2 On 11 September 2013, the United Nations General Assembly will convene its 5th annual informal interactive dialogue on the Responsibility to Protect (RtoP, R2P) on the theme of the UN Secretary-General s Report, State Responsibility and Prevention. The dialogue will serve as an opportunity to advance the General Assembly s consideration of RtoP, specifically regarding state capacity to prevent genocide, war crimes, crimes against humanity and ethnic cleansing, and measures to domesticate the Responsibility to Protect. In preparation for the General Assembly interactive dialogue, the Auschwitz Institute for Peace and Reconciliation (AIPR), the Friedrich-Ebert-Stiftung (FES-NY) the International Coalition for the Responsibility to Protect (ICRtoP), and the Stanley Foundation are convening today s event to feature civil society representatives who will share their experiences on and provide recommendations for engaging with governments to build domestic capacity to prevent the commission of atrocities.

3 ABOUT THE ORGANIZERS The International Coalition for the Responsibility to Protect (ICRtoP) is a global network of civil society organizations dedicated to advancing RtoP at the international, regional, sub-regional and national levels. For the past ten years, ICRtoP has worked to build a constituency of civil society support for the norm, and the Coalition now has members representing every region, and working in a wide range of sectors including women s rights, conflict prevention, human rights, genocide prevention, and international and regional justice. The Stanley Foundation seeks a secure peace with freedom and justice, built on world citizenship and effective global governance. It brings fresh voices, original ideas, and lasting solutions to debates on global and regional problems. The foundation is a nonpartisan, private operating foundation, located in Muscatine, Iowa, that focuses on peace and security issues and advocates principled multilateralism. The foundation frequently collaborates with other organizations. It does not make grants. The Friedrich-Ebert-Stiftung (FES) is a German political foundation committed to the advancement of public policy issues in the spirit of the basic values of social democracy. FES has 110 offices around the world and FES New York serves as a liaison between the United Nations, FES field offices and partners in developing countries to strengthen the voice of the Global South. FES New York contributes to UN debates on economic and social development, and on peace and security issues. The Auschwitz Institute for Peace and Reconciliation (AIPR), established in 2005, works to prevent genocide by building a community of government officials around the world who are educated about contemporary approaches to genocide prevention and who effectively work as a community to build a functional global architecture for prevention and response to mass atrocities and genocide. AIPR does this through educational programs for officials from ministries of justice, defense, foreign affairs, national human rights institutions and militaries and through programs of policy development assistance to their institutions.

Presentations will focus on the Tanzanian National Committee on the Prevention and Punishment of Genocide, War Crimes, Crimes Against Humanity and all Forms of Discrimination; the role of Parliamentarians in preventing atrocities, with a focus on the Canadian All Parliamentary Group for the Prevention of Genocide and Other Crimes Against Humanity; and the initiatives being undertaken in the Asia-Pacific to develop national initiatives for the prevention of RtoP crimes. Speakers will reflect on their engagement with national governments to undertake necessary action to prevent the commission or reoccurrence of atrocities, with particular focus on policy development in the areas of justice and accountability; good governance; and ensuring the inclusion of women and other underrepresented populations within decision making, judicial and other processes, as well as the protection of their rights. 6 BIOGRAPHIES Adama Dieng On 17 July 2012, Secretary-General Ban Ki-moon announced the appointment of Adama Dieng of Senegal as Special Adviser on the Prevention of Genocide. Mr. Dieng has served as Registrar of the International Criminal Tribunal for Rwanda since He began his career as Registrar of the Regional and Labour Courts in Senegal, and served as Registrar of the Supreme Court of Senegal for six years. From 1982 to 2001, Mr. Dieng worked for the International Commission of Jurists, for the last ten years as the organisation s Secretary-General. During this period he was appointed as Envoy of the United Nations Secretary General to Malawi in 1993, and as the United Nations Independent Expert for Haiti from 1995 to A legal and human rights expert, Mr. Dieng has throughout his career contributed to strengthening of the rule of law, fighting impunity and promoting capacity building of judicial and democratic institutions. He has also contributed to the establishment of several non-governmental organizations in Africa and to strengthening African institutions. Mr. Dieng was the driving force behind the establishment of the African Court on Human and Peoples Rights as well as the draft African Union Convention on Preventing and Combating Corruption. Mr. Dieng has lectured on international law and human rights at academic institutions around the world and acted as consultant for many organizations, including the United Nations Educational, Scientific and Cultural Organization, the Office of the High Commissioner for Human Rights, the Ford Foundation and the African Union. Jennifer Welsh United Nations Secretary-General Ban Ki-moon recently announced the appointment of Jennifer Welsh of Canada as his Special Adviser at the Assistant Secretary-General level. Ms. Welsh will work under the overall guidance of Mr. Adama Dieng, the Secretary- General s Special Adviser on the Prevention of Genocide, to further the conceptual, political, institutional and operational development of the responsibility to protect concept, as set out by the General Assembly in paragraphs 138 and 139 of the 2005 World Summit Outcome document. Ms. Welsh is currently Professor of International Relations and Co-Director of the Oxford Institute for Ethics, Law and Armed Conflict at the University of Oxford. Her research projects include the evolution of the responsibility to protect in international society, the ethics of post-conflict reconstruction, the authority of the United Nations Security Council and the notion of sovereignty.

