2 STRUCTURE Action lines for peace building Territorial peace initiatives Challenges Luis Fernando Rico Pinzón CEO ISAGEN "Is the only purpose of companies to create wealth and profitability? Or are there other purposes that the companies should strive for as fundamental goals of their management? As part of this reflection, it is worth focusing on aspects such as corporate citizenship, opportunities in the regions, accountability for negative impacts and possibility of optimizing positive impacts, with respect for the environment and for human rights. Finally, the contribution to build a peace and reconciliation culture through the reconstruction of the historical memory, as certainly this will translate into valuable learning for the future.
3 Margarita María Díez Vélez Environmental Professional "The armed conflict in Colombia affected ISAGEN at the end of the 90's due to attacks against the country's electrical infrastructure. This encouraged the incorporation of the best international corporate recommendations for peace in our management as well as for support of national and local initiatives. The implementation of an agreement with the FARC implies a significant challenge for companies to develop a coordinated effort with other society players. In its broadest sense, peace is understood as full respect for human rights and the possibility of comprehensive development.
4 We documented our historical memory relative to the armed conflict since 1995 in Eastern Antioquia, which helped us capitalize lessons learned and reflect on our role in society to contribute in peace building MILESTONES We defined our action lines with the respective approach for building territorial peace. Six hundred employees were trained on peace, reconciliation and agreements that were signed in Havana.
5 We have the ethical conviction that dignity of human beings is reached fully only when we effectively exercise the right of peace. Based on this approach, we are coordinating peace initiatives considering the current country's situation upon agreements signed with the FARC and the proposals of the communities in the areas of influence of our operations. We thus create a territorial action framework, with actions intended to build a society that is fully respectful of human rights and sustainable human development opportunities. We identified the security of people and facilities as a corporate risk, described as the social conditions or malicious actions by third parties that threaten the security of ISAGEN s personnel or assets and/or affect business operations. We understand that companies' sustainability is firmly related to the sustainability of regions where they operate and these conditions are basic for the security of all. We have committed to global, regional and local initiatives, including Business for Peace and United Nations Sustainable Development Goals (SDG), the Network of Development and Peace Programs (Redprodepaz), and initiatives of social organizations in our areas of influence, which ratified the role of companies in the construction of safe, sustainable environments through collaborative work with various society actors in a comprehensive manner, coherent with the respect and promotion of the right to peace. The following are the most significant results and challenges for 2016:
6 OUR ACTION LINES FOR PEACE BUILDING One of the most representative achievements in 2016 is the definition of our four action lines related to peace, which were based on guidelines from the government and recommendations from the Fundación Ideas para la Paz (Ideas for Peace Foundation). These are: Political culture and strengthening of democracy: it covers aspects such as leadership in construction of the public, promotion of transparency, strengthening of civil society organizations, and citizen participation. Cultural transformation for peace: it takes reconciliation and new narratives, education for peace, non-violent conflict resolution, and management of knowledge for peace. Humanitarian support: it covers psychosocial assistance and prevention of victimizing events. Entrepreneurship for peace: it seeks to promote the creation and consolidation of productive initiatives aimed at reconciliation, and strengthening community infrastructure for peace. Coherent with these action lines: Systematization of our historical memory of that experienced by the Company between 1995 and 2005 with respect to the armed conflict and management of its consequences. Significant clarity and numerous learnings were derived from this exercise. It should be noted that respect and protection of employees' lives have always prevailed, added to the solidarity commitment with communities in the areas of influence, as part of our corporate responsibility. An additional learning from this experience is the value of civil resistance understood as "collective action that coordinates non-violent actions intended to undermine or at least block somehow the power that is exerted by violence; to achieve a sense of own control that challenges fear; to repair and recreate cultural an identity elements that have been hit or impacted by violence, which is the method used to destroy people's will; and to seek for solutions to the consequences of war and social conflict" (García y Aramburo, 2011).
