The party has given a letter about one nature to the Prime Minister in different dates, but there is no positive response on behalf of the government. On May 22 the RJP-Nepal had given the seven-point demand paper to Prime Minister Oli related to the budget for the first time. They were related to financial issues rather than political content. At that time, the RJP demanded that the budget should be allocated according to the population. RJP had urged the government to give priority to flood reconstruction and rehabilitation prior to the condition of flood affected people. Then the party submitted a 10-point memorandum to Prime Minister for the second time, on July 19 demanding of amendment of the constitution. In the memorandum, the RJP-Nepal had raised the Biratnagar: Deputy-leader of the Parliamentary Party of the Nepali Congress, Bijay Kumar Gachchhadar, has said anyone voicing for disintegrating nation must be taken action. Talking to media persons at Biratnagar airport, he clarified that taking action against those trying to spoil the national unity by disintegrating the country was the responsibility of the government. The RJP-Nepal asked question with the Prime Minister why they would not withdraw the support given to the government as they have been rising their demands since months from the formation of the government. The RJP-Nepal has mentioned in the memorandum of various demands including amendment pf c onstitution, oath and secrecy and release of Resham Chaudhary, withdrawing false cases filed against party s workers during the Madhes movement. In the assurance of addressing these demands, RJP- Nepal had given the vote of confidence in Parliament by supporting Prime Minister Oli. According to the Hindu mythology, Goddess Durga had eliminated all the evil forces ensuring victory of truth. Celebration of Bada Dasain festival is thus based on people s aspiration for the end of evil and victory of truth. Presently, the nation has been suffering from evil people severely suffering from mal-governance, corruption, nepotism, favoritism, sycophancy, May Goddess Durga bless all the Nepalis for positivity, good health, happiness, peace and prosperity and protect this heavenly country from the evils. among others. The political leaders who are running the nation have become stooges of foreign powers. We have adopted such a vague constitution that it will not help in bringing stability, prosperity, unity for the nation. So far, even after completing constitution implementation course, there are many faults in the constitution, which may further extend the decade long ongoing transitional phase. May Goddess Durga bless the political leaders with positive minds by evacuating their ill-intention. May Goddess Durga bless all the Nepalis for positivity, good health, happiness, peace and prosperity and protect this heavenly country from the evils. On Bijaya Dashain, it is the old and yet living story of Rama s victory over Ravana that we go back to. It is, in equal measure, the powerful legend of Durga s defeat of Mahisha that is recalled-and for reasons that are as valid today as they were centuries ago. Every faith is a call to nobility, to the idea that a shaping of character to the highest degree of morality and ethics ought to be the goal of humanity. And yet there are the many and difficult tests that humankind is constantly put to as men and women confront the forces of evil in their diverse manifestations. It is through ceaseless struggle against overwhelming odds that humankind triumphs against the forces of darkness and by doing so inaugurates a new, happy phase in the pursuit of life, underpinned as it is by faith. The end of the Puja is thus the beginning of a new journey, not only in the sense of physical reality but also in dimensions of the spiritual. It is a truth symbolised by the immersion of Goddess Durga in the river, a clear sign of the end of the old struggle, a patent indication of how the shadows of darkness may be put to flight by a strenuous striving for justice waged by the forces of good. Happy Dashain! National Weekly Recent Developments in Nepal and Advancing Nepal-India Relations -4 Ladies and Gentlemen, You may ask: have our relations always been smooth and troublefree? Of course not. We have seen difficult times too. In retrospection, we can easily say that the difficult times could have been avoided had we seen things in more enlightened perspective and judged things better. Nonetheless, good thing is that even in difficult times, we remained engaged and remained sincerely effortful to free ourselves from those intermittent irritants. We did not let such irritants undermine the strong foundation of our relations. Now, we need to look forward. And in doing do, we must ensure that mistakes of the past are not repeated. We have to acknowledge that relationship between neighbours is of unique nature and that mutual trust, understanding and respect for each other s sensitivities and concerns contribute to strengthen the foundation of such relationship. Respect for sovereignty, territorial integrity and noninterference in internal affairs help buttress trust which is absolutely essential to govern a friendly relationship. Let me tell you frankly: small neighbours have