1 The Student Senate of the University of New Hampshire Bylaws Article I: In Assembly A) Each session of the Student Senate shall take place from May 1 st until April 30 th of the following year. B) The Student Senate shall hold regularly scheduled meetings, at the discretion of the Speaker during the fall and spring semesters, with the exception of academic vacations and final exam periods. C) Meetings of the Student Senate shall be open to the public, except in such instances as the Student Senate shall move into executive session. 1) When in executive session, the Student Senate or any of its subsidiary bodies shall abide by all state laws with reference to public bodies in executive session. D) Quorum to Conduct Business 1) Sixty (60) percent (rounded to the nearest whole number) of the current voting membership of the Student Senate shall constitute quorum for the transaction of business. E) Standing Orders 1) Standing Orders shall be implemented with the approval of two-thirds (2/3) of the Student Senate. 2) Any member of the Student Senate may bring forward a proposed standing order. 3) Standing orders shall have a set date of expiration upon approval, or otherwise be effective until the end of the current session. a) Standing Orders may be annulled before their date of expiration by motion with the approval of two-thirds (2/3) of the Student Senate. F) Voting Procedures 1) In the matter of all resolutions and of any other matter which is implicitly external to the operations of the Student Senate, the right to vote shall be given to all voting members of the Student Senate. a) The votes of Co-Student Senators shall be considered as one (1) vote. b) If a majority of Co-Student Senators for a constituency shall be unable to come to a decision amongst themselves on a vote, the Chair shall treat the vote as an abstention. 2) In the matter of all bills and of any other matter which is implicitly internal to the operations of the Student Senate, the right to vote shall be given to all members of the Student Senate which shall include all ex-officio members. 1

2 3) The Speaker may only cast a vote in the Student Senate in the event of a tie vote. G) Emergency Meetings 1) Forty-eight (48) hour notice shall be provided for any emergency meeting. 2) The purpose for calling an emergency meeting shall be communicated when the meeting is announced. 3) Request for Emergency Meetings a) The Speaker may call emergency meetings. b) A petition composed of signatures from one-third (1/3) of the voting membership of the Student Senate, delivered to the Speaker, shall be sufficient to call an emergency meeting. H) Membership Rules of the Student Senate shall not be contrary to the University of New Hampshire nondiscrimination policy as outlined in the Student Rights, Rules, and Responsibilities. Article II: Composition of the Student Senate Section I: Student Senators A) Election 1) Student Senators shall be elected by constituencies of undergraduate students enrolled at the University of New Hampshire. a) No student shall be elected or appointed to represent more than one constituency on the Student Senate. 2) The Nonresident Constituency shall: a) Consist of all undergraduate students not residing in an on-campus residence hall or apartment complex, hereafter referred to as nonresident students ; b) Be entitled to elect Student Senators in proportion to the number of nonresident students at the discretion of the Executive Officer with the approval of the Student Senate; 3) The Resident Constituencies shall: a) Consist of all undergraduate students residing in on-campus residence halls and apartment complexes, hereafter referred to as resident students ; The division of constituencies for the purpose of electing Student Senators shall be based on the recognition of different on-campus residence halls and apartment complexes by the Department of Housing b) Be entitled to elect Student Senators in proportion to the number of resident students residing within each respective constituency at the discretion of the Executive Officer with the approval of the Student Senate; Should only one (1) student desire to fill the vacancy of a Student Senator, the prospective Student Senator shall submit a Contract of Commitment provided by the Executive Officer to be signed by the prospective Student Senator and the Hall Council President; 2

3 (ii) (iii) The signatures of fifty (50) students residing within a constituency shall be a sufficient substitute for the signature of the Hall Council President should the Hall Council not be established or if the Hall Council President is unwilling; Should multiple students desire to fill the vacancy of a Student Senator, the Hall Director, Apartment Manager, or Executive Officer shall hold elections within the constituency. Every student who signs and returns a Contract of Commitment to the Executive Officer shall appear on the election ballot. The candidate who receives the plurality of votes shall then be declared a Student Senator-elect. 4) After signing an Oath of Office to be provided by the Executive Officer, and after fulfilling the other qualifications for office, the names of Student Senators-elect shall be submitted to the Student Senate for approval. a) Student Senators-elect who receive the approval of the Student Senate shall immediately become Student Senators B) Qualifications 1) Student Senators shall retain full time undergraduate status from the time of their approval through their term of office. 2) Student Senators shall be members of their constituency from the time of their approval through their term of office. C) Responsibilities 1) Attendance a) Student Senators shall be required to attend all regularly scheduled Student Senate meetings. (ii) Student Senators shall be required to send a proxy should they be unable to attend a meeting, who shall have full voting rights at the meetings which they attend. (a) A Co-Student Senator may proxy their share of their constituency s vote to another Co-Student Senator within their constituency; Proxies representing Student Senators shall: (a) Be a full-time undergraduate student at the University of New Hampshire at Durham; (b) Not represent more than one vote on the Student Senate at a time; (c) Neither the Parliamentarian nor the Executive Officer shall be a proxy at any time; (d) Be informed by the Student Senator they are representing of the information and opinions of their respective constituents with regards to the relevant agenda. b) The Executive Officer shall present a bill before the Student Senate to remove any Student Senator who shall be absent from four (4) regularly scheduled meetings of the Student Senate without providing a qualified proxy. 3

