2 MIN(63)/INF/1 Page 2 INFCimTION RELATING TO MEETINGS Place of Meeting All plenary meetings will be held in the Assembly Hall of the Palais des Nations. The opening meeting will begin at a.m. on Thursday 16 May Conference Room VII will be available for smaller meetings, particularly for meetings of officials; as accommodation in this room is limited, attendance will have to be restricted. Access to the Palais The Assembly Hall can be reached through Door 15 of the Palais (see attached plan). This opens into the main entrance lobby of the Assembly Building (second floor) from which the Assembly Hall (third floor) can be reached by staircase or by lift 15 or 16. Conference Room VII is also situated on the third floor. Parking Delegates arriving by car should take the Route de Pregny gateway. Each delegation will receive one windscreen sticker for a delegation car, and for these cars a special parking olace is reserved near Door 15. Other cars may use the parking areas P.4 or P.5. Taxi drivers may be instructed to proceed direct to Door 15. Delegates arriving by bus should go as far as the Ariana terminus. Admission cards Admission cards will be issued to Ministers and members of delegations whose names have been officially communicated to the secretariat. These cards can be obtained from 9.30 a.m. on 16 May at the registration desk, situated near entrance Door 15- This procedure would be greatly facilitated if each delegation would designate a single representative to withdraw cards for all its members, and if this is done before a.m. on 16 May. Each delegation is requested to complete the form which will be attached to its admission cards, and to return it to the Conference Office, Room A.302. These forms are required to establish a list of hotel addresses. Changes in the information furnished should be reported. Seating arrangements A certain number of seats will be reserved for each delegation in the Assembly Hall. Seats will be reserved also for observers of non-member governments and international organizations. Additional seats will be available. A plan of the Assembly Hall near the entrance will indicate the location of the seats reserved for each delegation.
3 MIN(63)/INF/1 Page 3 Credentials Credentials for the representatives to the meeting should be delivered to the Conference Office, Room A.302. As stated in Rule 7 of the Procedures, credentials should take the form of a communication from or on behalf of the Minister for Foreign Affairs authorizing the representative to perform on behalf of the contracting party the functions indicated in Article XXV of the General Agreement. Securit:/ arrangements All persons entering the Assembly Hall or Conference Room VII will be required to show their admission cards. Furthermore, these cards should be shown if requested by the security guards upon entrance to the Palais or the grounds. Attention is invited to the fact that all the documentation for the session is restricted and is available only to members of delegations. Public information facilities All (enquiries relating to public information should be referred to the GATT Information Office which is at the Villa Le (tel. ext. 3490). A delegation wishing the text of a Minister's statement to be handed to press correspondents should so inform the Information Officer in the meeting at the time of delivery; the text will be reproduced and placed in the Salle de la presse in the Palais as soon as possible. If the delegation provides fifty copies of the text it can be made available to press correspondents immediately. If a Minister wishes to give a press conference in the Palais rather than, for example, at his hotel, a room is available for this purpose, next to the Salle de la presse, near Door 6. If this room is required, the Information Officer should be told in advance so that the press correspondents can be informed. Printed publications Requests for printed GATT publications should be made to the GATT Information Office at the, where they can be obtained. Conference Office Delegations may address enquiries to the Conference Office which is located in Room A.302 (adjacent to Conference Room VII). Its telephone number is extension 219&. Offices of the secretariat, with the exception of the Conference Office, are in the Villa Le (see map attached). Telephone numbers are annexed. A complete list of members of the GATT secretariat may be consulted in the Conference Office.
4 MIN(63)/INF/1 Page 4 Information desk General enquiries may be made to the information desk maintained near the entrance to the Assembly Hall. Documentation Documents pertaining to the ministerial meeting will bear a blue band and will be distributed in the usual way by the Palais des Nations to governments and organizations. Delegations may obtain additional copies in the Conference Office from 9.00 a.m. Copies will also be available in the meeting room before the beginning of meetings. An Order of the Day will be issued each morning. Documents will be issued in English and French with the symbol "MIN(63)-". Interpretation and use of equipment Simultaneous interpretation will be provided in English, French and Spanish. Delegates may select the desired language by turning switches to positions 2 3 and 4 which correspond to English, French and Spanish, respectively. Switch number 1 gives the language of the speaker. Delegates are requested to turn down the volume regulator when not using the equipment; otherwise background noise develops, to the great inconvenience of all in the room. When speaking into the microphone, speakers are requested, if they take off their earphone, not to place it in the immediate vicinity of the microphone, as this interferes with its functioning. Prepared speeches Whenever a Minister or a representative is to speak from a prepared text the task of the secretariat, particularly of the interpreters, would be greatly facilitated if three copies of the text were supplied to the secretariat as long in advance as possible.
