Bridge St. Granbury, Texas The City Council of the City of Granbury, Texas, convened in regular session on November 15, 2016, at 6:00 p.m. in the Council Chambers of City Hall, 116 West Bridge Street, with the meeting being open to the public and notice of said meeting, giving the date, place and subject thereof, having been posted as prescribed by V.T.C.A., Government Code, Chapter 551, with the following members present, to-wit: Nin Hulett, Mayor Place 1 Tony Allen, Councilmember Place 2 Gary Couch, Councilmember Place 3 Rose Myers, Councilmember Place 4 Tony Mobly, Councilmember Place 5 Mickey Parson, Mayor Pro Tern Place 6 Chris Coffman, City Manager Carla Walker, City Secretary CALL TO ORDER Mayor Hulett called the meeting to order at 6:03 p.m. announcing that all Councilmembers are present. INVOCATION Isaac Duke, Worship and Teaching Pastor at Brazos Covenant Ministries and Adam Duke gave the invocation. PLEDGE OF ALLEGIANCE AND TEXAS PLEDGE The Pledge of Allegiance and Texas Pledge were recited. CONSENT AGENDA 1. Consider approving Council meeting minutes: November 1, 2016 Regular Meeting. 2. Consider adopting Ordinance approving a request from Granbury ISO to install four "No Parking" signs to be placed on Howard Clemmons Road on the Granbury High School Property. Granbury ISO will purchase and provide the appropriate signs. 3. Consider casting a ballot for the election of two unopposed candidates to the Hood County Appraisal District Board of Directors. The two candidates are incumbents Brooks Goodson and Brian Thomas. 4. Consider adopting Ordinance amending the budget for the General Fund for Fiscal Year Consider adopting Resolution acknowledging a pledge for a $30,000 donation from the Granbury Optimist Club for the replacement of the Optimist Playground facility at the City Park; and committing matching funds in the amount of a 3.3: 1 matching ratio for the replacement of said playground facility.

2 Mayor Pro Tern Parson pointed out grammatical errors on pages 8 and 10 of the November 1, 2016 minutes. Parson also asked, in regards to item 5, that City staff and the Granbury Parks Board look into handicap and wheel chair accessible items on the City's playgrounds. Mayor Pro Tern Parson made a motion to approve the amended minutes and the consent agenda. Motion seconded by Councilmember Myers. Motion carried with 5 ayes and 0 nays. DELIBERATION AGENDA 6. Public hearing and consider approving a request of Tri-County Development, LLC to Preliminary Plat a acre tract of the Uriah Martin Survey, Abstract# 384 as Lots 1-27, Block 1 and Lots 1-22, Block 2 of the Hilltop Village Addition. The property is located on Old Granbury Rd., west of Gemstone Estates. This item was postponed at the November 1 public hearing. Scott Sopchak, Community Development Director, stated that this is the same Plat discussed at the November 1, 2016 Council meeting. There is a 30-day statutory timeframe to process the Plat or it becomes approved by force of law. The correlating Rezoning request was postponed until December 6, 2016, therefore, this Preliminary Plat is not tracking the Rezoning request. The applicant was made aware of that and has voluntarily filed a continuance request to sustain this application to be heard at the same time as the Rezoning request. Mayor Hulett opened the public hearing for this item at 6:15 p.m. John Hall, representative of the applicant, stated that on behalf of the applicant, he has waived the 30-day requirement and is requesting that this Preliminary Plat be considered with the Zoning on December 6, Mayor Hulett closed the public hearing at 6:16 p.m. Mayor Pro Tem Parson made a motion to postpone this item and hold another public hearing on December 6, 2016 at 6:00 p.m. in City Hall, located at 116 W. Bridge Street, Granbury, Texas. Motion seconded by Councilmember Mobly. Motion carried with 5 ayes and 0 nays. 7. Consider selecting Public Management, Inc. for the administration services for the Texas Community Development Block Grant Program. 8. Consider selecting Enprotec/ Hibbs and Todd for the engineering services for the Texas Community Development Block Grant Program. In regards to items 7 and 8, Chris Coffman, City Manager, stated that the Texas Community Development Block Grant Program is offered every two years. Funding comes from the Federal Housing and Urban Development (HUD) program and flows through the Texas Department of Agriculture (TDA) to qualifying cities. Granbury is a qualifying city due to one or more neighborhoods that are identified as low to moderate income. This will be the first time Granbury has applied for the program. The City would seek available funding in the amount of $275,000 with local matching funds of 20 percent to allow maximum scoring possibility. The Council of Governments reviews the applications and will then make recommendations to the TDA on scoring. Coffman stated that this project would address Lift Station 1, which is the oldest in the community and has not had any substantial remodeling. Cost figures for the project are still to be determined due to newer restraints set by the Texas Commission of Environmental Quality (TCEQ). The City placed appropriate Requests for Qualifications in the local newspaper for both the administration and the engineering services. 3 Councilmember Allen asked what the estimated cost of the project is. Coffman stated that is unknown until an engineering firm is hired to analyze the scope of work. If the grant is not awarded, the contractors do not receive funds. Councilmember Mobly asked if at some point, will the City have to put money into this lift station regardless. Coffman confirmed that is correct. It is not a problem yet but this is a proactive step and rehabilitation will eventually be needed. Councilmember Allen made a motion to select Public Management, Inc. for the administration services for the Texas Community Development Block Grant Program. Motion seconded by Councilmember Mobly. Motion carried with 5 ayes and 0 nays. Councilmember Allen made a motion to select Enprotec/ Hibbs and Todd for the engineering services for the Texas Community Development Block Grant Program. Motion seconded by Councilmember Couch. Councilmember Myers asked if the grant is awarded, is there a certain