Since my last Director s Message, your POWID Executive Committee (EXCOM) has met during our 17th Annual ISA POWID/EPRI Controls and Instrumentation Conference (50th POWID Symposium), and the Director and Director-Elect participated in the ISA Summer Leadership Meeting in Scottsdale, AZ. I will summarize some of the activities and awards of our Division, but I also urge you to read the meeting minutes and visit the POWID Division Website for current information. Our 17th Annual Joint ISA POWID/EPRI Controls and Instrumentation Conference (50th Anniversary ISA POWID Symposium) was held on June 2007, at the Sheraton Station Square Hotel, Pittsburgh, PA. I would like to congratulate Mike Skoncey (General Chair), Allan Zadiraka (ISA Co- Program Chair), and Aaron Hussey (EPRI Co-Program Chair) for putting together an outstanding program, which included over 230 attendees from 14 different countries, and a new record of 28 venders showcasing their products. The conference started off with two excellent guess speakers: Jeff Kupfer (Chief of Staff of the US Department of Energy) and Steve Huffman (President of ISA), followed by nine paper sessions with 43 papers presented. POWID held its annual Honor & Award Luncheon on Monday to recognize several individuals and one organization for their contributions to our industry. I am pleased to announce the 2007 award winners (see table). Further details of the awards and award winners bio information are available inside this newsletter. Again, on behalf of the EXCOM Committee, I would like to congratulate the 2007 Power Industry Division Award winners. Webb and Joseph Weiss After the conference, Members were able to participate in a number of Power Industry related activities. The S67 and S77 standards committees and associated sub-committees met to work on reaffirming existing standards or to write new standards (see S77 meeting minutes). Controls and Instrumentation Workshops were held by EPRI (annual) and DOE (first) to discuss current activities and future industry needs. On Thursday and Friday, ISA and non-isa training courses were held for attendees interested in furthering their education. To mark its 50th anniversary, the symposium included an Anniversary & Spouses Dinner featuring entertainment by the Van-Dells. Other activities included an authors' breakfast, a guest lounge, a Sunday evening reception, and special day events for attendee s spouses. All attendees went home with a commemorative keepsake gift and memories of seeing old friends and meeting new ones. 2 Director s Message, continued from page 1 Gordon McFarland (POWID Fall Coordinator) has put together three technical sessions with Power Industry related papers. I urge POWID Members to attend the Fall ISA Expo held 1 5 October in Houston, TX. to attend the 2008 Conference in Scottsdale, AZ. Dennis Younie (General Chair), Don Labbe (ISA Co-Program Chair), and Aaron Hussey (EPRI Co-Program Chair) are planning another exciting conference (see Call for Papers). The ISA Summer Leadership Meeting was held on June in Scottsdale, AZ at the Hilton Hotel. The Hilton hotel is the same location that POWID will be holding our 2008 conference, and I can personally report that this hotel is an excellent facility to hold our conference. During the ISA Summer Leadership Meeting, Cyrus Taft (Director-elect) and I attended the A&T and I&S Advisory Meeting, Department Workshop, and Department Meeting. As Director, I reported on the many activities and current issues related to POWID. The 2008 Business Plan, 2008 Symposium Budget, and 2008 Division Budget all have been submitted for Department approvals. During the ISA Summer Leadership meeting, the ISA Honor and Award Committee met and voted on the Power Industry Division, 2007 Outstanding Division. This is the 10th consecutive year POWID has received this award and I would like to thank all Executive Committee Members and POWID Members for their support and contribution over the past year. In recognition of one Executive Committee Member and the associated service provided to Members, please read the spotlight article by Tom Stevenson on Professional Development role and duties. I am please to report that the ISA Honor and Award Committee approved the nomination of Dale Evely (Southern Company Service Inc.) and Allan Zadiraka (The Babcock & Wilcox Co.) as ISA Fellow Members. Fellow Membership is a distinguished award given to individuals who have made significant contributions to the Control and Instrumentation field. On behalf of all POWID Members, I would like to congratulate Dale and Allan on their awards. The ISA Society awards will be presented in October during the Honor & Award Dinner in conjunction with the Fall ISA Expo. Some key topics from our last Executive Committee Meeting include: Per the request of our Members, the Executive Committee has agreed to provide advertisement in our What's Watt Newsletter. POWID has prepared a cover letter and order form, for which clients can send in their advertisement art