5 Alpha Pi State Bylaws Article I: NAME Section A State The name of this state organization shall be Alpha Pi State South Dakota of The Delta Kappa Gamma Society International, hereafter know as Alpha Pi State. Section B Chapter Each chapter in Alpha Pi State shall be designated by a Greek letter or a combination of Greek letters. Article II: MISSION AND PURPOSES Section A Mission Statement The Delta Kappa Gamma Society International promotes professional and personal growth of women educators and excellence in education. Section B Vision Statement Leading Women Educators Impacting Education Worldwide Section C Purposes The purpose of Alpha Pi State shall be to: 1 promote the purposes of The Delta Kappa Gamma Society International as founded in the International Constitution, Article II; 5

6 2 act as a liaison between chapters and the International organization; 3 organize Delta Kappa Gamma chapters within the State; 4 provide leadership training for state and chapter leaders; 5 serve as a non-profit educational organization. Article III MEMBERSHIP Section A Classification 1 The membership of Alpha Pi State shall be composed of active, reserve, and honorary members. 2 All membership is in accordance with the International Constitution, Article III. Section B Authority and Obligation of Records 1 Chapters in the state shall have full power to act in matters of chapter membership. 2 Membership records are kept at the chapter level. Section C State Honorary Members 1 State honorary members shall be recommended by the State Membership Committee and elected by the Executive Board. A four-fifths (4/5) vote of approval is required. 2 Initiation of state honorary members may be conducted at any meeting, such as a convention, area meeting, coordinating council, or chapter meeting. The state presi- 6

7 dent and the chairman of the Membership Committee Shall organize the orientation session and the initiation. Section D Transfer of Membership A member in good standing may be transferred from one chapter to another upon notification to the International headquarters. Section E Termination of Membership Membership in the Society is terminated for one of three reasons: non-payment of dues and fees, resignation, or death. Section F Reinstatement of Membership A former member shall be reinstated to membership by the chapter receiving the request. Article IV: FINANCES Section A Annual Dues 1 The state annual dues shall be determined by a twothirds (2/3) vote of the members at a convention. 2 Annual dues and scholarship fees shall be paid between July 1 and October 31 of each year. On November 1, members shall be dropped for non-payment of dues and fees. 3 All dues and fees shall be collected by the chapter treasurers. State and International dues shall be forwarded to the state treasurer. 7

8 Section B Financial Controls 1 The Financial Committee shall propose an annual planning budget to be adopted by the Executive Committee at the state convention. 2 All expense vouchers shall be signed by the president before payment is made by the treasurer. 3 Any expense not included in the budget shall be approved by the Executive Board prior to payment by the Treasurer. 4 An annual audit shall be conducted and the audit report submitted to the Executive Board. Section C Funds These funds shall be maintained in accordance with the International Constitution. 1 The Available Fund Alpha Pi State Available Fund shall be the operating fund and shall require a budget. 2 The Available Reserve Fund is $10,500. a Half the interest from the Available Reserve of Alpha Pi State shall be dedicated toward expenses for the support of leadership development that is held in odd-numbered years. b The interest amount, received from the $10,500 in the Available Reserve Fund, is to be kept as a separate fund (or line item) in the budget for expenses for Leadership Development. c The Leadership Development Fund will be used to fi- 8

9 nance up to one-half (1/2) the expenses for state officer training at the regional conference. 3 The Available Scholarship Fund ( See Article IV, Section F of the International Constitution). The Available Scholarship Fund shall be governed by rules approved by the Executive Board. This will fund scholarships and activities specified in the Alpha Pi State Standing Rules. 4 The Permanent Scholarship Fund The Permanent Scholarship Fund interest shall be placed in the Available Scholarship Fund. 5 The Permanent Fund (See Article IV, Section F, Interntional Constitution). Article V: ORGANIZATION Section A Chapter 1 Each chapter shall govern the conduct of its business the International Constitution, the Alpha Pi State Bylaws and Standing Rules. 2 The chapter officers, except for the treasurer, shall be elected in even-numbered years by a majority vote. a The term of each elected officer shall be for two years. No officer except the treasurer may serve in the same office longer than three terms in succession. All officers shall take office on July 1, following their election. b The treasurer shall be selected by the Executive Board each biennium. 9