some sensitivities that need to be understood and respected. With India, our development partnership is substantial. And we are committed to deepen this partnership further. After decades, we have been able to form a strong government with robust mandate and we see this as an excellent opportunity. Lately, following the guidance from the highest political leadership, both our countries are focused on timely implementation of bilateral agreements and undertakings. We have already started to see positive results on the ground. I am happy to note that Prime Minister Modiji visited Nepal four times in as many years. This will be remembered as a historic development in the annals of Nepal-India relations. Cross border infrastructure has justifiably received top priority in our bilateral development engagement. Soon, we are going to see the operation of cross border railway. Cross border integrated check posts are being developed at key border points to facilitate and smoothen trade, transit and movement of people. Roads linking our respective highways with main border points are being upgraded. Bottlenecks still exist at some of these points, Puspha Kamal Dahal which we need to attend to in a prompt manner. Given Nepal s potential and India s massive need, management of water and hydropower is a key area of our cooperation. A couple of big projects are already under implementation, the success of which will set fascinating precedence for more such projects. Specific sectors aside, we are also assessing the overall picture of Nepal-India relations in its totality too. Both sides have appreciated the need to update and upgrade these relations in tune with the realities of the 21st century and to this end, we have jointly assigned the Eminent Persons Group to provide us useful recommendations. The Group will hopefully submit its report soon. Our relations must scale new heights of mutual satisfaction. Ladies and Gentlemen, As I said earlier, Nepal-India relations are not only built on the shared attributes of long history of co-existence as close neighbours but also driven by the fact that our destinies are interlinked. Our relations are not confined to government level alone. We have a much broader spectrum of people-to-people contacts that provide a solid foundation to our relations. Our relations are both deep and extensive. We have similar aspirations and face identical challenges in pursuit of respective development goals. We are both democracies and hence, at times our processes look slow, messy as well as full of noise. Working with multiple stakeholders is naturally time consuming. However, the end result of this process is likely to be more selfsustaining. Both Nepal and India are highly diverse societies and both of us face challenges of managing this diversity. We can learn from how each of us tackle these challenges and in the meantime, learn to be appreciative of each other s efforts. Despite progress, poverty is still massive in our countries. In villages, hundreds of thousands of households are still deprived of basic public goods while our cities still have slums at every nook and corner. How long will it take for us to ensure that our people have a decent home, decent clothes and quality food with adequate nutritional content? How long will it take for us to ensure that our youths receive world-class education that makes them competent and competitive? These and similar are indeed pressing questions that stare both our countries and these tell us why growth and development should be deemed more crucial than any other consideration. Dear Friends, This is why we have been saying that we want a robust economic partnership with India. A partnership that enables both our countries to grow together; A partnership that helps our youths to secure decent job opportunities at home; A partnership that helps overcome Nepal s structural bottlenecks as landlocked and least developed country; A partnership that fosters mutually-rewarding and beneficial trade relationship; A partnership that fosters the process of industrialization, flow of investment, transfer of technology and technical knowhow and connects our economies in value chain; A partnership that leads to better utilization of natural resources, including our vast hydro resources for our mutual benefits; A partnership that that leads to seamless cross border infrastructure of all kinds; A partnership that connects our peoples through tourism and builds on our cultural treasures! That means such a partnership will have a strong economic dimension.it will be fully appreciative of all those positive attributes of centuriesold civilization component of our relations. And in the meantime, it will stand on the solid foundation of the fundamental principles of interstate relations, namely, equality, mutual respect, mutual benefit and noninterference. I am convinced that a peaceful, stable, prosperous and democratic Nepal is and will be in the interest of our neighbours, region and beyond. It is not talk about nationalism by sitting in Kathmandu only. All the Madhesi have fought for this country. All political and political changes have been made from the beginning of Madhes. There was no change in this country if Madhes did not join the change