and fees. Please check the advertisement notice within this newsletter or on the POWID Website. Cyrus Taft has completed the bi-annual update of the Power Industry Manual of Operating Practices (MOP). The updated MOP will be available on the POWID Website. Allan Zadiraka has volunteered to be POWID's next Web Master. Allan will lead a task group to review and make recommendations on updating our website. This task group will report its findings at our next EXCOM meeting. Jason Makansi has volunteered to create an external (non- ISA Members) database. This database will be used to promote our future Symposia. Joe Vavrek will explore the possibility of co-locating a future conference with POWER's Electric Power Conference. Conference co-locating will be discussed at our next EXCOM Meeting. To facilitate electronic communication with POWID Members, I will continue using the ISA Lyris service to broadcast an occasional e mail and our electronic newsletter. The Lyris service has been set up so that Members can not reply to all. Thus, you will not be flooded with e mail. If you have received my Director s Messages, then you are subscribed in the POWID Lyris Database. 3 Summary of the 2007 POWID/EPRI Conference in Pittsburgh By Mike Skoncey, 2007 POWID General Chair Feedback from attendees was positive in regards to both the technical program and entertainment. The attendance was over 225 with many bringing their spouses to join in the activities. Some spouses joined my daughter in sightseeing around the Pittsburgh area. She really enjoyed their company and showing them our city. We had four sponsors and twenty-four vendors displaying their latest technologies. We (Conference Committee) thank them for their support in helping to keep costs down for our Membership. Although we offered twelve different training classes, we only had five classes where the attendance was high enough to warrant the class. I personally was surprised that no one was interested in the valve classes that were offered. The attendees missed out on some wellrounded classes. These Equipment and Control Inc. classes are well attended by local engineers and technicians. The entertainment was excellent as promised, and those who attended the functions really had a good time. In closing I would like to add a few pictures of your Executive Committee and some of the many pictures taken showing us being teenagers again and having some fun. POWID Professional Development Chairman Description of Duties and History I began my association with ISA in 1986 when, as a newly promoted I&C engineering supervisor, I was urged to join and attend a POWID Conference by Past POWID President, Richard Perry, who introduced me to the Executive Committee. Since then, I have served as Session Developer, Honors and Awards Chairman, Baltimore Section President, Certification Board Member, and Professional Development Chairman. It has been an honor to work with the other Executive Committee and ISA Members, and I have certainly gained more than I have been able to give back. Over the past seven years, POWID has been offering certificates of attendance at each conference presentation session for the purpose of documenting continuing professional competency credits or PDHs. The PDH certificates were developed to assist Members to demonstrate their continuing level of competency as professional engineers and certified technicians. A Professional Development Hour (PDH) is a contact hour (nominal) of instruction or presentation, whereas a Continuing Education Unit (CEU) is a Unit of credit customarily used for a continuing education course, and provided through a licensed associate of the International Association for Continuing Education and Training (IACET). ISA offers CEUs for their standard training courses with one CEU typically equaling 10 PDHs. POWID has been averaging about 750 PDHs awarded at each conference. 3

4 POWID 2007 Honor and Awards Each year, the POWID Division of ISA honors its Members with the following awards: The Achievement Award is for the purpose of recognizing individuals whose efforts have advanced the generation of electrical power. These efforts are exemplified through the individual s outstanding achievements, original design application, or special contributions toward the development of engineering concepts in the field of instrumentation and controls within the Power Industry. The Facility Award was created to honor facilities that demonstrate innovative application of control systems or instrumentation technology within the Power Industry. The Service Award is for outstanding service in the field of instrumentation. The service of the individual must be noteworthy, exemplary, or exceed the normal duties of the office held. The service is of a nature that advances the stature of the Power Division and/or ISA. The Technical Paper Awards are awarded to four authors whose papers were voted best by reviewers and the Executive Committee (EXCOM) Members. Dr. Smoak received his Bachelor of Science