Petersen, President Notice having been advertised and posted and members duly notified, the regular meeting of the Board of School Directors was held on Monday, May 19, 2008, in the High School LGI Room. Theodore Brooks, Solicitor CALL TO ORDER Mrs. Petersen called the meeting to order at approximately 7:06 pm. Procedure for residents' comments was explained. STAR SPANGLED BANNER Mariah Doohan, Fort Couch Middle School student, sang the Star Spangled Banner. RESIDENTS' COMMENTS Pierette VanRyzin, 2031 Allison Drive, commented in support of pay to play for extra curricular activities and other creative revenue sources. Jerry Grunnagle, 15 McMurray Road, commented regarding the positive budget effects for GREEN and LEED certified schools. APPROVAL OF AGENDA By Billerbeck: I move that the Board approve the agenda as presented. Seconded by Bolas, and carried on majority voice vote. (Coliane and Sulkowski voted nay.)

2 SCHOOL BOARD MEETING MINUTES Mrs. Bolas noted that she will have an update from PSBA regarding the School Labor Relations Task Force that she will share at the June Committee meeting and place in the packet. STUDENT COUNCIL REPORT Louis Tambellini, student council vice president, reported on the various high school and student council activities. RECOGNITION OF ALEXANDER N. PERINIS The Board and administration recognized Mr. Alexander N. Perinis for volunteering his time in proving civil war reenactments for the students at Boyce Middle School. Mrs. Petersen read the following resolution and presented Mr. Perinis with a framed copy: WHEREAS, Mr. Perinis has served the Upper St. Clair School District as a former health and physical education teacher, coach, and assistant coach, having retired 15 years ago; and, WHEREAS, Mr. Perinis has always been an exemplary role model for the youth of Upper St. Clair; and, WHEREAS, Mr. Perinis has volunteered his time and expertise in living history as a civil war reenactor for 20 years; and, WHEREAS, Mr. Perinis has taught Upper St. Clair students a deep appreciation of American history by embracing the advise of notable author and historian, David McCullough, to tell stories just tell stories to make history real, memorable and forever alive; and, WHEREAS, Mr. Perinis has faithfully returned to Fort Boyce for the past 15 years to share his wealth of knowledge about military life as a 9 th Pennsylvania Reserve Volunteer (also known as the Nasty Ninth ); and, WHEREAS, Mr. Perinis has exhibited a sincere commitment to the students of Boyce Middle School, bringing awareness of the sacrifices made by all Americans during the American Civil War. NOW, THEREFORE, BE IT RESOLVED, that the Upper St. Clair Board of School Directors, on behalf of the staff and students of the Upper St. Clair School District and the citizens of Upper St. Clair, acknowledge the magnanimous contribution of Alexander N. Perinis for his many years of tireless service to the students of Upper St. Clair. Mr. Perinis thanked the Board for the opportunity to provide the civil war reenactments for the students. APPROVAL OF MINUTES APRIL 28, 2008 REGULAR BOARD MEETING By Kunselman: I move the approval of the minutes of the April 28, 2008 regular Board meeting. Seconded by Stern, and carried on unanimous voice vote.

3 SCHOOL BOARD MEETING MINUTES BUSINESS & FINANCE REVIEW OF FINANCIAL & CASH FLOW STATEMENTS, BUDGET TRANSFERS & BILL LIST By Piconi: The Committee recommends and I move the approval of the Treasurer s Report AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING, including budget transfers and approved total of the Bill List and Check File Listing as follows. Seconded by Bolas, and carried on majority roll call vote of 8-1. (Mrs. Coliane voted nay.) Fund 10 (General Fund) - $1,245, Fund 31 (Capital Reserve Fund) - $11,917. RECOMMENDATION REGARDING OUTSOURCING OF PRIVATE/PAROCHIAL STUDENT TRANSPORTATION By Bolas: The Committee recommends and I move that the School District outsource selected transportation routes for private and parochial school students to Matthews Bus Company for a period of up to three years, subject to approval of the written agreement by the Superintendent and Solicitor, AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING. Seconded by Iracki, and carried on majority roll call vote of 8-1. (Mrs. Coliane voted nay.) APPROVAL TO REQUEST 2006 STATE INCOME TAX CD-ROM DATA By Sulkowski: The Committee recommends and I move the approval of the Section 356 Agreement, Memorandum of Understanding and Information Request Authorization with the Pennsylvania Department of Revenue for 2006 state tax data AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING. Seconded by Bolas, and carried on unanimous voice vote. ADOPTION OF PRELIMINARY BUDGET & APPROVAL TO SET DATE FOR ADOPTION OF FINAL BUDGET Ms. Cordisco reviewed information regarding the preliminary budget with respect to the fund balance targets of 5% and 6%. Dr. O Toole reviewed the proposed staffing additions. He explained that final numbers would not be available until June and noted that a separate motion would be required to approve any new positions. There was full discussion among the Board and administration regarding the preliminary budget and proposed budget adjustments that would be necessary to accomplish a fund balance between 5% and 6%. By Stern: I move that the Board adopt the following resolution. Seconded by Billerbeck. RESOLVED, that the preliminary budget for the school year in the amount of $55,259,800, including the supply bids for the school year in the amount of $62,297.56, with a real estate tax rate of mills be and is hereby approved as the proposed budget for the School District AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING.