4 2) Student Senators shall be required to be a voting member of at least one (1) Council of the Student Senate or be a member of the Student Activity Fee Committee. 3) Student Senators shall be required to attend two (2) Student Activity Fee Committee meetings per session. 4) Student Senators shall be required to spend four (4) hours per week in the Student Senate office, or performing duties related to the Student Senate that shall be approved by a member of the Student Senate Executive Board. 5) Student Senators shall be required to attend the annual Student Senate Orientation. a) In the case of extenuating circumstances, Student Senators absent from this Orientation shall be required to attend the Student Senate Make-up Orientation, should one be held. 6) Student Senators shall be responsible for maintaining contact with, obtaining feedback from, and reporting Student Senate business to their respective constituencies, as well as attending their respective governance meetings. D) Term of Office 1) Student Senators shall hold office from the time of their approval until April 30 th of the current session. E) Removal 1) The Student Senate shall have final jurisdiction over its own membership. 2) The Student Senate may remove, with a two-thirds (2/3) majority, any Student Senator. a) Should a Co-Student Senator be removed from office, the remaining co- Student Senators shall exercise their vote on the Student Senate in a like manner as if the removed co-student Senator had never been elected. b) If there shall be only one (1) Co-Student Senator left to exercise a single vote on the Student Senate, the Co-Student Senator shall exercise their office in a like manner as if they had not been elected to share their vote on the Student Senate. 3) Any constituency shall have the right to request that its respective Student Senator be removed from office. For a request to be recognized, a petition of signatures from fifty (50) members, or forty (40) percent, of the constituency of the Student Senator shall be submitted to the Speaker. 4) The Executive Officer shall, upon the failure of a Student Senator to fulfill their responsibilities or qualifications of office, submit a bill to the Student Senate to remove the Student Senator. Section II: Student Senate Executive Board Subsection I: Operations A) The Student Senate Executive Board shall hold meetings as deemed necessary by the Student Body President. 4

5 B) Meetings of the Student Senate Executive Board shall be held in executive session and shall abide by all federal, state, and local laws with reference to public bodies in executive session. C) Quorum to Conduct Business 1) Sixty (60) percent (rounded to the nearest whole number) of the current voting membership of the Student Senate Executive Board shall constitute quorum for the transaction of business. D) Emergency Meetings 1) Forty-eight (48) hours notice shall be provided for any emergency meeting. 2) The purpose for the emergency meeting shall be communicated when the meeting is announced. 3) Request for Emergency Meetings a) The Student Body President may call emergency meetings. b) A petition composed of signatures from one-third (1/3) of the voting membership of the Student Senate Executive Board, delivered to the Student Body President, shall be sufficient to call an emergency meeting. E) The Student Senate Executive Board shall: 1) Provide collective leadership for establishing priorities and coordinating the efforts of the Student Senate; 2) Act as a source of information and reference to the Student Senate; 3) Act in place of the Student Senate in cases where time constraints make it impossible for the Student Senate to meet; a) All actions of the Student Senate Executive Board made in place of the Student Senate shall be communicated to the Student Senate at the next regularly scheduled meeting thereof; 4) Approve the minutes of all Student Senate meetings; 5) Coordinate communication between the Student Senate and University administration; 6) Approve all line-item changes in the Student Senate budget before its submission to the Student Activity Fee Committee; 7) Be responsible for hosting the annual Student Senate Orientation, which shall consist of: a) Student Senate protocol, which may include, but is not limited to, an overview of the Student Senate Constitution and the Student Senate Bylaws; b) Student Senate meeting etiquette and parliamentary procedure based on Robert s Rules of Order Newly Revised; c) Any other information deemed relevant by the Student Senate Executive Board for the remainder of the current session. Subsection II: Membership A) No member of the Student Senate shall hold more than one position on the Executive Board, except when acting as an interim officeholder. B) Responsibilities 5