in Mechanical Engineering from California Institute of Technology, a Master of Science in Mechanical Engineering from the University of Virginia, and a Doctor of Science in Engineering Physics from the University of Virginia. He served his country as a second lieutenant in the US Marine Corp. Bob s employment has included the following: Assistant Professor in the Dept. of Mech. Engineering at the University of Virginia from ; Senior Research Engineer, Group Supervisor, & Research Specialist in the Process Control Section of the Lynchburg Research Center at the Babcock & Wilcox Company from ; Associate Professor, Professor & TVA Chair Professor of the Mechanical Engineering Department at Tennessee Technological University from At this time, Bob is enjoying the good life of retirement with his wife Julia. In the areas of research, Bob was one of the developers of the Modular Modeling System (MMS). MMS is a system for generating simulation models of the power plants using implicit integration methods which reduce the computation load to the point that large-scale simulations were practical. The remaining work involved using mathematical methods to solve power plant problems. Bob is a Member of the POWID Executive Committee, has been a Session Developer for many POWID Conferences, and the ISA Program Chair for the 1996 Conference. Bob has been a reviewer for many papers published for the following societies: ISA, IEEE, and ASME. Bob has either authored or co-authored more than 40 papers. Congratulations to Bob on his many accomplishments and this honor. 4

The plant is a three unit gas fired plant: 2x150 MW-1960 vintage units and a 350 MW-1970 vintage unit. The plant was innovative thru a combination of hardware, a digital control system, advanced control schemes, and wireless technologies to prevent the decommissioning of the two older plants and play an active role in the highly profitable ancillary services market. Some of the improvements include: combined hardware and control modifications helped the two older units to meet NOx requirements in a cost effective manner; a higher ramp rate enabled the units to be dispatched in a very profitable domain of ancillary services; advanced control strategies provided closed loop protection of primary equipment during ramping; a onebutton startup improved turbine startup times with less stress on the units; and a wireless system increased operations, maintenance and engineering productivity through streamlined communications & WiFi access. Three papers have been presented on the plant improvements at POWID Conferences. We congratulate the Sim Gideon Plant on its accomplishments. Roger has also served on the I & S Advisory Board, has been a Session Developer and Paper Reviewer for POWID & ISA EXPO, and a Judge for the Student Competition at ISA EXPO. Roger is married and has two grown boys. Dan Antonellis was selected as our Co- Service Award recipients. Dan received a BS and a MS in Mechanical Engineering from Northeastern University in Boston, MA. Dan has been employed by Foxboro-Invensys for the last 33 years in the Power Industry. He has held various engineering, marketing, and sales support positions in support of power projects. His current position is Power Industry Consultant. Prior employment was with Stone & Webster for three years in both the Engineering Training Program and as a Mechanical Stress Roger Hull 2007 POWID Service Award Recipient Dan Antonellis 2007 POWID Service Award Recipient Analyst. Dan has been a Member of ASME for over 35 years and ISA for 20. As a Member of ISA, he has been a POWID Member for 17 years, an Executive Board Member for 16 years, and your Newsletter Editor for the last 15 years. Dan is married with two daughters and three grandchildren. Although we publish only three newsletters a year, a lot of time is required to put together such a quality publication like ours. We commend Dan on his efforts, and congratulate him on this award. Although all three 2006 Best Papers are outstanding, the best of the best is included in this issue of What s Watt for your reading enjoyment. The 2nd and 3rd Best Papers will be included in the next (fall) newsletter. 15 Call For Papers 18th ISA POWID/EPRI Controls & Instrumentation Conference The Pathway to Power Automation for the 2010 Decade 8 13 June Phoenix, Arizona The 18th Annual Joint ISA/POWID/EPRI Controls and Instrumentation Conference (also the 51st Annual ISA POWID Symposium) will take place 8 13 June 2008 at the Scottsdale Hilton Hotel. Call to Order David Roney called the meeting to order at 1:15 p.m. Copies of the previous minutes, the attendance form, and the roster were circulated. 2. Introduction of Members and Guests 3. Review and Approval of Agenda Bob Hubby requested that discussion of a new recommended practice for power plant instrument and systems documentation be added to the agenda. John Kling made a motion to accept the agenda, Gary Cohee seconded, and SP77 approved the agenda as amended. 