Regional Transit Fare Study (Brian Lane) The Comprehensive Fare Ordinance provides guidelines for setting a uniform, fair, and equitable regionwide fare system for the Metropolitan Transit System and the North County Transit District. The SSTAC is asked to review proposed amendments to both the TransNet and Comprehensive Fare Ordinance and provide feedback. Discussion 8

North County Transit District s Upcoming Stop Changes To improve performance, North County Transit District (NCTD) will conduct a number of changes to stops starting in April NCTD will remove certain stops and amenities, reallocate amenities, install shelters, and relocate certain stops. NCTD staff will discuss how ridership, stop spacing, and small routing changes guided the development of the proposed changes. Information 6. Staff Report Information Staff will report on notable activity within the SANDAG Short Range Transit section. 9

10 7. Transit Operator Update Representatives from the Metropolitan Transit System and North County Transit District will provide an update on proposed service changes and any notable activity. 8. 11 Social Services Transportation Advisory Council January 23, 2019 November 19, 2018, Meeting Minutes Item: 2 Action Requested: Approve Chair Meagan Schmidt (Facilitating Access to Coordinated Transportation [FACT]) called the meeting of the Social Services Transportation Advisory Council (SSTAC) to order at 10:04 a.m. at the SANDAG offices. 1. Introductions The attendance sheet for this meeting is included. 2. Approval of Meeting Minutes (Approve) Action: Upon a motion by Ted Kagan (At-large Voting Member Seat C) and a second by Wayne Landon (Special Interest Voting Member Seat B), the SSTAC approved the minutes from its September 17, 2018, meeting. Public Comments/Communications/Member Comments Sharlene Ornelas (At-large Voting Member, 2nd Alternate) commented that the NCTD rearranged many bus bays at the North County Transit Center on El Camino Real, causing confusion among many visually-impaired riders who use this transit center as a transfer point. Ms. Ornelas stated early notice and staff available at stations to help inform passengers of changes could be helpful. Ms. Ornelas expressed concern about the disparity in proposed fare increases between MTS and NCTD, suggesting that fare increases should be done in increments. Ms. Ornelas questioned the legality of zoning; however, if zoning were to continue, Ms. Ornelas requested that NCTD and MTS offer a day pass option for paratransit riders just as fixed-route riders are proposed to receive. Ms. Ornelas also commented the non-service dogs are getting out-of-hand and advocated for driver education on proper protocol when confronted with animals on transit. Ms. Ornelas stated that large, 12

13 personal belongings such as walkers, carts, and strollers are impeding other riders access through bus aisles. Sharon Beckas (Special Interest Voting Member Seat A) echoed Ms. Ornelas comments about oversized carts, calling for better enforcement of MTS policies concerning oversized personal belongings. Additionally, Ms. Beckas stated drivers do not confront passengers when policies are not followed by some passengers. Ms. Beckas complimented a NCTD employee for providing good customer service. Ms. Beckas expressed concern that the proposed Senior/Disabled/Medicare (SDM) monthly pass increase from $18 to $26 represents a large increase, yet the adult monthly pass is proposed to remain constant and seniors who live on a fixed income are not getting a substantial increase in their Social Security payments. As a transit rider who uses a wheelchair, Ms. Birdine concurred with Ms. Ornelas and Ms. Beckas that oversized carts are problematic. Ms. Birdine complimented MTS for Free Ride Day in October but stated that the riders she spoke to wished it was scheduled at the end of the month when they were low on their money. Regarding the MTS pilot program to have taxi drivers pick up a portion of MTS Access clients, Tamara Airhart (Special Interest Voting Member Seat B) stated that it is going quite well, noticing that drivers 13

14 were trained on how to interact with visually-impaired riders. One improvement Ms. Airhart requested was an enhanced scheduling process between MTS Access and the taxi program to better inform the passenger on the specifics of their trip. Ethel Miranda (Public Member) expressed concern at the proposed price hike for North County transit riders, especially for seniors, paratransit riders, and patients who need chemotherapy and dialysis treatment. Nonetheless, Ms. Miranda appreciated the proposed price reduction for youth. Clytie Koehler (Public Member) warned of dire consequences that the proposed fare increases would have on fixed-income riders who need regular medical treatment. Ms. Koehler requested that NCTD bus drivers improve their call-outs. Regarding the in-line transit stops, Ms. Koehler acknowledged the improvements she has witnessed, but advocated for better placement of truncated domes so that visually-impaired riders know where to board buses. Ms. Ornelas stated that in addition to the truncated domes, MTS is required under Department of Transportation guidelines to include barb-outs to indicate the location of the trolleys doors. Ms. Ornelas noted that barb-outs are currently missing at the 5th and C Street trolley station. Dan Totah (Public Member) stated that the proposed fare increase from $3.50 to $5.00 for NCTD LIFT is 14

