1 Election Guidelines In anticipation of the elections that will take place during the FIA General Assembly scheduled for Friday 6 December 2013, please find below some details pertaining to the procedure which will be followed in accordance with the FIA Statutes and the FIA Internal Regulations available at fia/fia statutes and international regulations. These Guidelines do not amend the FIA Statutes or the FIA Internal Regulations in any way. Conditions for standing as a candidate for the Presidential Election Eligibility A list shall only be submitted to the General Assembly if it satisfies the following 3 cumulative conditions 1 : 1. have the support of at least 9 ACNs; 2. have the support of at least 10 Mobility FIA Members; and 3. have the support of at least 7 ASNs. Any FIA Member, with voting right, may only support one list submitted to the General Assembly. Composition of the list: 17 candidates The President of the FIA A President of the Senate A Deputy President for Automobile Mobility and Tourism A Deputy President for Sport 7 Vice Presidents for Sport (Middle East, Africa, North America, South America, and Asia Pacific and two such Vice Presidents from Europe) 6 Vice Presidents for Automobile Mobility and Tourism 2 For each of the 16 candidates appearing on a list, with the exception of the list leader the candidate for the presidency a written declaration of support from his or her parent FIA Member must be provided. Age limit 3 : Potential candidates to stand for election must be under 75 years of age on the day of the election or of the re election. In 2013 only, persons standing for re election to the same position must be under 80 years of age on the day of the re election. 1 Article 9 of the FIA Statutes 2 The 4 Presidents of the Automobile Mobility and Tourism Regions and 2 persons appointed by ACTA and ACTAC respectively (subdivisions of Region I), are by right Vice Presidents of the FIA for Automobile Mobility and Tourism. Therefore these 6 persons will appear on any list submitted to the General Assembly. 3 Article 7 of the FIA Statutes 1 / 6

2 Re election: Persons holding the positions of President, Deputy Presidents and President of the Senate may be re elected twice making a total of three terms of office or twelve years. The application form for the election to the World Motor Sport Council was sent by the FIA Administration to all the Presidents of the FIA Members by on 6 September Positions on the World Council for Automobile Mobility & Tourism (WCAMT) or on the World Motor Sport Council (WMSC) and on the Senate may be held concurrently. However, one and the same person cannot hold the positions of Vice President for Sport and Vice President for Automobile Mobility and Tourism concurrently. With the exception of the Presidents of the Automobile Mobility and Tourism Regions and of the 2 persons appointed by ACTA and ACTAC respectively, subdivisions of Region I, (who are, by right, Vice Presidents of the FIA for Automobile Mobility and Tourism), a candidate from one list may not appear on another list. If such were the case, the candidate would be ipso facto ineligible and after identification by the FIA Administration, the "lost" candidate must be replaced by the list leader at the latest 7 days after the loss of this candidate and in any event before the scheduled date of the elective General Assembly. Time limit for submitting a candidature Presidential list: depositing of the lists between 25 October 2013 and 15 November 2013 at the latest 4. World Councils: the final deadline for depositing candidatures is 11 October Role of the FIA Administration The FIA Administration should support the need of each candidate for the position of FIA President during the election period and the FIA will give equal exposure to each within its main communication tools such as the website and publications. As from the date of the sending of the application form above mentioned (6 September 2013), the FIA Administration should maintain a strict duty of neutrality and equality at all times. The members of the FIA Administration should limit their relations with the candidates strictly to the content of their mission. Outgoing FIA President and elected officials Within the framework of their elective mandate, they shall refrain from making any public declaration and may in no way support a candidature. 4 Article 6 of the FIA Internal Regulations 5 Article 5 of the FIA Internal Regulations 2 / 6

3 Number of FIA Members that can vote The FIA numbers 236 Members, of which 53 are Associate Members without voting rights. That makes a total of 183 voting Members, subject to the effective payment of the subscriptions 6 and other debts. The list of FIA Members indicating their voting capacity cannot be validly and definitively established until the very last minute, since the suspended FIA Members can be reintegrated immediately once they have paid their debts 7 (financial commitments which were already due 6 months before the date of the General Assembly). Voting participation Shall not be allowed to vote FIA Members which have not settled 8 : 1. their 2013 subscriptions 30 days prior to the date of the General Assembly, or 2. all financial commitments which were already due 6 months before the date of the General Assembly (without a reason which the Senate recognises as valid). Financial commitments as described under item 2 above can be settled up to the date of the General Assembly. This is not the case for the 2013 subscriptions. In addition, FIA Suspended Members 9 shall not be allowed to propose candidates for election to the WCAMT and the WMSC. Status of FIA Associate Members FIA Associate Members (as defined in Articles 3.5 and 3.6 of the FIA Statutes) may not vote at the General Assembly and their representatives are not eligible for election to the WCAMT or the WMSC. Rules on proxies and representation of the FIA Members Any FIA Member entitled to attend the meeting of the General Assembly, regardless of whether or not they are entitled to vote, how many votes they are entitled to cast, or what issues they are entitled to vote upon, is allowed to exercise the voting rights of another FIA Member, provided that: the FIA Member granting the proxy is itself entitled to attend and vote, the FIA Member representing another FIA Member has been validly appointed by proxy to do so, and the FIA Member representing another FIA Member is in possession of the Voting Card (see Voting Materials below) belonging to the FIA Member that is unable to attend the General Assembly. 6 Subscriptions for the current year: FIA Members which have not settled their 2013 subscriptions 30 days prior to the date of the General Assembly may not vote. 7 Article 34.2) of the FIA Statutes 8 Article 34 of the FIA Statutes 9 Article 34.3) of the FIA Statutes 3 / 6