4. Approval of Previous Meeting Minutes Bob Hubby made a motion to approve the minutes as written, Mike Skoncey seconded, and SP77 approved the minutes as written. 5. SP77 Chair Opening Remarks David Roney asked what the schedule for the subcommittee meetings would be. Cyrus Taft requested time to meet after lunch on Thursday. The attendees decided to wait until the subcommittee reports were given to set the schedule for Thursday. 6. SP77 Active Subcommittee Reports SP77.11 Turbine Water Induction Inactive. SP77.12 Turbine Supervisory Instrumentation Inactive. ISA , Fossil Fuel Power Plant Steam Turbine Steam Bypass Systems If the subcommittee decides to leave the SAMA reference as is and reaffirm the standard, the standard will be able to go out for public review as the other changes are not technical, i.e., correcting a note for a table, updating the references in Annex A, and updating some of the figures in Annex E. If the subcommittee decides to change the SAMA reference within the body of the text, the standard will need to go back for another committee ballot. No decision has been made yet whether or not to change the SAMA reference and re-ballot. Eliana Beattie will check with Jeff Schleis. ISA , Fossil Fuel Power Plant Steam Turbine Controls Jeff Schleis was unable to attend POWID, but the working group of Jeff, Andy Gavrilos, and Jim Olson plan to hold web meetings once a week to have the document ready to ballot before the Houston meetings. SP77.20 Fossil Simulators Functional Requirements Inactive. ISA , Fossil Fuel Power Plant Simulators Allan Zadiraka will solicit additional membership to work on the standard. SP77.31 Boiler Implosion Protection Inactive. ISA-TR , Functional Symbol Diagramming Dan Lee will hold a meeting in Houston during ISA EXPO. ANSI/ISA , Fossil Fuel Power Plant Boiler Combustion Controls Current standard. ANSI/ISA , Fossil Fuel Power Plant Feedwater Control System Drum-Type A PINS for reaffirmation was submitted to ANSI in May ISA-TR , Feedwater Controls Drum Level Measurement The subcommittee attempted a web meeting/phone conference, but did not have enough attendees. Allan Zadiraka suggested starting with a clean document and showing the tracked changes. Bob Hubby suggested, in order to expedite the process, cleaning up the document and sending it out to SP77 for ballot. Cyrus Taft noted that there appears to be two halves to the document and that the halves duplicate themselves. The subcommittee decided to meet at 11:30 on Thursday to begin review of the document and the recent changes. ISA , Fossil Fuel Power Plant Unit/Plant Demand Development Drum Type SP77.43 met in February at the Research Triangle Park meeting and planned to update the symbols. ISA Fossil Fuel Power Plant Steam Temperature Controls There was one minor public review comment from John Gregory that Dan Lee will provide to Eliana and then the standard will be ready to be submitted to S&P Board for ballot. ANSI/ISA , Fossil Fuel Power Plant Steam Temperature Control System Once-Through Type This standard has been combined with ISA , which will be withdrawn once the other standard is published. ISA-TR , Standard Software Interfaces for CEMS Relative Accuracy Test Audit Data Inactive/standard withdrawn. ISA , SCR Instrumentation and Controls Standard Draft 6 is in progress. SP77.82 will meet Thursday afternoon at 1: S&P Board Activities Dan Lee said there was nothing new to report since the October meeting. 8. Liaison Reports a) ISA SP5.1 Subcommittee Dan Lee reported that Jim Carew hopes to have the standard out for ballot before their October meeting. 38 b) IEC TC65 Technical Advisory Group A new subcommittee SC31M, Non-electrical equipment and protective systems for explosive atmospheres, has been formed. TC65 has been going through reorganization. Dan Lee circulated a diagram of the new breakdown. c) NFPA NFPA 85, 2007 edition, has been published and can be purchased through their website. The next revision will be 2011 and will be open for public comments around New subcommittees will be formed for maintenance. d) IEEE No report. e) ASME No report. f) ISA SP99-Manufacturing & Control System Security David Roney will get in touch with David Wade to see if he will continue to be the liaison. g) ISA-TR Jerry Gilman noted that the working group met in Phoenix and has already sent SP77 the changes. He will provide the working group with a copy of the SP77 comments and the letter from Dan Lee. h) ISA SP101 Human Machine Interface There have been numerous conference calls. Bob Hubby will send a report to the committee. 9. Old Business a) SP 99 Liaison position David Roney will contact David Wade. b) Subcommittee web page update The subcommittee chairs were assigned the work of updating their pages and providing the information to Eliana/Jennifer for posting. c) SP77 Committee membership listing The SP77 roster has been cleaned up, although there were not many removals. Eliana/Jennifer will need to keep track of who is voting on ballots, so that those not voting can be changed to Information Members or removed. Jim Olson requested to become a Voting Member, which was approved by SP77. d) SP77 Web page folder structure David Roney will contact Jennifer about updating the SP77 subcommittee web pages so that they all have the same folder format. 