15 understandable since the last, major fare change was ten years ago. However, Mr. Totah stated it was completely wrong to include a fixed-route comparison for pricing in the proposed fare change, given that some riders would have to pay upwards of $10 per ride when they are currently paying $3.50 per ride. Mr. Totah recommended that fare prices be tied to distance such that riders pay less for short trips. Ms. Koehler suggested a fare differential based on trip purpose. Reports 4. Accessible Transportation Services for Disabled and Seniors in Scripps Ranch and Miramar Ranch North (Discussion) Wallace Wulfeck and Michelle Abella-Shon (Public Members) described the lack of public transit, as stated in the petitions received at SSTAC on September 17, 2018, in the Scripps Ranch community and asked SANDAG to begin planning for public transit service in the Scripps Ranch area. Ms. Abella-Shon mentioned there are many families in the area that have public transit needs and additionally, a senior community has been approved in the Scripps Ranch community. Clive Richard (Public Member) stated that Scripps Ranch is one of many areas in the region that have unmet transportation needs and that these needs did not suddenly arise a 15

16 month ago. Sandy Wessel (Public Member), acknowledged that the lack of public transportation in the Scripps Ranch area might be emblematic of the region. Ms. Abella-Shon shared an she received detailing a disabled resident s concerns with public transit in Scripps Ranch. Mr. Desmond stated that MTS is preparing some information in response to the petitions received and echoed Mr. Richard s and Ms. Wessel s comments about the regional challenge of access to public transit in some areas. Mr. Desmond provided a brief history of public transit options that were available in the Scripps Ranch area but were discontinued over time due to low ridership. Mr. Desmond said MTS is looking at solutions as the aging population increases and as demographics and housing patterns evolve. Mr. Desmond mentioned although there may not be the availability of fixed route services in that community, there are solutions available such as FACT programs, voucher programs and Transportation Network Company rides. 5. Social Services Transportation Advisory Council 2019 Meeting Calendar (Approve) Action: Upon a motion by Mr. Kagan and a second by Mr. Landon, the SSTAC approved its 2019 meeting calendar. Staff Report (Information) Brian Lane, Senior Regional Planner, reported on the progress of the 2018 Fare Study, highlighting the timeline and ways to provide further public input. Mr. Lane reiterated that the SSTAC public hearing in May coincides with the SANDAG Coordinated Plan, both of which seek public input on unmet transportation needs in the region. Mr. Lane briefly described the Specialized Transportation Strategic Plan and how that will inform the specialized needs of the region over the next several decades and ways to meet the demand. Mr. Lane notified the SSTAC that he plans to present draft strategies from the Specialized Transportation Strategic Plan to the Transportation Committee in December and to the SSTAC in January. Jack Christensen, Grants Administrator, described the funding requests and availability for the Cycle 10 Call for Projects of the of the Specialized Transportation Grant Program. Ms. Ornelas asked if the SSTAC was planned to be a part of the grant selection process. Mr. Christensen stated the recommendations are 17

18 planned to come before the SSTAC and that some SSTAC members are a part of the evaluation panel. 7. Transit Operator Update (Information) Mr. Desmond noted that with next MTS service change on January 27, 2018, the only major change is the extension of the South Bay Rapid Route 225 from the Otay Mesa Border Crossing to Downtown San Diego. With this extension, the route will be operational seven days a week with 30-minute frequencies during off-peak hours and 15-minute frequencies during peak hours. MTS plans to make minor adjustments to Routes 707 and 709 in Eastlake to compliment the new extension. Mr. Desmond discussed the MTS Bus Feeder Study, which studies how to most effectively change bus routes to accommodate the launch of the Mid-Coast Trolley Extension in Rodrigo Carrasco (MTS) provided details of upcoming community meetings for the public to provide input. Mr. Desmond confirmed for Ms. Beckas that Route 225 busses are a part of the fleet with comfortable seats. Mr. Washburn reported on the progress of the taxi pilot program with MTS Access and explained the limits of the MTS computer system in changing pickup times for riders who use the taxi pilot program. Mr. Washburn noted that MediCal-eligible MTS riders should not be paying the $4.50 out-of-pocket cost. 18