4 Only a FIA Member with the right to vote may be represented by another FIA Member, with or without voting rights. Each FIA Member may receive a proxy from or give a proxy to another entity, whatever the affiliation status of this other FIA Member (Article 3.1, 3.2, or 3.3 of the Statutes). For example, an ASN can give its proxy to a Mobility Member, or vice versa. Representation by the delegation of another country: any FIA Member with the right to vote and which wishes to be represented by the delegation of another country must both: fill in a proxy form (provided by the FIA Administration in September) and return it to the FIA Administration at the latest 8 days prior to the FIA General Assembly, and surrender the Voting Card to the FIA Member that it has named on the proxy form as its representative in order to allow that representative, on presentation of the Voting Card, to collect the voting papers on its behalf on the occasion of the General Assembly. Since no delegation is allowed to accept more than one proxy 10, a FIA Member that receives more than one proxy must choose just one proxy from among those received. The other proxies must be returned as they will be considered invalid. Representation by the delegation of the same country: the same procedure as set out above must also be followed. However, the imposed deadline for sending the proxy form does not apply. Quorum 1/3 of the FIA Member countries entitled to vote 11. Voting materials Each FIA Member with voting rights will receive by 1 November 2013 a "Voting Card". This Card is allocated exclusively to each FIA Member and must be properly completed prior to the meeting of the General Assembly. No duplicates will be issued. Before the start of the General Assembly meeting, one representative of each FIA Member's delegation must present this Voting Card. In return, this delegate will receive the voting materials. Different stages of the General Assembly 1. Identity check: the FIA Administration will carry out identity checks during the registration of the delegates at the General Assembly. 2. Signing of the attendance register: after the identity check, each delegate must sign the attendance list. 3. Distribution of the ballot papers: the ballot papers will be distributed in an envelope bearing the FIA Member's name upon presentation of the Voting Card. 10 Article 8 of the Statutes 11 Article 11 of the FIA Statutes 4 / 6

5 Voting procedures Voting in elections shall be by secret ballot 12. Shall be considered null and void any ballots bearing the names of persons who are not standing for election, any signed ballots or any ballots bearing marks enabling their origin to be identified 13. Votes by correspondence are not accepted 14. For the Presidential Election: In application of the new rules on the allocation of votes, adopted by the FIA General Assembly in December 2011 and which henceforth appear in the Statutes, each country has in principle 24 votes, 12 for its "Sport" competence and 12 for its "Mobility" competence 15. The number of votes will be allocated according to the number of Members holding Mobility competence for each country concerned, as follows: Number of Members in the same country holding Mobility competence exclusively Number of votes* 0 24 (12 in respect of Mobility) Article 3.1 Members (ACNs) 1 18 (6 in respect of Mobility) 2 16 (4 in respect of Mobility) 3 15 (3 in respect of Mobility) 1 12 per Member Article 3.2 Members (Mobility) 2 6 per Member 3 4 per Member 4 3 per Member Article Members (ASNs) President of the FIA 1 Drivers Commission * the voting papers will be marked "24", "18", "16", "15", "12", "6", "4", "3" or "1", according to the number of votes that can be cast. Conditions for the validity of a decision: Absolute majority is required (at least half plus one of the votes which may be cast at the General Assembly by the FIA Members present or validly represented) 16. If no list obtains an absolute majority, only the two lists that polled the most votes will remain in competition, and a second round of voting will be carried out in which the candidates on the list that obtains a simple majority of the votes cast will be elected. 12 Article 7 of the FIA Internal Regulations 13 Article 8 of the FIA Internal Regulations 14 Article 8 of the FIA Statutes 15 Article 11.1) of the FIA Statutes 16 Article 9.4) and 11 of the FIA Statutes 5 / 6

6 For the election of the members of the WCAMT (other than the persons elected on the successful list) 17 : Votes: ACNs (Article 3.1 of the FIA Statutes) and Mobility Members (Article 3.2 of the FIA Statutes) shall have 1 vote 18. ASNs (Article 3.3 of the FIA Statutes) and the President of the FIA Drivers Commission shall have no vote. Conditions for the validity of a decision: simple majority is required (the number of votes cast in favour is greater than the number of votes cast against) 19. For the election of the members of the WMSC (other than the persons elected on the successful list): Votes: ACNs (Article 3.1 of the FIA Statutes), ASNs (Article 3.3 of the FIA Statutes) and the President of the FIA Drivers Commission shall have 1 vote 20. Mobility Members (Article 3.2 of the FIA Statutes) shall have no vote. Conditions for the validity of a decision: simple majority is required (the number of votes cast in favour is greater than the number of votes cast against) Candidatures for the 18 members representing the 4 Automobile Mobility and Tourism Regions will be communicated to the FIA by the secretariat of each Region, on 11 October 2013 at the latest: Region I 8 members (excepting Region President and the 2 persons appointed by ACTA and ACTAC respectively) Region II 5 members (excepting the Region President) Region III 2 members (excepting the Region President) Region IV 3 members (excepting the Region President) 18 Article 11.3) of the FIA Statutes 19 Article 9.5) and 11 of the FIA Statutes 20 Article 11.2) of the FIA Statutes 21 Article 9.5) and 11 of the FIA Statutes 6 / 6
