A thirty-five minute edited version of the videotape of the October 1980 meeting of Senate was presented for members to view following the April meeting of Senate. that Senate approve the release of the thirty-five minute edited version of the videotape of the October 1980 meeting of Senate Committee Members: H.W. 7 VIII I COU Report - Meeting 24 April, 1981 The l48th Meeting of Council considered two major issues: the Special Committee on French studies and a reply to the Committee on the Future Role of the universities in Ontario. French Studies Professor Brian Merrilees, on behalf of French departments in Ontario universities, presented Council with three recommendations which French departments feel would improve the prospects for French studies in Ontario. First, he suggested that French departments receive a funding weight that would permit smaller classes. Second, federal bilingual grants should be awarded to universities which are not bilingual but are actively promoting French studies. Third, the Ontario government should consider the employment of moniteurs from Quebec at the university level. Council was asked by Professor Merrilees to consider what support it could give to these recommendations. Council was also asked if it wished to recommend to the Secondary Education Review Project (S.E.R.P.) that French be compulsory in Ontario secondary schools. After a lengthy discussion a formal motion was tabled, pending a preliminary report from S.E.R.P. on secondary school curricula. Future Roles of Ontario Universities Council reviewed a preliminary report from the C.O.U. sub-committee which in March was assigned the task of replying to the Special Committee on the future of Ontario universities. A number of changes to the preliminary draft were proposed most of them dealing with that part of the report concerned with the structure of the university system. The heart of the C.O.U. response stresses the educational philosophy of the objectives of the university system and the need to ensure appropriate funding to achieve the stated goals. While recognizing the need for cooperation within, and direction for the system, Council was not in favour of a University of Ontario or highly centralized formal control. D.A. Auld