6 1) Voting members of the Student Senate Executive Board shall not be absent without excuse from more than four (4) regularly scheduled Student Senate meetings during a session. 2) Voting members of the Student Senate Executive Board shall not be absent without excuse from more than two (2) regularly scheduled Student Senate Executive Board meetings during a session. 3) Voting members of the Student Senate Executive Board shall be required to spend four (4) hours per week in the Student Senate Office, which shall not be fulfilled by Student Senate Officer or Executive Board meetings. 4) Voting members of the Student Senate Executive Board shall be required to attend the annual Student Senate Orientation. 5) Voting members of the Student Senate Executive Board shall be required to attend the Student Senate Executive Board Orientation. C) Removal 1) Failure of a member of the Student Senate Executive Board to fulfill the responsibilities of their office without excuse shall be grounds for removal from office at the discretionary consensus of the Student Body President, the Student Body Vice President, and the Speaker. 2) The Student Senate shall be entitled to remove a member of the Student Senate Executive Board with the approval of fifty-eight and a half (58.5) percent of the current voting membership thereof. a) A motion to remove a member of the Student Senate Executive Board shall require either: A petition composed of signatures from three hundred (300) full time undergraduate students submitted to the appropriate office for (ii) verification; or A petition composed of signatures from one-half (1/2) of the current voting membership of the Student Senate submitted to the appropriate office for verification. b) Any petition to remove a member of the Student Senate Executive Board shall be based on a failure to fulfill the responsibilities of their office. c) Any petition to remove a member of the Student Senate Executive Board shall be submitted to the Speaker who shall verify the petition within one (1) academic week. If such a petition calls for the removal of the Speaker, the same shall be delivered to the Parliamentarian who shall verify the petition in place of the Speaker within one (1) academic week. d) After the verification of such a petition, the Speaker shall present the motion to remove the respective member of the Student Senate Executive Board before the Student Senate for their debate and vote at the next regularly scheduled meeting thereof. In the event that the Speaker is the subject of such a removal, the Parliamentarian shall present the motion to remove the respective member of the Student Senate Executive Board before the Student Senate for their debate and vote at the next regularly scheduled meeting thereof. 6

7 D) Midterm Vacancies 1) In the event of a midterm vacancy of a member of the Student Senate Executive Board, except as otherwise outlined herein for the Student Body President, the Student Body Vice President, the Student Trustee/University System Student Board Representative, and the Speaker, the member of the Student Senate Executive Board to whom the vacant position reports to shall appoint an interim officeholder within two (2) academic days. a) Any student who is eligible to hold such a position as outlined herein shall be eligible to act as an interim officeholder. b) Within two (2) academic weeks the Student Senate shall approve a replacement to serve for the remainder of the term. 2) In the event of a midterm vacancy in the Student Activity Fee Committee Executive Board, the Student Activity Fee Committee shall provide a recommendation to the Student Senate as to whom should serve for the remainder of the term within two (2) academic weeks as outlined herein. a) In the event of a midterm vacancy in the position of the Student Activity Fee Committee Chairperson, the Speaker shall appoint an interim officeholder within two (2) academic days. b) In the event of a midterm vacancy in the position of a Student Activity Fee Committee Chief Financial Officer, the Student Activity Fee Committee Chairperson shall appoint an interim officeholder within two (2) academic days. Subsection III: Officers of the Student Senate A) Selection 1) An interview committee consisting of the Speaker, the Speaker-elect, the Parliamentarian, the Executive Officer, the Business Manager, the Director of Public Relations, the Student Activity Fee Committee Chairperson, and the Historian shall make recommendations to the Student Senate on the selection of the Officers of the Student Senate, with the exception of the Speaker and the SAFC Executive Board, for the following session. 2) The recommendation process for the SAFC Chairperson for the following session shall follow the same procedures as the midterm vacancy procedures thereof. 3) The recommendation process for the SAF CFOs for the following session shall follow the same procedures as the midterm vacancy procedures thereof. 4) The Student Senate shall review recommendations for, and approve with a twothirds (2/3) majority, the Officers of the Student Senate, with the exception of the Speaker, for the following session by the last regularly scheduled meeting in March. B) Term of Office 1) After the Student Senate has approved an Officer of the Student Senate, they shall serve as the assistant to the incumbent officeholder for training from the time of their approval until the beginning of their term of office. 2) Each Officer of the Student Senate shall hold a regular term of office from May 1 st until April 30 th of the following year. 7

