Item 1: Welcome and administration 1.1 Minutes from 4 March 2015 meeting: approved, subject to amendment at Actions arising from the previous meeting: see update at the end of this paper

2 Item 2: Digital Intelligence (Giles Herdale for Stephen Kavanagh) 2.1 Members received an update on the developing Digital Intelligence and Investigation (DII) Programme that included the completion of a survey across the service to map activity in this area. A Capabilities Management Group is being created to coordinate the national, regional & local approach and the College will develop standards on what a basic level of force capability should look like. Members will be sighted on this work as it progresses and invited to contribute. 2.2 There was recognition that the programme needs to be transparent and coordinated with other public services and tech industries, as well as being linked into the existing College work on demand management. Action: GH to: i) share the results of the DII survey with members ii) ensure members are sighted on the DII programme as it develops and formally invite them to contribute ii) Coordinate the DII programme with the College s existing work on demand management by contacting Nerys Thomas to quantify demand for online investigations. Item 3: Vetting Code of Practice (Ray Marley) 3.1 Members considered a revised version of the Vetting Code, following concerns raised at the previous meeting on resourcing and the Equality Impact Assessment (EIA). This version is shorter and deals with strategic issues (the Principles) with the intention that the procedures will be described within Authorised Professional Practice. 3.2 Members approved the Code, subject to the insertion of a qualifying statement to be included within Principle 12. The Police Federation also indicated they would like to see a further principle stating that the public sector equality duty will be adhered to. The final version will be shared with Committee members along with the Equality Impact Assessment. Action: Alex Marshall to write to members with the revised version of the Vetting Code of Practice with a view to beginning the process of laying in Parliament. Action: Ray Marley to share with the Committee the Vetting Code of Practice Equality Impact Assessment. Item 4: Child Sexual Exploitation (Sir Jon Murphy) 4.1 Members noted the update on activity aimed at improving the response to the threat of CSE. Child Sexual Abuse has now been given the status of a national threat in the Strategic Policing Requirement. CC Simon Bailey has been tasked with developing a response on behalf of the service to online CSE. It was agreed that the results of the College s peer reviews into CSE would be brought back to the Committee in due course. 4.2 Members discussed: the forensic burden of CSE investigations recruiting and retaining staff investigating CSE and their well being implications of vetting and barring

3 Action: The results of the College s Child Sexual Exploitation Peer Reviews to be shared with the Committee in due course. Item 5: Undercover Policing Update (Sir Jon Murphy) 5.1 Members noted progress made by the National Undercover Working Group and the College to implement the undercover action plan which was recently submitted to the Home Secretary and published in the House of Commons Library. 5.2 The consequences of rescinding licences and accreditation for undercover policing units and officers was also discussed. Item 6: National File Standard (Chris Eyre) 6.1 Members agreed to the changes that are required to the National File Standard to ensure a nationally consistent approach to prosecution case file preparation. This aims to ensure more cases are dealt with at the first hearing and doesn t place any additional burden on the police, in part due to the digitalisation of case files. 6.2 The NFS will also be signed by the DPP and issued nationally to police and the Crown Prosecution Service, as well as being incorporated into the Director s Guidance on Charging. Item 7: Leadership Review (Giselle Lockett) 7.1 Members were updated on progress in taking forward the Leadership Review. The next steps include progressing the report s ten recommendations. The final launch of the Review will take place in June. Further engagement including with Chief Constables will take place during the course of the year. Item 8: Bail Update (Chris Eyre) 8.1 The Home Secretary has expressed an intention to legislate and limit pre-charge bail to 28 days. 8.2 Members were informed that a pilot to test and evaluate both the Home Secretary s model and an alternative model proposed by the Service would commence in June This will provide policing with the full cost of each option and empirical data to support further consultation post-election. Action: The results of the pilot study into pre-charge bail will be brought back to the Committee in due course. Item 9: Body Worn Video (David Tucker) 9.1 Members noted the update on the latest position regarding the police use of body worn video. Results from a randomised control trial within Essex Police and a trial

4 with the Metropolitan Police and MOPAC, will inform a review of the current guidance. 9.2 There are a number of issues that the College is seeking to resolve prior to issuing revised guidance including: Storage of data, CPS s ability to view large volumes of footage and using bwv at firearms operations. 9.3 The College will facilitate a roundtable event with key stakeholders to discuss issues relating to Body Worn Video. Giles York will present a paper to Committee on how Body worn video data capture, storage and sharing could be addressed. Action: College to facilitate a roundtable event with key stakeholders to consider key issues concerning body worn video. Action: GY to present a paper to a future Committee on how body worn video data capture, storage and sharing might be addressed. Item 10: Public Value (Steve Finnigan) 10.1 Members were supportive of the use of public value as a way promoting a stronger focus on outcomes for the public. Members highlighted a number of examples, including victim focused performance management models and place based responses where the principles of public value were already being applied. It was agreed that further examples of how this approach could be practically applied would be helpful in articulating its benefits. Action: Committee members were invited to forward to the College Secretariat examples of how the concept of public value has been applied at a local level. Item 11: Continuing Professional Development Framework Update (Sam Peach) 11.1 Members were supportive of the proposed continuing professional development framework, but raised concerns around CPD potentially raising promotion expectations across the workforce at a time when opportunities in this area where limited. However, they agreed that whilst the CPD framework did offer a tool to support career progression, its role in helping to promote personal responsibility in raising professional standards was also critical. Members acknowledged there were several other pieces of work happening in the College that were interdependent with CPD and suggested a joined up communication strategy. Item 12: Professional Committee Review (Alex Marshall) 12.1 Members were invited to comment on the draft Terms of Reference (TOR) for the College s Professional Committee following a review of its role, scope and membership. The draft TOR includes proposed changes to the membership of the Committee that will take effect from July The new membership will be asked to agree the revised TOR once they have been reviewed by the College Board in June 2015

5 12.2 The Chair thanked those members that will not be returning in July for all their contributions. Item 13: College Business and Gateway Group Update (Rachel Tuffin) 13.1 Rachel Tuffin presented an overview of the items presented at the last Gateway Group in March and provided highlights of current College activity including Delivery Services face to face training, delivery of the Fast Track Assessment Centre and work on domestic abuse.
