1 THE UNIVERSITY OF WISCONSIN-MILWAUKEE FACULTY DOCUMENT 535, NOVEMBER 13, 1969 ANNUAL REPORT UNIVERSITY COMMITTEE-MILWAUKEE The University Committee held 31 meetings during , not including the numerous conferences and informal sessions with members of the faculty and the administration by the Committee in its entirety, or by the Chairman or other members singly. In keeping with brevity, the following items, only, will be reported as the major accomplishments of the year. 1. The Faculty Divisional Systems-Milwaukee. The University Committee served an important role in establishing for the UWM faculty the Divisional Structure relating to Milwaukee and developing Criteria and Practices for these Committees. The establishment of a Divisional System for Milwaukee adopted by the faculty on April 24, 1969, as Document 508, Chapter 12M, The Milwaukee Divisional System, called for the creation of four Divisions: a. Arts & Humanities b. Professions c. Natural Sciences d. Social Sciences to be operative at the beginning of the academic year, with the election by the faculty of the respective Executive Divisional Committees. The University Committee served as a nominations committee, permitting additional nominations by the faculty of each division, before final balloting. The departments and the faculty have chosen membership in one or more of the Divisions as indicated in Faculty Document 531 adopted on September 25, UWM Physical Environm~ommittee. The restructuring of the former Campus Planning Committee was initially recommended to the Chancellor as the resllt of a st;dy by a sub-committee 2 the University Committee. The final recommendation was made by an ad hoc sub-coinmittee of the Administrative Cormittee; that ad hoc Committee being composed of three members of the Admicistrative Cornnittee and three members of the faculty, the latter appoirited by the University Cotamittee. The newly named Committee (UWM Physical Ervironment Committee) was re-organized to include greater faculty representation and to include student membership. The Committee will be composed of the Chancellor as chairman, five faculty members selected by the University Committee, three faculty members selected by the Chancellor, two students appointed by the Chancellor, one academic daan appointed by the Chancellor, and one other administrative officer appointed by the Chancellor. There are also three ex-officio members. 3. The University Committee served in an advisory capacity to the faculty and to the administration on many matters, including -
2 Annual Report - University Committee-Milwaukee Page - 2 a. Promotion, dismissal, tenure, faculty status, faculty rights and prerogatives, administrative responsibilities and roles, and b. Acted upon several faculty requests concerning grievances. 4. The University Committee served in an advisory capacity to the all-university Codification Cornittee and to the UWM Codification Committee, particularly in relation to - a. Chapter 7, The Department b. Chapter V of the Regents By-Laws, Student Discipline c. Chapter 8, The - Faculties of the Colleges & Schools - Milwaukee d. Chapter 6, The Faculty Senate e. ChapterlZA, The Faculty Divisional Systems in the University The University Committee recommended to the UWM Codification Cornmittee that portion of Chapter 5, Committee Sgsrem, which relates to the structure and function of the University Committee. 5. The University Committee gave leadership to Faculty meetings in session as committees of the whole to include - a. The Faculty Senate b. Calendar revision c. Full time academic load d. Resolution on grading e. The Oshkosh Student 6. Special recommendations communicated to the administration by the University Committee included University Committee concern for a. Parking (1) Faculty parking fees - determination of rates (2) Clarification of procedures followed and authorization for establishment of parking fees b. Administrative procedures followed in notification of non-retention and non-promotion of faculty 7. Recommended personnel for appointment by the administration to search and screening committees, as well as other ad hoc committees - a. Re-organized Search and Screening Committee for the appointment of the Vice Chancellor b. Search and Screening Committee for selection of a Dean of the College of Letters and Science c. Committee to report to the faculty on admissions policies and the expelled oshkosh black student UWM FAC. DOC. NO. 535, NOVEMBER 13, 1969
3 Annual Report - University Committee-Milwaukee Page The University Committee recommended to the Chancellor the names of faculty members for his consideration for appointment to several standing faculty commi.ttees, and for the appointment of a secretary of the faculty. 9. Recommended that faculty teaching load adjustments be made and appropriate secretarial assistance be given to chairmen of selected faculty committees which require more than the usual time and effort on the part of the faculty and which have a "working!' function, in addition to the usual "policy" function. The University Committee proposed a reduction in work load of chairmen for the following Committees - a. University Faculty Council - 2/3 time b. University Committee-Milwaukee time c. Divisional Executive Committees time d. ad hoc Search & Screening Committees time These recommendations are in accordance with action taken by the University Faculty Assembly on February 26, 1969, UFA Document # Representation on the University Faculty Council. The University Faculty Council held fifteen scheduled meetings during the academic year.. The UFC is composed of the Chairmen of the six unit-university Committees, with the addition of two members from the University Committee-Madison, and one member from the University Committee-Milwaukee. Each unit-university Committee also elects an alternate to serve with full power in the absence of a regular member. Total membership on the Council nine (not including the six alternates). The University Faculty Council serves as the Executive Committee of the University Faculty Assembly. The Council is concerned with matters which relate to more than one unit of the University. It prepares the agenda for meetings of the University Faculty Assembly. The UFC, and the UFA represent the total faculty of some 3700 individuals of the University of Wisconsin System. The University Faculty Council as a group meets with the Regents at least once each year, and may request additional meetings. The Chairman of the Council attends all meetings of the Regents, representing the faculty of the entire University at that time. During the past year the Chairman of the University Committee-Milwaukee served, also, as Chairman of the University Faculty Council. 