2 FSMB Interstate Medical Licensure Compact In 2013, AADB s medical counterpart, the Federation of State Medical Boards, convened representatives of state medical boards and other experts to study the practical implications of a medical licensing compact. Such an agreement could be used to help facilitate multi-state practice and enable telemedicine, while ensuring that state boards would retain their individual authority for discipline and oversight within the system. The seventh state adopting the Compact triggers the formation of the Interstate Medical Licensure Compact Commission to oversee the implementation. The Interstate Medical Licensure Compact model legislation creates a streamlined process for medical licensure for physicians interested in practicing medicine in multiple states. Since the completion of the Compact s drafting process last year, nearly 20 states have formally introduced the legislation in their legislative chambers. Alabama joins Idaho, Montana, South Dakota, Utah, West Virginia, and Wyoming as states that have formally enacted the Compact. 3 AADB Invited to Licensure Task Force This summer AADB has been invited to join the American Dental Association, the American Student Dental Association, American Dental Education Association and the Testing Agencies in discussion of Licensure Portability. This task force was formed following a meeting in March with ADA, ASDA, National Dental Examining Board of Canada, AADB and others to begin a conversation on licensure portability. Dr. Mina Paul, AADB President, presented at the initial meeting the challenges faced with change to licensure considering the 53 jurisdictions and practice acts.
4 Composite Information Requested The Composite serves as the premier source of information on the structure and activities of dental regulatory boards in America. It is imperative that dental boards provide the requested data to make the Composite as accurate and helpful as possible. The information is used by dental schools, dental students, dental associations and boards as well as researchers. The data categories have been reviewed and edited by the American Association of Dental Administrators to gather information to maintain relevance in the licensure and regulatory community. Requests for information were sent to the dental administrators in June with publication anticipated in January 2016.
5 ASP - The Assessment Services Program continues to grow. Launched in early 2013 the two initial phases of Expert Review Assessment and D-PREP are approaching a doubling of activity year to year. The newest addition, Remediation Services, will be available to serve those individuals who complete the D-PREP phase of the Program and may be used by the dental boards when they have identified specific issues which require remediation but may not require the in-depth evaluation conducted through the D-PREP program. The ERA program use is increasing as more dental boards desire an independent opinion of particular cases to aid in decisions. When submitting an ERA case the board is asked to identify the specific issues in question and indicate preferred expertise thought to be helpful, e.g., general dentist, specialist or other expertise or experience. 6 2015 Mid-Year Meeting Report The American Association of Dental Boards held the 2015 Mid-Year Meeting in conjunction with the American Dental Education Association and the American Dental Association, April 26-27, 2015 at the American Dental Association Headquarters in Chicago. The general theme of the meeting was Impairment-Issues for Regulation. On Sunday, April 26 th, Mr. David Johnson, Senior Vice-President, Federation of State Medical Boards (FSMB), led off Session I with a presentation on How Has Medicine Addressed Impairment? Dr. Wade Winker, FL, Member and Past Chair, Florida Board of Dentistry, followed Mr. Johnson with a discussion on State Dental Boards and Impaired Practitioners. Dr. Thomas Raimann, WI, Member, ADA Council on Ethics, Bylaws and Judicial Affairs spoke on the ADA Ethics Program and Dr. Maxine Feinberg, ADA President, rounded out Session I with an update on current ADA activities. After a brief business session Monday morning, Dr. James Willey, Senior Director, ADA Practice Institute, continued the discussion on impairment by outlining the ADA Dentist Health and Well-Being Outreach. Demetra Ashley, DEA Diversion Program Manager, Chicago Division, discussed Best Practices for Prescribing and Dispensing and Dr. Carmen Catizone, Executive Director, National Association of Boards of Pharmacy, examined the Future of Controlled Substances. Following an update on AADB programs presented by Mr. James Tarrant, AADB Executive Director, a panel of board members, board attorneys and board administrators ended the meeting by sharing The Year in Review Current trends and Difficult Cases How States Handle External Disciplinary Resources. The panel was moderated by Mr. Mo Miskell, Executive Director, Colorado Board of Dental Examiners. This year, the National Dental Examiners Advisory Forum (NDEAF) was held at 11:45 a.m. directly following the AADB meeting. During the NDEAF, Dr. David Waldschmidt, JCNDE, provided a Joint Commission policy update and an update on the progress with respect to the integrated examination. The program has not been finalized at this time but the theme this year is Advocacy. The program details will be posted on the AADB website as soon as they are finalized. Business Sessions: These sessions involve state boards as well as individual members positions on national issues which will allow the AADB to express its members views at the national level. Therefore, the Board of Directors encourages boards and individual members to present resolutions on appropriate topics. Any member may submit a resolution for consideration during the 132nd Annual Meeting. A resolution either directs the Association to take a specific action or provides a statement of philosophy that can be used to represent a member s opinion at the national level. Resolutions should be submitted to the Central Office by August 1, Each resolution should be accompanied by a concise background statement. Rationale should appear only in the background statement; the resolution should be limited to the action or proposed statement. Social Functions: President's Reception, 6:00 pm 7:30 pm, Tuesday, November 3, 2015 Banquet Luncheon, 12:00 noon 1:30 pm, Wednesday, November 4, The Citizen of the Year will be recognized at this time. Nominations for "Citizen of the Year": At each Annual Meeting, an AADB member is honored as "Citizen of the Year". This award is intended to honor a member who has made exceptional contributions to the public through dentistry and other types of public service. Nominations for "Citizen of the Year" will be accepted until August 1, Each nomination should include the name, address, address and telephone number of the nominee and a description of his or her contribution.
11 Call for Committee Members On behalf of the Executive Council, AADB appreciates the willingness of members to serve on its committees. Dr. Eva Ackley, President-Elect will be making appointments to the committees prior to the Annual Meeting. Please review the attached list of AADB committees and let us know if you are interested in participating. If you are currently on a committee let us know if you would like to continue for another year. Please respond to jtarrant@dentalboards.org indicating your preference by September 15th. 12 2015 Nominations The process for nominations for AADB Elected Officers has been modified with the adoption of the Bylaw revisions in The deadline for nominations was May 15. The Nominating Committee will review the nominations in June and publish the proposed slate in the Summer Bulletin. Nominations from the floor must be submitted to the headquarters by 5:00 pm CT, September 4 th for the Nominating Committee to vet any candidates prior to the annual meeting and floor nominations to assure the candidate is eligible. The election will be conducted during the Business Meeting.