4 SCHOOL BOARD MEETING MINUTES RESOLVED, that the Secretary of the Board be and is hereby directed to make copies of such proposed budget available for public inspection in accordance with the requirements of the school code at least 20 days prior to the adoption of the budget, and the Secretary be and is hereby further directed to give not less than 10 days notice to the public of the meeting at which the final budget shall be adopted. FURTHER RESOLVED, that the Board set the date of Monday, June 23, 2008, at 7:00 p.m. in the High School LGI Room for the adoption of the school district budget. By Sulkowski: I move the following amendment to the resolution. Seconded by Iracki, and carried by majority roll call vote of 6-3. ROLL CALL VOTE: Ayes: Bolas, Coliane, Iracki, Kunselman, Piconi, Sulkowski Nays: Billerbeck, Stern, Petersen AMENDMENT TO MOTION CARRIES BY A VOTE OF 6-3 RESOLVED, that the preliminary budget for the school year in the amount of $54,700,904, including the supply bids for the school year in the amount of $62,297.56, with a real estate tax rate of mills be and is hereby approved as the proposed budget for the School District AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING. APPROVAL OF ADVERTISEMENT FOR COMPETITIVE BIDDING FOR CAPITAL EXPENDITURE PROJECTS IN EXCESS OF $10,000 By Piconi: The Committee recommends and I move that the Board authorize the School District to request bids for the capital expenditure projects in excess of $10,000. Seconded by Bolas, and carried on unanimous voice vote.

5 SCHOOL BOARD MEETING MINUTES ADMINISTRATORS REPORTS PERSONNEL APPROVALS By Iracki: The Committee recommends and I move the approval of the Personnel Listings, pending receipt of all paperwork, AS INCLUDED IN THE MINUTES OF THIS MEETING. Seconded by Piconi, and carried by majority roll call vote of 7-1. (Mrs. Coliane voted nay; Dr. Sulkowski was absent for the vote.) APPROVAL OF TUITION CONTRACT WITH WESLEY SPECTRUM INTEGRATED SERVICES By Bolas: The Committee recommends and I move that the Board approve the Contractual Enrollment Agreement with Wesley Spectrum Integrated Services effective April 16, 2008 in the amount of $2,190 per month for the academic year AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING. Seconded by Stern, and carried by unanimous roll call vote. (Dr. Sulkowski was absent for the vote.) APPROVAL OF SPECIAL EDUCATION SOFTWARE WITH TIENET By Bolas: The Committee recommends and I move that the Board accept the Special Education Data Management Software Proposal with TieNet AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING. Seconded by Iracki, and carried by unanimous roll call vote. (Dr. Sulkowski was absent for the vote.) APPROVAL OF AIU EDUCATIONAL SERVICES AGREEMENT By Billerbeck: The Committee recommends and I move that the Board approve the Educational Services Agreement with the Allegheny Intermediate Unit for the school year AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING. Seconded by Iracki, and carried on unanimous roll call vote. SUPERINTENDENT S REPORT COMMENDATIONS & RECOGNITIONS By Kunselman: The Superintendent recommends and I move the approval of the Commendations & Recognitions INCLUDED IN THE MINUTES OF THIS MEETING. Seconded by Coliane, and carried on unanimous voice vote. Congratulations to Vijay Viswanathan and Joel Klein for placing first and second in the schoolwide Challenge 24 Math Competition held at Fort Couch Middle School during the month of April. Vijay and Joel will represent Fort Couch in the Regional 24 competition in May. Fort Couch student Adam Snyder participated in a webcast to Star City, Russia and conversed via a YouTube style medium with Richard Garriott, a trainee for a fall mission to the International Space Station. Adam is currently studying for his amateur radio license as an option in his gifted education class.

