town Mukilteo. He said it is a case of "40 acres of need in a 20 acre spot". A five member group lead by the Port of Everett ryva. St Ferries, Sound Transit, Cities of Everett and Mukilteo) now control and are planning the future use of the site. A recent consultant study done for the Port of the economics of several development options found only one that would return a small profit-a residential intensive one that would require major increases in building height limits. Most of the Council are opposed to this increase. Cathy Reese said the City will continue searching for a feasible alternative that incorporates Lighthouse Park. She also said that the lead agency, the Port of Everett, has assured Mukilteo that no development would proceed without its meeting Mukilteo's approval. Both she and the Mayor encouraged Mukiliteo residents to stay informed and involved in this issue. Dave Waggoner described the airport's new museum and tour center project. He said the County is also looking at possible commercial air service from Paine Field as one of the ways to jump-start the local economy. He said the County had recently received a consultant's market study report about commercial air use. The next study phase will consider costs - including noise impacts, ground transportation, and,impact on home values. He asked for other items that should be considered and impact on schools and capital costs for needed infrastructure were suggested. Dave summarized the findings of the air service use market study: the Paine Field catchment basin population is 1.1. million people; from this population there are 7,000 airplane boardings each day; Las Vegas, NV is the most popular destination. He said he and County officials are very aware of the concerns of home owners about excess noise and reduction of home values. He also said that if the County supports the use of Paine Field for regional air service, the County would have little or no say about the number of flights per day-that would be up to the airlines and the FAA. Mayor Doran and Council Member Reese both expressed strong opposition to the use of Paine Field for commercial air service and felt it was a violation of the Mediated Role Determination [agreements between the County and the City made in that encourages general aviation and, aircraft development and maintenance, while discouraging commercial air service]. t.

2 MEMBER MEETING President Geigel opened the member meeting at 8;30 pm saying there were 43 homes present [ a second-call quorum is 30 ]. She then introduced Barbara Bush, President of the Windward Bluff HOA. President Geigel then described the functions of and introduced the members Of the Open Space and Architectural Control Committees. She then introduced the members of the Board of Directors present: Albert Garcia, Roger Olsson, and Chazz Kawabori. [Board member Bobbi Nelson not present) TREASURER'S REPORT Treasurer Chazz Kawabori reported the financial condition of the Association. The currant bank balance is $38,541 with all bills received paid, and all revenues received deposited. For 2004 there are 31/2 dues not yet paid. [ One of these was paid at this meeting) The Yo reflects a home that has gone through four owners this year with the current owner/resident share paid up. The Board will have an audit of the '04 books carried out by a CPA firm in early '05. OPEN SPACE COMMITTEE REPORT Co-Chairman Andy Czernek spoke on the mission/function of the Committee. He put up an overhead that listed the work projects carried out in '04. He also showed a list of future projects under consideration and discussed the need to manage the thickets of young alder trees growing in several areas. ARCHITECTURAL CONTROL COMMITTEE REPORT Co-Chair Shirley Daniels described the function of the Committee and said they have reviewed and approved many projects this year. She encouraged all members to submit the Application For Approval form on all home projects that require them. Shirley reported the ongoing work of developing practical policies to carry out the View Protection provisions of the Covenants. She encouraged home owners to attend Committee meetings (first Tuesday of each month). ELECTION OF NEW DIRECTORS President Geigel said the term of two positions - Albert Garcia and Roger Olsson - expire at the end of this year and she has resigned effective October 31, this year. She opened the floor for nominations. Nominations were made from the floor for: Liza Straume,Shirley Daniels, Albert Garcia, Stewart Roos, and Roger Olsson. The vote was taken by secret written ballot. Members were instructed to vote for three candidates, one ballot per home. The result of the 37 ballots cast: Shirley Daniels 29 Stewart Roos 17 Albert Garcia 27 Roger Olsson 11 Liza Straume 25 President Geigel reported the results to the members BUDGET RATIFICATION Treasurer Kawabori reffered members to the agenda/financial statement handout. He displayed the statement by the overhead projector (copy attached). He said the Board has approved this '05 Budget 2.

