1 CENTRAL PIERCE FIRE & RESCUE PIERCE COUNTY FIRE DISTRICT NO. 6 BOARD OF COMMISSIONERS April 27, 2009 Station 60 Chairman Willis called the Regular meeting of the for Pierce County Fire District No. 6 to order at 6:02 p.m. at nd Avenue East, Tacoma, Washington. Present were the following: Chairman Willis, Commissioners Coleman, Nelson and Morehouse, Puyallup City Council Ex Officio Hansen, Fire Chief Andren, Deputy Chief Willis, Deputy Chief Obadal, Assistant Chiefs Pearson, Wright, and Thomas, Chief Financial Officer Carlsen, Battalion Chief Banks, Volunteer Relief Representative Sands, Firefighter/Paramedic Embleton & Miguel, Lieutenant Caldiers, Support Specialist (Recorder) Wiseman. Assistant Chief Holm arrived at 6:15 p.m. PLEDGE OF ALLEGIANCE Chairman Willis led the flag salute. CITIZENS COMMENTS (FOR ITEMS NOT SPECIFICALLY ON THE AGENDA) SPECIAL PRESENTATION A volunteer firefighter from Guatemala named Miquel attended the Board Meeting to present a diploma of appreciation to Central Pierce Fire & Rescue that was created by the Guatemalan Bomberos Voluntarios. He was accompanied by CPF&R s Firefighter/Paramedic Embleton who has been instrumental in volunteering his time and efforts on their behalf. Miguel presented the diploma with appreciation and recognition for the efforts and resources that Central Pierce Fire & Rescue has provided, facilitating a great service to the people. 2 CONSENT AGENDA (Single Motion) A. Meeting Agenda B. Excused Absences: Commissioner Eckroth C. Minutes: Regular Board Meeting Minutes of April 13, 2009 D. Approval of: Accounts Payable Warrants Numbered to totaling: $ 134, Accounts Payable Warrants Numbered to totaling: 250, GRAND TOTAL: $ 385, Commissioner Coleman moved and Commissioner Nelson seconded to accept the Consent Agenda as presented in the amount of $385, MOTION CARRIED. UNFINISHED BUSINESS (SECOND READING AND FINAL ACTION) NEW BUSINESS (FIRST READING FOR DISCUSSION AND REVIEW ONLY) CONSIDERATIONS AND REQUESTS (Board Action Required) A. Transport Fees paid by EMS Levy January through March 2009: Commissioner Nelson moved and Commissioner Coleman seconded to approve the transfers to Emergency Medical Services program as presented. MOTION CARRIED. B. Budget Incorporated Report (Puyallup Budget Adjustment): The District negotiated and signed a contract with the City of Puyallup for fire protection services for fiscal year The budget was adjusted in January to incorporate revenue from the City as well as expenditures related to salaries and benefits, stations located in Puyallup (71, 72, and 73), and increasing the contract for Systems Design. Total increase in revenue was $8,881,111. Total increase in expenditures in January was $7,170,199. This left a balance of $1,710,912 to be allocated through the remainder of 2009 for other expenditures incurred directly related to the addition of the City of Puyallup. The requested budget adjustments not previously accounted for total $55, Commissioner Nelson moved and Commissioner Morehouse seconded to approve the request as presented. MOTION CARRIED. 3 C. Equipment Replacement Fund (ERF) Budget Adjustments: The District s Equipment Replacement Fund (ERF) budget needs to be adjusted for three thermal imaging cameras and 12 defibrillators. These items were budgeted in 2008 but were not spent until The funds from 2008 lapsed and rolled into fund balance in the ERF at the end of the year. The District is requesting $34,000 for the cameras and $359,000 (for a total of $393,000) to be moved from fund balance in the ERF and budgeted in the appropriate expenditure categories in It will not affect the District s general operating fund. Commissioner Coleman moved and Commissioner Morehouse seconded to approve the request as presented. MOTION CARRIED. STAFF, LOCAL, FIREFIGHTERS ASSOCIATION AND FIRE CHIEF REPORTS (For Information Only) C/F/O Carlsen: C/F/O Carlsen asked the about interest in upcoming training opportunities and if they wanted to attend. She stated that if there was an interest, she could assist with registration procedures. Ex Officio Hansen requested further information and eligibility requirements. A/C Pearson: A/C Pearson presented the training report for March A/C Wright: A/C Wright gave a synopsis of the incident at the Puyallup Fairgrounds during the Spring Fair which involved the Lolley Swing. A/C Wright reported police, fire and Fair personnel worked in a cohesive and responsive manner during the event. Commissioner Nelson relayed that he had received positive feedback from the Fair administration regarding the way in which our emergency medical services crews handled the incident. A/C Wright also reported on a recent house fire that occurred in the Spanaway area and commented on the excellent response by suppression personnel. A/C Wright stated Central Pierce Fire & Rescue would be partnering with Pierce County Sheriffs for a shooter drill that will take place on Friday, April 24, 2009, at Washington High School in Tacoma. D/C Obadal: D/C Willis: D/C Willis stated that the Pierce County Aviation Program in which Central Pierce Fire & Rescue participates has been an excellent resource for classroom training by supplying photos of our wildland areas. A/C Holm: A/C Holm reported Fire Station 69 hosted an Open House and Pancake Feed on April 25, The South Hill Sunrisers Kiwanis provided the breakfast. Bicycle and multi sport helmets were on sale at the event. Approximately 200 people attended the event. Page 3 of 6

