1 MINUTES OF WELLS CITY COUNCIL MEETING OF APRIL 10, 2018 CALL TO ORDER Date: Tuesday, April 10, 2018 Time: 7:00 P.M. Supp, City Manager/Clerk Patti Zander, Deputy Clerk PLEDGE OF ALLEGIANCE Councilman Pace led everyone in the Pledge of Allegiance. APPROVAL OF MINUTES OF PREVIOUS MEETINGS Pace made a motion to approve meeting minutes of the March 27, 2018 meeting. Jackson seconded the motion and the motion passed with DelRio abstaining. CITIZENS TO ADDRESS THE COUNCIL There were none. DISCUSSION AND POSSIBLE ACTION TO APPROVE LEAK CREDIT FOR AURELIO AND BEVERLY DELRIO 1

2 DelRio cited a conflict of interest and stated she would be abstaining from discussion. Supp stated the DelRio s discovered a leak the end of December and fixed it immediately. The overage was $ Pace and Jackson both felt as long as the leak was fixed immediately, had no issue approving a leak credit. Jackson made a motion to credit the DelRio s for $ for the water leak. Pace seconded the motion and the motion passed with DelRio abstaining. CONTINUED DISCUSSION ON FISCAL YEAR TENTATIVE BUDGET AND ACTION TO APPROVE TENTATIVE BUDGET Supp began that there were a couple of math errors on pages six and seven, which are the summary pages, as well as a couple of formulas that did not get carried forward. The final revenues were higher than tentative revenues when traditionally they are lower. Supp suggests the Pacific Addition fund be closed out because any remaining expenses will be street, water or sewer and those funds are existing funds. There are still five lots available for sale in Pacific Addition. A public meeting, regarding the budget, will be held May 22, 2018 in conjunction with the regular City Council Meeting. Jackson made a motion to approve the tentative budget for fiscal year DelRio seconded the motion and the motion passed with Pace abstaining. CONTINUED DISCUSSION ON PROPOSED MARIJUANA ZONING ORDINANCE Supp stated that at the last meeting, the ordinance specifically stated medical marijuana. Medical marijuana is the only application that the Department of Taxation is allowing at this time. Legal Counsel was contacted and informed that applications for recreational marijuana are not being accepted but continued legislation is being adopted. There is still a lot of unknown. The applicants have not heard anything from the Department of Taxation. Walz, Supp and Pace had a meeting with Legal Counsel discussing the ordinance, changing dispensing language and clarifying language. There is still a lot of work to be done on the ordinance. The ordinance for the City of Wells will only be for cultivation and processing DISCUSSION AND POSSIBLE ACTION TO APPLY TO USDA-RURAL DEVELOPMENT COMMUNITY FACILITIES PROGRAM FOR THE PURPOSE OF PURCHASING AN X-RAY MACHINE FOR THE WELLS MEDICAL CLINIC EQUIPMENT GRANT IN THE AMOUNT OF $19,250. LOAN IN THE AMOUNT OF $36,500; TOTAL COST AT $55,800. ACTION TO AUTHORIZE MAYOR TO SIGN OBLIGATING DOCUMENTS WHEN THEY ARE AVAILABLE AND ACKNOWLEDGEMENT OF THE POSTING OF THE LETTER OF INTENT TO APPLY. Supp stated that the City of Wells is eligible for USDA funding for rural medical equipment. The City is 35% grant eligible and the remaining balance would be a low 2