7 Ms. Welsh was previously Associate Director for the Peace and Conflict Studies Programme at the University of Toronto, Cadieux Research Fellow in the policy planning staff of the Canadian Department of Foreign Affairs and Jean Monnet Fellow of the European University Institute. She has also taught international relations at McGill University and at the Central European University and published widely on the responsibility to protect and atrocity prevention. She has worked as a consultant to the Government of Canada on international policy and has been a frequent commentator in the Canadian media on foreign policy and international relations. Ms. Welsh has a Masters and Doctorate from the University of Oxford, where she studied as a Rhodes Scholar, and an Honours Bachelors of Arts from the University of Saskatchewan, Canada. PANEL MEMBERS Paola Alejandro Castillo Díaz Paola Alejandra Castillo Díaz is currently the sub - director of the Center for Legal Action in Human Rights - CALDH association, which represents victims of the genocide in Guatemala. She has spoken at various seminars and forums, such as the International Association of Genocide Scholars Conference in Argentina; the Political Transitions from a Human Rights Perspective: Experiences and Challenges, 38th Congress of FIDH, and other seminars in Spain, Ireland, Colombia and Peru, to share her experiences on strategic litigation of the Genocide case in Guatemala, as well as on sexual violence against women in Guatemala during the war. Valnora Edwin Valnora Edwin currently serves as the Director of the Campaign for Good Governance, a post she has held for the past seven years. She has a Masters in Human Rights from the Central European University in Hungary and Masters in Governance and Leadership from the Institute of Public Administration and Management (IPAM) in Sierra Leone. She also has a certificate from the Transcend Peace University on Peace based Leadership and Governance and theories of International Relations and also from the Kofi Annan Peace Keeping Centre on International Electoral Observation. She has served in various other capacities as a facilitator and trainer, and in national programs such as commissions of inquires. She has vast experience in governance, public policy, human rights, and as a civil society activist and a political governance analyst. She specifically has firsthand experience on transitional justice processes, especially truth commissions and reparation program. She has also served as a national observer in Sierra Leonean elections since She also serves as a regular contributor to media discussions on

