2 Duties of Board Operations Committee of the California Southern Baptist Convention Executive Board The Board Operations Committee shall consist of ten members. The committee shall: 1. Establish, review and maintain the policies of the Executive Board as related to its operations, staff and ministries. The committee will provide a surveillance of compliance to these policies. Financial policies will be established, reviewed and maintained by the Finance Committee. 2. Develop and maintain a policy manual for the Convention. It shall list only the policies approved by Convention actions currently in operation. 3. Advise the Executive Board of points where undesirable duplication of efforts exist which create waste or hamper the development of a coordinated and cooperative plan of ministry. 4. Give oversight to the management of the Executive Board s real properties. 5. Give oversight to the policies and strategies for the Office of Strategic Giving and receive regular ministry reports from the director of strategic giving. 6. Review recommendations submitted by the Committee on Resolutions, Credentials and Membership of churches seeking affiliation with California Southern Baptist Convention and recommend those approved for affiliation to the Executive Board. 7. Work with the Executive Board chairman and executive director in determining skills and expertise needed on the Board and discovering appropriate people to recommend for service as Executive Board members. This duty may be assigned to a sub-group of the Board Operations Committee. 8. Formulate annually that portion of the Executive Board report dealing with the actions of this committee.
3 POLICIES OF THE EXECUTIVE BOARD CALIFORNIA SOUTHERN BAPTIST CONVENTION It shall be the policy of the Executive Board that Executive Board policies are presented to new members during orientation. (April 13, 1989) Executive Board Membership In the event an Executive Board member ceases affiliation with a cooperating Southern Baptist church, whether by the member s initiative or by action of the member's church, such member shall be expected to submit his/her resignation to the Executive Board. (April 13, 1989) Orientation The Executive Board shall conduct an orientation for newly-elected board members at a special session between their election and the January board meeting. (Convention minutes November 1967) Service Recognition The Board shall give certificates of recognition for one or more years of service to members who resign or whose term expires. (January 31, 1967) Executive Board Meeting Dates 1. At the January meeting, Executive Board meeting dates shall be scheduled three years in advance. (January 25, 1971) 2. Executive Board meetings will be scheduled by the Board with specific dates to be outlined by the administration. (January 28, 1985) Travel Expenses 1. Travel expenses incurred by members participating in scheduled Executive Board meetings shall be reimbursed. (January 29, 1988) 2. The mileage paid to members for attendance at required meetings shall be determined by the Executive Board and adjusted as necessary. (January 30, 1986; January 27, 1989)

The motel reservation policy for Executive Board members shall be as follows: Executive Board members will be given the option of a single or double room without additional charge while attending meetings. a) There will be no additional charge for the lodging of an Executive Board member s spouse. b) Meals for guests and other personal expenses are the responsibility of the Executive Board member. (January 29, 1980; April 25, 1983; January 28, 1985; May 9, 1986) 4. Executive Board members whose presence is required at the State Convention annual meeting because of their involvement in the presentation of the Executive Board Report or other Executive Board business, shall have their travel expense paid for the time they are required to attend. (January 29, 1988; September 9, 1994) 5. Expenses incurred for meetings and/or activities authorized by the Executive Board shall be reimbursed. (January 29, 1988) Borrowing of Trust Funds a) All borrowing of trust funds shall be done only with the approval of the Executive Board. b) Borrowing shall be only for capital improvement, not for general operations and programs. c) Repayment shall be effected in as short a time as possible, on a monthly basis, and in no case longer than five (5) years. d) Interest shall be charged on the borrowed funds at a fixed rate commensurate with the earnings on trust funds administered by California Baptist Foundation at the time the funds are borrowed. e) The Business Services Group shall be responsible for implementing accounting procedures necessary to accomplish the booking and repayment of all such loans and shall insure that the appropriate trust funds are credited with all loan payments. (April 8, 1996) CSBC Exhibits Exhibit space at the CSBC Annual Meeting will be available for the following: 1. Executive Board ministries 2. California Southern Baptist Convention agencies and/or institutions 3. Southern Baptist Convention agencies and/or institutions (space-available basis)
5 4. Organizations receiving allocated funding from the CSBC budget or California Mission Offering (space-available basis) 5. Organizations having contractual relationships with CSBC, CSBC agencies/institutions, SBC agencies/institutions (space-available basis) 6. After the above groups have been granted space, other ministry organizations will be considered on a space-available basis Qualifications for Other Ministry Organizations Other ministry organizations may be offered opportunity to exhibit at Annual Meetings based on the following criteria: There must be space available after all of the above-related ministries have requested space. The organization must offer unique, positive, church-related resources and services appropriate for and of interest to California Southern Baptist churches. The organization must affirm support of CSBC, its mission and leadership. The organization must submit a request for exhibit space each year and must include: o A formal letter of request sent to the CSBC Communications Team for exhibit space, which contains the following: Basic information