1 BUCKS COUNTY COMMISSIONERS December 4, 2013 The Regular Meeting of the Bucks County Board of Commissioners was held on Wednesday, December 4, 2013, at 10:00 am, at the Bucks County Courthouse, 55 E. Court Street, Doylestown, Pennsylvania. In attendance were Chairman Robert G. Loughery and Commissioner Diane M. Ellis-Marseglia. Commissioner Charles H. Martin was not present. Chairman Loughery opened the meeting with a moment of silence, followed by the Pledge of Allegiance. INTRODUCTIONS Chairman Loughery recognized County officials who were present: Mary Smithson, Clerk of Courts; Kim Doran, Deputy Controller; David Heckler, District Attorney; and William Snyder, Treasurer. The Chairman also recognized Sean Schafer from Senator Tomlinson s office. PROCLAMATIONS The Commissioners proclaimed December 4, 2013, as NESHAMINY HIGH GIRLS SOCCER STATE CHAMPIONS DAY throughout the County of Bucks, wished the team continued success in all of their endeavors, and joined all Bucks Countians in saluting their many accomplishments. The members of the PIAA Champion team accepted the Proclamation along with Coach Rachel Clemens, who thanked the Commissioners and said they are thrilled to be here. Saying they will treasure the proclamation, Coach Clemens provided some details of their accomplishments this season. The team then sang part of a song set to the tune of The 12 Days of Christmas. The Commissioners proclaimed the TREE OF HOPE as the County of Bucks official symbol of support for recovery from the ravages of addiction. Accepting the proclamation was Bill McDonald from the Council of Southeast Pennsylvania, Inc., who thanked the Commissioners for their support. Mr. McDonald spoke about the Tree of Hope, which will be displayed at the Bucks County Courthouse and decorated with ornaments commemorating those who have lost their lives to addiction as well as those in long term recovery. The dedication ceremony will be held on December 18 th at 6:30 pm. PUBLIC COMMENT Agenda Items OLD BUSINESS Upon motion of Commissioner Marseglia, seconded by Chairman Loughery, with the vote being 2-0, the minutes of the regular meeting of November 20, 2013 were approved with a minor correction. DISCUSSION Agenda Items Chairman Loughery presented each agenda item, offering clarification and addressing questions and comments. Item 8a Chairman Loughery clarified that this contract represents a $2.3 million (or 7.13 percent) increase over Item 10a In response to Commissioner Marseglia s inquiry, Chief Operating Officer Brian Hessenthaler offered an explanation of the uniform contracts with the two vendors, saying it is up to the individual nurses to chose which they would like to use. Purchasing Director Maureen McIlvaine provided further clarification regarding the money approved for each vendor and how it affects the budget. Items 11a, b & c - Dave Johnson from the Planning Commission presented information on a Municipal Open Space Program grant on the Hoffman property in Durham Township, as well as two Natural Areas Program grants with the Tinicum Conservancy on the McCandless property in Nockamixon Township and the McNeill property in Tinicum Township. NEW BUSINESS Upon motion of Commissioner Marseglia seconded by Commissioner Loughery, with the vote being 2-0, the following Resolutions were approved: RESOLVED, that the Bucks County Board of Commissioners upon the recommendation of the BOARD OF COMMISSIONERS, approve the following: 1

The public meeting will be this Monday, December 9 th at 6:00 p.m. here in the Community Room. Lynn T. Bush, Chief Clerk, reported on the following: Comprehensive Plan Bucks County was acknowledged recently at the County Commissioners Association of Pennsylvania (CCAP) meeting. They were asked to make a presentation on the County s Comprehensive Plan, including Open Space, and how parts of it were implemented. COMMISSIONER COMMENTS Commissioner Loughery advised that a tour of the new Justice Center will be held in a couple of weeks. This will be an opportunity for the media to take pictures and to see the progress being made. PUBLIC COMMENT ANNOUNCEMENTS The next public meeting of the Bucks County Board of Commissioners will be held at 10:00 a.m. on Wednesday, December 18, 2013, at the Bucks County Visitors Center at 3207 Street Road in Bensalem.