3 proposal and seeks comments, agreement, and support from the members. The dues for '05 would increase 10% to $275 to cover anticipated increased expenses such as: the audit for '04; a donation of $750 to the Haro-our Pointe Maintenance Assn. for '04 tree planting done on HarboJlr Pginte BlvcL,and,,~~OJeSOl.veld,evelof!. policy on View Protection A member questioned the amount and placement of the Assn. 's reserve,s Roger Olsson answered that the Board in reviewing these questions have concluded that a reasonable target for reserves is 50% of the annual budget or about $30 K and place the funds in a safe easy-to-manage interest-bearing checking account. After full discussion, members unanimously approved the motion to ratify the '05 proposed budget. MEMBER COMMENTS Sophia Byquist, Co-President of the Endeavour ES PTA, told the group of it's project to seek donations of $20 K to complete a $50 K rebuild of the school's playground equipment. Several members spoke in favor of an Assn. donation of $500,and several said this was beyond the Assn. 's scope and should be left to each member. A straw vote was taken on the $500 Assn. donation for Board consideration. The outcome was 17 approved and 6 opposed. Stewart Roos said he had City of Hope discount coupon books for sale. Tom Black asked members to recognize Bill McCredie's 7 years as Board member and bookkeeper for the Assn. 5 ON)<: CLUB HOUSE LANE ASSOCIATION SECTOR 12 ANNUAL HOMEOWNERS MEETING ITEMS OF INTEREST Board Members to be elected: Two members of the Board will complete tbeir limit of service at the end of this year and Lynn GeigeJ has submitted her resignation from the Board as of October 31, There will be nominations from the floor to fill these Board vacancies. Wbither the Tank Farm? The City of Mukilteo is one of several State and local governn1ent entities that form a consortium under the lead of the Port of Everett that controls the 22-acre former Tank Fann site in old town Mukilteo. The City has been looking at this site as a Multimodal Transportation Terminal (WS ferry, commuter rail, bus, park & ride). A recent study by the Port looked at five development concepts for the site. Four concepts resulted in a negative land value ($6-37 million). One concept requiring major height limitations changes resulted in a positive value of $2.1 million. There are significant up-front costs that would be borne by the consortium for providing infrastructure, such as demolition, roads, water, power, sewers and public park/pedestrian promenade facilities. Boeing's need of a large pier at the site and the question of new road access in Japanese Gulch further complicate the outcome. The Port of Everett will present an update on its' site planning to the Mukilteo City Council on Monday, October 18,2004, at 7:00 p.m. at the Fire Station #3 (across from the Library). Mayor Doran will. discuss this topic at our Homeowners meeting October 20, '04. (see meeting notice) Paine Field Passenger Service? Snohomish County government is looking for ways to expand economic activity. One target of study is Paine Field's role in achieving the County's goal. The County, in July, received consultant studies that analyzed the passenger service potential for Paine Field. The study concludes that" - -there is a market for regionaljet service from Paine Field". "Tb.e most viable service is regional jet service to San Francisco". The Mukilteo Beacon reported (August 11,'04) that "The FAA won't allow the County to reject commercial air service". David Waggoner, Airport Director of Paine Field, will be at our Homeowners meeting October 20, '04 to discuss this topic_ e see meeting notice) Motorized Scooter Regulations: Proposed regulations for motorized foot scooters are being developed by the City of Mukilteo. The City Council, after review of the first draft at it's meeting on September 6, asked Police Chief Mike Murphy to make several changes. The next draft will be reviewed by the Council at its' meeting on October 4, '04 at Firehouse #3. (across from Library) The regulations will lay out the rules for operation of motorized scooters on Mukilteo streets. The regulations will cover