8 C) Student Senate Speaker 1) Qualifications a) The Student Senate Speaker, hereafter referred to as the Speaker, shall retain full time undergraduate status from the time of their election through their term of office. b) The Speaker shall have been a member of the Student Senate for no less than seventy-five (75) percent of at least two (2) academic semesters, respectively, at the beginning of their term of office. c) The Speaker shall not declare candidacy for Student Body President, Student Body Vice President, or Student Trustee/University System Student Board Representative during their term of office. d) The Speaker shall not be a Student Senator during their term of office. 2) Election a) The Speaker shall be elected to hold office for the following session during the spring semester of the current session. b) In the case of a vacancy in the office of the Speaker, the Student Senate shall elect a Speaker within two (2) academic weeks of the vacancy. c) Nominations for the Speaker shall be taken from the Student Senate one meeting before and at the meeting of election. d) The Speaker shall be elected by a majority vote of the Student Senate, except for the candidates thereof, and be conducted by secret ballot. e) All candidates for Speaker and the incumbent Speaker, or the previous Speaker if the office of Speaker shall be vacant, shall be absent from the chamber of the Student Senate during the election of a Speaker, except in such instances as the Parliamentarian shall deem appropriate. f) The election of the Speaker shall be conducted in executive session. 3) Authority and Responsibilities a) The Speaker shall: Be the spokesperson of the Student Senate; (ii) (iii) Act as the Chair of all meetings of the Student Senate; Be knowledgeable in, and conduct meetings of the Student Senate in accordance with parliamentary procedure as defined in Robert s Rules of Order Newly Revised; (iv) Be an ex-officio non-voting member of all subsidiary bodies of the Student Senate; (v) Approve and distribute all Student Senate meeting agendas four (4) days before the meeting, with the exception of emergency meetings; (vi) Be the Chairperson of the Election Committee; (vii) Be the Chairperson of the Student Activity Fee Committee Appeals Board; (viii) Act as the Chair for meetings of the Officers of the Student Senate; (ix) Assume the responsibilities of the Student Body President should both positions of the Student Body President and Student Body Vice President be vacant; (a) The Speaker shall assume the title Interim Student Body 8

9 President until such a time as a permanent Student Body President shall be elected; (x) Present all approved resolutions of the Student Senate to University administration or other appropriate entities; (xi) Hold regularly scheduled office hours during the fall and spring semesters, so as to be easily accessible to the Undergraduate Student Body; (xii) Be non-partisan, with the exception of amendments to the Student Senate Constitution, approvals of Officers of the Student Senate, and matters relating to student organizational concerns; (xiii) Attend all regularly scheduled meetings of the Student Activity Fee Committee in order to support the Student Activity Fee Committee Chairperson in concerns relating to the Student Senate Bylaws, Student Senate Constitution, Student Activity Fee Committee Standard Operating Procedures, and general parliamentary procedure. D) Parliamentarian of the Student Senate 1) Qualifications a) The Parliamentarian of the Student Senate, hereafter referred to as the Parliamentarian, shall retain full time undergraduate status from the time of their appointment through their term of office. b) The Parliamentarian shall have been a member of the Student Senate for no less than seventy-five (75) percent of at least one (1) academic semester or summer academic break at the beginning of their term of office. c) The Parliamentarian shall not be a Student Senator during their term of office. 2) Authority and Responsibilities a) The Parliamentarian shall: Perform all duties as the Speaker may direct within the context of Student Senate business; (ii) Have an advanced understanding of parliamentary procedure as defined in Robert s Rules of Order Newly Revised; (iii) Ensure that the Chair conducts meetings of the Student Senate in accordance with parliamentary procedure as defined by Robert s Rules of Order Newly Revised; (iv) Prepare all Student Senate meeting agendas to be sent to the Speaker no less than five (5) days before a meeting thereof, with the exception of emergency meetings; (v) Preside over the removal of the Speaker; (vi) Be the Chairperson of the Judiciary Committee; (vii) Be the Chairperson of the Summer Oversight Committee; (viii) Temporarily assume all responsibilities of the Speaker in their absence; (ix) Assume the responsibilities of the Speaker in the event of position vacancy; 9

10 (x) (a) The Parliamentarian shall assume the title of Interim Student Senate Speaker until another Speaker shall be elected; (b) During the election of a Speaker, the Parliamentarian, or their designee, shall assume all authority and responsibilities of the Speaker; Be non-partisan, with the exception of amendments to the Student Senate Constitution, and approvals of Officers of the Student Senate. E) Executive Officer of the Student Senate 1) Qualifications a) The Executive Officer of the Student Senate, hereafter referred to as the Executive Officer, shall retain full time undergraduate status from the time of their appointment through their term of office. b) The Executive Officer shall have been a member of the Student Senate for no less than seventy-five (75) percent of at least one (1) academic semester or summer academic break at the beginning of their term of office c) The Executive Officer shall not be a Student Senator during their term of office. 2) Authority and Responsibilities a) The Executive Officer shall: (ii) (iii) (iv) (v) (vi) (vii) (viii) Perform all duties as the Speaker may direct within the context of Student Senate business; Maintain the membership rosters of the Student Senate and any subsidiary bodies thereof; Be responsible for taking the attendance roll at every regular meeting of the Student Senate; (a) Any member of the Student Senate not present for the majority of a regularly scheduled Student Senate meeting shall be considered absent at the discretion of the Executive Officer. Determine the constituencies for the purpose of electing Student Senators for each session with the approval of the Student Senate; Be responsible for maintaining all appropriate internal and external resources of the Student Senate, including membership records and databases; Be responsible for maintaining the Student Senate Office; Be responsible for the orientation of new Student Senators; Be non-partisan, with the exception of approvals of Officers of the Student Senate. F) Business Manager of the Student Senate 1) Qualifications a) The Business Manager of the Student Senate, hereafter referred to as the Business Manager, shall retain full time undergraduate status from the time of their appointment through their term of office. 10

