2 KEYNOTE ADDRESSES 1. Opening of the Sitting The sitting was opened at 8.50 am on Monday 9 October 2017, with Paolo Alli (Italy), President of the NATO Parliamentary Assembly, in the Chair. The President declared the 63 rd Annual Session of the NATO Parliamentary Assembly open, welcomed the participants and thanked Vergil Chiţac (Romania) and his delegation for their hospitality. 2. Address by Paolo Alli, President of the NATO Parliamentary Assembly The President addressed the Assembly. 3. Address by Klaus Iohannis, President of Romania Mr Iohannis addressed the Assembly. The President thanked Mr Iohannis. 4. Address by Călin Popescu-Tăriceanu, President of the Senate of Romania Mr Popescu-Tăriceanu addressed the Assembly. The President thanked Mr Popescu-Tăriceanu. 5. Address by Liviu Dragnea, President of the Chamber of Deputies of Romania Mr Dragnea addressed the Assembly. The President thanked Mr Dragnea. PLENARY SITTING 6. Address by Jens Stoltenberg, NATO Secretary General and Chairman of the North Atlantic Council, followed by a question and answer period The President welcomed the NATO Secretary General. Mr Stoltenberg addressed the Assembly and responded to questions from Miro Kovac (Croatia), Ricardo Tarno (Spain), Joëlle Garriaud-Maylam (France), Michael R. Turner (United States), Carlos Costa Neves (Portugal), Ojars Eriks Kalnins (Latvia), Karl A. Lamers (Germany), Richard Benyon (United Kingdom), Rasa Jukneviciene (Lithuania), Lorenzo Battista (Italy), Jasna Murgel (Slovenia), Ahmet Berat Conkar (Turkey), Koryun Nahapetyan (Armenia), Bastiaan van Apeldoorn (Netherlands), Pierre Paul-Hus (Canada), Julio Miranda Calha (Portugal), Hannes Hanso (Estonia) and Borys Wrzesnewskyj (Canada). 1

3 The President thanked Mr Stoltenberg. The sitting was suspended between and and resumed with Sverre Myrli (Norway), a Vice-President of the Assembly, in the Chair. 7. Presentation by Paolo Alli, President of the Assembly, on behalf of Marc Angel, Treasurer, and Vote on the NATO Parliamentary Assembly Draft Budget for Financial Year 2018 [103 FIN 17 E rev. 1 bis] The President presented the draft budget. The NATO Parliamentary Assembly Draft Budget for Financial Year 2018 [103 FIN 17 E rev. 1 bis] was agreed to. 8. Election of the President of the Assembly There being only one nomination for the post of President of the Assembly, Paolo Alli (Italy) was reelected by acclamation. 9. Election of the Vice-Presidents of the Assembly There being five nominations for the positions of Vice-President, Joseph A. Day (Canada), Rasa Jukneviciene (Lithuania), Metin Lutfi Baydar (Turkey) and Lord Campbell of Pittenweem (United Kingdom) were re-elected and Vitalino Canas (Portugal) was elected by acclamation. 10. Election of the Treasurer of the Assembly There being only one nomination for the post of Treasurer, Marc Angel (Luxembourg) was re-elected by acclamation. 11. Vote on the Draft Amendment to the Rules of Procedure of the Assembly [218 SESA 17 E] The Vice-President presented the Draft Amendment. The Draft Amendment to the Rules of Procedure of the Assembly [218 SESA 17 E] was agreed to. The President took the Chair and thanked the outgoing Vice-President for his contribution to the work of the Assembly. 12. Presentation by Jean-Marie Bockel, General Rapporteur of the Economics and Security Committee, of the text adopted by the Committee on The European Defence Industrial Base and vote on the draft Resolution [202 ESC 17 E rev. 1] Jean-Marie Bockel (France) presented the Draft Resolution. 2