in this change. What was response of Prime Minister when the RJP-Nepal submitted a memorandum? Prime Minister is still positive on our demands. He thinks that it should be carried out in a responsible manner. He was not able to give time on our demands of constitution amendment and other issues due to his busyness in party unification, foreign trips but he again committed to further begin the process of amendment before Tihar festival. Are you optimistic? We are hopefully from the beginning. The direction determines everything in politics. After the election was over, the political equation of the present government created a new situation. The constitution amendment is our main demand. Constitution amendment can be done by two-thirds majority which the present government has. Therefore, we have a practical situation to trust on the government. If we want to amend the constitution, we have no option to go with the present government. Hence, we have believed this government since the beginning and we are also optimistic. When we are informed about the memorandum to Prime Minister, we told him there is no longer to wait more. Madheshi people have sent us for the constitution amendment however, even 8 months have passed the process has not yet started. On one hand we have pressure and become unpopular with people while on other hand till when we will continue the support if the constitution is not amended. In response, Prime Minister asked us that he will resolve the issue in package. He also committed to amend the constitution, release of party s workers, oath of Resham Chaudhary and other issues related to Madhesh. Prime Minister is saying to amend the constitution according to requirement and justification? He may feel as it needed. The constitution is not going to give the right to the people that is written in the constitution even it is in the phase of implementation. We endeavor to solve the problem from dialogue and negotiations till the end. We have pressure to go into movement from all the leaders, workers and people. The political parties of the mainstream should not have the option to do peaceful movement. So, our efforts will be to address the issue from dialogue and talk. Even if the constitution is not amended in the prescribed time, it should be forced to us to struggle by withdrawing support. There must be a government responsible for the various events occurring then. Earlier the party support to government unconditional. But why do you need to submit a memorandum to withdraw support now? We believe that if we want to amend the constitution, it is not the option to go with the government. The written agreement reached with the government previous has not implemented yet. So this time we vocally asked the Prime Minister about our further action. In the movement to get right, we want to send a message to everyone that RJP has adopted so much liberal. So, we had orally supported the government in vocal situation. The person who told not to amend the constitution before the election and also not to change full stop of the constitution has in favor of constitution amendment, this is a base of trust. Again, there is no other option to believe in politics. Till Chhatha festival, do you see the possibility of addressing of demands? Talking to the Prime Minister we have given an ultimatum till Chhatha festival. If there is no initiative till then, the path to struggle is open. So, this is our wish to Keshav Jha General Secretary, RJP-Nepal honestly try our efforts and there is also a belief that it takes some positive steps from time to time. If your demands are not addressed and go to struggle, then what will be the nature of this struggle? The movement of mainstream parties is a peaceful struggle, there is no alternative. Before that we have to be peaceful struggle. As the movement continues, it also makes a difference in what the government presents. What did the government think about It seems like the government uses different forms of class and society to look at it. The government should abandon the mindset of Madheshi people looking at the rebels, displaced and separatist. It is not talk about nationalism by sitting in Kathmandu only. All the Madhesi have fought for this country. All political and political changes have been made from the beginning of Madhes. There was no change in this country if Madhes did not join the change in this change. Therefore, the state should not take such minor issues as a matter of jurisdiction. Despite power and majority government in Nepal s history, the people is not satisfied with the work of the government, how much it sees the future of the government? As long as political stability and peace not established, the development and prosperity is not possible. In the history of Nepal, no government has been able to run for 5 years. Now the government of the KP Oli leadership is failing. The idea of not only fulfilling the dream is the situation where a common people have already frustrated. Not only that, senior leaders of the ruling party have also been dissatisfied with the government s work. Looking at such incidents, the situation has reached a very liquidity situation, and the future of the government is not too long, if the move is going on.