10. New Business Bob Hubby thanked the SRP employees for attending POWID and giving their presentation detailing a system for tracking and controlling documentation and maintenance records. Bob Hubby made a motion to establish a new subcommittee for power plant instrument and systems documentation. Dan Lee seconded and SP77 approved the motion. Bob Hubby will work with Jody Damron of SRP to work on the scope and purpose with the goal of having it ready for the October S&P Board meeting. Jody mentioned that they will first need to get approval from SRP to participate on the subcommittee. 11. Next Meeting Eliana mentioned that an SP77 meeting has been scheduled during ISA EXPO for Wednesday, 3 October, 8:30 a.m. to 5:00 p.m. The meeting is primarily for informational purposes, to provide a synopsis of the committee's activities and standards to the interested public and potential new Members, and does not have to last the full day. David Roney noted that SP77 would plan on meeting on Wednesday, but this would be based on when the POWID Paper Session would be held. There will also be subcommittee meetings scheduled; David Roney asked the subcommittee chairs to let him know within the next two weeks if they plan to meet at ISA EXPO. 12. Introduction of Attendees Cyrus Taft, POWID Secretary and Director-Elect, circulated the meeting attendance list and POWID Executive Committee Roster. Director Lee requested that the attendees update the POWID Roster personal information including active ISA position. POWID Executive Committee Meeting 19 February 2007 Minutes of Meeting The 143rd meeting of the ISA POWID Executive Committee was held on 19 February 2007, at ISA Headquarters in Research Triangle Park, NC. A copy of the February Minutes of Meetings can be found on the POWID Website. 3. Review & Approve Agenda The POWID Executive Committee Meeting Agenda previously sent by e mail was also distributed before the start of this meeting by Director Elect/Secretary Taft. Director Lee asked the POWID Executive Committee Members if there were any additions, deletions, or corrections to be made to the meeting agenda. With no additional comments to the agenda, Dan asked for a motion to approve the agenda. (File: POWID_Agenda_Jun10_2007_rev1.doc). Jim Olson moved to approve the POWID Meeting Agenda and Bob Hubby seconded the motion. The agenda was approved by voice vote. 4. Review & Approve Minutes of Last Meeting Revision of the minutes for the POWID EXCOM Meeting held on 19 February 2007, at ISA Headquarters in Research Triangle Park, NC was previously distributed electronically to the POWID EXCOM Members and is available on the POWID Website. Limited hard copies of the minutes were available. Cyrus pointed out one error in the attachments to the minutes. Attachment C should have been the Division Leaders Report and not the Division Annual Report. With no additional comments to the minutes, Dan asked for a motion to approve the minutes as amended. Jim Olson moved that the minutes be approved and Bob Hubby seconded the motion. The minutes were approved by voice vote. 5. Director Staff Reports a) Division Report Director Lee reported on the following; a1) Annual Report Dan submitted the Division 2006 Annual Report to ISA on 28 February A copy was circulated at the meeting for Committee Members information. It is also available on the POWID Website. a2) Summer Leaders Meeting Dan Lee and Cyrus Taft will be attending the ISA Summer Leaders Meeting in Phoenix on June. Dan asked for comments or issues to raise at the meeting. a3) Division Spotlight ISA sent out two Division Spotlight e mail blasts on 21 February and 17 May. Dan asked for a show of hands from those that received the e mail. Only Allan Zadiraka thought he remembered receiving it. Dan did not remember getting it either and did some research to find out why. It turned out that the e mail was sent out under the Product category in ISA s e mail system and many Members have their privacy options set to disable all Product e mails. Dan s was set this way so he changed the setting as a test and was promptly swamped with Product e mails from ISA. He changed his setting back to disable product messages. This is a major problem that needs to be corrected by ISA if the Division Spotlight messages are to be useful. continued on page 40 39

