1 Third Quarter Newsletter 2015 Greetings!!! It s hard to believe that October is almost over and that Thanksgiving is right around the corner! 2015 has been a tremendous year for SETAPP and I m thrilled to be apart of the experience. The Lone Star Conference was a remarkable success, our membership has grown by more than 30%, attendance at our quarterly meetings continues to increase (60 at our 3rd quarter meeting!!) and we have our first student member. Why the success you might ask? Simple, the visions of the Executive Board of Directors, the dedication of the Board of Directors, and the commitment of you as members. We all struggle daily with work obligations, deadlines, budget constraints, etc., yet we understand the importance of our profession. Our organization is only as strong as our members and we re all working toward a common objective of enhancing the role of the public procurement professional. During our 3rd quarter meeting held in Sugar Land our 2016 Executive Board of Directors elections were held. Special thanks to Tywana Rhone for the excellent job of seeking candidates, obtaining the bios and running the ballot process. I d also like to thank Todd Reed from the City of Sugar Land for his presentation on insurance which was nothing short of fantastic! At the request of many of you, we ve posted the presentation under the chapter meeting tab on the website at under the 3rd quarter meeting section. I look forward to our next meeting which is on December 3rd and remember your toy donation for the Toysfor-Tots program. Please have a safe and blessed Thanksgiving! 3 The 84 th Legislative Session House Bills and Senate Bills Effective Sept The bills on Purchasing and Contracting signed by Gov. Abbott went into effect on September 1, 2015, Bills are listed below. Except for SB 810 and SB 1281 which were effective immediately after signed. HB 23 - Relating to disclosure of certain relationships with local government officers and vendors; creating criminal offenses. HB Relating to the disposition of surplus motor vehicles and other law enforcement equipment by the Department of Public Safety. HB Relating to construction contracts for the Montgomery County Hospital District. HB Relating to the disclosure of interested parties by persons contracting with governmental entities and state agencies. HB Relating to the purchase of certain commodity items by an entity other than a state agency. HB Relating to indemnification and duties of engineers and architects under certain governmental contracts. HB Relating to the construction manager-at-risk used by a governmental entity. HB Relating to the administration of "pay for success" contracts for state agencies". HB Relating to interstate compacts and cooperative agreements relating to state purchasing. HB Relating to the transfer of surplus or state agency property. HB Relating to the donation of property from a state agency to an assistance organization or a local governmental entity. SB 20 - Relating to state agency contracting. SB 59 - Relating to exempting the procurement of services for victims of family violence from competitive bidding requirements. SB Relating to abolishing the Texas Council on Purchasing from People with Disabilities and the transfer of its functions to the Texas Workforce Commission. SB Relating to requiring state agencies to participate in the federal E-verify program. SB Relating to the authority of an independent school district to contract with a municipality for the design, improvement, or construction of an instructional facility, stadium, or other athletic facility. SB 1281 Relating to the authority of a local government to participate in a cooperative purchasing program with local governments of this state or other states. 4 Several members attended the NIGP Forum this year in Kansas City, Missouri. From the Awards Gala, to the Extreme Networking Session, to the Vendor Expo, to the Presidents Luncheon and of course the outstanding educational opportunities, fun was had by all. And congratulations to the City of Houston for receiving the Measure Up Award.
5 SETAPP s 2nd Annual Be the Match Walk-a-thon in Sugar Land
6 Member Spotlight Debbie Carpenter Debbie is with the University of Houston-Clear Lake where she s worked for the last 20 years. She is the University s Executive Director Purchasing and Payables. In Debbie s spare time she likes to travel, read, and spend time with family. Her first job was as a counter help in an ice cream shop (yummy!). Also, beet you didn t know that Debbie played the celo for six years while in elementary and high school. Debbie had a fun adventure this summer when she took her 10 year nephews to an amusement park, which was fun for everyone. One of the nephews was brave enough to take his first ever ride on a roller coaster and the picture of the young boy after showed his hair standing on end and his face flushed...wonder if he ll ride another one?
7 Member Spotlight Theresa Meneley Theresa is the Director of Budget and Procurement for the University of Houston- Downtown. She s been in public procurement for over 12 years, but her first ever job was delivering papers. Theresa enjoys traveling and riding roller coasters. Most of us probably don t know that she ll be spending her birthday in November in Paris! Theresa has a funny story to share: Her niece who is now 8 years old knows her aunt goes to the University every day and she goes to her school every day. A few years ago when she was in the 1st grade her niece asked her parents when Aunt Theresa was going to graduate since she had been going to the University for so long. She wanted to know how long it takes to graduate from a university since her Aunt had been going there for over 20 years. Now that is funny!
8 Our 3rd quarter meeting was held in the City of Sugar Land and had an attendance of 60 members, which is a record for recent years. Members enjoyed steak or chicken kabobs and salad then were educated on contract insurance requirements by Todd Reed. All in attendance appreciated the presentation from Todd as the information was outstanding. At the close of the meeting Tywana Rhone announced the 2016 Executive Board of Directors.
9 MEMBER EVENTS TO BE ON THE LOOK OUT FOR!!! Thank you to everyone for bringing canned goods to the June and October meetings for the Houston Food Bank. Remember we are collecting toys for the Toys-for -Tots program at our December meeting. Be on the look out for the 4th Quarter Meeting notification for December 3rd. Remember for all meetings that if you re unable to attend you are still responsible for the lunch fee. During the luncheon the 2016 Executive Board of Directors will be inducted into office.
