Welcome The Chair will call the meeting to order. 2. Approval To Go In-Camera That the Peterborough Police Services Board move in-camera to discuss items contained in the agenda package. Police Services Act: 35 (4): The board may exclude the public from all or part of a meeting or hearing if it is of the opinion that, (a) (b) matters involving public security may be disclosed and, having regard to the circumstances, the desirability of avoiding their disclosure in the public interest outweighs the desirability of adhering to the principle that proceedings be open to the public; or intimate financial or personal matters or other matters may be disclosed of such a nature, having regard to the circumstances, that the desirability of avoiding their disclosure in the interest of any person affected or in the public interest outweighs the desirability of adhering to the principle that proceedings be open to the public. Delegations/Presentations Nil Correspondence: 9. Ministry of Community Safety and Correctional Services That the Board receive the following correspondence from the Ministry of Community Safety and Correctional Services: a) The communication regarding the amendment to the Highway Traffic Act exempting persons of Sikh faith from wearing a motorcycle helmet. b) The information on appointing official designations under the Interprovincial Policing Act and the reporting requirements. c) The amendments to the Highway Traffic Act related to commercial vehicles and oversized vehicle escorts. d) The information from the Ministry of Transportation regarding the issuance of new val tags and drivers licenses during the potential Canada Post strike. e) The Ontario Police College s delay in launching the e-learning training on the Provincial Cannabis Act, 2017 in order to include the changes to Bill 36, Cannabis Statute Law Amendment Act, f) The launch of the provincial Cannabis Act, 2017 e-learning at the Ontario Police College.

3 Page 3 of 6 g) The update on cannabis legalization from Stephen Beckett, Assistant Deputy Minister, and Rene Kulendran, Executive Director of the Ontario Legalization of Cannabis Secretariat. h) The letter from Minister Michael Tibollo regarding the provincial offences and penalties for illegal cannabis stores. i) The follow up information regarding the passing of the Cannabis Statute Law Amendment Act and highlights of the Act. j) The information concerning communication and contact with consular offices and the updated directory. k) The cannabis set fines. l) The information regarding Crime Prevention Week taking place from November 4 th to 10 th and the theme is Help Us Help You. m) The allocation request from the Ontario Police College for the January intake. n) The revised guidance notes from the Ontario Police Health and Safety Committee. o) The amendments to the Police Record Checks Reform Act, 2015 coming into force on November 1 st. 10. Safety, Licensing Appeals and Standards Tributnals Ontario (SLATSO) That the Board receive the information from the Safety, Licensing Appeals and Standards Tribunals Ontario regarding the interim public hearing centre MADD Canada That the Board receive the recognition from MADD Canada thanking it for supporting their campaign and yearbook CAPG That the Board receive the following from the CAPG: a) The Board of Directors. b) The 2018 approved resolutions. c) The information on the CACP conference taking place in Toronto from November 14 th to 16 th regarding Trust and Confidence in Policing: A Canadian Perspective.

Review of the Licensing Fees That the Board receive the report from the Executive Assistant and that direction be given to Chief Gilbert to have staff review the licensing fees to ensure they are cost recovery with a report coming to the Board at the December meeting. - Committee Reports 15. Policy Committee: a) Legal Indemnification for Auxiliary Members That the Board receive the draft policy titled Legal Indemnification for Auxiliary Members. Further, that the Board direct the Executive Assistant to have Woody McKaig review the policy and provide feedback at the December meeting. - b) Verbal Update on the Financial Policy That the Board receive the verbal update from the Chair regarding the status of the Financial Policy. c) Bylaw # to Amend Bylaw # (Taxicab Tariff)

5 Page 5 of 6 i) Memo from the Executive Assistant That the Board receive the memo and information from the Executive Assistant regarding Bylaw # ii) First and Second Readings of Bylaw # , A Bylaw to Amend Bylaw (Taxicab Tariff) That Bylaw # , a Bylaw to amend Bylaw # , the Taxi Bylaw, be approved in first and second readings Finance/Budget Committee: 3 rd Quarter Financial Report for the Board That the Board receive the third quarter financial report from the Executive Assistant regarding the Board s operating accounts. - Unfinished Business Nil New Business 17. Remaining Meetings for 2018 and the Proposed Date of the First Meeting in 2019 That the Board receive the memo from the Executive Assistant regarding the remaining meetings in 2018 and the tentative date of the first meeting in The Board will make an additional motion. 18. Occupational Health and Safety Minutes

6 Page 6 of 6 That the Board receive the September 24 th Minutes of the Occupational Health and Safety meeting Sale of Driving Miss Daisy That the Board receive the following correspondence from Kathy and Bob Doornenbal: a) The October 4 th letter to Chief Gilbert and the Board informing everyone that the local franchise of Driving Miss Daisy has been sold effective October 18 th and the new owner is Leslie McCaw. b) The request from Bob Doornenbal to prorate the limo licensing fees similar to the structure used by Service Ontario. c) The suggestion from Bob Doornenbal that the Board require Commercial General Liability Insurance Provincial Grants The Board will discuss the provincial government s recent decision to freeze the grants to Ontario police services. 21. Ratification and Adjournment That the Board ratify all actions of today s date. That the public meeting be adjourned. -
