1 CITY OF OAKLAND Mayor's Commission on Persons with Disabilities (MCPD) Monday, July 14, 2008 MINUTES I. Called to order at 1:30 p.m. II. III. IV. Roll Call Quorum: Yes See Exhibit 1A Public Comments (15 minute limit) No Commissioner s Announcements Commissioner Aguillard: Acknowledged that Commissioner Cutler represented the MCPD at the Healthy Living Festival, which was held at Lake Merritt on June 27, Commissioner Pelter: Discussed an article in the July 13, 2008 Contra Costa Times which elaborated on the positive advantages of group homes. The proposed state budget cuts will drastically effect these group homes with many facing closure for insufficient funding. Commissioner wa Nairobi: Announced that persons with disabilities are being illegally evicted from their affordable residences in the California Hotel, located at 3501 San Pablo Avenue. The residents have hired an attorney and are seeking to have the decision overturned. o Announced that the National Association of the Deaf, NAD, held their annual conference, on July 7-11, 2008, in New Orleans, Louisiana. For conference information go the NAD website at Commissioner Alexander. Announced that the Workability Programs of the Oakland Unified School District, OUSD, hosts an annual reception that recognizes the employers of its participants and is looking for an event space for Workability is an 1

2 OUSD program which provides independent living and vocational skills for students with disabilities. V. Approval of Minutes June 9, 2008 Correction on page 6, item 8b, 3 rd point, the Art of Disability was not discussed due to the absence of Commissioner wa Nairobi. Motion/Second: Commissioner Pelter/Commissioner Alexander Motion passed: 5 Ayes, 3 abstentions May 12, 2008 Motion/Second: Commissioner Alexander/Commissioner Pelter Motion passed: 5 Ayes, 3 abstentions VI. Agenda Modification and Approval Motion/Second: Commissioner Pelter/Commissioner wa Nairobi Motion passed without objection VII. Staff Reports Curb Ramp Program Update, Marcel Uzegbu, Supervising Civil Engineer. Please refer to report on pages in the July 14, 2008 packet. o Right of Way, ROW, staff member who initially receives requests for curb cut ramps is Andre Wright at (510) For issues with existing curb ramps such as broken, cracked, etc., contact Marcel Uzegbu at (510) o There are different scenarios under which curb cut ramps are installed. These are: 1) On-call requests. Mr. Uzegbu reviewed a draft On-call Curb Ramp Policy. The City ADA Coordinator is to provide Mr. Uzegbu with comments on the draft plan, which is also subject to office of the City Attorney approval; 2) Citywide Curb Ramp Program; 3) Street improvements such as resurfacing, streetscape design, and traffic signal installation; 4) During work performed by utility companies; 5) Private developments. o A citywide curb ramp survey was completed in The results were entered into a geographic information system (or map-based) database. The database is used to track curb ramp construction and to select locations for improvement under the City wide Curb Ramp Program. 2

3 o Discussion regarding the line of sight at curb ramps and large motor vehicles that park near the curb ramps. Staff will investigate this and report back to the Commission its findings. o Commissioners and staff expressed appreciation to Mr. Uzegbu for the report. Fiscal Year ADA Capital Improvement Program Carryforward Estimates, Christine Calabrese, City ADA Coordinator. Please refer to pages 16 to 18 in the July 2008 packet. o Ms. Calabrese reviewed each active project and reported good progress overall. o It is anticipated that ADA capital improvement programs will be fully funded in fiscal year (no anticipated cuts) Recruitment Update, Kendra Scalia, ADA Program Analyst II. Reported on recruiting efforts over the passed two months. She urged all commissioners to participate in recruiting new commissioners. o KTOP, the City of Oakland s official television channel, is featuring a recruitment advertisement on its community news segment. VIII. Committee Reports: A. Housing Committee: Chair Bob Pittman The housing seminar has been cancelled. It was scheduled for August 14, The Oakland Housing Authority, OHA, has a request for proposal, RFP, for service oriented housing for persons with disabilities. More information will be forth coming. Next meeting: September 8, 2008, 11:00 a.m. to 12:30 p.m. Location: Hearing Room Three, City Hall B. Education, Employment and Outreach Committee: Co-Chairs Lynne Cutler and Lorraine Rosenblatt There will be a performance on July 15, 2008, noontime by AXIS Dance Company at Frank Ogawa Plaza, in front of Oakland City Hall. The EEOC is having informal discussions with Karen Hester, an event planner, for the October 29, 2008, Youth 3

4 In Action, Future Leaders of the Disability Community event, pending finalization of her contract with the City. The Art of Disability exhibit has been postponed until calendar year o The exhibit and its parameters were discussed by the Commission. Next meeting: Tuesday, July 15, 2008, 1:00 p.m. to 3:00 p.m. Location: City Administrator s 11 th Floor Conference Room, City Hall IX. Chairperson s Report Commissioner Pittman regretfully submitted his resignation as Commission Chairperson effective September 8, Mr. Pittman will continue to serve as the Housing Committee Chair. Commissioners and staff thanked Mr. Pittman for his service as chair. X. New Business None XI. Old Business None XII. Public Comments is one of the first agenda items therefore, please, arrive by 12:45 p.m. Please note that the MCPD will not provide a detailed response to your comments but may schedule your issue for a future MCPD or committee meeting. The Public Comment period is limited to 15 minutes and each individual speaker is limited to 5 minutes. If more than 3 public speakers register, however, then each speaker will be limited to 3 minutes. If more than 5 public speakers register, then each speaker will be limited to 2 minutes. Exceptions to these rules may be granted at the discretion of the Chairperson. This meeting is wheelchair accessible. To request materials in alternative formats, or to request an ASL interpreter, captioning or assistive listening device, please call Adriana Mitchell (V) or (TTY) at least 72 hours before the meeting.