about the organization, its leadership, mission and purpose. The address, and phone number of the primary contact person representing the organization at the event. The following statement must appear in the text of the letter: We affirm support of California Southern Baptist Convention, its mission and leadership. We have read and will adhere to the CSBC exhibit policy/guideline. o A letter of recommendation from a CSBC-related entity (e.g., CSBC Executive Board Staff, CSBC agency, CSBC association or church, SBC organization). o A written description of materials or samples of resources to be displayed at the booth. Once this process is complete, requests will be reviewed for approval by a Convention committee of CSBC staff. If approved, the submitting organization will be asked to submit an application form. Additionally, exhibits for other CSBC-sponsored events will be available for ministry organizations which: 1) Offer unique, positive, church-related resources and services appropriate for and of interest to California Southern Baptist churches, and 2) Have purposes consistent with CSBC and affirm the Convention and its mission. (May 9, 2014)
6 Executive Board Staff Policies Executive Director The authority for the dismissal of the Executive Director shall be reserved unto the Executive Board upon recommendation of the Executive Committee. [Such recommendations shall come only after a second unsatisfactory performance evaluation.] (November 13, 1961) Employee Benefits There will not be retroactive participation in employee benefits. (January 24, 1984) Employee Retirement During the Executive Board Report to the State Convention, recognition shall be given to all Executive Board employees who retire. Elected staff will receive an appropriate presentation. Announcement of the retirement of support staff shall be included in the report. Special recognition will be planned for the Executive Director. (January 27, 1989) Staff Salary Ranges and Salaries Executive Board staff salary ranges are to be reviewed annually by administration and adjusted by the Executive Committee as needed. Salaries are to be adjusted annually to reflect cost-of-living increases. In the event there is a decrease in the cost-of-living, no costof-living adjustment shall be made. The cost-of-living adjustment will be in addition to any merit increases given to staff members. Any exceptions to the policy must be approved by the Executive Board. (April 19, 1991; September 9, 1996) Divorce These divorce guidelines are established in affirmation of the biblical standard of marriage and sexual fidelity for all Executive Board elected employees. Certain high standards are expected of elected employees above what may otherwise be expected of staff. These persons are looked to by the constituency throughout the state and are expected to provide a high level of spiritual leadership. Recognizing the hurt of divorce, it is the desire to be sensitive to each person in a divorce situation. 1. At the outset of serious marital difficulties, professional counseling should be sought and will be provided. 2. Divorce in marriage is unacceptable except on biblical grounds. 3. If unbiblical divorce occurs by an employee this will necessitate dismissal. 4. Divorce should not be initiated by the employee except when serious biblical standards are repeatedly violated.
7 5. If counseling has been ineffective and divorce occurs, each situation will be examined on its own merit for continued employment. The examination will be conducted by the Executive Director in consultation with the Executive Committee. 6. Regardless of the circumstances of divorce, a process for personal ministry to the employee will be lovingly extended. 7. Remarriage of divorced persons, who remain on staff, shall be allowed when the following conditions are met: 1) The biblical circumstances for divorce were present for the employee who is the innocent party. 2) Sufficient time for healing and resolution of the divorce issues has elapsed (approximately 3-5 years). 8. Single persons who have never been married or are widowed shall be allowed marriage to a divorced person when the following conditions are met: 1) The biblical circumstances for divorce were present for the intended spouse who is the innocent party. 2) Sufficient time for healing and resolution of the divorce issues has elapsed (approximately 3-5 years). (September 10, 1992) Employment Since the Bible identifies certain sexual behavior, such as homosexuality and adultery, as sin (Leviticus 18:22, 20:13; Romans 1:24-32; I Corinthians 6:9-10), unrepentant sin is disruptive not only to a believer's relationship with Christ but also to the fellowship of believers with whom he or she ministers; and the Scripture teaches that a believer who is living in unrepentant sin should be removed from the fellowship of believers until such time as the sin is confessed and the sinful behavior has ceased (Romans 6:17; 2 Thessalonians 3:6, 14-15) California Southern Baptist Convention considers it a bona fide occupational qualification that each member of its staff be a committed Christian whose lifestyle testimony is consistent with the teaching of scripture. Sins of sexual immorality, such as homosexuality or adultery, will be considered a legitimate basis upon which to deny or terminate employment with California Southern Baptist Convention. (Refer to resolution adopted by the Executive Committee of the Executive Board September 10, 1992). Medical Insurance for Retired Employees Employees hired after October 1, 2005 and who retire with 15 or more years of continuous service will be provided a Medicare Supplement under the group health plan through GuideStone Financial Resources of the Southern Baptist Convention. (September 8, 2005)
