Works to assess refurbishments pending PUBLIC COMMENTS ON ITEMS ON THE AGENDA None noted TO RECEIVE ANY INFORMATION FROM THE BURIALS COMMITTEE The clerk made the council aware of an issue that had arisen with access rights whilst she has been arranging the consecration area. It appears that the
2 Page 2 of 12 faculty granted to the church for the path from the lychgate only holds as a right of way for a church graveyard extension. Cllr Moyle asked why, since the current paths is not wholly suitable, we could not talk to the National Trust about purchasing a further strip of land to construct our own path. Cllr Sadler said that this had been mooted at the original discussion stages. Discussions between the clerk, Diocese Registrar and local PCC are ongoing to sort this matter out TO DISCUSS AND SET THE BUDGET & PRECEPT FOR 2016/17. (Office & Finance Meeting of 23/11/15 inquorate) PLEASE NOTE REVISED BUDGET SPREADSHEET ENCLOSED After some discussion it was proposed by Cllr White, seconded by Cllr Nash and RESOLVED that the precept be raised by 1% ( ) for 16/17. on a vote being taken the matter was approved unanimously It was accepted that costs for the footpaths maintenance contract had been estimated for budgeting purposes and may or may not increase TO DISCUSS THE OPTIONS FOR PAPERLESS PLANNING AND CONSIDER IMPLEMENTATION FOR JANUARY 2016 (discussion paper provided) It was proposed by Cllr Sadler, seconded by Cllr Faiers and RESOLVED that Option 4 be trailed for 3 months to assess the acceptability of A4 printing of plans. The matter to be put on the agenda for review in March 2016 on a vote being taken the matter was approved unanimously TO NOTE PLANNING DECISIONS RECEIVED FROM CORNWALL COUNCIL (list attached) List was read out. Representations were made by the Hollie Nichols on behalf of the owners. Mr Hartley, a neighbour, also raised comment objecting to the application as he felt that a decision on outline planning could not be made with the information provided. Cllr Nash to discuss further options for voluntary works pending footpath review discussion in January. Penwarne Speed Limit a van was forced onto the hedge due to speed. This is yet another incident, many of which do not get logged as incident/crime statistics. Support given to future discussion with CORMAC to works here.

Helford Car Park Trust possible use of donation could include metal handrails on the Helford Passage and steps which are fairly steep TO RECEIVE AND APPROVE THE STATEMENT OF PAYMENTS, RECEIPTS AND BANK RECONCILIATION FOR THE MONTHS OF NOVEMBER 2015 Cllr Robinson has not reviews, so deferred to next meeting TO APPROVE THE PAYMENT OF ACCOUNTS IN DECEMBER 2015 It was proposed by Cllr Sadler, seconded by Cllr Faiers and RESOLVED that accounts totalling (inc VAT) be approved for payment and duly signed. on a vote being taken the matter was approved unanimously REPORTS FROM COMMITTEES AND REPRESENTATIVES The clerk noted a request from the Bowling club into the possibility of acquiring a section of the Junior Playing Field to aid their merger with the Trebah Tennis Club. A provisional agreement was given, which would allow the drafting of plans showing how much land may be needed. Footpaths review by Cllr Nash & Marsden will be ready for the January Meeting REPORT FROM CORNWALL COUNCIL WARD MEMBER New Chief Executive appointed to Cornwall Council Kate Kennally who is currently working for the London Borough of Barnet. Falmouth Neighbourhood Plan looks set to say that it can meet the housing needs in the area by changing the capacity of proposed dwellings (blocks instead of houses). This might have an effect on other developments in the network area. Boundary Review now due in 2016 before next elections. Cornwall Council not happy. Devolution monies devolved to networks areas approx , but look out as Falmouth & Penryn seem to be likely to get the majority of this funding. Goldmartin Field Planning application going to go to planning sub committee for decision. Many issues have not yet been answered. The tree officer, highways & affordable housing all unhappy with current application. Cllrs Nash & Sadler- the carpark was a big issue and was originally classed in the inspectors report as a private matter, but Taylor Wimpey say this is legally impossible to undertaken now. Do we know where this stands? Penwarne Road speed limit highways taken for a site visit. They have agreed to reinstate the white lines and move the central line over slightly.