40 Continued from page 39 Dan believes Division Messages should not be sent out under the Product Category and he will discuss this with ISA staff and Department staff at the Leaders Meeting in Phoenix. a4) Global Initiative Dialog is continuing with Tim Feldman, ISA Global Operations Director, and the ISA Mexico section about possible collaboration on a future event in Mexico. a5) POWID List Serve Dan sent out two Director s Messages to the POWID List Serve on 25 February and 18 May. Dan plans to use the POWID List Serve regularly as a means of communicating with the Division Members. a6) 2008 Division Plan and Budget The POWID Division Plan and Budget are due to ISA by 30 June. a7) POWID Communication Report Dan circulated a copy of a draft of the Division Communication Report. This report covers the period from 1 January 2006 to 31 December Dan is submitting the report electronically this year and a copy will be put on the website after it has been reviewed. 40 b) Financial Report - Roger Hull, (Treasurer) reported that the Division fund balance was $24,844 at the end of March compared to $22,369 last year. Expenses for the first quarter were $2,304 compared to $5,191 last year. The main difference is the newsletter expenses which have not been posted for 2007 yet. Roger distributed a copy of his report to the committee. b1) 2007 Division Budget Dan reviewed the 2007 Division Budget. Dan pointed out that some expenses from the last EXCOM Meeting in February were still not shown on the report. There will probably be surplus at the end of 2007, so Dan asked for ideas on appropriate uses for the money. Gary Cohee suggested using it for marketing and Marge Widmeyer suggested using it for Standards support. Dan asked for a motion to provide $500 to the Fall Leadership Meeting to support coffee breaks. Bob Hubby so moved, Allan Zadiraka seconded, and the motion passed. Dan distributed a letter from Laura Crumpler, ISA Senior Administrator, requesting support for the International Student Games at ISA Expo 2008 in Houston. Dan suggested a $1,000 donation. Gary Cohee moved that POWID provide $1,000 and Bob Hubby seconded. The motion passed. b2) 2007 Endowment Fund Report Dan reported that there was sufficient income from the Scholarship Endowment Fund this year to fund two $4,000 scholarships. He asked for a motion to approve $4,000 for the Achievement Award Scholarship for Bob Smoak. Allan Zadiraka so moved and Joe Vavrek seconded the motion. The motion passed. Dan reported that the POWID Endowment Financial Statement in the February meeting minutes did not include expenses for two $4000 awards issued in Dan reported this error to ISA staff. b3) 2008 Division Budget Dan reviewed the 2008 Division Budget which must be submitted to ISA by the end of June. Tom Stevenson made a motion to approve the 2008 Division Budget. Marge Widmeyer seconded the motion and it passed. b4) 2008 Division Symposium Budget Dan reviewed the 2008 Division Symposium Budget submitted by General Chair, Denny Younie who was not in attendance. Dan recommended several changes: 1) reduce the project number of attendees to 160, 2) reduce the Sponsors income to $20,000, 3) Increase the Catering expense to $40,000 so it agrees with the hotel contract, 4) reduce the Bank Charges expense to $0. Bob Hubby moved to approve the 2008 Symposium Budget as revised and Marge Widmeyer seconded the motion which passed. c) MOP Task Group Cyrus reported that the final draft of the POWID Manual of Operations, revised 31 May 2007, had been sent out electronically to the EXCOM for balloting. Ballots are due back to Cyrus on 25 June. If the MOP is approved by the EXCOM it will be placed on the POWID Website for reference. d) Nomination Gary Cohee reported that Ramesh Shankar of EPRI had resigned from the Board due to a job change. Ramesh suggested that Aaron Hussey take his place as the EPRI representative on the Board. Cyrus introduced Aaron who is the Program Manager of the Fossil I&C program at EPRI and also works on the Nuclear I&C program. Gary Cohee moved to accept Aaron Hussey as a new Board Member and the motion passed. Congratulations, Aaron. Bill Sotos, Chair of SP67, is resigning as SP67 Chair but would like to remain a Member of the POWID Board. The Board agreed with this. 6. Standards Committee Reports a) SP67 Nuclear Power Plant Standards Committee - Bill Sotos (SP67 Chair) was not present at the POWID Executive Committee Meeting and Tim Hurst, SP67 Vice-Chair provided a report. S67.04 is an active subcommittee on safety related setpoints. Tim expressed concern on the loss of expertise in the industry and that other organizations such as IEEE, ANS, and EPRI appear to be taking the technical lead away from ISA. A search is on for a new Chair to replace Bill Sotos. b) SP77 Fossil Fuel Power Plant Standards Committee Dave Roney (SP77 Chair) reported that the SP77 committee will meet on Wednesday afternoon. Current committee activities include: b1) Jerry Gilman tried to have a teleconference to work on dtr44.02, Fossil Fuel Power Plant Compensated Differential Pressure Based Drum Level Measurement, but only one person was on the call. The group will have a meeting on Thursday during the S77 subcommittee meetings. continued on page 41