6 SCHOOL BOARD MEETING MINUTES Fort Couch Middle School placed 2nd and 3rd at the annual 7-8th Grade Regional Calcu Solve tournament held on April 30, The second place team was Akhil Venkatesh, Chenhao Yang, Shaokang Yuan, and Ben Zhang. The third place team was David Duan, Ashwin Kumar, Dong Wook Kim, and Vijay Viswanathan. Akhil Venkatesh was also honored for earning a perfect score at the tournament. Congratulations Leah Weintrub, Arvind Prasadan and Matt Karashin for placing 4th at the Chemistry Olympics competition held at the University of Pittsburgh on Wednesday, April 30th. Team sponsor is High School teacher, Dominick Frollini. Congratulations to Josh Gao for placing first in the individual competition at 11th and 12 th grade Calcu-Solve and to Kevin Su for placing second. In the 9th and 10th grade category, the team of Jenny Thompson, Hirsch Singhal, Arvind Prasadan and Matthew Karashin placed first. High School Life Skills Support teacher, Katie Ryan, has been selected to receive the 2008 Outstanding New Graduate award by the Penn State College of Education s Alumni Society Board of Directors. She will be honored at the awards banquet in October. Congratulations Katie. The following sixth grade Challenge students recently participated in a Future Problem Solving competition at Robert Morris University: Chris Grubbs, Eric Baumann, Adam Yunus, and Brinda Doshi. The team placed third among twenty-five teams. Their sponsors were Diane Ecker and Gary Navoney, gifted coordinators at Boyce. Congratulations to the following fifth grade challenge students who recently participated in a National Academic Bowl competition: Ryan Wells, Carson Mafrice, Melissa Levine, Jeff Huo, Jacob Heller, James Finkel, Matt Wertz, Charles R. Mertz, and Brian Kaplan. Achieving the highest score to date in the state of Pennsylvania, with nearly five hundred school districts participating, these students ranked 20th in the fifth grade division. The sponsors are Diane Ecker and Gary Navoney gifted coordinators at Boyce. Congratulations to Garret Liebel a sixth grade challenge student from Boyce who recently competed in a geographic bee sponsored by National Geographic. Garret was the winner of the Boyce competition in early February. Garret was 1 of only 100 students in the state of Pennsylvania to qualify for the state competition, held at Shippensburg University on Friday, April 4, The sponsors are Diane Ecker and Gary Navoney gifted coordinators at Boyce. The students at Streams Elementary School have been working hard all year, earning money by doing extra chores in order to collect charitable donations through our PTA Outreach Raindrops for Recognition program. The students raised $ for the Ronald McDonald House of Pittsburgh to support the families of the kids at Children s Hospital. The boys tennis team recorded their 5th consecutive WPIAL Championship last Friday by defeating Shadyside Academy 3-2. The team will play Taylor Alderdice at Hempfield High School in the first round of the state playoffs. Congratulations to the 11 finalists from Fort Couch Middle School who made it to the final round of the Mathematics Council of Western Pennsylvania Algebra I Contest. In the preliminary contest, Chenhao Yang was honored with first place in the Allegheny County Region. The final round was held on May 10, 2008, with three Fort Couch students placing in the top three. The third place winner was Shaokang Yuan, second place was Dong Wook Kim, and winning the competition was Chenhao Yang.