8 governance issues. Currently she sits as one of the committee members of the Constitutional Review Committee of Sierra Leone. Rev. Cannon Thomas Muyya Godda Thomas Muyya is the Executive Director of the Interreligious Council for Peace Tanzania. He holds a degree in Divinity from St Paul s United Theological College and has served in the Diocese of Zanzibar and Tanga since From , he was a lecturer at St. Mark s Theological College in Dar es Salaam. He was a founder of the Tanzania Interfaith Forum in He has served as a member of the Executive Committee of Tanzania s Scripture Union and the Interreligious and International Federation for the World Peace Forum. Stephen Kirimi Mwamba Stephen Kirimi Mwamba is the Chief Executive Officer of Peace and Development Network Trust (PEACENET Kenya), a national network organization of peacebuilders and conflict prevention practitioners, whose vision is a peaceful and stable society that upholds equity and development. Previously, Mr. Kirimi worked for Resource Alliance (UK) as the East and Southern Africa Regional Representative, NGO Council Kenya as Policy Advocacy Officer and later as Chief Executive Officer (CEO); and a number of local organizations in various capacities. He is a Senior Chevening Fellow in Conflict Prevention and Resolution (University of York-UK), holds a Masters in Leadership (Pan Africa Christian University) and a Bachelors in Economics and Political Science from the University of Nairobi. He has extensive knowledge and experience in peace programming and conflict prevention. Noel Morada Dr. Noel Morada is the current Director of Regional Diplomacy and Capacity Building at the Asia-Pacific Centre for the Responsibility to Protect. Previously, he was a Professor of Political Science at the University of the Philippines Diliman. In 2005, he was commissioned by the Canadian Embassy in Manila to conduct research on responses to R2P in Southeast Asia. From this research, a R2P Roadmap for the Southeast Asian region was published. He has developed a template for R2P plan of action in directing the Philippines programme of the Centre and has led lectures and seminars on R2P for government officials, civil society groups, and academia in the Philippines and Southeast Asia. He has also done research and published on ASEAN external relations, the ASEAN Regional Forum and cooperative security in the Asia-Pacific, as well as human security and human development in the region.

9 Kyle Matthews Kyle Matthews is the Senior Deputy Director of the Will to Intervene Project at the Montreal Institute for Genocide and Human Rights Studies, Concordia University. He previously worked for the United Nations High Commissioner for Refugees, where he was posted to the Southern Caucasus (Tbilisi), the Democratic Republic of the Congo (Kinshasa) and Switzerland (Geneva). Prior to that he worked for CARE Canada in Albania and later at its headquarters in Ottawa, where he managed various humanitarian response initiatives and peace-building projects in Afghanistan, Sub-Saharan Africa and the Middle East. In 2011, he joined the New Leaders program at the Carnegie Council for Ethics in International Affairs and the advisory board of the Canadian Centre for the Responsibility to Protect. Along with General Romeo Dallaire, Mr. Matthews co-authored the book Mobilizing the Will to Intervene: Leadership to Prevent Mass Atrocities. He has advised Members of Parliament on issues related to international peace and security. ORGANIZERS Michèle Auga Friedrich-Ebert-Stiftung Michèle Auga is the Executive Director of the New York office of the Friedrich- Ebert-Stiftung. Previously, she was the Head of the Africa Department at FES Headquarters in Berlin. She also served as programme manager and resident director of the foundation s field offices in South Africa ( ), Mali ( ) and the Palestinian Territories ( ) before becoming responsible for the conflict management and crisis prevention desk at FES Headquarters in Berlin. She holds an MA in Political Science from the Free University of Berlin. Angela Bruce-Raeburn The Stanley Foundation Angela Bruce-Raeburn joined the Stanley Foundation in 2013 as a program officer overseeing its human protection programming focused on preventing genocide and mass atrocities. Prior to joining the Stanley Foundation, Ms. Bruce-Raeburn was the Senior Policy Advisor for Humanitarian Response in Haiti at Oxfam America. In 2004, she was selected by the Rotary Foundation to receive a Rotary Ambassadorial Scholarship for graduate study in peace studies at the Catholic University of Leuven in Belgium. Upon completion of the degree in 2005, Bruce-Raeburn received a Rotary World Peace Fellowship to study conflict resolution at the University of Bradford in England, completing that degree in As a Rotary International Peace Fellow, she gained applied field experience as a foreign relations intern at the Caribbean Community Secretariat (CARICOM) in Georgetown, Guyana. Returning to the United States in 2006, Bruce-Raeburn received a Congressional Black Caucus (CBC) fellowship with a work placement in the office of the former CBC Chairperson,

