4 Training Team The member of the training team were: 1) Dr. Chirinjibi Bhattarai, CCM, HURON 2) Advocate Hariram Lawaju, Human Rights Legal Expect Agenda A draft agenda (attached as Annex 1) was agreed prior to the program Opening and Introduction Human Rights Principles and Child Right Concept of Human Rights and 6 Core International Treaties Presentation and Certificates Participants The Educational Program was attended by 70 participants. The list of participants is attached as Annex 2. The participants asked and discussed few questions to Advocate Hari Ram Lawaju and Dr. Chirinjibi Bhattarai. (attached as Annex 3) (The minute of this program is attached as Annex 4) Dr. Chirinjibi Bhattarai gave a chance the participants to present the outcome and recommendation from the Educational Program. The Educational Program The Educational Program was opened by Mr. Raju Sigdel by welcoming the participants and the guest speakers. Mr. Sigdel then requested the Chief guest to inaugurate the Educational Program by lighting the lamp. He then requested the Chief Guest and all the distinguished guests to briefly introduce themselves and share their views on the Human Rights matter.
5 DSP Bhimsen Adhikari, Armed Police Force He gave a brief speech about contemporary Human Rights Issues in apropos to the security forces, human rights in dealing with conflict, Human Rights of security forces, Right to Freedom and the complexities of people in power (authority) and civilians. He then stressed on the commitment of Armed Police Force in respecting the integrity of people in regards to Human Rights. He also talked about respecting civilian and security forces that protect human rights and are held accountable for human rights violations. Chairperson Mr. Devendra Shrestha, President, Bhaktapur District BAR He then highlighted on the violation of Human Rights during the conflict period. He stressed on the roles of Human Rights Organization in minimizing Human Rights violation and abuses during the conflict period and the role of Human Rights during the last three decades and why HR s education is important today. Prof. Prithucharan Baidya, Ex Dean of TU Mr. Baidya stressed on the importance of Human Rights Education in practical application Mr. Mahamuneshor Acharya, General Secretary, HURON He emphasized on how Human Rights Organization and the programs conducted by them is nonpolitical and such programs are organized to make people aware about the current Human Rights scenario.
6 Advocate Indra Prasad Aryal, President of HURON He stressed on the importance of HR educational program in Bhaktapur and Kavre. He talked about the importance of practical application and civilized nature of Human Rights and Human Rights abuses by individual, state and concerned authorities and their interrelation with the human morals and awareness of HR. He then stressed on Human Rights being natural right we have by the virtue of being a human being. He also talked about the role of politicians as first Human Rights defenders. Advocate Hariram Lawaju He began with a word-visualization exercise, where the participants were asked to say out loud the first word that came to their minds upon hearing the given sentence. He then started the second phase of his session by presenting on the Principles of Human Rights and Child Rights. Some highlights of his presentation were: Ø Definition of HR s Ø Evolution of HR s Ø Why HR s is important Ø Principles of HR s Ø Classification of HR s Ø Two important aspects of HR s (Civil and Political Rights, Economic, Social and Cultural Rights) Ø Three Generations Ø UDHR Dr. Chirinjibi Bhattarai He went on to the second session on the concept of Human Rights. He then started his presentation on the Six Core International Human Rights Treaties namely ICCPR, ICESCR,
7 ICERD, CEDAW, CAT, CRC. and when Nepal ratified these treaties. Dr. Bhattarai also gave the participants an insight on Gentlemen s Agreement of 1989, how the deal took the form of a gentlemen s agreement and is not legally enforceable. He then elaborated each Fundamental Duties and Rights of a citizen according to our Constitution. Fundamental Rights 1) Right to live with dignity 2) Right to Freedom 3) Right to Equality 4) Right to Communication 5) Right to Justice 6) Right to Victim of Crime 7) Rights against torture 8) Right against Preventive Detention 9) Right against untouchability and discrimination 10) Right to property 11) Right to religious freedom 12) Right to information 13) Right to privacy 14) Rights against exploitation 15) Rights regarding clean environment 16) Rights to education 17) Rights to language and culture 18) Rights to employment 19) Rights regarding labor 20) Right to healthcare 21) Right to food 22) Right to housing 23) Right of women 24) Right of children 25) Rights of Dalits 26) Rights of Senior Citizens 27) Right to social justice 28) Right to social security 29) Rights of consumers 30) Right against exile He also talked about the duties of citizens according to our constitution. Duties of citizens: 1) To safeguard the nationality, sovereignty and integrity of Nepal, while being loyal to the nation. 2) To abide by the constitution and law. 3) To render compulsory service as and when the State do required.