8 POLICIES OF CALIFORNIA SOUTHERN BAPTIST CONVENTION The Convention policies shall be published in the Convention s Annual each year. I. Ecumenical Groups We desire to maintain a Kingdom mindset while holding to our values. Therefore, we hold the following positions when recognizing or cooperating with other church and/or denominations: 1. That we cooperate with other Christian organizations without compromise of our convictions. 2. That we refrain from organizational alignment with Kingdom partners. 3. That we allow no Kingdom partners or spokesman to speak for us. 4. That we maintain a Christian spirit in our relationship with Kingdom partners. (Executive Board September 12, 1961) II. Gifts of Property Upon the unanimous consent of the President of the Convention, the Chairman of the Executive Board and the Executive Director, authority is granted to the Executive Director to receive property valued greater than $50,000 provided appropriate legal safeguards are set to protect the Convention's interests. The Executive Board is to be advised of such action. Authority to receive title to property valued less than $50,000 shall be vested in the Executive Director provided appropriate legal safeguards are set to protect the Convention s interests. (Executive Board September 11, 1962) III. Convention President s Expenses Expenses when incurred by the President of the Convention in fulfilling the duties of that office in connection with any Board, Agency, or Committee of the Convention, should be charged to said Board, Agency, or Committee, at the same rate of reimbursement allowed members of such Board, Agency, or Committee. The above stipulation shall apply to Convention Vice Presidents or the President s designee
9 when expenses are incurred to represent the President or traveling at his direction. (Convention November 11, 1964) IV. Recommendations of Convention Agencies and Committees Recommendations of Convention Agencies and/or Committees needing the approval of the Executive Committee of the Executive Board and/or the Executive Board are received in the Executive Director s office at least 30 days before Board action is required. An exception can be made by the Executive Committee to waive this requirement if, in its judgment, adequate time has been provided for study and research. (Executive Board February 1, 1966) V. Emergency Situations The Executive Director, in consultation with the President of the Convention and the Chairman of the Executive Board, if they are available, is authorized to respond to emergency situations. This includes authorization to appeal to the churches for funds and volunteers if deemed wise. (Executive Board September 15, 1970) VI. Distribution of the Annual A copy, without charge, is provided to: 1. Each cooperating church and mission of California Southern Baptist Convention. 2. Each cooperating California Southern Baptist association. 3. State Executive Board members. 4. Convention Committee members. 5. State convention agencies. 6. Southern Baptist Convention institutions and agencies. 7. The offices of the Southern Baptist Convention s state conventions. 8. Government and financial institutions as required.
10 9. Each pastor who during the year comes from outside the Convention to a California Southern Baptist church; and to 10. Retired ministers who have been associated with the California Southern Baptist Convention, upon request and while supplies last. Copies may be purchased by other interested persons while supplies last. No portion of the Annual may be used for solicitation, development of mailing lists or any commercial purpose. (Executive Board September 10, 1985) VII. Travel Expenses Travel expenses for Convention Committee members shall be paid under the following conditions: 1. Travel expenses related to attendance at required meetings during the year. 2. Travel expenses eligible for reimbursement shall be: mileage (rate to be set annually by the Executive Board), meals, lodging, and actual expenses for travel by commercial carrier. 3. Expenses that may be incurred because of activities as directed by the Convention President in consultation with the Executive Director. (Executive Board January 29, 1988) VIII. Site Selection for State Convention Annual Meeting 1. The State Convention, through its Committee on Convention Operations, shall initiate the selection of suitable sites for the State Convention annual meeting. 2. The Committee on Convention Operations shall oversee planning procedures related to site selection for the State Convention annual meeting and recommend future meeting sites for Convention consideration. 3. The State Convention shall assume financial responsibility for facilities and equipment necessary to conduct the program of the State Convention annual meeting. 4. The State Convention shall seek close cooperation with associational leadership in
11 areas where State Convention annual meetings are held to ensure adequate local support for the State Convention annual meeting. (Convention November 1988) IX. Annuity Participation for Church Staff The State Convention is to withhold approval of an application for State Convention participation in the annuity program from a church that does not contribute to the Cooperative Program an amount at least equal to the State Convention's cost for the church to participate. When churches not meeting minimum Cooperative Program participation are identified they shall be notified by California Southern Baptist Convention s GuideStone representative and offered appropriate stewardship resources. (Executive Board September 8, 1989) X. Child Care at State Convention Annual Meeting The annual meeting of California Southern Baptist Convention will provide child care through age five. Information and registration procedures shall be published in the California Southern Baptist. Care shall be taken to ensure child safety at the convention. (Convention November 1988 items 23D, 36, 58, 69D, 73; Executive Board January 27, 1989) XI. California Family Council Report at CSBC Annual Meeting The Committee on Convention Operations will schedule a five-minute report for California Family Council at each annual meeting of California Southern Baptist Convention. (Convention November, 11, 1998 items 60A, 71 and 96A) Communications Policies - Adopted

Waiver of 50/50 Allocation of Cooperative Program Challenge Budget The California Challenge 50/50 provisions of the budget should be waived any year in the event that such a distribution to the Southern Baptist Convention Exeutive Committee would be made using accumulated surplus funds, i.e. general reserves, of the Executive Board.