5 Page 5 of 12 Cllr Moyle what would be the costs of getting 30mph limit put in place? 40 is still way to fast for this stretch. Mr Tony Barbary (resident) said he had never seen traffic so fast as had been seen recently there had been 5 accident this year. It was decided that the clerk would draft a letter to Cormac to ask for a review of the speed limit on this stretch of road (between No Mans Land and Penwarne Manor) INFORMATION ON CURRENT COUNCIL VACANCIES & POSITION OF NOMINEES FOR CO-OPTION Cllr White announced that, as many were aware, he would be taking up a new posting in Shropshire and would be tendering his resignation at the January meeting (effective from February). He hopes to be able to return to the council in future DATE AND TIME OF NEXT MEETING The next will be held at 7-30pm, on Thursday, 21 st January, in the Memorial Hall COMMENTS FROM THE PUBLIC Alan Tully mentioned that drains along Greenfield Close also overflowed during heavy weather and that they should be noted if/when the Rural Drainage works take place as they could be additional to the issue on Grove Hill. He also brought up the subject of a carpark for the Memorial Hall. It seems there are/would be housing plots adjacent to the hall which may become available in the near future which should be considered as suitable. Grants, solar funding or the developer of Goldmartin could be asked to contribute purchase costs. Council to investigate possibilities. Cllr Sadler said that thanks should be given to Denis Gartside for the forethought on this issue that led to the inclusion of a carpark in the original plans. Mr Lugg asked if thanks could be given to the Beth Lawry and the lighting committee who have once again done a wonderful job, despite some atrocious weather conditions hindering lights going up. 7 Page 7 of 12 Item 2096 Paperless planning Mawnan Parish s options Cornwall Council intends to make all planning paperless as of 1st April Currently Mawnan Parish operates in a halfway system we receive hardcopy plans but review additional comments/details and respond electronically. I think we have 4 realistic options at this point; some are easier to implement than others and some will require more behind the scenes work to facilitate adequately. 700 has been granted to each parish to use to fund the change as they see fit. I see our options as: Option 1: buy a portable projector & screen (projector Screen 120) Option 2: buy an A3 printer ( 150) Option 3: buy a large TV/ Monitor for use with laptop (32 220) Option 4: print out plans on a4 & take laptop to meetings in case more details required ( 0) I would like to suggest trying Option 4 initially along with the process outlined overleaf. I have attached A4 copies of documents from a randomly chosen planning application so you can see how they appear when printed. If the size/scale of these plans in A4 is unacceptable I would suggest the purchasing of an A3 printer (of a basic spec) as per Option 2 first. There is a space issue in the office so this printer would be akin to the Canon Pixma wireless printer currently stored away mainly for use with the laptop/ out of office and solely to be used for the printing of plans. Purchasing equipment (Options 1 & 3) for projecting or displaying in a large format plans would require the ability for this to be readily portable as planning is not always held in the Memorial Hall. Storage space then becomes an issue long with setting up time. Additional time creating suitable presentations would be needed by the clerk where plans could only be viewed in a specific order, which would also need to be agreed. Side by side comparisons would be difficult to achieve whilst in the meeting, as would flicking back and forth through presentation pages. It may require someone to manage the presentation other than the clerk (taking minutes whilst managing the presentation would be difficult) There would also be the issue of venue lighting would we be able to close curtains/ turn off lights to view plans optimally? Also, if the equipment develops a fault this would likely only be noticed at the time of the meeting ancillary measures would be hard to arrange at such a late stage. In all cases we will need to make it clear that the parish offices will no longer hold paper copies of plans larger than (A4). Any member of the public wishing to review plans would need to do this themselves either online (via the Cornwall Council Planning Portal) or by coming into the parish offices prior to the public planning meeting to review downloaded electronic copies of documents (by appointment only).
8 Page 8 of 12 I would like to suggest that we try the following process out in January, Feb & March to see how it works. If it appears that A4 plan copies are just not working a switch to A3 would not be too difficult. Initial proposal: Clerk receives notification of planning application & downloads all associated documentation. Clerk reviews application to gauge scope. Clerk contacts chair of planning to discuss which applications may need site visits & arranges as appropriate. Notification is forwarded to councillors via along with a link to either the Cornwall Council planning portal or downloaded document store (parish council cloud storage site?) so that they can review the application prior to the meeting. Councillors without internet access are provided with A4 hardcopies of the planning application form; site plans; existing elevations; proposed elevations and full list of planning documents included with the electronic submission. They would be responsible for requesting from the clerk (hardcopies of) any additional documents they might wish to review from this list. [Site meetings arranged & take place (if needed). A4 hardcopies of site plan & elevations printed for on-site use. These to be retained for use at discussion full council/planning meeting.] Agenda including details of planning applications sent out to councillors/ posted on community noticeboard. Clerk to bring one set of hardcopies of the [documents used at the site meeting] planning application form; site plan; existing elevations; proposed elevations and full list of planning documents for each application (in A4) to the public meeting. It will be expected that all councillors will have reviewed the plans prior to the meeting. Clerk will also download ALL the documents associated with each application onto the parish laptop and bring this to the meeting in case closer detail is required. Decision is made using opinions of reviews documents by councillors, with the aid of A4 hardcopies/laptop downloads if necessary Comments logged electronically by clerk onto Cornwall Council planning portal. Cornwall Council have said they would continue to provide hardcopy plans for large developments in the line of Goldmartin Field. We would have to request them one notified electronically of the application going in.