4 4 Monday, 15 October, 2018 Tharu museum awaits protection Ghorahi: Country s sole Tharu museum at Panaura of Ghorahi in Dang is awaiting proper care and protection. The museum reflecting the culture and identity of the Tharu community was established some eight years ago. The dispute over who would take the responsibility of its protection is the reason behind pushing this cultural heritage into a state of negligence, the stakeholders concerned said. The museum remained operational in the initial years of its establishment. It now remains completely closed, museum protection committee member and journalist Santosh Dahit said. People from inside and outside the country would arrive here to visit the museum which has remained almost shut for around the past three years, sending back people coming here to observe it. The long closure has started inflecting damages on museum artifacts and other objects related with the Tharu ancient culture and tradition, as Dahit said. Budget implementation stalled for lack of officials Md. Lalbabu Raut Janakpurdham: Chief Minister of Province No. 2 Lalbabu Raut has said that budget implementation and operation of the public administration of the Province No. 2 was affected due to lack of cooperation from the federal government. Addressing the special hour of the province assembly meeting, Raut complained that the federal government has not sent the required number of the officials needed for the public administration despite the repeated calls for the same. Saying that minimum of 5,000 officials was needed in the province, Raut said that the federal government has not sent the civil servants though it had promised to send 2,400 staffers in the Province No. 2. The Chief Minister was of the opinion that there was no province police when violence and insecurity have increased in the province while the chief district officers have been neglecting the programmes, leaves, directions, and policies of the provincial government. He added that the provincial government was working to pass the province police bill. RJP-Nepal s politics... exerting pressure on Prime Minister to address their demand. But after addressing the government is ignoring to address the demand, a voice was strong in RJP-Nepal to withdraw the support given to the government. Although the RJP has given the support given to the federal government, its participation in the province government of Province 2 should be continued. In Province, there is join government of RJP- Nepal and Federal Socialist Forum. Forum is participated in federal government. Although the RJP has submitted a memorandum to the government but it has not reviewed the memorandum that was submitted in the past. The party has not tried to know what is the plan for the memorandum that it was submitted and what is the plan? It seems that the PM Oli terms UN visit successful Kathmandu: Prime Minister KP Sharma Oli has said that his recent visit to the United Nations (UN) Headquarters in New York to attend the 73rd session of the UN General Assembly ( UNGA) and the Costa Rica trip were successful. In a secretariat meeting of the Communist Party of Nepal (CPN), the party chair and prime minister said his address to the UNGA was fruitful in apprising the international community of Nepal s political changes and peace process. During the meeting at the Prime Minister s official residence, Baluwatar, the prime minister said the both visits were constructive in expanding the country s bilateral relations with various nations, according to party Spokesperson Narayan Kaji Shrestha. T he meeting was also apprised of the recent China visit by party another chair Pushpa Kamal Dahal worker has justified a memorandum to please. 5 5 Monday, 15 October, 2018 Janakpur: Province 2 Assembly has finally endorsed Provincial Police Act by suspending a provincial assembly regulation. The Act, registered by the Province 2 government to form its own police organisation, was endorsed by the majority of lawmakers despite objection from the main opposition Nepal Communist Party (NCP). The assembly meeting was convened twice on the day to pass the much-awaited bill that had been pending for the past four months. State Minister for Communications Surita Sah, who is also the coordinator of the special committee formed to study the bill, presented the document in the first assembly meeting on Saturday. Speaker Saroj Kumar Yadav allowed Minister for Internal Affairs and Law Gyanendra Yadav to proceed the bill in the second meeting. Under the existing provisions, the deliberation on the bill should start 24 hours after it is presented in the assembly. However, the assembly suspended the parliamentary regulation and Province 2 endorses Provincial Police Act Kathmandu: The RJP- Nepal has submitted a memorandum to Prime Minister KP Sharma Oli demanding to initiate the process of amending the constitution. The RJP-N has been saying that the constitution should be amended to address the demands of Madhesi, T haru, Muslims and Janajatis. The RJP-N said that if the government did not address its demands then it would have no option but to withdraw support to the government and launch agitation. The RJP-N said in its memorandum that its passed the bill. The parliamentary process moved forward after lawmaker of the ruling Sanghiya Samabadi Forum-Nepal (SSF-N) Sailendra Kumar Yadav proposed suspending the parliamentary regulation passed earlier by a majority vote in the assembly. The ruling parties SSF-N and Rastriya Janata Party-Nepal (RJP-N) voted in favour of endorsing the bill, while the NCP stood against it through voice vote. The Nepali Congress (NC), however, stood in favour of the bill. Claiming