Bennett, Brentsville District Edna Garr, Neabsco District Mary Jo Shufelt, Representative-At-Large; Vice Chair Visitors: None 1. Meeting was called to order at 10:00 a.m. 2. Citizens Time: No one spoke. 3. Guest Speaker/Presentations: Review of the Older Americans Act (OAA) & the Aging Network a. The presentation to be used by Sarah and Raymond in the review is adapted from the National Association of Area Agencies on Aging ( New Director Boot Camp. Additional material used is from the U.S. Administration for Community Living on the 2016 OAA Reauthorization Act (Public Law ). b. Presentation is just an overview. How the Act and the Network related to our Agency, our Region and the Commonwealth was also reviewed. c. Sarah noted she is working with PWC GIS at mapping the persons who are age 60 and over, and also persons who are disabled. One use will be to use with predicting who may have a need for Meals-on-Wheels (MOW). This then also helps to identify number of volunteers needed and what locations in the Area. Page 1 of 6 Pages

2 d. Advocacy: after noting the National Priorities, discussed our own Legislative Program. It will be going out to all our Local Elected of all levels. (1) Nancy said Medicaid Expansion was discussed at the Virginia Interfaith Council and being supported. She also said the Dumfries Town Council has passed a resolution supporting Medicaid Expansion. (2) Raymond reported the Virginia Municipal League (VML), whose membership includes the two Cities and the four Towns, voted to support Medicaid Expansion as part of their program. These Local Governments all voted in favor of the VML Program. The County is a member of the Virginia Association of Counties (VaCO) which does not support it. Sarah noted the VA Association of AAAs (V4A) did not include it in their platform. 4. Administrative Items: a. Review of Handouts. b. Minutes dated October 25, 2016 accepted by uniform agreement. No scheduled meeting in November so no Minutes to approve. 5. Director's Time: a. Agency Wait Lists: as of December 13 th Personal Care - 11 Meals on Wheels - 19 Adult Day Healthcare - 11 b. Staff Vacancies: (1) Part-Time Cook at the Woodbridge Senior Center has had a death in the family and will be starting work after the Center reopens in January. (2) Manassas Senior Center: vacancies with Full-Time Driver, Full-Time Cook, and the Part-Time Cook. The Part-Time Cook resigned and Thursday will be the last day. Continue to work with the Temp Agency on Cooks. Full-Time Cook is in negotiations. c. Program Updates: (1) Walkway at the Woodbridge Senior Center from the lower parking lot up to the Center has been completed. Lana noted there is real fencing up at the Center. 90% of the stream has been restored and replacement trees to be planted in the Spring. (2) Nancy asked when Supervisor Nohe will be having his Holiday Party. Sarah said this Thursday will be the Holiday Luncheon at the Senior Center, and Mr. Nohe will be Page 2 of 6 Pages

3 contributing to the luncheon. Supervisor Principi had his event this past Sunday in Woodbridge. (3) Veterans Programs: received a referral from the McGuire Medical Center in Richmond; however, the Caregiver declined services. The V.A. Provider Choice contract has been signed. (4) Senior Center Accreditation: the books have been reviewed and one section needs additional work. Submission hopefully in the first part of the year. Sandra asked if each Center is independent in the application. Sarah said yes, and the Agency is the "parent". d. Agency Meetings and Events: Senior Centers and the Adult Day Healthcare will be closed December 23, 2016 through January 2, e. Agency Needs: Volunteers for Meals-on-Wheels and the Long-Term Care Ombudsman programs. f. Other Items: Sarah will be attending the V4A meeting in Richmond and not able to attend our January 24, 2017 meeting. 6. Chairperson's Time: a. The COA Officers Positions, Responsibilities & Duties was reviewed for awareness prior to the nomination and voting occurring towards the end of the meeting. Len had asked at the Executive Committee Meeting about "proxy votes". Raymond researched and they are not allowed for a government entity. b. Joint Legislative Committee Public Hearing on the Governor's Biennial Budget is on January 4, 2017, at NoVA Community College - Annadale Campus. Raymond noted not much expected in terms of the budget issues. The COA in the past has either attended and spoken or submitted something in writing if there was a major concern or issue. If either occurs, Raymond will notify the COA first. 7. Old Business: None. 8. Standing & Informational Committee Reports (not all have monthly reports): a. Annual Events: nothing current. Older Americans Month Activities to be added. b. Housing Board: Sandra reported the Board met at the Dawson Beach Transitional Housing for the first time. They also had to complete a Self-Assessment and it was 100%. c. Northern Virginia Aging Network (NVAN): Next meeting is January 17, d. Friends of Senior Manassas: No report. Page 3 of 6 Pages

4 e. Friends of the Senior Woodbridge: Alleen related things are quiet this month with no major activities. Working on a re-write of a nonprofit solicitation. Provided the partial payment for the Older Americans Month Celebration Bus. The Center is decorated with three trees with help from the Woobridge Women's Junior Club. The Center also has an Angel Memory Tree. f. Commission Members Announcements: (1) Len said there was an Angel Memory Tree up at the Agency and she got the idea from Woodbridge. Over $ to date. (2) Lana related how Supervisor Anderson on her website has a blurb on each of the various Boards, Committees and Commissions and asked her for one on the COA. The website will also be including any logos. Website: 9. New Business: a. Next Executive Committee Meeting: 9:30a.m., January 10,2017, Room 107, Development Services Building. b. Elections for the Term January 1, 2017 through December 31, 2018: (1) Chair reminded all that only the Local Government Appointees can serve as Officers and are only the ones who can make any formal motion. All COA Members in the Room as defined in our current Bylaws - Appointees, Prince William Area Members, and Ex-Officio - have a vote. Vote is only by voice vote; no ballots allowed. (2) The process will be a poll for Candidates; presentation of the Slate; and then a block vote for all positions in one vote. Secretary certifies there is a quorum present as required. (3) Polling: For Chair: Sandra Dawson on December 6, 2016, tendered her candidacy for Chair. Sandra confirms and no other nominations were received from the floor. For Vice Chair: Len Dawson on December 6, 2016, tendered her candidacy for Vice Chair. Len is not present; however, has not withdrawn candidacy prior to this meeting. No other nominations received from the floor. For Secretary: Raymond has served as Secretary since August 2007 and agrees to continue in office. No other nominations received from the floor. For Executive Committee Member: Donald Metzger was nominated with no other nominations received from the floor. Page 4 of 6 Pages

5 (4) Polling is complete and Slate was presented. Motion to accept the Slate was by Lana Tobey with second by Nancy West. No discussion. Vote: Unanimous by those present. (5) The Chair called for a vote to elect the Officers for the two-year term of January 1, 2017 through December 31, Vote: Unanimous by those present. (6) Sandra extended thanks to Raymond for serving as the Chair for the past six years. 10. Items for the January 24, 2017, Meeting's Agenda: a.
