1 ARBORS HOMEOWNERS ASSOCIATION STANDING COMMITTEES The Board President shall annually appoint and the Board shall approve members to the following committees of the Arbors Homeowners Association: Finance, Grounds and Common Areas, Architectural Review, Snow Removal, New Resident Orientation and Nominating. An appointment to a committee shall be for a term of one (l) year. The committees serve at the will of the Board in an advisory capacity. No committee or committee member may independently or unilaterally spend any of the money of the Association, contract for any services or commit/obligate the Board/Association in any manner without first obtaining the approval of the Board of Directors. A committee member may be removed from his/her appointed position at any time by a consensus vote of the members of that committee or by notification from the Board President. Each committee is expected to serve as a sounding board for the officers of the Association, researching and recommending plans of action that are in the best interest of a majority of the Association s members in matters brought before that committee. Responsibilities of each committee follow. Anything not specifically set forth therein including, but not limited to, maintenance of the court paving and storm sewers shall be the responsibility of the Board.
2 FINANCE COMMITTEE 2018 Chair: Bob Kildea Members: Bill Knoebel & Bill Rowe The Finance Committee is expected to review budget comparison reports of the Operating Budget and the Reserve Fund on a quarterly basis and to call to the attention of the Board of Directors any areas of concern, such as significant variances to the budget, cash flow issues and matters concerning existing or potential investments. In early October of each year, the Committee will participate in the preparation of the Operating and the Reserve Fund budgets for the following year, to be distributed to the Association membership 30 days prior to the Annual Meeting. The Committee will recommend to the Board the following year s Operating and Reserve Fund budgets. The recommendation will represent the consensus decision of the Committee. Any member of the Committee who is not in agreement with the consensus budget that is presented to the Board may file a minority opinion budget, with the necessary documentation to support the minority opinion, to the Board for its review and consideration. The Committee shall recommend to the Board investment opportunities and options, taking into consideration the liquidity needed to maintain and improve roads, storm drains and common areas. The Committee is not authorized to expend any funds or issue any contracts for services without the advance approval of the Board President. The Committee shall consist of no fewer than three (3) homeowners/members of the Association, all appointed by the Board President and approved by the Board of Directors for a term of one (1) year. The Chair of the Committee shall be a member of the Board, usually and preferably the Treasurer. No member of the Finance Committee shall hold a position of responsibility on a committee that oversees significant expenditures of the Association (such as Grounds and Common Area Committee or a special committee appointed to oversee a special project). However, upon request of the Finance Committee Chair, the chair or members of such a committee shall be available to answer questions/explain expenditures to member of the Finance Committee. 2 of 7
3 GROUNDS AND COMMON AREAS COMMITTEE 2018 Co-Chairs: Bill Gordon & Bill Warnick Members: Al Rogalla, Bill Rowe, Pat Kammerer, Karen Korchnak & Patricia Schriver The Grounds and Common Areas Committee ensures that the lawns, center courts, planting areas, trees and all aspects of landscaping are kept in an aesthetically pleasing condition that is appealing to current and potential residents. The Committee also oversees the operation of the irrigation system along Bordeaux Lane. The Committee is responsible for regular seasonal maintenance of lawns, trees and landscaped areas in line with the funding levels in the approved annual Operating Budget. The Committee is responsible for long-term landscape improvements that are approved by the Board of Directors and in line with the Long Range Plan and the approved Reserve Fund plan. The Committee shall define the scope of the lawn, shrub, tree and other landscaped maintenance required each year so that the management company may solicit bids. The Committee shall review those bids and recommend to the Finance Committee its recommendation for the acceptable bid and budgeted amount to be included in the annual budget. The Committee shall work with the management company, if any, and the grounds manager, if any, to resolve and/or make recommendations to the Board relative any complaints or concerns raised by residents or homeowners. All expenditures for labor, materials or professional services must receive prior approval by the Board of Directors. The Committee shall consist of at least five (5) members, appointed by the Board President and approved by the Board of Directors for a term of one (1) year. The Committee Chair shall be a member of the Board of Directors. The Committee Chair shall not serve on the Finance Committee, but shall be available at the request of the Finance Committee throughout the year for explanations and clarifications of the landscaping/maintenance contracts. 3 of 7