19 Mr. Washburn clarified that MTS Access does not charge differently based on zones. Regarding the age at which seniors would qualify for the SDM pass, Mr. Washburn also clarified that the changes would be grandfathered in over five years at which point age 65 would be the threshold. Mr. Duddy stated that NCTD s fixed-route service change occurred in October with no major changes to report. The next service change is slated for April, but no major changes are anticipated. Both services changes are intended to improve NCTD on-time performance. Mr. Duddy also reported that all Amtrak trains from Oceanside to San Diego are now rail-torail, meaning NCTD customers can ride Amtrak trains using a day or monthly pass, although the Amtrak trains only stop Oceanside, Solana Beach, and Old Town. Mr. Duddy noted that the rail-to-rail change will nearly double the number of trains available to customers along the rail corridor. Mr. Gebo reported that NCTD s paratransit contractor, MV Transportation, rescheduled drivers and routes during the month of October. This, coupled with an increase in demand for paratransit, caused some service issues. MV Transportation, at the request of NCTD, retrained its staff on operating paratransit. Mr. Gebo also reported that NCTD is anticipating opening its Escondido Eligibility Center on December 3,

20 8. Facilitating Access and Coordinated Transportation Update (Information) Chair Schmidt highlighted an article written about FACT and a rider who uses FACT s services. FACT s upcoming annual meeting is on December 13, 2018, at 9 a.m. at the Marina Village near SeaWorld and an invitation was extended to the entire group. 9. 26 Attachment 1 Transportation Committee Item: 4 January 4, 2019 Proposed Amendments to the Regional Transit Comprehensive Fare Ordinance and TransNet Ordinance Overview SANDAG Board Policy No. 029: Regional Fare Policy and Comprehensive Fare Ordinance, provides guidelines for setting a uniform, fair, and equitable regionwide fare system within the County of San Diego for the Metropolitan Action Requested: Recommend The Transportation Committee is asked to recommend that the Board of Directors adopt the proposed amendments to the Comprehensive Fare Ordinance and TransNet Ordinance. Fiscal Impact: The recommended fare changes are estimated to result in an annual passenger revenue increase of approximately $7.6 million and would assist in maintaining high levels of service and help keep pace with rising operating costs to ensure that farebox recovery ratios are kept above legislated minimum levels. Schedule/Scope Impact: Any fare changes approved by the MTS, NCTD, and SANDAG Boards would be enacted no sooner than March 10,

27 Transit System (MTS) and North County Transit District (NCTD). The Comprehensive Fare Ordinance includes the existing fare structure used by MTS and NCTD, with a detailed listing of the available fares, their prices, and their limitations. Over the past two years, SANDAG has been working with MTS and NCTD on a regional fare study to consider various ways to simplify the transit fare system and help fare revenues keep pace with rising operational costs while minimizing impacts to ridership. In order to implement these fare changes, SANDAG is required to amend the Comprehensive Fare Ordinance and TransNet Ordinance. Changes to the Fare Ordinance resulting in fare increases were last made in Key Considerations The fare change recommendations were approved by the MTS Board of Directors on December 13, 2018, and by the NCTD Board of Directors on December 20, The proposed changes are outlined in Attachment 1. The key fare changes would include: introduction of a combined Youth and Senior/Disabled/Medicare Regional Day Pass at $3; 27

28 increasing the age limit from 60 to 65 years for the senior discount across all fare types; increased discounts to youth monthly passes (would equal a price reduction from $36 to $23 for Regional, $50 to $32 for Premium Regional, and $82.50 to $58 for COASTER); decreased discounts to Senior/Disabled/Medicare monthly passes (would equal a price increase from $18 to $23 for Regional, $25 to $32 for Premium Regional, and $41.25 to $58 for COASTER); changes to numerous MTS- and NCTD-specific oneway fares and monthly pass prices into simplified Regional Fares; for improved simplification of the fare structure, removal of certain passes including the separate SPRINTER/BREEZE monthly pass, Trolley transfers, and multi-day passes. The recommended changes require amendments to the Comprehensive Fare Ordinance and TransNet Ordinance, which are outlined in Attachments 2 and 3. The TransNet amendments are the result of the proposed changes to the senior age limit and the Senior/Disabled/Medicare monthly pass discount. Public Engagement and Feedback Six public open-house meetings for input on the fare changes were conducted in October

29 Attachment 4 includes a full description of the public outreach conducted and a complete list of the comments received to date. In general, the Senior/Disabled/Medicare monthly pass holders and paratransit riders expressed concern with the increases, while youth and their families generally were pleased with the proposed discount. There was some understanding that it has been nearly ten years since fares were increased, so many of the increases were considered reasonable. In response to public comments, the originally proposed Senior/Disabled/Medicare monthly pass price increase was lowered from $26, to the currently proposed $23. Additionally, NCTD decreased the proposed paratransit fare for those riders that would have had an equivalent transfer on a fixed route. Instead of a potential $10 or $15 one-way fare, the fare will be capped at $7.50. Equity Analysis Pursuant to Title VI of the Civil Rights Act, SANDAG is required to conduct a fare equity analysis to evaluate the effects of fare changes on low-income and minority populations. Attachment 5 includes the analysis of fare changes and shows that there are no disparate impacts to minority riders and no disproportionate burdens to low-income riders. Next Steps 29