11. The University Committee served as the initial Calendar Committee for the newly created UWM Senate. It will continue to serve as the Senate Executive Committee. 4 THE UNIVERSITY OF WISCONSIN-MILWAUKEE A COMPARATIVE GUIDE TO MEETING PROCEDURES OF THE UNIVERSITY FACULTY--MILWAUKEE AND ITS SENATE The enabling legislation which created the Faculty Senate of The University of Wisconsin-Milwaukee provides for a representative body to exercise the jurisdiction and powers of the Faculty between meetings of the total membershio of the Faculty. As the designated functional microcosm of a larger policy, the Senate deliberates and legislates on matters of Faculty concern. By explicit statement and legislative intent, the operations of the Senate generally follow rules and procedures adopted by the Faculty, with Regent approval, to govern the general meetings of the total Faculty. However, certain exceptions are prescribed in Faculty rules which control the operation of the Senate. The following tabular listing describes essential parliamentary similarities and differences which should be observed for the conduct of business by the general body and its assembly of elected delegates, PARTICIPATION IN MEETINGS Facultv Only those with UWM Faculty status may offer motions, vote, and otherwise participate as official members in meetings. However, others with academic staff status may attend and speak. The rules also provide for closed or executive sessions where in contormity with the "anti-secrecy" state law pertaining to meetings of public bodies. Accordingly, participation by voice only of students or other non-academic staff auditors may be permitted by a motion to suspend the rules (requiring a two-thirds vote) with specifications concerning the number of such participants to speak on a given issue and the length of time to be allowed for such participation. This rule is applicable both to committee of the whole sessions and regular business meetings. 6 SUBMISSION OF CALENDAR PROPOSALS Facultv Specific proposal-~ for matters to be included in the calendars for regular and special meetings may be submitted by any faculty member or faculty committee. Proposals are submitted in written form to the Secretary of the Faculty, who presents them to the Senate Calendar Committee for disposition. Proposals for inclusion in agendas for regular meetings must be received in acceptable form by the Secretary of the Faculty no later than 12 o'clock noon of the day which is two weeks before the next regularly scheduled meeting. Proposals for inclusion in agendas for special meetings must accompany the petition for the special meeting. All calendar item proposals must specify clearly whether automatic consent business, informal consideration in committee of the whole, and/or debate and action are contemplated. Proposals and supporting documents must adhere to the general format prescribed by the Calendar Committee. The acceptable format is made available 5y the Secretary of the Faculty. Voting by ballot at the meeting may be ordered by an incidental (procedural) motion. This motion may be offered at any time following introduction and seconding of the main motion in question. It cannot be amended or debated. It requires a majority vote for passage. -- Senate Specific proposals for matters to be included in the calendars for regular and special meetings may be submitted by any member of the Senate. In addition, any faculty member or faculty committee may propose matters for inclusion on agendas for meetings of the Senate. However, only Senate members may offer motions affecting substantive recommendations and reports arising from calendar matters proposed by non-senate members of the Faculty. Accordingly, faculty committee chairmen and other faculty members of non-senate status should secure in advance the sponsorship of a Senator for introduction of the appropriate motion on the floor. As an alternative, the proposal from a non-senator for inclusion on the calendar may request that the Senate Calendar Committee introduce the matter, without prejudice. In either event, those without Senate membership status should be present at the meeting for appropriate explanation of the substance of such proposals on the Senate calendar. Except for the special contingencies noted in the foregoing, procedures for submifision d calendar proposals for Senate meetings follow those set forth for meetings of the general Faculty. Voting by ballot at the meeting may be ordered by an incidental (procedural) motion. This motion may be offered at any time following introduction and seconding of the main motion in question. It cannot be amended or debated. It requires a majority vote for passage.
7 Facultv By a majority vote of those present and voting, any matter properly brought before the faculty meeting may be referred to all faculty eligible to attend and vote for a mail ballot. Senate By a majority vote, a quorum being present, any matter properly brought before the meeting may be referred to the entire membership of the Senate for a mail ballot. (parliamentary Comment: Incidental motions have few general characteristics in common except that they arise only incidentally out of the business before the assembly. Because of their nature, incidental motions may come up at any time when they are needed. As a group they rank in precedence below privileged motions and above subsidiary motions. They have no order of precedence among themselves in the procedure of ordinary organization$, and it is only necessary that they be disposed of as soon as they arise and prior to the question out of which they arise. In view of this general parliamentary law principle, there is no question of conflict between proposals to vote by ballot at the meeting and to vote by mail ballot. Neither has precedence over the other. Whichever is offered first must be disposed of before the other is considered.)