10 3 The chapter president, or her designee, shall represent the chapter as a voting member of the Alpha Pi State Executive Board. Section B State Alpha Pi State is organized according to Article V of the International Constitution. Section C New Chapter 1 The state Executive Board shall determine chapter areas and/or cities where two or more chapters exist. 2 Application of candidates for membership in a new chapters shall be screened by the state Membership Committee and approved by the Executive Board. Article VI: OFFICERS AND RELATED PERSONNEL Section A Officers and Personnel 1 The state officers, all of whom must be active members of the Society, shall be a president, a first vice- President, a second vice-president, a recording secretary, a corresponding secretary (all elected), and a treasurer (appointed by the Executive Board). 2 The president shall appoint a parliamentarian to serve as a member ex-officio without vote on the Executive Board. 3 The president shall appoint a historian, an editor, and other related personnel who are not officers of the organization, as approved by the elected officers. 10

11 Section B Duties of the Officers These officers shall perform the duties prescribed in the International Constitution as authorized by the Alpha Pi State Bylaws. 1 President: The state president and the Leadership Development Committee shall arrange for leadership development programs. 2 First vice-president: Serve as state Membership Chairman. 3 Second vice-president: Serve as state Educational Excellence Chairman. 4 Recording Secretary: a serve as secretary to the Executive Board; b keep minutes of all meetings; c furnish the president, the review committee, and those persons who have material to present at the next business meetings with copies of such minutes. 5 Corresponding Secretary: a shall carry on such correspondence as may be delegated to her by the president; b prepare and present the courtesy resolutions for state meetings. 6 Treasurer: a provide the State Membership Chairman with membership information; b maintain a permanent record of terminated memberships; 11

12 c procure the state president s pin for presentation at her installation; d keep an accurate account of receipts and expenditures; e maintain a record of receipts, bills, and bank state ments; f purchase a surety bond to cover the state treasurer for an amount specified by the Executive Board. Section C Term of Office 1 Officers shall be elected by the state convention in oddnumbered years and shall have a term of two years or until a successor has been named. 2 The treasurer shall be appointed for no more than three terms in succession. Section D Vacancies 1 When a vacancy occurs in the office of the president, the first vice-president shall become president. 2 When a vacancy occurs in the officer of the first vicepresident, the second vice-president shall succeed to that office until the next regular election of officers. 3 When a vacancy occurs in other elective or appointive positions, the president shall name a successor. Section E Nominations and Elections 1 A Nominations Committee of three shall be elected in the same manner as the officers. 12

13 2 Nominations for elective state officers and the three members of the Nominations Committee shall be made by the Nominations Committee. The committee shall submit at least one nominee for each elective office and three names for the Nominations Committee. Consent of each nominee must be obtained. 3 The slate of nominees, with candidate qualifications, shall be published in the April issue of the Alpha Pi Newsletter. 4 After the report of the Nominations Committee has been made to the convention, additional nominations may be made from the floor, with the consent of the nominee. 5 Elections shall be by ballot and the majority of vote cast, elects. If there is but one nominee for an office, the elections may be by voice vote. 6 The Nominations Committee shall prepare the ballot and conduct the elections in odd-numbered years. Article VII: EXECUTIVE BOARD Section A State Executive Board 1 The members of the Executive Board shall be the Alpha Pi State Founders, the elected officers, the past state presidents, treasurer, and the chapter presidents. The parliamentarian and the historian shall be ex-officio members, without vote. 2 The duties of the Executive Board shall be as specified 13

14 in Article VII Section B of the International Constitution. 3 Meetings of the Executive Board shall be held at least once a year. Special meetings may be called by the the president. a At meetings, the presence of a majority of the voting members of the Executive Board shall constitute a quorum. b Chapter presidents who are unable to attend the state Executive Board meeting may appoint an official representative who shall have full privileges of participation. 4 The Executive Board may transact business by mail (postal or electronic). Section B Chapter Executive Boards Chapter Executive Boards shall function in accordance with Article VII Section C of the International Constitution. 15 f Membership g Nominations 2 Society Mission and Purposes a Educational Excellence b Alpha Pi State Achievement Award c Order of the Rose d Scholarship Section B General Procedures 1 All committees shall be appointed by the president, except the Nominations Committee. 2 The president shall be an ex-officio member of all committees, except the Nominations Committee. 3 Matters requiring immediate committee action may be voted upon by mail or so long as all committee members are notified and have sufficient time to return votes regardless of notification method. Section C Duties of Committees 1 State committees having International counterparts shall provide a liaison between chapters and corresponding International committees. 2 State committees not having International counterparts shall provide assistance to chapters. Section D Special Committees Special committees shall be appointed by the president as authorized. 15