11 b) The Business Manager shall have been a member of the Student Senate for no less than seventy-five (75) percent of at least one (1) academic semester or summer academic break at the beginning of their term of office 2) Authority and Responsibilities a) The Business Manager shall: Perform all duties as the Speaker may direct within the context of Student Senate business; (ii) Be the head of the financial operations of the Student Senate; (iii) Represent the Student Senate on the Student Activity Fee Committee; (iv) Approve all office requisitions, reimbursements, paid advertisements, and any other financial procedures of the Student Senate; (v) Manage all Student Senate matters requiring Student Activity Fee (vi) Committee approval; Prepare the budget of the Student Senate and present it to the Student Activity Fee Committee. G) Director of Public Relations of the Student Senate 1) Qualifications a) The Director of Public Relations of the Student Senate, hereafter referred to as the Director of Public Relations, shall retain full time undergraduate status from the time of their appointment through their term of office. 2) Authority and Responsibilities a) The Director of Public Relations shall: (ii) (iii) (iv) (v) (vi) (vii) (viii) Perform all duties as the Speaker may direct within the context of Student Senate business; Be responsible for the creation of promotional materials for the Student Senate; Assist Student Senators in coordinating informational materials for their constituencies; In conjunction with the Executive Officer, advertise to fill vacancies in the membership of the Student Senate; Be responsible for maintaining contact with all media-focused, student-run organizations; Be the Chairperson of the Public Relations Committee; Act in place of the Public Relations Committee when the need shall arise; Assist the Publicity Coordinator and Communications Coordinator in the execution of their duties. b) In the event that the Publicity Coordinator or Communications Coordinator shall fail to perform the duties of their office, they shall be removed from office at the discretion of the Director of Public Relations. H) Historian of the Student Senate 1) Qualifications 11

12 a) The Historian of the Student Senate, hereafter referred to as the Historian, shall retain full time undergraduate status from the time of their appointment through their term of office. b) The Historian shall not be a Student Senator during their term of office. 2) Authority and Responsibilities a) The Historian shall: Perform all duties as the Speaker may direct within the context of Student Senate business; (ii) Create an electronic record of their respective session through maintaining: (a) The meeting minutes of the Student Senate and the Student Activity Fee Committee; (b) The membership rosters of the Student Senate and the Student Senate Executive Board; (iii) Work with the University Archivist and the Speaker to archive current and past meeting minutes, membership lists, and postmeeting agendas of the Student Senate in the University Archives; (iv) Send the meeting minutes of the Student Senate to the Student Senate Executive Board before the end of the academic week following a meeting of the Student Senate; (v) Be knowledgeable in all historical actions of the Student Senate (vi) relating to issues currently before the Student Senate; In conjunction with the rest of the Officers of the Student Senate, author a Student Senate Year in Review to be published in all active communication mediums within the University of New Hampshire following the last regularly scheduled meeting of the session. I) Student Activity Fee Committee Chairperson 1) Qualifications a) The SAFC Chairperson shall retain full-time undergraduate status from the time of their approval through their term of office. b) The SAFC Chairperson shall not be an officer of any recognized student organization during their term of office. 2) Authority and Responsibilities a) The Student Activity Fee Committee Chairperson shall: (ii) (iii) (iv) (v) Perform all duties as the Speaker may direct within the context of Student Senate and SAFC business; Act as the spokesperson of SAFC; In conjunction with the SAF CFOs, allocate the budget of the ORF budget appropriately as to ensure adequate funding of the ORF throughout the fiscal year; Be knowledgeable with respect to the provisions of Robert's Rules of Order Newly Revised and the Governing Documents of the Student Senate, including the SAFC Standard Operating Procedures; Act as the Chair of all SAFC meetings and conduct each meeting 12