10 Congresswoman Carolyn Cheeks Kilpatrick from Michigan. In the position, Bruce-Raeburn focused on human trafficking and modern day slavery. Sapna Chhatpar Considine The International Coalition for the Responsibility to Protect Sapna Chhatpar Considine is the Program Director of the International Coalition for the Responsibility to Protect (ICRtoP). Ms. Considine began working on the Responsibility to Protect in 2006 under the World Federalist Movement- Institute for Global Policy s Responsibility to Protect-Engaging Civil Society (R2PCS) project and subsequently oversaw the successful transition of the R2PCS project into the ICRtoP in Over the past 7 years, Ms. Considine has cultivated strong and sustainable linkages with civil society organizations throughout the world and has co-developed over a dozen national and regional civil society programs to implement the Responsibility to Protect. She has spoken at numerous international conferences and seminars and published several articles and papers on the subjects of the Responsibility to Protect, genocide and mass atrocities prevention, protection of civilians, and the role of civil society. Prior to R2PCS/ICRtoP, Ms. Considine worked for a United States Congressman as the international affairs staffer where she worked to mobilize Congressional leaders against the war in Iraq and draw attention to a variety of human rights crises. A human rights advocate for the past 15 years, Ms. Considine holds a Master of International Affairs, focusing on Human Rights, from Columbia University s School of International and Public Affairs and a Bachelor of Arts in International Studies from the American University in Washington, DC. Tibi Galis The Auschwitz Institute for Peace and Reconciliation Tibi Galis has been Executive Director of the Auschwitz Institute for Peace and Reconciliation (AIPR) since Born and raised in Romania, he earned his B.A. in Law and Political Science from Babes-Bolyai University, in Cluj-Napoca. He received his M.A. in International Politics and Political Development from the University of Manchester, and is earning a Ph.D. from the Strassler Center for Holocaust and Genocide Studies, at Clark University, with a focus on transitional justice. Previously, Mr. Galis worked as associate researcher for the UK Parliament, helping develop the UK position on the UN Special Adviser on the Prevention of Genocide, and as rapporteur for the Swedish government at the 2004 Stockholm International Forum on the Prevention of Genocide.

11 Keith Porter The Stanley Foundation Keith Porter became president and chief executive officer of the Stanley Foundation in Muscatine, Iowa, in February Prior to his current position, Mr. Porter was assigned as the director of Policy and Outreach for the foundation. He began his career as a broadcaster in 1982 in Effingham, Illinois, and later worked as a reporter and announcer in Normal and Bloomington, Illinois. Porter was a finalist for the 1995, 1996, and 1997 Livingston Award for Young Journalists. During Porter s tenure at the foundation, his work has been honored with several recognitions of excellence in broadcast journalism including the National Press Club, Society of Professional Journalists, National Headliner Awards, New York Festivals, and the United Nations Correspondents Association. Porter was coproducer and co-host of the nationally syndicated public radio program on world affairs Common Ground from 1988 to He also served as coproducer and reporter for the award-winning radio documentaries The Russia Project ; Children of War: Fighting, Dying, Surviving ; UNder Fire: The United Nations Battle for Relevance ; Security Check: Confronting Today s Global Threats ; 24/7: The Rise and Influence of Arab Media ; Beyond Fear: America s Role in an Uncertain World ; Brazil Rising ; and India Rising.

12 PARAGRAPHS OF THE WORLD SUMMIT OUTCOME DOCUMENT, 2005 Heads of state and government agreed to the following text on the Responsibility to Protect in the Outcome Document of the High-level Plenary Meeting of the General Assembly in September Each individual State has the responsibility to protect its populations from genocide, war crimes, ethnic cleansing and crimes against humanity. This responsibility entails the prevention of such crimes, including their incitement, through appropriate and necessary means. We accept that responsibility and will act in accordance with it. The international community should, as appropriate, encourage and help States to exercise this responsibility and support the United Nations in establishing an early warning capability The international community, through the United Nations, also has the responsibility to use appropriate diplomatic, humanitarian and other peaceful means, in accordance with Chapters VI and VIII of the Charter, to help protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity. In this context, we are prepared to take collective action, in a timely and decisive manner, through the Security Council, in accordance with the Charter, including Chapter VII, on a case-by-case basis and in cooperation with relevant regional organizations as appropriate, should peaceful means be inadequate and national authorities manifestly fail to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity. We stress the need for the General Assembly to continue consideration of the responsibility to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity and its implications, bearing in mind the principles of the Charter and international law. We also intend to commit ourselves, as necessary and appropriate, to helping States build capacity to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity and to assisting those which are under stress before crises and conflicts break out.