that the Provincial Police Act had not been discussed in the committee, NCP lawmaker Dilip Kumar Sah said, The bill was tabled against the democratic practice. However, coordinator of the committee Surita Sah said that they had discussed about the Police Act five times and presented amendment draft in the assembly. Lawmakers of the ruling party Upendra Mahato, Babulal Sah, Rani Sharma Tiwari and Ram Ashish Yadav had requested to endorse the Provincial Police Act. Internal Affairs and Law Minister Yadav maintained the bill does not contradict the federal law. This bill will help institutionalise federalism. It will also open doors to other provinces to endorse Provincial Police Act, he said. Article 268 (2) of the constitution says that each National Weekly Province will have a provincial police organisation. Clause (3) says that matters relating to the operation, supervision and coordination of functions discharged by Nepal Police and the provincial police shall be as provided for in the federal law. NC Parliamentary Party leader Ram Saroj Yadav said they stood for the Act because it is needed in the province. The government did not respond over unlawful activities citing that the police administration is beyond their jurisdiction. Now, we are hopeful unlawful activities will be controlled after the province has its own police administration, he said. With the endorsement of the Act, the Province 2 government can admit up to 900 police officers in the first phase. RJP-Nepal submits memo to PM lawmaker Resham Chaudhary had not yet been administered the oath of office and secrecy. It also demanded withdrawal of false cases slapped against political cadres during the T haruhat and Madhes movement. The party said that the central government had not yet separated the list of powers that came under the jurisdiction of provincial government nor did it create environment for provincial governments to work effectively by enacting umbrella laws. T he party also drew the government s attention to the increasing problems of law and order, incidents of violence against women, including rape and murder and price hike. RJP-N leader Keshav Jha said the four RJP-N leaders told the PM that if their demands were not met by Tihar festival, then they would launch agitation. Revision of provincial boundaries is one of the major demands of the RJP-N and the Federal Socialist Forum-Nepal.

6 6 Monday, 15 October, 2018 Model birthing centre brought into operation Nawalparasi: A model birthing centre has been brought into operation at Sunawal Municipality of west Nawalparasi. The birthing center with better facilities was brought into operation with the financial support from Sunawal Municipality. Spokesperson of Province No. 5 Government and Minister for Physical Infrastructure Development Baijanath Chaudhary inaugurated the birthing centre on Wednesday stating that the province government was moving ahead with a target to provide easy and systematic health care services to all. Likewise, Mayor Bhim Bahadur Thapa Chhetri of the municipality said they have commenced the services from the birthing centre with an objective to providing delivery services to the folks of rural areas of the Sunawal municipality. Likewise, ambulance service has been provided for free to the aspiring mothers while visiting the birthing centre to give birth to their babies. Pushpa Kamal Dahal Kathmandu: Chairman of Nepal Communist Party (NCP) Pushpa Kamal Dahal Prachanda said that NCP leader Bamdev Gautam has already decided to backtrack on his decision to contest a byelection from Kathmandu-7. Dahal said so amidst reports that the party s influential leader Bamdev Gautam decided to withdraw his plan of contesting Gautam himself has already made it clear that he has changed his mind and not going to contest by-election from Kathmandu-7. Hence, the row has also come to an end, Dahal said. Instead of thinking about byelections, the party should concentrate on improving the government s performance so as to take the country towards development and prosperity, according to him.he was of the view that the government led by another Chairman of the party, KP Sharma Oli, established foundations of development in past six months. Siraha : The festive season has already started, but government employees and community school teachers of Naraha Rural Municipality, Siraha, have not received their salary for the past three months. They were not paid because the village assembly of Naraha Rural Municipality could not be held for the last few months. Around 200 staffers working in schools, health facilities, and agriculture and livestock offices in the rural municipality looked forlorn after they neither received their salary nor the Dashain allowance. The staffers said they did not get their salary as the rural municipality did not tell the village assembly to release the budget for salary. National Weekly No salary since three months Kathmandu: Minister for Foreign Affairs Pradeep Kumar Gyawali has said Nepal s relations were expanding in the international level. Addressing a programme organized in Kathmandu, the Foreign Affairs Minister argued that Nepal s relations in the international level has been enhanced as the country s concerns on various international issues were expressed in the 73rd United Nations General Assembly held in New York, U.S.A. recently. The Minister also maintained that the government was committed to graduating the country to a mediumincome country by 2030 by achieving economic prosperity. Stating that the government spent eight months in implementing the constitution, he said it would work in a way to guarantee good governance by controlling corruption.