16 Article IX: AREAS OF ACTIVITIES Section A Convention 1 Business of the state shall be conducted annually at a convention held at a time and place as determined by the Executive Board for the purpose of receiving reports and adopting policy, amending bylaws, electing officers and any other business that may properly come before it. 2 Every member who is registered may vote. A roll call vote as specified by the International Constitution, Article IX, Section B 2c (1) may be ordered. 3 The quorum shall be a majority of those members who have registered at the convention. Section B Scholarships 1 The number of scholarships and the amount of each shall be recommended by the Scholarship Committee. 2 Rules governing the administration of the scholarship program shall be approved by the Executive Board. Section C Publications 1 A state newsletter shall be provided three (3) times each year and made available to all members in the state. 2 The publication of special monographs and brochures shall be approved by the president and plans submitted to the Executive Board for financial approval. 16

17 Section D Special Funds When the convention body adopts a special project, funding is contingent upon approval by the Executive Board. Section E Special Awards 1 An Achievement Award may be presented to an Alpha Pi State member for meritorious service to Alpha Pi State. The standard award adopted in 1958 shall be presented biennially by the State Achievement Committee at the state convention in odd-numbered years. 2 The Order of the Rose Award will be awarded annually at the state convention to members who are nominated by their chapters. The award, adopted in 2003, will be presented by the Order of the Rose Committee. 3 The Marilyn Lee Convention/Conference Award will be presented annually to Alpha Pi State member(s) to encourage first-time attendance at regional conferences and International conventions. Section F Leadership Development 1 Leadership development may include a one-day meeting for training Alpha Pi State standing committees, special committees, state officers, and other interested Alpha Pi State members, in odd-numbered years, following the Northwest Regional Conference. 2 Leadership development for chapter officers and chapter committees will be provided in conjunction with the state convention in even-numbered years. 17

18 Article X PARLIAMENTARY AUTHORITY Robert s Rules of Order Newly Revised, current edition, shall govern the proceedings of Alpha Pi State and its chapters in all cases to which they are applicable and in which this authority is not inconsistent for in the International Constitution, State Bylaws and Standing Rules. ARTICLE XI: AMENDMENTS Section A Notification Bylaws may be amended at a state convention, provided notice of proposed amendments shall have been in the Alpha Pi State Newsletter prior to the convention. Section B Submission Proposed amendments to the bylaws may be submitted to the president by any member, committee, board, or chapter. Section C Bylaws Approval All proposed amendments shall have been approved by a two-thirds (2/3) vote at a meeting of the Executive Board before being submitted to the convention. These bylaws may then be amended at a state convention by a twothirds (2/3) vote, provided proposed amendment shall have been in the April issue of the Alpha Pi State Newsletter prior to the convention. 18

19 Section D Standing Rules Standing Rules may be amended at any annual convention by a two-thirds vote. Article XII: DISSOLUTION Section A State In the event of a dissolution of Alpha Pi State the following actions should be taken in accordance with Article XIX Section 2 and 3 of the Constitution of The Delta Kappa Gamma Society International. 1 All liabilities and obligations shall be paid and satisfied or adequate provision shall be made. 2 The Executive Board shall determine specific procedures for liquidating remaining assets and shall supervise disbursement of funds. 3 The Executive Board shall supervise the disbursement of official paraphernalia relating to The Delta Kappa Gamma Society International. 4 The Executive Board shall supervise the distribution and/or the liquidation of any non-official equipment or items belonging to the Alpha Pi State Organization. Section B Chapter Each chapter, desiring dissolution, shall obtain the approval of the Alpha Pi State Executive Board and follow the dissolution procedure as outlined in the Alpha Pi State Standing Rules, Chapter Obligations to Alpha Pi State. 19