13 in accordance with Robert's Rules of Order Newly Revised; (vi) Prepare all SAFC agendas two (2) academic days prior to meeting time, with the exception of emergency meetings; (vii) In conjunction with the SAFC Executive Board, conduct training sessions for all members of SAFC during the spring semester, no later than the last regularly scheduled SAFC meeting in February; (viii) Be responsible for the recording and archiving of all agendas, minutes, and decisions made by SAFC; (ix) Act as a member of the Memorial Union Board of Governors (MUBOG); (x) Inform SAFC of all decisions made within the SAFC Executive Board meetings by the next regularly scheduled SAFC meeting; (xi) Arbitrate which SAF CFO shall be responsible for a proposal if they are unable to agree amongst themselves as to whom the responsibility should be allocated to; (xii) Appoint one (1) SAF CFO to serve as a member of the Memorial Union Board of Governors (MUBOG); J) Student Activity Fee Chief Financial Officers 1) There shall be two (2) Student Activity Fee Chief Financial Officers. 2) Qualifications a) The SAF CFOs shall retain full-time undergraduate status from the time of their approval through their term of office. b) The SAF CFOs shall not be officers of any recognized student organization during their term of office. 3) Authority and Responsibilities a) The SAF CFOs shall: Perform all duties as the SAFC Chairperson may direct within the context of SAFC business. (ii) Be responsible for overseeing the SAFOs under their purview; (a) The SAF CFOs shall divide the SAFOs equally amongst themselves; If the whole number of SAFOs shall prevent an equal division as outlined above, the SAF CFO not serving on MUBOG shall choose one SAFO to fall under their purview, and the remaining SAFOs shall be equally divided amongst the SAF CFOs as outlined herein; (b) The SAFOs divided to each SAF CFO shall fall under their purview for the remainder of the academic year, unless otherwise directed by the SAFC Chairperson or at the consensus of the SAF CFOs; (c) The SAF CFOs shall ensure the fiscal responsibility of SAFOs under their purview; (d) The SAF CFOs shall create financial reports for each SAFO under their purview at the end of each academic semester, or at the discretion of the SAFC Chairperson; 13

14 (iii) (iv) (v) (vi) (vii) (viii) (e) The SAF CFOs shall ensure that SAFOs under their purview comply with all federal, state, and local laws, as well as the Governing Documents of the Student Senate, including the Student Activity Fee Committee Standing Operating Procedures; Ensure that all SAFC transactions are completed in a timely manner throughout the fiscal year; Approve all requisitions for financial transactions before their submission to the SAF Financial Consultant; Approve all SAFO contracts below one thousand (1000) dollars; Approve all SAFO purchasing orders; Advise organizations on proposals and purchase decision; Be responsible for verifying budget balances and constraints of proposals to SAFC; (ix) Attend the annual Student Senate orientation and at least two (2) meetings of the Student Senate per academic semester; (x) (xi) (xii) (xiii) (xiv) (xv) (xvi) (xvii) (xviii) A) Student Body President 1) Qualifications Be responsible for a semesterly financial report to the Student Senate and SAFC; Be responsible for any funding allocated to non-safo organizations; Divide the responsibility for the overall workload concerning non- SAFO organizations; Be responsible for the oversight of their respective ORF funded organizations through the proposal and PPR/PCR process; Assist non-saf organizations in budgeting their programs; Ensure the fiscal responsibility of their respective ORF funded organizations; Ensure that all ORF funded organizations comply with all federal, state, and local laws, as well as the Governing Documents of the Student Senate, including the SAFC Standard Operating Procedures; Maintain responsibility over proposals for funding from the ORF, throughout the process of creating and submitting such proposals, as well as ensuring the proper procedures during the PPR/PCR process; Be responsible for advertising their services to non-safo organizations. Subsection IV: Cabinet of the Student Body President 14

15 a) The Student Body President shall retain full time undergraduate status from the time of their election through their term of office. b) The Student Body President shall have been enrolled in classes for no less than three (3) academic semesters at the University of New Hampshire at the beginning of their term of office. c) The Student Body President shall not be a Student Senator during their term of office. 2) Authority and Responsibilities a) The Student Body President shall: Be a spokesperson for the Student Body; (ii) Perform all duties as the Student Senate shall direct; (iii) Be an ex-officio non-voting member of all Councils and Committees of the Student Senate under their office; (iv) (v) (vi) (vii) (viii) (ix) (x) (xi) (xii) (xiii) (xiv) Communicate regularly with the Student Senate; Maintain channels of communication and represent the undergraduate Student Body to University administration, University faculty, student representatives at the University of New Hampshire at Manchester, the Student Body President of Keene State College, the Student Body President of Plymouth State University, the Governor of the State of New Hampshire, and the General Court of New Hampshire; Maintain communication specifically with the following entities within the University of New Hampshire: (a) The Office of the President of the University; (b) The Cabinet of the President of the University; (c) The Graduate Student Senate; (d) The Office of Student Life; (e) The Intercollegiate Athletic Department; Communicate regularly with the Student Senate Executive Board and the Summer Quorum when appropriate during academic breaks; Appoint student representatives to University committees and commissions of the University President; Appoint the Chairpersons for Councils of the Student Senate with the two-thirds (2/3) approval of the Student Senate; Appoint the Student Body Vice President within two (2) weeks in the event of a vacancy in the office with the two-thirds (2/3) approval of the Student Senate; Be the Chairperson of the Student Senate Executive Board; Be the Chairperson of the Student Senate Summer Quorum; Be the Chairperson of the Cabinet of the Student Body President; Have the right to sit and vote on any standing committee under University administration, or appoint a proxy to represent them thereto; 15