7 7 Monday, 15 October, 2018 National Weekly Development, good-governance main agendas, PM reiterates Kathmandu: Prime Minister KP Sharma Oli has reaffirmed his commitment that the government would achieve the agenda of development and good-governance in the country. Unveiling the book Abataran (Safe Landing) by journalist Shuva Shankar Kandel in Kathmandu, PM Oli vowed that he will leave no stone unturned to meet the public expectations towards the government. Stating that the people of this country had the thumping majority s mandate, Oli committed that he would not do anything that disrespect their trust. We are not trying to create any magic. We are effortful to achieve the agenda of development, said the PM, adding We fought for democracy and we put an end to the freedom-fight. We caused societal transformation too. Now we will ensure development in the country. He urged the opposition party not to doubt over anything as the peace process in the country was brought to a logical end and stated that Nepal has already entered into a new era. Claiming that the government has undertaken important works in the last seven months, PM Oli assured that the new challenges would be addressed. Nusa Dua, Bali: China s massive Belt and Road Initiative building push may create debt risks but is also responding to major infrastructure gaps in Asia and could boost global trade, World Bank officials say. The relatively upbeat assessment of a sometimes controversial programme comes despite the debt crisis now faced by Pakistan, a recipient of massive Chinese loans. China launched the ambitious plan in 2013 under President Xi Jinping, seeking to link Asia, Europe and Africa with a network of ports, highways and railways. As for the newly released book, PM Oli said that the book centered on the themes as the Maoist movement and its safe landing, alliance of the then CPN-UML and the then CPN- Maoist Centre, had hinted at some challenges and possibilities of the alliance. Also speaking at the event, CPN Chairperson Pushpa Kamal Dahal Prachanda stated that no book would be able to illustrate and chronicle from the Maoist movement to the peace process of Nepal in a better way than the book that ought to be written by PM Oli and himself. Dahal, also former Prime Minister, commended, The book beautifully documents the ideological differences between these two parts, political struggles and the unification between the two communist parties. Reminiscing the contribution and courageous efforts of late leader Girija Prasad Koirala in advancing the peace process in the country, Dahal admitted of committing some grave mistakes during and before the peace process. Girija Prasad Koirala must have been elected the President of the country. It turned to be a grave mistake that he was not made so. He also assessed that forging unification between the communist forces and Maoist party s decision to send their cadres to the cantonments during the peace process were the right decisions made at the right time. Likewise, Nepali Congress leader Shekhar Koirala had a differing view with PM Oli s statement about the peace process in the country. Koirala said that the peace process was yet to be brought to the end in the country completely. He claimed that the incumbent government formed by twothirds majority failed to ensure good-governance in the country. On the occasion, commentator Prof Krishna Khanal and foreign affairs expert Ramesh Nath Pandey shared that the newly launched book has incorporated several issues that were yet to be revealed among public and it has beautifully illustrated the aspects of insurgency, transformation and left alliance. China s Belt and Road tempts states, but comes with risks criticism of Beijing for everything from debt entrapment to excluding local labour from projects funded by the plan. But, meeting in Bali this week, officials from the World Bank and International Monetary Fund said the BRI filled important gaps, while acknowledging concerns. There are huge opportunities: improved infrastructure means more trade, more investments, higher growth, bringing in landlocked regions, said Caroline Freund, the Bank s director of trade, regional