22 General Purpose The following Standing Rules have been compiled to clarify duties and responsibilities of various segments of the Alpha Pi State organization. In the case of an apparent conflict with the Constitution, International Standing Rules, or Alpha Pi State Bylaws, the international documents and state bylaws shall govern. Name The South Dakota State organization may be known as Alpha Pi State of the Delta Kappa Gamma Society International, Alpha Pi State,, DKG. Membership General A candidate elected for active or honorary membership at either the state or chapter level shall be initiated within a period of one (1) year from the time of election. A member may submit a recommendation for a candidate s election to membership to any chapter. A active or reserve member who does not belong to a chapter because of geographic isolation shall be retained as a state active or reserve member. Status as a state member must be requested. Active Membership The word employed as used in the Constitution, Article III, B.1. is defined as currently hired by an employer and/or 22

23 paid a salary or fee for specific educational services. In the selection of a member, the definition of professional educator is interpreted to include one-to-one instruction as well as group instruction. An active member who is no longer engaged in educational work shall retain her rights, privileges, and responsibilities as outlined in the Constitution. Reserve Membership Reserve membership status shall comply with International Constitution, III.B.2. and Alpha Pi State Bylaws, III.A. 2. A reserve member may participate in the activities of the Society except holding office. (See International Standing Rules, 3.21). Honorary Membership In the selection of an honorary member a Service shall be of statewide significance in the case of a state honorary member. b Service shall be of local significance in the case of a chapter honorary membership. Any member may submit a name for honorary membership at either the state or chapter level. An honorary member may participate in all activities of the Society except that of holding elective office. The honorary member may receive a membership pin at the time of her initiation. 23

24 a The state organization may present a membership pin to the state honorary member. b The chapter may present a membership pin to the chapter honorary member. The lifetime fee of forty-nine dollars and fifty cents ($49.50) shall be paid by the initiating unit of the Society at the time of initiation. Attendance Members may attend meetings of other chapters, state organizations, and regions. Membership Records Chapters shall maintain current records of all memberships. Chapter minutes shall include names and dates of all initiations. Records of in and out transfers shall include dates and names of chapters. Reinstatement records shall include names, dates and previous chapter. Chapter minutes shall include reason and date of all terminations. Finances 1 Dues: The state annual dues shall be twelve dollars ($12.00) for active members and six dollars ($6.00) for reserve members. One dollar of each member s dues is 24

25 for scholarships, and one dollar of each member s dues are for convention expenses. 2 Printing: Costs for printing of convention programs and convention reports shall be identified as a separate line item in the annual Alpha Pi State budget. 3 The Alpha Pi State Available Scholarship Fund (See Article IV, Section C, Alpha Pi State Bylaws). This fund shall cover the cost of the following: a The Alpha Pi State Founders Scholarship, b The Florence Kreiger/Adeline Jenny Scholarship, c The Alpha Pi State President s Scholarship, d The Dr. Janet Shelver Travel/Study Scholarship, e The Maxine Wiseman Travel/Study Scholarship, f The Dr. Marjorie Beaty Elderhostel Award, g The Marilyn Lee Convention/Conference Award, h Leadership Opportunities Award, i Women in Art Award ninety dollars ($90), j Alpha Pi State Achievement Award ($50), k Scrapbook Award fifty dollars ($50). 26 ponding secretary, and a treasurer who is appointed by the Executive Board. The president shall appoint a parliamentarian, an historian, and an editor to serve as a member ex-officio without vote on the Executive Board. STATE PRESIDENT: 1 must have served as a chapter president. 2 shall attend the state conventions, Northwest Regional Conference, and the International Convention during her term of office. 3 shall appoint the chairman and members of each committee from the same chapter or city, with the exception of the Nominations Committee, which is elected. 4 shall appoint, after the opening of the Executive Board meeting at the convention, a committee to review the minutes of all business sessions. 5 shall coordinate, with the assistance of the Leadership Development Committee, training for chapter officers and committee members to be held in even-numbered years at the state convention. 6 shall organize leadership development for Alpha Pi State standing committees, special committees, and state officers. 7 shall communicate regularly (monthly minimum) with Executive Board members and state committee chairmen. 8 shall visit each chapter during her biennum. (Treasurer 26