16 (xv) (xvi) (xvii) (xviii) (xix) Be required to spend a minimum of twenty (20) hours per week at the University during the summer academic break to fulfill their responsibilities; Create their own summer log, which shall include, but not be limited to, a record of daily events and duties of the summer academic break, a summarized list of projects resulting from their effort, the process taken to accomplish said projects, and an account for their required time; Hold regularly scheduled office hours during the fall and spring semesters, so as to be easily accessible to the undergraduate Student Body; Attend all regularly scheduled meetings of the Alumni Association Board of Directors, or appoint a proxy to represent them thereto; Attend all regularly scheduled meetings of the Student Activity Fee Committee, or appoint a proxy to represent them thereto; 3) Election a) The Student Body President shall be elected on the same ticket as the Student Body Vice President during the General Elections, according to the procedure of the Election Committee. 4) Term of Office a) The Student Body President shall hold a regular term of office from May 1st until April 30th of the following year. b) If the positions of Student Body President and Student Body Vice President shall both fall vacant: (ii) (iii) During any period of time not within three (3) weeks before a regularly scheduled General Election, the Election Committee shall hold a midterm election within three (3) academic weeks to fill the positions of Student Body President and Student Body Vice President, who shall run on the same ticket therein. During any period of time within three (3) weeks before a regularly scheduled General Election, the Student Body President elected during the General Election shall assume the responsibilities of the office until the beginning of their regular term of office under the title of Interim Student Body President. During the summer academic break, the Election Committee shall hold a midterm election no later than the end of the third academic week of the fall semester to fill the positions of Student Body President and Student Body Vice President, who shall run on the same ticket therein. c) The Student Body President elected in a midterm election shall hold office for the remainder of the regular term of office of their predecessor. B) Student Body Vice President 1) Qualifications a) The Student Body Vice President shall retain full time undergraduate status from the time of their election through their term of office. 16

18 (xiii) (xiv) (b) The provisions of this section shall not be so construed as to conflict with the sections of the New Hampshire Statutes regarding representation to the USNH Board of Trustees; Hold regularly scheduled office hours during the fall and spring semesters, so as to be easily accessible to the undergraduate Student Body; Attend all regularly scheduled meetings of the Alumni Association Board of Directors, or appoint a proxy to represent them thereto. 3) Election a) The Student Body Vice President shall be elected on the same ticket as the Student Body President during the General Elections, according to the procedure of the Election Committee. 4) Term of Office a) The Student Body Vice President shall hold a regular term of office from May 1st until April 30th of the following year. b) The Student Body Vice President elected in a midterm election shall hold office for the remainder of the regular term of office of their predecessor. D) The First Year Representative 1) Qualifications a) The First Year Representative shall retain full-time undergraduate and First Year student status from the verification of the First Year election 18

19 through their term of office. A First Year student shall be defined as any full-time undergraduate student whose first year enrolled at the University of New Hampshire began during the current academic year or during the previous summer term of the current academic year. b) The First Year Representative shall not be a Student Senator from the time of their election through their term of office. 2) Authority and Responsibilities a) The First Year Representative shall: (ii) (iii) (iv) Be a spokesperson for all First Year students in such a manner as to compensate for the inability of First Year students to vote for the incumbent Student Body President and Student Body Vice President; Perform all duties as the Student Body President may direct within the context of First Year life; Sit on at least one (1) University committee, as delegated by the Student Body President, where representation of the interests of First Year students is deemed pertinent; Be responsible for maintaining contact with and obtaining feedback from any Student Senate constituency with a significant First Year student population, as well as their respective Student Senate representation. 3) Election a) The First-Year Representative shall be elected during the First-Year Election according to the procedures of the Election Committee. 4) Term of Office a) The First-Year Representative shall hold a regular term of office from the time of their election until April 30 th of the following year. E) Fraternity and Sorority Affairs Liaison of the Student Senate 1) Qualifications a) The Fraternity and Sorority Affairs Liaison shall retain full time undergraduate status from the time of their appointment through their term of office. b) The Fraternity and Sorority Affairs Liaison shall be a member of a fraternity and sorority recognized by the Office of Fraternity and Sorority Life; 2) Authority and Responsibilities a) The Fraternity and Sorority Affairs Liaison of the Student Senate, hereafter referred to as the Fraternity and Sorority Affairs Liaison, shall: (ii) (iii) Perform all duties as the Student Body President shall direct within the context of Student Senate business; Represent students affiliated with fraternities and sororities recognized by the Office of Fraternity and Sorority Life; Serve as the liaison between the Student Senate and: (a) The Interfraternity Council; (b) The Panhellenic Council; 19