4 A/C Holm reported he has also received positive feedback from the Fairgrounds administrative personnel for the way in which our emergency medical services crews responded to the recent incident during the Spring Fair. A/C Thomas: A/C Thomas reported the bidding process had been completed with quotation proposals being received from Braun Northwest Incorporated and Medtec Ambulance Corporation for medium duty medic units. The quotation from Medtec Ambulance was reported at $480,738 plus sales tax plus any changes for the two proposed medic units. Commissioner Coleman moved and Commissioner Nelson seconded to approve the quotation as presented. MOTION CARRIED. A/C Thomas reported the remodel project at Station 71 is progressing. Fire Chief Andren: Fire Chief Andren stated he had received appreciation from Tacoma Fire Chief Ron Stephens directed to the fire department and Local 726 for our participation in facilitating their personnel to attend a recent memorial service. Fire Chief Andren reported that he will be attending a meeting with Deputy Chief Franz and Pierce County Council which will address home construction codes and methods of housing construction. A task force may be formed to address close housing construction concerns. Fire Chief Andren reported that Pierce County Fire District No. 8 and their Board of Commissioners drafted some questions for Central Pierce Fire & Rescue addressing a potential merger. Chief Andren requested that chief officers and division heads review the questions and give their input for responses. Chief Andren stated he is preparing more information for their review in the form of a PowerPoint presentation similar to what was created for the City of Puyallup. Fire Chief Andren stated he would like to rejuvenate a committee to create a three or five year strategic plan for our fire district. He would like to see this project begin in June Fire Chief Andren reported that our crews responded to an apartment fire on Canyon Road the same night that there was an apartment fire in the Puyallup area. He commended the crews for an excellent response to both incidents. Fire Chief Andren stated that both he and A/C Wright attended both Safety Meetings at the Fairgrounds during the Spring Fair and were very impressed with the responders of the Lolley Swing incident. The crews from Central Pierce Fire & Rescue, Puyallup Police Department, Puyallup Fair administration, personnel and workers did an excellent job working together! Commissioner Morehouse stated that he had the opportunity to talk with one of the parents that was on scene during the Lolley Swing incident and this individual reported that they were very impressed with the caliber of response. 5 F/F Association: Local 726: SUMMARY PROCESS (For Continued Discussion/Action) A. 800 MHz Update: Chief Andren reported on the status of the 800 MHz radio project. Work has commenced on the Washington State Patrol tower. The work can be visualized and you can see progress. Testing will start in a couple of weeks with the goal of testing 800 MHz this summer. B. VHF System: Chief Andren gave a brief update on VHF frequencies. A four tower system will be utilized, but, in the beginning, we will use three. Ex Officio Hansen inquired about the need for a tower in the Edgewood area and Chief Andren responded that Tacoma Fire has a tower on Indian Hill. C. Pierce County Fire District No. 11 Update: The for Pierce County Fire District No. 11 has posted a special meeting notice which is scheduled for May 12, 2009, to request the merger issue be placed on the August 18, 2009, ballot. D. Station 60 Road Right of Way Project and Construction: No new information to report at this time. COMMISSIONER COMMENTS Ex Officio Hansen: Ex Officio Hansen thanked Pat Merriman for all his hard work in supplying gear! It is much appreciated! Ex Officio Hansen inquired if Central Pierce Fire & Rescue will be presenting a wreath during the Memorial Day event on May 25, 2009, at Pioneer Park in Puyallup. D/C Obadal responded that CPF&R has ordered one for the event and it will be delivered to Pioneer Park the morning of May 25 th. Commissioner Morehouse: Commissioner Morehouse acknowledged the need to address close housing construction codes and methods of construction. Commissioner Coleman: Commissioner Eckroth: Excused absence. Commissioner Nelson: Acknowledged the need for a Pierce County task force to address close housing construction concerns. Page 5 of 6

6 Chairman Willis: Stated that the incident response to the latest apartment fire in the Puyallup area was handled well. He stated that he appreciates the Junior Fire Setters program. He is very glad to hear that Pierce County is addressing housing building permits again, relevant to how close homes are being built next to each other. EXECUTIVE SESSION ADJOURNMENT There being no further business Commissioner Coleman moved and Commissioner Morehouse seconded to adjourn the meeting. MOTION CARRIED.