integration and investment climate. But there are challenges as well... There are environmental and social risks, there are issues to do with public procurement, and sustaining public debt becomes an issue because these projects are expensive, she added. The World Bank estimates that BRI-funded infrastructure could boost trade among countries involved by 3.6 per cent, and global trade some 2.4 per cent. And officials say it is offering funding in areas where it is sorely needed. Several countries, especially in Central Asia and Caucasus have benefitted... in order to improve their infrastructure as well as also to promote additional inter-regional trade, said Jihad Azour, the IMF s director of the Middle East and Central Asia department. Central Asia will benefit from any additional investment that will lead to greater integration. He called however for careful spending, urged transparent procurement processes, and warned that countries should maintain their debt sustainability. In the last five years, China s direct investment under BRI has surpassed US$60 billion, leaving several recipients vulnerable. The Centre for Global Development, a think-tank, says BRI investments have significantly increased the risk of debt crises in eight countries: Mongolia, Laos, Maldives, Montenegro, Pakistan, Djibouti, Tajikistan and Kyrgyzstan. But Freund said they were the exception, and Chinese loans remained a relatively small part of the total debt burdens of most countries involved in the BRI.

8 8 Monday, 15 October, 2018 Army watching secessionist group: Army Chief Purna Chandra Thapa Kathmandu: Chief of Army Staff General Purna Chandra Thapa asked that Nepal Army is keeping watchful eye over forces that are underminig the country s integrity. Addressing a programme organised in Kathmandu on the occasion of Dashain, Thapa said, As of now, the government believes that curbing the activities of forces undermining national integrity is within the capacity of the police, and it is not under own domain, But, we are keeping a close watch. The army is ready whenever the state calls on us. He said that such issues should be resolved at the political level. The state has many alternatives. The army will fulfill its responsibilities enshrined in the constitution, he added. On corruption allegations levelled against army officials, Thapa said that there were mechanisms in place within the army to control corruption. Ther are aspects that need our attention. Provincial police as per constitution: CM Raut Janakpur: Chief Minister of Province no. 2 Lal Babu Raut has said that the provincial police was being constituted as per the spirit of the Constitution. Speaking at a programme organized to mark the 63rd Police Day, he expressed the confidence that the bill relating to provincial police would soon be passed from the provincial assembly. Adjustment, collaboration and coordination in police however will be held as per the federal police act, he said. Minister for Internal Affairs and Law Gyanendra Kumar Yadav stressed on the need to modernize the police organization and structure. Rajbiraj industrial estate facing water crisis Rajbiraj: The only three industries that are currently operational in 10-industry capacity Gajendra Narayan Singh Industrial Estate in Rajbiraj of Saptari district are facing severe water supply difficulty. Seven industrial sheds in the estate are currently vacant. The three industries Milan Dairy Industry, Koshi Polymers Industry and Maha Lakshmi Paint industry operating in the remaining sheds are facing difficulties in giving continuity to the production due to the lack of water supply. According to Milan Singh of Milan Dairy, the Industrial Area Management Limited who was supposed to manage the supply of the water for the industries has failed to do so, inviting difficulty for the industries. We have to spend Rs 50,000 extra in a month if we bring water from outside the estate. How long can we operate while incurring losses? Singh added. The water problem that surfaced two years ago was solved after extracting underground water but it has resurfaced again after the system failed to operate. The underground water has an Reg.