7 SCHOOL BOARD MEETING MINUTES RECOMMENDATION REGARDING MIDDLE SCHOOL START TIMES By Bolas: The Committee recommends and I move that the School District change the start time for Boyce and Fort Couch Middle Schools from 9:00 a.m. to 8:30 a.m. effective the school year, contingent upon the successful outsourcing of private and parochial student transportation. Seconded by Kunselman, and carried on unanimous voice vote. REQUEST APPROVAL OF PROPOSAL FROM SECURITY CONSULTANT By Sulkowski: The Committee recommends and I move that the Board accept the proposal from Performance Options for the Assessment of Security Protocols and approve a written agreement, subject to the approval of the Superintendent and Solicitor, AS ATTACHED TO THE PERMANENT RECORD OF THE MINUTES OF THIS MEETING. Seconded by Bolas, and carried on unanimous roll call vote. (Mr. Piconi was absent for the vote.) APPROVAL OF EARLY DISMISSAL AT HIGH SCHOOL By Iracki: The Committee recommends and I move that the Board approve the change in dismissal time for Upper St. Clair High School students on Friday, June 13, 2008, from 2:20 p.m. to 11:00 a.m. for the purpose of conducting an orientation program for all 8 th grade pupils to their schedules. Seconded by Coliane, and carried on unanimous voice vote. APPROVAL OF PROPOSED ADMINISTRATIVE BUDGET OF SOUTH CENTRAL AREA SPECIAL SCHOOLS JOINTURE By Bolas: The Committee recommends and I move that the Board approve the South Central Area Special Schools Committee Operating Budget for the school year totaling $273, AS ATTAHED TO THE PERMANENT RECORD OF THE MIJNUTES OF THIS MEETING. Seconded by Stern, and carried by unanimous roll call vote. (Mr. Piconi was absent for the vote.) MATTERS OF INFORMATION WPIAL TENNIS CHAMPIONSHIP Dr. O Toole announced that the high school boys tennis team won their section, the WPIAL and the PIAA championships and congratulated the coaches and team. MIDDLE SCHOOL EDUCATIONAL SPECIFICATIONS & COMMUNITY WORKSHOP & DIALOG UPDATE Dr. O Toole reported that a Middle School Educational Specifications Community Workshop and Dialog was held on May 5 led by Dr. Bill DeJong of DeJong and Associates. He explained that the Educational Specifications Committee has reviewed various topics with respect to the middle schools renovation project, and the input from the residents has been very beneficial to them. Dr. O Toole noted that the final meeting of the Educational Specifications Committee will be held on May 28. Dr. O Toole stated that there will be a designated area on the District s website for information regarding the middle schools renovation project. Mrs. Stern stated that a videotape of the community workshop and dialog is being prepared to be shown on Cable TV, as well as to be shared among small groups.

8 SCHOOL BOARD MEETING MINUTES MIDDLE STATES REPORT UPDATE Dr. O Toole reported that the District has completed a recent visit by the Middle States Commission on Secondary Schools. He noted that although a written report has not been received yet, the report is expected to be favorable. STRATEGIC PLAN STEERING COMMITTEE COMMUNITY MEMBERSHIP Dr. O Toole explained that he is reviewing the needs of the Strategic Plan Steering Committee and that he will be requesting additional information from those who volunteered with respect to their areas of interest. Dr. O Toole stated that several Board members are required to be members of the Steering Committee but that all Board members will be invited to participate in the planning meetings if they so desire. Dr. O Toole explained that the Steering Committee, with the membership chosen by him, will begin their work over the summer with the Strategic Plan to be completed by December Dr. O Toole noted that concerns have been expressed to him regarding the legitimacy of certain individuals to serve on the Steering Committee, and he is discussing those concerns with the Solicitor. He noted that the names of individuals who submitted applications to serve on the Steering Committee have not been made public. OTHER ITEMS OF BUSINESS RECOMMENDATION REGARDING USE OF SUPPLEMENTAL LEGAL SERVICES By Kunselman: The Committee recommends and I move that the Board approve the engagement of Robert Prorok of Cohen & Grigsby at the rate of $295 per hour for services related to a labor matter involving the School District. Seconded by Bolas, and carried by majority roll call vote of 6-2. (Mrs. Coliane was absent for the vote.) ROLL CALL VOTE: Ayes: Billerbeck, Bolas, Kunselman, Piconi, Stern, Petersen Nays: Iracki, Sulkowski MOTION CARRIES BY A VOTE OF 6-2. ANNOUNCEMENT REGARDING EXECUTIVE SESSION Mrs. Petersen announced that an executive session was held on the following date: May 12, 2008 Real Estate, Legal & Personnel Matters HIGH HONORS STUDENTS Dr. O Toole announced that there was a dinner this evening recognizing the students who attained straight A s through their high school years. RESIDENTS COMMENTS Bruce Kerman, 1347 Old Meadow Road, commented regarding middle school start and dismissal times, educational budget cuts, and field trip costs. Elise Boyas, 1591 Tiffany Drive, commented regarding testing outcomes and changes in testing procedures, the contract with the security consultant, and the Clairvoyant being published in color.