4 Mr Bockel moved Amendment No. 1 to the Draft Resolution, which aimed to align the language used in the Draft Resolution adopted by the Economics and Security Committee on Saturday 7 October with that of the two other Draft Resolutions adopted by the Political Committee and Science and Technology Committees respectively on Sunday 8 October. The Amendment read as follows: Leave out sub-paragraph 19.a and insert the following new sub-paragraph: to live up to the Wales Defence Investment Pledge and move towards spending a minimum of 2% of Gross Domestic Product on defence, and more than 20% of defence budgets on major equipment, including related research and development (R&D). Amendment No. 1 was agreed to. The Draft Resolution [202 ESC 17 E rev. 1] was agreed to, as amended. 13. Presentation by Jane Cordy, Rapporteur of the Sub-Committee on Democratic Governance, on behalf of Ulla Schmidt, Special Rapporteur of the Committee on the Civil Dimension of Security, of the text adopted by the Committee on Stability and Security in the Black Sea Region [219 CDS 17 E rev. 1] Jane Cordy (Canada) presented the Draft Resolution. Iryna Friz (Ukraine) moved Amendment No. 1 to the Draft Resolution, as follows: In paragraph 12 e, after the word Georgia, insert and Ukraine and in paragraph 12 e, after the word Georgia s, insert and Ukraine s. Mrs Cordy replied. Amendment No. 1 was agreed to. The Draft Resolution [219 CDS 17 E rev. 1] was agreed to, as amended. 14. Presentation by Jane Cordy, Rapporteur of the Sub-Committee on Democratic Governance, of the text adopted by the Committee on the Civil Dimension of Security on Confronting the Weaponisation of Information [215 CDS 17 E rev. 1] Mrs Cordy presented the Draft Resolution. Karl A. Lamers (Germany) presented Amendment No. 1 to the Draft Resolution, as follows: In the title, after the word confronting, insert: disinformation and. Mrs Cordy replied. Amendment No. 1 was agreed to. The Draft Resolution [215 CDS 17 E rev. 1] was agreed to, as amended. 3

Day, General Rapporteur of the Defence and Security Committee, of the text adopted by the Committee on Supporting the Afghan National Defense and Security Forces [216 DSC 17 E rev. 1] Joseph A. Day (Canada) presented the Draft Resolution. The Draft Resolution [216 DSC 17 E rev. 1] was agreed to. 16. Presentation by Joseph A. Day, General Rapporteur of the Defence and Security Committee, of the text adopted by the Committee on Closer NATO-EU Cooperation [217 DSC 17 E rev. 1] Mr Day presented the Draft Resolution. Lord Campbell of Pittenweem (United Kingdom) spoke. Mr Day responded. The Draft Resolution [217 DSC 17 E rev. 1] was agreed to. 17. Presentation by Julio Miranda Calha, Rapporteur of the Political Committee Sub-Committee on NATO Partnerships, of the text adopted by the Committee on Tackling Challenges from the South [212 PC 17 E rev. 1] Julio Miranda Calha (Portugal) presented the Draft Resolution. Ahmet Berat Conkar (Turkey) spoke. Mr Miranda Calha responded. The Draft Resolution [212 PC 17 E rev. 1] was agreed to. 18. Presentation by Ojars Eriks Kalnins, Chairperson of the Political Committee, of the text adopted by the Committee on Burden Sharing Fulfilling the Promises [223 PC 17 E rev. 1] Ojars Eriks Kalnins (Latvia) presented the Draft Resolution. Alexander Krieps (Luxembourg) spoke. Mr Kalnins responded. Lord Jopling (United Kingdom) spoke. Mr Kalnins responded. The Draft Resolution [223 PC 17 E rev. 1] was agreed to. 4

Presentation by Mr Thomas Marino, General Rapporteur of the Science and Technology Committee, of the text adopted by the Committee on Maintaining NATO s Technological Edge [190 STC 17 E] Thomas Marino (United States) presented the Draft Resolution. The Draft Resolution [190 STC 17 E] was agreed to. As he prepared to leave the Assembly, Mr Marino was thankful for the tremendous experience of belonging to this organisation for the past seven years. The President thanked Thomas Marino for his outstanding service to the Assembly. 20. Closure of the Plenary Session The President thanked Vergil Chiţac and the Romanian delegation, its staff, the International Secretariat, the interpreters, the Parliamentary and security staff and all the others who had contributed to the smooth running of the session. The session closed at 1.00pm. 5