41 Continued from page 40 b2) S , Fossil Fuel Power Plant Unit/Plant Demand Development Drum Type, has completed balloting by S77. The only thing remaining to be done is to update the functional diagram figures to be consistent with the new diagramming standard from Dan Lee. b3) ds , Fossil Fuel Power Plant Steam Temperature Controls, has been through public balloting and there is one comment that Dan Lee will address before it goes to the S&P Board for approval. b4) A new draft of S5.1, Instrumentation Symbols and Identification, is supposed to be ready for balloting in mid Dave agreed with Tim Hurst s comments about ISA Standards losing relevance compared to standards from IEC and IEEE, etc. Bob Webb discussed his view of ISA Standards. Steve Huffman, ISA President, mentioned that ISA is working on increasing the use of their standards and one thing they have done in this area is to make the standards free to ISA Members. This has resulted in a large increase in the number of standards downloaded from the ISA Website. Ultimately this should lead to more use of the standards. 7. Membership Service Committee Reports a) Honors & Awards - Michael Skoncey (POWID Honors and Awards Coordinator) reported the status of several Division Awards. a1) Achievement Award Dr. Robert Smoak is the Achievement Award winner for Dr. Smoak is a retired Professor from Tennessee Tech. a2) Service Awards Two Outstanding Service Awards will be given this year, one to Dan Antonellis for his long tenure as Newsletter Editor, and one to Roger Hull for a variety of functions he has performed over many years. a3) Facility Award The Facility Award for 2007 goes to Lower Colorado River Authority Sim Gideon Plant in Texas. Plant Manager Dave Runkle will be on hand to accept the award at the Honors and Awards Luncheon on Monday. a4) Best Paper Awards The Best Paper Award for 2006 went to Robert Webb and Joe Weiss for their paper The Application of NERC s Top 10 Vulnerabilities of Control Systems and Their Associated Mitigations to Power Plants. The second best paper award was Dynamic NOx/Heat Rate Optimization by Jon Anderson, William Hocking, Don Labbe, Pat Klepper, and William Ray. The third best paper I&C Issues for New Nuclear Plant Deployment by Tony Harris, Joseph Naser, Layla Sandell, and Ray Torok. Mike distributed copies of the program for the H&A Luncheon on Monday and said that the speaker he had lined up has backed out at the last minute, but Mike will fill in with a talk about Pittsburgh. d) Membership - Gordon McFarland provided a Membership report. As of 4 June 2007, the Division Membership stood at 1791 Members of which 1304 were paying Members. Of the 1791 Members, 132 were on Active Grace Status meaning they were past their renewal date by less than 3 months. Compared with the report from 26 October 2006, the total number of Members has increased by 60, but the paying Members have decreased by 57. The report contains much more detail about membership data. Since the February EXCOM Meeting, a letter and short survey have been sent by the Division to all suspended Members (more than three months past due on dues invoice). So far a total of 148 e mails and 3 snail mail letters have been sent. Of those, there were 19 bad addresses, 3 deleted before being read, 32 confirmed read, 6 replies, and 2 surveys returned. A copy of the letter was distributed at the meeting. In addition to the suspended Member Letter, ISA sends new Members a welcome letter. Dan distributed a copy of the welcome letter. d) Historian Don Christopher, POWID Historian, has been working on developing reports for history. He still needs symposium attendance numbers for He is also searching for old hardcopies of proceedings. ISA has most proceedings on microfiche. Don is looking for guidance on what should be saved for history and what can be discarded. Marge Widmeyer suggested that POWID spend money on scanning of old documents. Bob Webb moved and Dale Evely seconded a motion to include $2000 in the 2008 POWID Budget for document scanning. The motion passed. d) Professional Development Tom Stevenson, POWID Professional Development Coordinator, was in attendance and reported that he has developed a revised PDH form for this year s conference in recognition of the 50th Anniversary Symposium. Over the past few years, the number of PDH certificates distributed at the Symposium has increase from 764 in 2004, to 802 in 2005, to 842 in State professional engineering board requirements for continuing education are driving the increase. Tom scans the PDH forms from each session for recordkeeping. Tom also reported on ISA certification programs. The Certified Control System Technician (CCST) program is very successful. The Certified Automation Professional (CAP) had 60 applications in the fall of So far 191 have applied for the exam and 63% have passed. Acceptance of the Certified Industrial Maintenance Mechanic (CIMM) program has been a little slower than hoped for but 63 have been certified to date. Tom agreed to provide a Member Spotlight article for the next newsletter. e) Section/Division Liaison Bob Hubby, POWID Section/Division Liaison, provided an updated POWID resource list. continued on page 42 41