20 (c) The Grand Presidents Council; (d) The Coordinator of Fraternity and Sorority Life; (iv) Regularly attend meetings of the Interfraternity Council, the Panhellenic Council, and the Grand Presidents Council; (v) Communicate regularly with the Student Senate Executive Board and the Student Senate; (vi) Explore opportunities of cooperation between the Student Senate, fraternities, and sororities at the University; (vii) Be the Chairperson of the Fraternity and Sorority Affairs Committee. 3) Appointment a) The Fraternity and Sorority Affairs Liaison shall be appointed by the Student Body President and approved by a two-thirds (2/3) majority of the Student Senate by the last regularly scheduled meeting in September. 4) Term of Office a) The Fraternity and Sorority Affairs Liaison shall hold a regular term of office from May 1 st until April 30 th of the following year. Subsection V: Representation to the University System of New Hampshire A) Representation of the Student Body to the University System of New Hampshire 1) The Student Trustee/University System Student Board Representative shall represent the Student Body to the University System of New Hampshire Board of Trustees. 2) The position of Student Trustee shall exist in the years in which the University of New Hampshire is allocated a voting representation on the University System of New Hampshire Board of Trustees. 3) The position of University System Student Board Representative shall exist in the years in which the University of New Hampshire is not allocated a voting representation on the University System of New Hampshire Board of Trustees. B) Student Trustee/University System Student Board Representative 1) Qualifications a) The Student Trustee/University System Student Board Representative shall retain full time undergraduate status from the time of their election through their term of office. b) The Student Trustee/University System Student Board Representative shall have been enrolled in classes for no less than three (3) academic semesters at the University of New Hampshire at the beginning of their term of office. 2) Authority and Responsibilities a) The Student Trustee/ University System Student Board Representative shall: Perform all duties as the University System of New Hampshire Board of Trustees shall direct; (ii) Be the liaison between the University System of New Hampshire Board of Trustees and the Student Body; 20

21 (iii) (iv) (v) (vi) (vii) Present mandatory fee recommendations of the Student Senate to University administration and the University System of New Hampshire Board of Trustees; Communicate regularly with the Student Senate Executive Board and the Student Senate; Appoint the Senior Policy Advisor to the Student Trustee/University System Student Board Representative with the two-thirds (2/3) approval of the Student Senate; Appoint the Senior Policy Advisor for Finance to the Student Trustee/University System Student Board Representative with the two-thirds (2/3) approval of the Student Senate; Hold regularly scheduled office hours during the fall and spring semesters, so as to be easily accessible to the Student Body. 3) Election a) The Student Trustee/ University System Student Board Representative shall be elected during the General Elections, according to the procedures of the Election Committee. 4) Term of Office a) The Student Trustee/ University System Student Board Representative shall hold a regular term of office from July 1 st until June 30 th of the following year. C) Senior Policy Advisor to the Student Trustee/University System Student Board Representative 1) Qualifications a) The Senior Policy Advisor to the Student Trustee/University System Student Board Representative, hereafter referred to as the Senior Policy Advisor, shall retain full time undergraduate status from the time of their election through their term of office. 2) Authority and Responsibilities: a) The Senior Policy Advisor shall: Perform all duties as the Student Trustee/University System Student Board Representative shall direct within the context of (ii) University System of New Hampshire business; Advise the Student Trustee/University System Student Board Representative on policy and administrative concerns relating to the University System of New Hampshire. 3) Appointment a) The Senior Policy Advisor shall be appointed by the Student Trustee/University System Student Board Representative and approved by a two-thirds (2/3) majority of the Student Senate by the last regularly scheduled meeting in September; b) In the event of a midterm vacancy in the office of Senior Policy Advisor, the Student Trustee/University System Student Board Representative shall appoint an interim office holder until such a time as a permanent Senior Policy Advisor shall be approved. c) Failure of the Senior Policy Advisor to fulfill the responsibilities of their 21