time frame to utilize funds. Coffman stated that in order to not be penalized during the scoring process in future applications, the project needs to be completed two years after executing the construction contract. Motion carried with 5 ayes and 0 nays. 9. Receive and discuss the Quarterly and Year End Report for Visit Granbury, Inc. covering the months of July 1 - September 30, Teresa Anderson, Visit Granbury, Inc. CEO, presented the Quarterly and Year End Report to the Granbury City Council for July through September Anderson started by highlighting marketing efforts throughout the quarter and stated that the earned media value in print, broadcast and digital portals totaled $44,648. Anderson gave the social media overview report and the website analytics report. The Visit Granbury, Inc. (VGI) website had 30,126 visitors from their mobile devises, 18,339 from desktops, and 5,943 from tablets. Anderson stated that VGI collaborates with Historic Granbury Merchants Association (HGMA) and others as they develop special events. VGI markets the events and activities on biogs and social media as well as calendars and weekly e newsletters to local entities. Anderson stated that a Foodie Trail is under development. It will encompass local communities but target bringing visitors back to Granbury to stay and shop. Anderson provided a list of all events that VGI has attended and spoken to throughout the quarter. VGI is now fully staffed with the addition of a Marketing Director, Jannette Sparks. Anderson explained that here are now four part time employees and two full time, as well as three new members to the Board of Directors. Those include Gary Couch, Denise Huber, and Brian Gaffin. Anderson completed the presentation by detailing the balance sheet, the profit and loss budget performance, and the Hotel Occupancy Tax report. Councilmember Allen thanked Anderson, the VGI staff, and Councilmember Myers for their work. Mayor Pro Tern Parson stated that he recently saw on social media that Granbury was named best place to be in the United States. Anderson stated that most recently, Granbury was named Best Small Town and Best Weekend Getaway from DFW. Parson asked if that is a result of the Marketing Director going to meetings. Anderson stated that Public Relations is constantly pushing out messages about Granbury. Anderson explained that you have to have a great product then you have to tell people about it. 4 Councilmember Couch stated that he attended the VGI Board of Director's meeting last week and that if anyone would like to take a deeper look into what this organization does, contact Teresa. Couch commended VGI for their level of professionalism and Councilmember Myers for her efforts in getting the organization started. Councilmember Myers stated that she appreciates all that Anderson does to bring the organization and City together to show success. Myers commented on the revenue brought in during VGl's first year as an organization as well as their achievement. Councilmember Mobly commended Anderson for a successful first year. Mobly highlighted the return on investment and stated that there are other areas that the City invests in to provide a service with no direct returns. Mayor Hulett stated that it is a pleasure to see the VGI staff always willing to help. Mayor asked if there is an area that needs some work. Anderson stated that one will be enhancing the visitors' product, which will enhance the experience and in turn, lengthen the stay. Anderson also stated that funds are earmarked for special marketing during the downtown renovation project to make the project a positive experience. In regards to the organization, VGI is in need for an updated website to create a comprehensive destination management system. The Board of Directors have agreed to allocate reserve funds towards the upgrade. Councilmember Allen made a motion to accept Visit Granbury, Inc. quarterly report. Motion seconded by Councilmember Myers. Motion carried with 5 ayes and 0 nays. CITY MANAGER INFORMATION AND OPERATIONS REPORT 1. Payday loan ordinance Chris Coffman stated that a sample ordinance was provided by the Texas Municipal League if Council decides to bring that forward at a future meeting. 2. Uber Mayor Pro Tern Parson provided Coffman contact information with Uber. Coffman has not heard back from them but will bring it forward to Council when information is available. 3. Water Treatment Plant Expansion Project Coffman stated that this project is on track. 4. Granbury Downtown Streetscape Project Coffman explained that advertisement for bids started two weeks ago, however, TxDOT requested changes. The deadline of bringing the bids for Council consideration should still be in December, there may be a special meeting to process. 5. Solid Waste Contract Coffman stated that this contract is up for renewal. The City received some commercial complaints which have been addressed. City staff met with Dan Barrett to discuss and if the issues do not improve, the City can consider advertising for a new vendor. 6. United Cooperative Services and Tri-County Electric Co-Op Franchise Agreements Coffman stated that the United Cooperative Services Agreement was read twice at prior Council meetings, however, it was discovered that the wording did not contain all the language that the previous ordinance covered. It is being fine-tuned and will be brought back for two readings before Council consideration. Both United Cooperative Services and Tri-County Electric Co-Op franchise agreements need to be renewed. 5 Mayor Hulett announced at 7:16 p.m. that the City Council would recess to meet in closed session, and that all Councilmembers were present. Pursuant to the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council may convene in Executive Session to deliberate regarding the following matters: Sec Deliberation Regarding Economic Development Negotiations RECONVENE IN OPEN SESSION Mayor Hulett reconvened in open session at 7:48 p.m., announcing that no action was taken in closed session. Mayor Pro Tern Parson made a motion that the City Manager be authorized to enter into negotiations regarding 700 Lipan as discussed in executive session. Motion seconded by Councilmember Mobly. Motion carried with 5 ayes and 0 nays.