27 shall allocate mileage expense at thirty (30) cents per mile.) 9 shall arrange for a Delta Kappa Gamma memorial tribute of three red roses for any chapter or state officer whose death occurs during her term of office (Alpha Pi State expense). The same expense will be made for all past state presidents. 10 shall present an expense accounting to the State treasurer for expenses incurred for lodging and meals for society business and attendance at state conferences and conventions. (One thousand dollars ($1000) has been allocated for above purposes.) FIRST VICE-PRESIDENT: 1 shall be chairman of the Membership Committee. 2 shall attend state convention, Northwest Regional Conference, and International Convention during her term of office. 3 shall notify each chapter that member biographical information shall be updated annually and kept the chapter file. 4 shall organize and preside over the Ceremony of Remembrance at the state convention. 5 shall collect the biographical data utilized for the program used at the Ceremony of Remembrance at the State Convention. 27

28 SECOND VICE-PRESIDENT: 1 shall be the Educational Excellence Committee Chairman. 2 shall attend state convention, Northwest Regional Conference, and International Convention during her term of office. 3 shall present the World Fellowship focus at the state workshops and convention. RECORDING SECRETARY: shall send the minutes of the State Convention and the Executive Board meetings to the president and the Review Committee no later than September 1st following the Alpha Pi State Convention. CORRESPONDING SECRETARY: 1 shall prepare and present the resolutions for conferences and conventions. 2 shall send courtesy notes. TREASURER ~ appointed: 1 shall receive annually six hundred dollars ($600) as an honorarium. 2 shall purchase copies of the Constitution, International Standing Rules, and Handbook for distribution as the Executive Board directs. 3 shall, with the advice of the Finance Committee, investthe Scholarship Fund in government insured invest- 28

29 ments at the maximum rate interest. 4 shall provide information necessary for a fidelity bond, an amount specified by the State Executive Board and upon approval of the Executive Board, the cost to be paid by the state organization. 5 shall use the interest from the Permanent Scholarship Fund investment for scholarships. 6 shall pay, to encourage and facilitate attendance, each chapter with representation at the state convention fifty dollars ($50) with the exception of the host chapter. 7 shall procure the state president s pin to be presented at her installation. 8 shall provide the Alpha Pi State one thousand dollars ($1000) for delegate attendance each year to the International Convention or the Northwest Regional Conference. Monies are to be divided equally with no delegate receiving more than two hundred dollars ($200.00). Delegates are eligible to receive these funds once for International and once for Regional. 9 shall permanently maintain a complete record of all terminations. 10 shall budget to the Communications and Publicity Committee fifty dollars ($50) for the scrapbook contest at the state convention. 11 shall budget to the Educational Excellence Committee ninety dollars ($90), in odd-numbers years, for the juried Women in Art exhibit expenses. 12 shall budget fifty dollars ($50) to the Achievement Award 29

30 Committee in odd-numbered years for the Alpha Pi State Achievement Award expenses. 13 shall budget thirty cents ($.30) per mile for each Finance Committee member to attend two (2) mandatory meetings each year. One meeting is to audit the Alpha Pi State books, and the second meeting is to planthe Alpha Pi State budget. IMMEDIATE PAST PRESIDENT: 1 shall present the president s pin to the incoming president at her installation. 2 shall serve as chairman of the Leadership Development Committee. 3 serves as chairman of the Order of the Rose Committee. 4 shall purchase an appreciation gift for the out-going state president in the amount of fifty dollar ($50.00) from the Alpha Pi State Treasury. HISTORIAN: 1 shall attend all Executive Board meetings and convetions. 2 is to keep a file of historical records of the chapters. PARLIAMENTARIAN ~ appointed: 1 shall act as advisor to the officers and the members of Alpha Pi State in matters pertaining to interpretation of the Alpha Pi State Bylaws and Standing Rules and to parliamentary usage. 30

