3 November 15, 216 The ADJOURNED MEETING of the New Ulm Economic Development Authority was called to order at 8: a.m. November 15, 216 in the City Council Chambers at City Hall. Roll was called and the following members were present: Commissioners Fix, Guggisberg, Schultz, Schwartz, Wohlers and President Schmitz. Also present were Executive Director Gramentz, Housing Coordinator Bregel and Treasurer Jorgensen. Commissioner Fix made a motion to approve the minutes of the October 11, 216 Regular Meeting. Commissioner Wohlers seconded the motion and all voted aye. Due to the absence of the Economic Development Coordinator, the Authority received a written report on economic development activities in the City ofnew Ulm. The Housing Coordinator reviewed for the Commissioners highlights of the administrative activities during the month of October 216, as follows: Housing Choice Voucher Program She reported that the Housing Assistance Payments disbursements exceeded payments to landlords by $ 1, 215 for the month. HUD Administrative Fee disbursements exceeded expenses by $2 for the month. Total vouchers are at 13 as of October 1, 216. The current waiting list is at 75. Public Housing Program Net assets in the program are $ 639,858. as of October 31, 216. Broadway Haus is fully leased with 54 on the waiting list. The Family Units are fully leased with 54 on the waiting list. EDA Investment pool assets of $468, 21 as of October 31, 216. Construction started on the new spec house at 629 Pfaender Drive. Property Rehabilitation Loan Program Available funds of $329,597 as of October 31, 216. Two loans were paid off and one application is pending. Rental Properties Cash investment assets of $71, 514 as of October 31, 216. Garden Terrace Apartments Garden Terrace has one vacancy. There were two turnovers during the past month and there is one move -out notice pending for December. The waiting list is at 55. Commissioner Wohlers made a motion to accept the Administrative Activities Report. Commissioner Guggisberg seconded the motion and all voted aye. The Housing Coordinator presented a letter received from the Department of Housing and Urban Development ( HUD) with the Public Housing Assessment System ( PHAS) score for the Fiscal Year ending June 3, 216. This HUD notification letter indicates a score of 96% on the indicators assessed and designating the New Ulm EDA as a High Performer. Commissioner Fix made a motion to receive the Public Housing Assessment System score for the Fiscal Year ending June 3, 216. Commissioner Guggisberg seconded the motion and all voted aye. The Authority considered a motion to accept quotes and authorize construction of a speculative house on Lot 4, Block 3, Milford Heights First Addition. This item was tabled at the ECONOMIC DEVELOPMENT AUTHORITY MEETING 54 NOVEMBER 15, 216

5 October 11, 216 meeting to allow time to market the recently completed spec house at 633 Pfaender Drive. Staff informed the Authority that there is no purchase agreement in place for the house at 633 Pfaender Drive. After further discussion, Commissioner Wohlers offered a motion to reject the bids. The motion was seconded by Commissioner Guggisberg and all voted aye. The Authority considered a motion approving Request for Proposals ( RFP) for a Comprehensive Community Housing Study and directing staff to solicit proposals. Executive Director Gramentz explained the benefits of having a current Housing Study available for parties interested in doing business in the area. President Schmitz and Commissioner Schultz both attended the recent Community Visioning Session and stated that affordable housing was among the top priorities. After further discussion, Commissioner Schwartz offered the motion, Commissioner Schultz seconded and all voted aye. Commissioner Schultz asked staff to invite a representative from the Community Visioning Session to the Annual Meeting in January to give the Authority an overview on the top priorities that came out of their meetings. 7 New Ulm Economic Development Corporation Coordinator' s Activity Report 11/ 1/ 16 11/ 3/ 16 DETAIL ITEMS: Participate in the Chamber of Commerce Community Visioning event to explore areas New Ulm could grow and improve. Communication with Tony Boelter of Kraft Heinz concerning Kraft Heinz' s need for warehouse space. Mr. Boelter wanted to know if the former Target building would be available. Mr. Boelter was informed that was a City Council decision. He was given contact information for Target. Communicate with Jim St. Peter of Firmenich regarding potential incentives related to their proposed expansion. Communication with John Illkman of 3M regarding new hires 3M has recently brought on. Mr. Illkman also provided an update of their recent growth. Communications with Randy Horejsi of Horejsi Graphics regarding their possible expansion in New Ulm. Provided information on non-traditional financing options and information on available buildings and buildable lots. Communication with John Gag, of Gag Sheet Metal and Roofing regarding growth potential and available buildings. Participate in the monthly meeting of the Brown County Planning Commission. Make a presentation to the adult Network New Ulm regarding the economic health of New Ulm and some potential trends that may affect the communities economic health. Meet with Dan Stratman (twice) regarding his plans to open a meat market in New Ulm. Reviewed potential sites. With Brian Shopshire of Citizens Bank, reviewed what the Bank would require to consider a loan. Also reviewed details of SBA 54 financing and potential of a signage grant. Reviewed next steps needed to be completed to move the project on. Participate in the Career Fair planning group. The group started it' s planning for the April 5, 217 Career Fair. HUD performed a remote monitoring review to evaluate our compliance with federal labor standards requirements. There were two findings. EDA Staff Proposed Action: Motion by, second by, offering the resolution, waive the reading, approving revised Public Housing Utility Allowance Schedules effective March 1, 217. Overview: Occupants of Public Housing pay 3% of their adjusted income for rent and utility costs. Residents of the family units are responsible for the payment of all utilities and Broadway Haus only for their electric bill. In order to determine the average utility costs that residents have to pay, we review their utility usage for the last year and calculate the average usage at current prices. This amount is then subtracted from the tenant' s rent ( 3%) in order to provide them with funds to pay for their utility bills. Staff completed the annual review of the Public Housing Utility Allowance schedules. Staff proposes no change for Broadway Haus and a slight decrease for the Family Units. EDA Staff Proposed Action: Motion by, seconded by, offering the resolution and waive the reading, approving payment of 268,475 to the City of New Ulm Capital Improvements Fund Land Acquisitions reserves. Overview: The City of New Ulm loaned the EDA $297,99 from the Capital Improvements Fund Land Acquisition reserves toward the purchase of the Eagle Division parcel from Independent School District No. 88 on November 7, 26. This land was developed into the Milford Heights Affordable Housing Subdivision. Primary Issues/Alternatives to Consider: The EDA utilized the proceeds from a property sale in the amount of $29,515 in 214 to make a payment to the City toward this loan. The current loan balance is $ 268, 475. The City is investigating potential opportunities to acquire property for future industrial park needs and identifying possible financial resources to pay for this project. The EDA has expressed a desire in becoming more involved in Economic Development activities. Repayment of this loan would provide the City with a portion of the financial resources needed to acquire land for a future industrial park. Budgetary/Fiscal Issues: Staff recommends transferring $268, 475 from the Garden Terrace fund into the EDA fund to cover the loan payment. Attachments:

Overview: On June 14, 216, the EDA authorized a match for a Southern Minnesota Initiative Foundation ( SMIF) grant in the amount of $1, 752 to be used for daycare training/licensing in Brown County. The Sleepy Eye and Springfield EDA' s also provided some of the needed matching funds in the amounts of $468 and $ 28 respectively. Rebecca Triplett has been hired by the United Way as the Child Care Enhancement Program Coordinator. Commissioner Schultz asked staff to invite Ms. Triplett to an upcoming EDA meeting to update the board on her efforts. Due to a scheduling conflict, she is unable to attend in person, but will submit a written report summarizing her activities.
