1 JSIS 599 / LAW B568 Law, Rights & Governance Class Location & Time: Law School, Rm :30 4:20 p.m., Instructor: Stephen Meyers sjmeyers@uw.edu (type JSIS 599 in subject line) Office Hours: Tuesday 2:00-4:00 p.m. & by appointment in Smith Hall M254 Course Overview: The purpose of this seminar is to introduce students to a selection of key works across the social sciences and humanities in the Law, Rights, and Governance (LRG) field. This field exposes students to theoretical and policy debates about the causes and consequences of legal evolution, rule of law, rights, and a broad range of governance concerns in world affairs. A major theme throughout will be the relationship between law and society, which will open up conversations about the role of both states and civil society in the creation of law and its implementation. Through a survey of the major concepts, theories, and controversies in these debates, the seminar will help graduate students gain a solid appreciation of international approaches to LRG-related works. This is a discussion course that requires that each student arrive prepared to discuss that week s work. There will be three major assignments: Weekly reflection entries ( words on your major take-aways from that week s reading posted on the course Canvas site by 9:00 a.m. day of class); two weeks of discussion facilitation (each week one or two students will prepare a short presentation on the reading followed by their leadership of the discussion); and a final term paper that takes a deep dive into one or two of the basic theories covered in the course through a literature review and then applies that theoretical perspective to a specific topic of interest (approx.. 15 double-spaced pages). Grading: Weekly Reflection Entries 10% Discussion Facilitation (2 x 15%) 30% Term Paper 50% Participation 10% TOTAL 100% 1

5 RESERVOIR READING LIST The syllabus below identifies a reservoir reading list, which doctoral students can also use to advance and deepen their general knowledge of this field in preparation for the General Examination in the JSIS Ph.D. Program. In consultation with the professor of record and/or their JSIS advisors, doctoral students are advised to use and supplement the required, supplemental, and reservoir reading lists to further explore theories, concepts, and controversies that may be of more specialized interest to advancing their exam preparation and their dissertation work. The reservoir reading list also identifies works and topics that may not necessarily appear on the actual required syllabus in a given quarter. \ Edward Allison, et al, Rights-based fisheries governance: from fishing rights to human rights, Fish and Fisheries, 2012, 13: Michel Agier's, Managing the Undesirables: Refugee Camps and Humanitarian Government, New York: Routledge, Hannah Arendt, Eichmann in Jerusalem, New York: Penguin, 2006 [Viking, 1963]) Alexander Bett, Forced Migration and Global Politics, Oxford: Wiley-Blackwell, 2009 Francis Anthony Boyle, World Politics and International Law (Duke University Press, 1985).