3 interest loan. Supp has two different quotes for digital reading x-ray machines. Dave White would like the City to look at a quote from the provider of the x-ray machine being used in Spring Creek. Supp would like to move forward with this and will go to Salt Lake City and see how the machine operates and look at the films it produces. Supp has looked at films at the Spring Creek clinic and stated they are crystal clear. If the loan structure and grant are approved, the City would pay 35% of the cost, with financing on 65%. Supp would like the loan to be no more than seven years because of changing technology. The X-ray machine that costs $55,800, the City would pay $19,250 with $36,550 being financed. Pace commented the second choice is more expensive but the warranty is much better. If this is approved, nothing will be executed at this time as the USDA needs time to do the paperwork. The USDA will also help with other equipment if needed with Dave White supplying some of the smaller items. Supp has a conflict of interest as her daughter will be employed by Dave White but recommends taking small steps. If things are successful after the first year, then steps can be taken to get other equipment. The City could also withdraw this request. Jackson made a motion to move forward with the USDA Rural Development grant and loan application. Pace seconded the motion and the motion passed unanimously. CLAIMS COMMITTEE REPORT; ACTION TO APPROVE FINANCIAL STATEMENTS Jackson made a motion to approve the check register dated March 1, 2018 through March 31, 2018 in the amount of $22, Pace seconded the motion and the motion passed unanimously. Jackson made a motion to approve the Warrant Register dated March 28, 2018 through April 10, 2018 in the amount of $68, Pace seconded the motion and the motion passed unanimously. COUNCILMEN S REPORTS DelRio attended the end of the Elko County School District Board Meeting tonight and the Board approved Wells to change to a four day school week starting next year. Stuart attended an Elko County Recreation Board Meeting and announced that $18,000 was allocated to the City of Wells for this year. Supp prepared a list of events this money will be allocated to and provided a copy to everyone. Stuart also listened in on the League of Cities meeting. STAFF REPORTS Supp began with an update on the Medical Clinic. Veronica Stevens has received her Nurse Practitioner license thanks to John Ellison s work at the State Nursing Board. Stevens has also received her DEA license and will be taking the dispensary state board test in the next couple of weeks. When it is passed, Stevens will appear in front of the Pharmacy Board and will receive a dispensary license. Stevens has also filled out 3

4 Medicare paperwork so the clinic will be Medicare eligible. Stevens continues to work with Dave White to do urgent care as well as family practice. Urgent care brings in more money but appointments cannot be made with an urgent care and there is a need to be able to make appointments. When White learned of Stevens taking the State Board for the dispensary test, White said it was a game changer. If ERX does not issue the urgent care license this week, White will drop it and go to a family practice license for the Wells clinic. The only other thing Stevens is missing to be able to offer a full clinic is the CLIA certification on the lab. There will have to be a full inspection by the State on the X-ray machine which will require another license. There has been activity at the Golf Course in the last two weeks with season passes being issued and sales in the pro-shop. The next few weeks will be busy with various activities. Supp and Walz met with Donna Bath and Ed Williams from Senator Heller s office. Supp told them she expects to see some action on a natural gas line coming down U S 93 through Wells and the benefit of bringing the gas line to Wells. The Lands bill will flip some of the property on Moor Hill for bike and motocross trails. The representatives asked how the City was doing with FEMA. Supp let Heller s office know what she thought of FEMA. FEMA said the City of Wells would receive $145,000 for flood repairs but have only received $2,500. Supp continued that FEMA instructed the City to move forward with the repairs and the work was done in good faith and FEMA has not followed through. The City has worked with three different people with each one saying something different and all those people are gone. Everything was done the way the City was told to do it and have it all in writing and FEMA will not honor it. The resident who lost their home due to the flood thirteen months ago, just moved into their new home two weeks ago. Supp met with a future potential new business and showed her some of the downtown properties available. This business could be an anchor business in the downtown. Newmont and some of the baseball teams will be spending some time doing cleanup on April 19, Supp stated Bill and Nancy Lindberg always took care of First Street on the South side of the football fence. It was raked, trash was picked up as well as the sidewalk was swept. Supp stated that Newmont only has two hours for this day and Supp has asked if they would take on that job. Supp will attend the State Historic Preservation meeting on the CCCHP grant, which is a request for $150,000 for the El Rancho. That amount should cover the interior work. The City has received the notice to proceed for the stabilization work. Pengelly has some quotes and a list of materials. The CDBG grant is scheduled to be heard April 24, 2018 but Supp received a notice today that staff still has not seen the HUD announcement. The City put in a request for $812,000. HUD has given the State of Nevada more money this year than has ever been received. If the CDBG Meeting does take place on April 24, 2018, Supp will not be at the next City Council meeting. 4

5 Supp would like to discuss airport consultants at the next meeting. Trump dedicated an extra billion dollars to airport activities. FAA grants usually had a six percent match and now it is a zero match. Supp thinks it might be a good time to get a 100% grant and do airport improvements, if the Board thinks they need to be done. Weather service and AWOS is something that all pilots have been asking for. Supp stated there will be free dumping at the blue bin the first two weeks in May. Supp will be taking some time off in the middle of May to attend her daughter s graduation from medical school. Supp had provided an update to everyone via on the Main Street Conference. Supp is continuing to receive feedback and has lots of samples on new banners that are more wind resistant. A suggestion made at the conference was to paint murals on vacant buildings to dress up downtowns. Supp is getting a quote from Print n Copy on banners. At the Main Street Conference, Supp learned that small city s interested in participating in the Main Street program can use in-kind money towards the $25,000 match.
