1 Bylaws of the Lewis County Radio Controllers as Amended 07/13/2015 I. Name and Object A. The club shall be known as the Lewis County Radio Controllers. (L.C.R.C. ers) B. The object of the club shall be to promote the sport of radio controlled model aviation in a fun and safe manner while encouraging family involvement. C. The Lewis County Radio Controllers is and shall be a non-profit corporation organized under the laws of the State of Washington D. Lewis County Radio Controllers is and shall be an Academy of Model Aeronautics (AMA) Charter Club. II. Membership A. Membership shall be open to all who are interested in the sport of radio controlled modeling, regardless of Race, Color, Creed, Religion, Sex, or National Origin. B. Types of membership. 1. Flying Member - Those who have paid all current dues and are members of the Academy of Model Aeronautics. 2. Non-Flying Member - Those who have paid all current dues and are not members of the Academy of Model Aeronautics. 3. Youth Member Those under the age of 19 as of July 1 of present year and must be a member of the Academy of Model Aeronautics to have flying privileges. Dues shall be free if the youth s membership is not already included under the membership of a family member. (See flying site regulations - section X-F for additional requirements) C. Age. Anyone deemed old enough to be a member by the board shall be a voting member, age notwithstanding. D. RESIGNATION: Any member in good standing may resign his/her membership by giving written notice to the Club. E. TERMINATION: If any member ceases to have the qualification necessary for membership in the LCRCers, his/her membership in the Club shall thereby terminate, subject to reinstatement upon restoration of eligibility. F. EXPULSION: This section provides for enforcement of the Safety Rules that are related to flying activities or any other unacceptable behavior by an individual member or members. Any individual may be expelled from membership from the Club by a two-thirds (2/3) majority vote of
2 the membership at any regular or special meeting, if in the officers determination, such individual willfully commits any act or omission which is a violation of any of the terms of these Bylaws, or the Rules of the AMA, or which is detrimental to the Club, the AMA, or to model aviation. G. REINSTATEMENT: A two-thirds vote at any regular or special meeting of the membership is required for reinstatement to the club. III. Dues IV. Officers A. Dues shall be $50.00 and shall include all interested members in the immediate family. Immediate family consists of a spouse and minor children living in the same household. B. New members dues will be prorated at 25% per quarter for the year they join. C. Dues shall be collected in accordance with A.M.A. policy if not specifically covered in these by-laws. D. All current dues must be paid by elected officers at the time they assume their positions. At the end of January, members who have not paid their current dues shall be dropped from the official membership list and have to pay the full $50.00 dues to be reinstated. After a period of two years as a non-member, they may be reinstated as a member with dues being prorated as to the time of year of the reinstatement, as per policy. A. The elected officers of the club shall be: B. Elections 1. President 2. Vice President 3. Secretary and/or Treasurer 4. Safety Officer 5. Trustee 1. Officers shall be elected by the members at an official regular club meeting in the month of December and shall assume office January 1 st for a term of one year. The President, Vice President and Treasurer shall be 18 years of age or older at the time of assuming office.
3 2. Nominations shall be held at the regular meeting in November, with the election to be held by secret ballot if there are 2 or more members nominated for said office. If only one member is nominated for an office then voting will be done by a motion from the membership present in December. C. Duties of the Officers 1. The President shall: A. Preside at all meetings of the club, shall be the spokesman for the club and be responsible for conducting the operations of the club in accordance with these by-laws. B. The President or his appointee(s) and the treasurer shall make a yearly audit of the Treasurer s books and shall submit to the secretary a written report for inclusion in club records. 2. The vice-president shall assist the President and act for the President if absent. 3. The Secretary shall keep minutes of all club meetings, will be responsible for providing the minutes of past meetings at each meeting and notifying members of upcoming meetings. 4. The Treasurer shall maintain a roster of club members and collect all dues and maintain clear financial records and will be responsible for providing financial reports at all meetings. D. Any officer who is unable to complete their term or is not fulfilling their duties may be replaced by a majority vote of the membership. E. Safety Officer and Safety Committee 1. All members at any club flying site shall be responsible for enforcement of all safety regulations and reporting any such violations to the Safety Committee. 2. Safety committee shall consist of a minimum of three people, chaired by the safety officer. 2. The Safety Officer shall submit written reports of all safety issues encountered to the Secretary, who shall maintain a record book of all reports. Name of violators will only be disclosed as per the GRIEVANCE PROCEDURE 3. A time shall be allotted at each club meeting for discussion of any current safety issues. Notes of all such issues discussed shall be kept in the Safety Record Book.