31 2 shall serve as a member ex officio on the Alpha Pi State Executive Board. EDITOR: 1 shall perform all duties and responsibilities as directed by the President and the Executive Board. 2 shall attend the state conventions during her term of service. WEBMASTER: 1 shall perform duties and responsibilities as directed by the President and the Executive Board. 2 shall attend the state convention during her term of service. STANDING COMMITTEES SOCIETY BUSINESS COMMUNICATIONS AND PUBLICITY COMMITTEE: 1 is to provide the linkage of member to member and chapter to state, and to encourage communications through the Alpha Pi State Newsletter and Website. 2 shall be in charge of the scrapbook contest at the state convention. 3 shall be budgeted fifty dollars ($50) for the scrapbook contest at the state convention. 31

32 BYLAWS AND STANDING RULES COMMITTTEE: 1 shall take prompt action to keep the Alpha Pi State Bylaws and Standing Rules current as well as consistent with the International Constitution. 2 shall inform Alpha Pi State chapters of recent changes that may necessitate changes in their Chapter Rules. EXPANSION COMMITTEE: 1 shall cooperate with the Membership Committee to form new chapters. 2 shall generate enthusiasm for The Delta Kappa Gamma Society International Mission and Purposes. FINANCE COMMITTEE: 1 shall prepare a budget to be presented for approval by the Alpha Pi State Executive Board. 2 shall budget one thousand dollars ($ ) to provide an allowance for delegate attendance at a regional conference or international convention. Monies are to be divided equally with no delegate receiving more than two hundred dollars ($200.00). Delegates are eligible to receive these funds once for International and once for Regional. 3 shall budget for the President or her authorized representative an amount of one thousand dollars ($1000) for expenses incurred for lodging and meals for society business, chapter visitation, state conferences, and conventions. 32

33 4 shall be paid 30 cents ($.30) per mile for each member to attend two (2) mandatory meetings each year. One meeting is to audit the Alpha Pi State books, and the second meeting is to plan the Alpha Pi State budget. 5 shall budget from the Alpha Pi State Available Scholarship Fund, for the Educational Excellence Committee, ninety dollars ($90), in odd-numbered years, for the juried Women in Art exhibit expenses. 6 shall budget from the Alpha Pi State Available Scholar ship Fund, for the Alpha Pi State Achievement Award Committee, fifty dollars ($50) in odd-numbered years for the Alpha Pi State Achievement Award expenses. 7 shall budget, from the Alpha Pi State Available Scholarship Fund, for the Communications and Publicity Committee, fifty dollars ($50) to the scrapbook contest at the state convention. LEADERSHIP DEVELOPMENT COMMITTEE: 1 will provide for training state officers, state committees, and other interested Alpha Pi State members in odd-numbered years following the Northwest Regional Conference. 2 shall assist the training for chapter officers and committee members to be held in even-numbered years at the state convention. 3 shall promote the leadership potential of all Alpha Pi State members. 33

34 4 will investigate, develop, and utilize technology in implementing leadership development goals. MEMBERSHIP COMMITTEE: 1 shall study and make recommendations related to membership problems. 2 shall complete Necrology and membership reports for International. 3 shall assist the first-vice president in facilitating the Ceremony of Remembrance. 4 shall receive and evaluate the recommendations of the persons proposed for honorary membership and submit the names of qualified candidates for vote. NOMINATIONS COMMITTEE: 1 shall propose a slate of officer to be elected at the next state convention in odd-numbered years. 2 shall not be elected from the same chapter in two consecutive bienniums. 3 shall have one member who is a past chapter president. 4 shall follow the chapter rotation schedule found in the appendix. SOCIETY MISSION AND PURPOSES EDUCATIONAL EXCELLENCE COMMITTEE: 1 shall promote programs and projects for excellence in education. 34

35 2 shall support programs of action and provide informtion that promotes the personal wellbeing, intellectual growth, and global awareness of women educators. 3 shall encourage chapters to participate in programs that promote professional growth of women educators. 4 shall present the International focus, accomplishments of World Fellowship, and encourage support for these at conventions. 5 shall provide assistance to chapters in promoting programs and projects for excellence in education. 6 shall be in charge of a juried Women in Art exhibit for members of the Alpha Pi State in odd-numbered years at the state convention. 7 will be budgeted ninety dollars ($90), in odd-numbered years, for the juried Women in Art exhibit expenses. 8 shall promotes awareness of legislative educational issues. 9 shall determine the recipient and present the Legislative Award certificate to the chapter that demonstrates the best effort to promote interest in educational legislation. ALPHA PI STATE ACHIEVEMENT AWARD COMMITTEE: 1 is to select a member of the Alpha Pi State in recognition of outstanding service to The Delta Kappa Gamma Society International on the state and chapter levels. 2 shall present this award in odd-numbered years. 3 shall be comprised of chapter representation at least 35