4 ARCHITECTURAL REVIEW COMMITTEE 2018 Chair: Larry Korchnak Members: Pete Mahoney & Frank Ralph The Architectural Review Committee is responsible for ensuring that homeowners and lot owners abide by The Arbors Architectural Rules and Guidelines as set for in the Covenants, Rules and Regulations. The Committee is responsible for preserving and enhancing the integrity of the community by monitoring and granting advance approval for any changes or enhancements homeowners might wish to make to the exteriors of their homes. The scope of the Committee s responsibilities include, but is not limited to, recommendations relating to the color of brick, exterior paint, roofing shingles, gutters, decks and awnings, exterior attachments including satellite antennas, lawn ornaments, foundation landscaping border materials; bird feeders and temporary structures (such as wildlife screens). The Committee is responsible for reviewing, on an annual basis, The Arbors Rules and Regulations and recommending any changes/updates to the Board of Directors. The Committee works with new homeowners, building contractors and Hampton Township authorities, as needed, on new construction or significant home improvement projects, and responds to any questions about modifications or additions residents are considering making to their homes. The Committee shall review exterior changes or improvements planned by homeowners and recommend to the Board the plans that meet community standards and should be approved. If improvement plans fail to meet the standards outlined in The Arbors Rules and Regulations, the Committee shall advise the homeowner, in writing, of the changes needed in order to be brought before the Board of Directors for approval. The Committee also notifies homeowners of violations to the Architectural Rules and Regulations and works with them in setting realistic timetables to remove and/or correct the violations. Homeowners whose exterior improvement projects are approved by the Board shall receive timely written notification of the approval. All approved projects will be noted in the minutes of Board minutes. When requested by the Board President, the Committee also may oversee special projects that relate to the community s architectural or environmental design. The Committee shall consist of at least three (3) members appointed by the Board President and approved by the Board of Directors for a term of one year. The Committee Chair shall be a member of the Board of Directors. 4 of 7
5 SNOW REMOVAL COMMITTEE 2018 Chair: Bill Ries Member: Dick Dunlap The Snow Removal Committee oversees the clearing of snow from all private roads within The Arbors and coordinates snow removal from driveways and sidewalks of all properties, except in the case of homeowners who opt out of the service. The Committee shall define the scope of the snow removal and wintertime road maintenance required each winter so that the management company may solicit bids. The Committee shall review those bids and recommend to the Finance Committee its recommendation for the acceptable bid and budgeted amount to be included in the annual budget. The Committee shall consist of the Committee Chair, who may be a member of the Board of Directors, and at least one (1) other member appointed by the Board President and approved by the Board for a term of one year. 5 of 7
6 NEW RESIDENT ORIENTATION COMMITTEE 2018 Chair: Marilyn Lanz Members: Patty Kammerer The New Resident Orientation Committee (aka the Welcoming Committee) is responsible for meeting with new residents to acquaint them with the concept of The Arbors and its Rules and Regulations and answer questions they may have as they settle into the community. The Committee also provides updates of the Rules and Regulations to real estate agents, home builders and other parties who may be dealing with potential residents in order that they may understand the standards of The Arbors prior to the closing of a home sale. The Committee gathers brief biographical information about new homeowners for inclusion in the monthly minutes of the Board and distribution to all homeowners and assists with updating the Arbors Directory. The Committee shall consist of at least two (2) members appointed by the Board President and approved by the Board of Directors for a term of one year. The Committee Chair shall be a member of the Board of Directors. 6 of 7
7 NOMINATING COMMITTEE 2018 Chair: Denny Shea Members: Marilyn Lanz & Patty Kammerer This Committee is responsible for recruiting candidates for positions on the Board of Directors. Each fall the Committee shall announce, via the Association s newsletter, minutes or other acceptable notice, the number of Board vacancies for the upcoming year and solicit names of those interested in being considered to fill the vacancies. In addition, the Committee may actively recruit potential candidates, based on particular areas of expertise and interest deemed necessary for the leadership of Board committees. The Committee shall determine by consensus the slate of candidates to be presented to the Board of Directors for its approval and subsequent approval by all members of the Association at the annual meeting. The Committee shall be responsible for gathering biographical information on the candidates for distribution to the members of the Association prior to the annual meeting. The Committee shall consist of at least three (3) members, appointed by the Board President and approved by the Board of Directors for a term of one (1) year. The Committee chair shall be a member of the Board, usually the Vice President. 7 of 7