4 4. Deliver safety briefings and pilot instructions at the beginning of all Club fly ins or designate an individual to act in their behalf. 5. Maintain and periodically refurbish (at reasonable expense to the Club) the fire fighting equipment and first aid kit, which are stored at the field. 6) The Safety Officer shall provide a communications link between AMA and the club in matters related to safety. 7) Act as a safety advisor and resource manager for the club and its members. 8) Develop, promote, and encourage a climate of safety awareness within the club. V. Meetings A. Regular meetings shall be held in January, March, May, July, September, November and December. The meeting time and place may be changed at the discretion of the President. B. Board meeting shall be called by the president as required. C. Special meeting shall be held whenever determined necessary by the President or the Board of Directors with no less than five days prior written or posted notice. The purpose of the special meeting shall be stated in the notice. VI. Quorum D. All meeting of the general membership, the Board of Directors, and all voting shall be conducted according to the Roberts Rules of Order when not in conflict with these bylaws. A. A Quorum shall consist of those members present at any regular meeting or six members at any special meeting. B. At board meeting a quorum shall be 3 board members. VII. The Board of Directors A. The board shall consist of all current elected officers, one member elected by the membership and the immediate past president. If the past president is a current officer, a second board member shall be elected by the general membership for the fifth member. The board must consist of a minimum of 5 members. VIII. Checking Account and Funds A. Checking Account 1. The Treasurer shall maintain a checking account for the club funds and hold the checkbook.
5 B. Funds IX. Club Colors 2. The President, Vice-president and Treasurer shall be the only members authorized to sign checks. 1. All funds shall be collected by the treasurer and deposited in the bank as soon as possible. 2. A Petty cash fund may be maintained if desired but shall be no more than $ The officers shall have the power and duty to pay all normal operating expenses of the club from funds. 4. Those expenses not deemed normal operation expenses shall be voted on by the members of the club at a regular meeting, unless conditions due to timing or other considerations do not permit. Then the board may incur such expenses, which are deemed in the best interest of the club. A. Club colors shall be Red, White and Blue. X. Flying Site Regulations A. All members and guest flyers shall conform to A.M.A. Flying Rules and Regulations in addition to posted L.C.R.C. Herren Field Site flight rules. XI. Amendments A. These by-laws may be amended or repealed at any meeting of the general membership having a quorum present by a majority vote, provided ten days written notice has been given prior to that meeting to the majority of the members. B. These bylaws shall be reviewed annually for compliance with current recommendations of the AMA and State Non-profit regulations. XII. DISSOLUTION OF CLUB A. The duration of the club shall be perpetual. The club may be dissolved with the approval of two-thirds vote of the membership. B. The club shall be dissolved in compliance with the laws of the State of Washington, and the rules and regulations as published by the Secretary of State..
6 XIII: GRIEVANCE PROCEDURE (FLIGHT AND SAFETY RULES) The grievance procedure provides a mechanism to enforce existing safety rules by providing a progressive disciplinary system when needed. Although most complaints can be resolved informally, if a complaint is serious or cannot be resolved informally, the matter should be referred to the Safety Committee for its consideration by means of a Grievance Form to be filled out and turned into the Safety Committee Chair. At least one witness is required to sign the Grievance Form The Safety officer/committee shall use its judgment in carrying out action on the following: a. A grievance form will be filled out and turned into the Safety Officer/Committee Chair. At least one witness is required. b. FIRST VIOLATION Viewpoints of both complainants and accused will be considered. Complainant s name will be disclosed. The Safety Officer/Committee will give a verbal reprimand to the accused, and this will be recorded in the Club records. c. SECOND VIOLATION Complainant s name will be disclosed. The accused has the right to a written rebuttal, to be reviewed by the Club Safety Officer/Committee. If the Committee so decides, The flying privileges of the accused will be suspended for thirty (30) days. Written notice of this shall be issued and a copy published in the Club newsletter. d. THIRD VIOLATION Safety Officer/Committee will notify the accused in writing and the Club members via the Club newsletter that the Club will vote on the expulsion of the accused at the next meeting. Said expulsion will last for a one-year minimum. A member may be expelled from the Club only upon a two-thirds (2/3) majority vote of the membership present at the meeting. Voting will be by secret ballot at a regular monthly meeting. The expelled member may reapply for membership after the expiration of the expulsion time period. e. The three actions will not be enforced unless they are accumulated within a two-year period of time. f. Any member receiving a Grievance, who directs any retaliation action against the person filing said grievance, will be subject to immediate expulsion from the Club. This is to include threats, intimidation, physical harm, intentional equipment damage, or any other action deemed to be retaliatory by the Club Officers.