8 4) To protect and preserve public property. After lunch Mr. Bhattarai opened with an ice-breaker that required the participants to introduce themselves. He then started the session with another fun yoga activity for the participants. Mr. Bhattarai then presented about the importance of promoting education for sustainable development and explained thoroughly the Sustainable Development Goals 2030 and its features: SDG s 1) No Poverty 2) Zero Hunger 3) Good Health and Well-Being 4) Quality Education 5) Gender Equality 6) Clean Water and Sanitation 7) Affordable and Clean Energy 8) Decent Work and Economic Growth 9) Industry, Innovation and Infrastructure 10) Reduced Inequality 11) Sustainable Cities and Communities 12) Responsible Consumption and Production 13) Climate Action 14) Life Below Water 15) Life on Land 16) Peace and Justice Strong Institution 17) Partnerships for the Goals
9 Feedbacks Based on a feedback by the participants, we present the following feedbacks. 1) The Education program was very informative. I got to learn many new and different things about Human Rights matter specially the 6 core international treaties. Women s right, Child s Right, Racism and Sustainable Development Goals. 2) This training program conducted by HURON could have been short, nonetheless, it was very informative. I request HURON to organize capacity building programs for the human rights defenders in near future. 3) Thank you Mr. Hariram Lawaju and Dr. Chirinjibi Bhattarai for determining strategies for promoting gender equality, child right, minority rights and disability rights in the human rights educational program 4) I acquired lots of information about Fundamental Rights, Child Rights, Women Rights and the International Treaties ratified by Nepal. Now is the time to question oneself if Human Rights Educational Programs are just to define its core value, why hasn t the state being able to do anything when Human Rights gets violated? HURON should conduct such educational programs through out Nepal so that people can improve their ability to promote Human Rights values. people 5) The program organized by HURON-Kavre/Bkt Chapter apropos Human Rights Education foster mutual respect among people. Human rights incite conscious and responsible action to ensure the rights of others are not violated.

11 Annex 2 Participants The Educational Program was attended by 70 participants from different background. Member of HURON, media personnel, Security personnel (Nepal Police and Armed Police Force) attended this program.

14 Annex 3 Q&A Session: 1) Don t animals have the Right to be free from human cruelty and exploitation just as humans possess this right? Isn t it hypocritical to kill animals and eat? Why aren t Human Rights doing anything about them? Answer There is a separate entity that deals with the right of Animals, called Animal Rights. Animal Rights is the idea in which some or all non-human animals are entitled to the possession of their own lives and that their most basic interest such as their need to avoid suffering should be afforded the same consideration as similar interests of human beings. Human Rights is based largely on the concept of civilized society, so there is a clear distinction between Human Rights and Animal Rights. 2) Can you explain about the ranking of Generation based Human Rights? Answer The generations of human rights were proposed in 1979 by the Czech jurist Karel Vasak. The first generation human rights are fundamentally civil and political in nature, it deals primarily with liberty and participation in political life. The second generation Human Rights are related to equality and are fundamentally economic, social and cultural in nature. The third generation goes beyond civil and social rights. The ranking of the generation is on the basis of the development of human rights theory and has nothing to do with historical foundation. 3) Universality vs Cultural Relativism Answer By emphasizing the rights of individuals, the declaration was meant as an attempt to transcend cultural bias in such a way that it became relevant to all, no matter what their upbringing. In any case, human rights are compatible with cultural diversity. Every culture can pursue its own vision of a good life, as long as it doesn t impinge on the rights of the individuals who exist within that culture.
