1 CITY COUNCIL CONFERENCE AND REGULAR MEETING MINUTES April 2, 2009 Trenton Council Chamber 1:00 p.m. A joint Conference and Regular Meeting of the City Council of the City of Trenton, New Jersey, was held on the above date at 1:32 p.m., in City Council Chamber, 319 E. State Street, Trenton, New Jersey. The meeting was called to order by Vice President Cordelia M. Staton, who announced that adequate public notice had been provided to the public specifying the time and place for this meeting in accordance with the Open Public Meetings Act. The FY 2008 Annual Notice was adopted by Trenton City Council by Resolution No on June 19, The agenda for the said meeting was mailed, posted and filed on March 30, In the absence of Acting City Clerk Juanita M. Joyner, Helen R. Serben sat. ROLL CALL: Present: Messrs. Bethea, Mr. Coston (1:55 via conference call), Ms. Lartigue, Messrs. Melone and Segura, Ms. Staton Mr. Pintella DOCKET REVIEW Appearance: Dennis Gonzalez, Acting Business Administrator Docket items were reviewed and discussed. 10 Motion was made by Mr. Segura, seconded by Mr. Bethea, to withhold the $21,000,000 in the Budget for the Board of Education until Mr. Lofton, and staff, appear before City Council. Said motion carried by the following vote of City Council: Messrs. Bethea and Coston, Ms. Lartigue, Mr. Segura Ms. Staton Messrs. Melone and Pintella The meeting recessed at approximately 3:15 p.m. and reconvened at 5:40 p.m. into the Council Chambers, with President Pintella presiding. The following members of City Council were present: Messrs. Bethea, Coston, Melone, Segura, Ms. Staton, and Mr. Pintella. The following was absent: Ms. Lartigue. President Pintella asked for a moment of silence in remembrance of Trenton firefighter Manual Manny Rivera. UNFINISHED BUSINESS AND SECOND READING OF THE FOLLOWING ORDINANCE: Council President Pintella declared open a public hearing on an ordinance entitled ORDINANCE AUTHORIZING A LEASE BETWEEN THE CITY OF TRENTON AND JAMES DAVIS FOR THE USE OF VACANT CITY-OWNED PROPERTY FOR GARDENING, and asked if anyone wished to speak to the subject. No one appeared to speak nor were protests filed with the Clerk. The hearing was closed. A motion to adopt the ordinance was made by Mr. Melone, seconded by Mr. Pintella, and carried by the following vote of Council: Messrs. No one appeared to speak nor were protests filed with the Clerk. Motion was made by Mr. Pintella, seconded by Mr. Melone, to close the public hearing, which motion carried by the following vote of Council: Messrs. Bethea, Coston, Melone and Segura, Ms. Staton and Mr. Pintella Ms. Lartigue PUBLIC PRESENTATIONS: Employees of the Board of Education appeared before City Council regarding the cutting of over 400 jobs. President Pintella asked Director Jackson to look into the fees and respond back to City Council by next week. Patricia Stewart, 679 Lamberton Street, informed City Council that STARS is having a Bone Marrow Seminar/Collection, at First Baptist Church, April 4, Melvin Kelly, Trenton, spoke of the homelessness in Trenton.