5 MIN(63)ENF/1 Page 5 Local transportation and taxis Bus service GENERAL INFORMAT ION To reach the Palais des Nations, delegates should use buses "F" or "5" which leave Place Ccrnavin (railway station) every six minutes during rush hours. Bus 5 only goes as far as the Place des Nations. Bus F also goes to the Place des Nations. However, one in every three continues as far as the Ariana terminus (Route de Pregny entrance to the Palais des Nations). Taxis may be ordered through the messengers on duty at the entrance doors in the Palais. Post and telegraph Complete postal facilities u?o available in the post office installed by the Swiss postal authorities on the ground floor of the Palais, room 49 (extension 2568). It is open during the following hours: Monday to Friday Saturday 8 a.m. to 12 neon 2.15 to 6.3O p.m. 9 a.m. to 12 noon Temporary post office facilities are also available near Door 15. The telegraph office on the ground floor, room 84 (extension 2562) is open during the following hours : Monday to Friday Saturday 9 a.m. to 8 p.m. 9 a.m. to 1 p.m. Telephones How to telephone - to call the Palais des-nations from outside the Palais exchange, dial either , or ; - to obtain a number within the Palais, lift the receiver and dial the required number as soon as the dial tone is heard; - to obtain a Geneva number, lift the receiver, wait for the first dial tone and dial 0. When the second tone is heard, dial the required Geneva number. The GATT secretariat switchboard at the Villa Le can be reached either through Palais extensions 3302 or 3340, or through Geneva line
6 MBI(63)INF/I Page 6 Private telephone calls For private interurban or international calls, delegates should use the telephone cabins in the telegraph office on the ground floor of the Palais. First aid Palais des Nations Emergency first aid is available at office 028 (extension 2807) in the basement of the secretariat wing (staircase near Door 2). The services of a physician can be obtained if required. After normal working hours, call the Palais Conciergerie (Door 2), extension 29OI/2945/2947. Other Furthermore, permanent medical services are available in Geneva at the following address : Permanence Médico-chirurgicale,. Médecine-Secours S.A., 29 rue Rousseau (tel ) 2 Place Longemalle (tel ) Restaurant and cafeteria The restaurant on the eighth floor of the assembly wing of the Palais is open from 9 a.m. to 9 p.m. Meals are served from 12 noon to 2.JO p.m. and from 7 to 9 p.m. Drinks, sandwiches and snacks are available outside those hours. The restaurant is closed during weekends from 3 p.m. Saturdays. Arrangements for cocktail parties, special luncheon and dinner parties can be made with the Maître d'hôtel at the restaurant (extension 2784). The cafeteria on the ground floor of the assembly wing, is open from 9 a.m. to 2.30 p.m. Monday to Friday (extension 3500). The bar, also on the ground floor near Door 6, is open from 9 a.m. to 8 p.m. Monday to Friday (extension 2787). The bar in the Delegates' Lounge (Salle VI), on the third floor of the assembly wing, is open from 9 a.m. to 6 p.m. Monday to Friday (extension 2176), and from 9 a.m. to 3 P.m. on Saturday 18 May. Banking; facilities Palais des Nations The United Nations Branch cf Lloyds Bank (Foreign) Ltd. on the ground floor of tne Palais, Office 68, is open during the following hours: Monday tc Friday 9-30 a.m. to 12 noon and from 2 to 4 p.m.
7 MIN(63)INF/1 Page 7 Other Most of the larger Swiss banks maintain branch offices near the railway station and the rue du Mont-Blanc,which are open from Monday through Saturday. Foreign currency may also be exchanged in the main hall of the railway station. United Nations..library Books and periodicals may be consulted in the United Nations library. Application should be made to the Loan and Reference Desk on the 1st floor of the library wing, extension 309^- The library is open at the following hours : Monday to Friday Saturdays 8.45 a.m. to p.m p.m. to 6.15 p.m. closed.