36 once every six year on an established rotation found in the appendix. 4 shall assist in the return of Alpha Pi State Achievement Award medallions upon a recipient s passing. 5 will be budgeted fifty dollars ($50) in odd-numbered years for the Alpha Pi State Achievement Award expenses. 6 will create the brochure honoring the Alpha Pi State Achievement Award honoree. ORDER OF THE ROSE COMMITTEE: 1 will consist of the three past state presidents and the current state president. The immediate past president is the chairman of this committee. 2 will receive chapter nominees for Order of the Rose. 3 will arrange for the presentation of Order of the Rose Awards annually at the state convention. 4 shall promote chapter honoring of those Alpha Pi State members who fulfill criteria for Order of the Rose found in the appendix. SCHOLARSHIP COMMITTEE: 1 shall select the recipients of the Alpha Pi State scholarships. 2 will prepare/update scholarship guidelines, to be presented to the Executive Board for approval. These guidelines, approved by the Executive Board, reside 36

37 with the Scholarship Chairman and are available by request. 3 shall not grant more than one award from Alpha Pi State to a member. 4 have jurisdiction of the following scholarship awards: a The Alpha Pi State Founders Scholarship, b The Florence Kreiger/Adeline Jenny Scholarship, c The Alpha Pi State President s Scholarship, d The Dr. Janet Shelver Travel/Study Scholarship, e The Maxine Wiseman Travel/Study Scholarship, f The Dr. Marjorie Beaty Elderhostel Award, g The Marilyn Lee Convention/Conference Award, h The Leadership Opportunities Award. 5 will select scholarship recipients only from Alpha Pi State members who have been active for three years immediately prior to application. Criteria for scholarships are available through the Scholarship Committee. 6 shall solicit applications, select the recipients, and announce the awards at the Birthday luncheon at the state convention. STATE CONVENTIONS: 1 will be held annually and include leadership development. 2 will be hosted by chapters using the order of the Greek alphabet. 3 will be planned cooperatively by the state president and the host chapter. 37

38 4 is limited to one day. An Executive Board meeting precedes the convention. 5 shall include a Ceremony of Remembrance. 6 running long on funds shall return the money to the state treasurer to be utilized for the next convention. CHAPTER OBLIGATIONS TO ALPHA Pi STATE The chapter: 1 shall invite the state president to visit a chapter meeting during her biennium and provide the president with meals and lodging. 2 shall provide biographical information about members to state officers and/or committee chairmen when requested. 3 shall send a list of officer and committee chairmen to the state president immediately after their selections by election or appointment. 4 shall send chapter officers and committee chairmen or their representatives to conventions and leadership development. 5 is encouraged to help reimburse chapter members who attend the entire state convention. 6 utilize the following procedure should there be a chapter dissolution. a shall obtain approval for dissolution by Alpha Pi State Executive Board. b with the approval of Alpha Pi State, shall pay, satisfy, 38

39 or make adequate provision for all liabilities and obligations. c as determined by Alpha Pi State Executive Board and with their supervising the disbursement of funds, shall liquefy the remaining chapter assets. d shall return official paraphernalia relating to The Delta Kappa Gamma Society International to Alpha Pi State, and this will remain Alpha Pi State s property. e shall return the chapter charter to Alpha Pi State President, who, in turn, will forward chapter charter to International Headquarters. f present to the Alpha Pi State Historian chapter minutes, society publications, and other records of a permanent nature, and financial records to the Alpha Pi State Treasurer. ALPHA PI STATE NEWSLETTER 1 The Alpha Pi State Newsletter is published electronically three times a year. 2 The fall newsletter shall focus on state convention activities, International conventions, and regional conferences. 3 The winter issue shall emphasize chapter news. 4 The spring issue shall include convention registration information, slate of state officer nominees, and convention highlights. 39