7 408 We joined domestic and international initiatives to create synergies: Since 2013 we adhered to the United Nations initiative Business for Peace (B4P-), which seeks to catalyze efforts of the private sector to become a transforming force that allows for a safe, sustainable milieu. In coordination with the B4P Colombian Network and in partnership with the Development and Peace Program for Middle Magdalena (PDPMM), we commenced an agreement for the reconstruction of the historical memory in the influence area of the Sogamoso power plant. Since 2015 we have been members of Reconciliación Colombia, an initiative of the civil society for contributing to the reflection and action process towards the recuperation and reconstruction of trust as a pillar for peace building. We supported the development of the First Macroround for reconciliation in Colombia, which gathered 350 projects and nearly 600 attendees. Similarly, we participated in one of its fora intended to disseminate our position relative to the need of attracting the business sector to peace building and promotion of reconciliation activities. We support the Colombia 2020 Project, an initiative led by El Espectador (newspaper) and the European Union, which promotes peace through a pedagogical and reflexive journalism, with great pedagoical impact to generate changes and encourage different settling, and building a different country, with better progress opportunities. For 19 years we have been committed to the strengthening of Development and Peace Regional Programs (PDP). These programs promote the collective construction of identity, justice, coexistence and dignity that make possible local peace processes. There are currently 26 PDPs in the country and, of these, we are contributing members with respect to the Peace and Development Program for Eastern Antioquia Completion of phase one of the agreement between ISAGEN and Porce-Nus in the municipality of Santo Domingo, Antioquia.
8 409 (PRODEPAZ), the Peace and Development Program for Magdalena Centro (PDPMC), and the Peace and Development Corporation of Tolima (TOLIPAZ). In addition, we provide financial support for the Peace and Development Program for Magdalena Medio (PDPMM). Their actions reflect the specific context of their region, thus achieving a diverse range of initiatives that strive to give inhabitants the life they want. We are members of Redprodepaz, the network that groups 26 PDP and more than 26 supporting entities; the system promotes national and international dialogue and cohesion as a peace building social movement. opportunities to influence peace building through citizen participation networks and platforms in eastern Antioquia. As part of the alliance with the Centro de Fe y Culturas, we conducted a cycle of seven encounters or conferences on peace teaching, intended for our workers, suppliers and community stakeholders in areas of influence. The objective was to solve queries about the peace agreements that the government and the Fuerzas Armadas Revolucionarias de Colombia (FARC) were about to sign and to reflect on such transcendental moment for Colombia. We partner with civil society organizations, companies and universities such as Universidad de Medellín, Universidad Católica del Oriente and Universidad de Antioquia, as well as State agencies, for contributing to: Strengthening of three victims' organizations. Prevention of forced recruitment in four municipalities. Empowerment of women in a municipality. Promotion of reconciliation in two municipalities. Citizen training and mobilization in building peace territories in eight municipalities. We strengthened the promotion and training of our stakeholders on human rights and peace building, as follows: We shared through our corporate communication media the contents of our peace building proposal; we provided training opportunities within the framework of the Citizen Training School, with participation of 65 workers, and held a Business Meeting focused on teaching about the Havana agreements, attended by 600 workers. We subscribed partnership with Corporación Viva La Ciudadanía with the aim of preparing and disseminating teaching tools to understand the Havana peace agreements and to identify
9 410 TERRITORIAL PEACE INITIATIVES We uphold support and strengthening of peace and reconciliation initiatives, keeping in mind national challenges associated with the peace agreement and the post-conflict. Described below are the key results and challenges of the year reated to territorial peace, showing the main initiatives that we supported to promote peace and reconciliation in our areas of influence: Eastern Antioquia We supported training of 110 trainers in the forgiveness and reconciliation schools - Escuelas de Perdón y Reconciliación (ESPERE) - cohort I and II, in alliance with Corporación Vida, Justicia y Paz for implementing methodological and teaching tools on reconciliation and peace themes. in Eastern Antioquia relative to development plans. This implied accompaniment with main and supporting advisers during 1,238 hours to municipal advisers and secretaries who are responsible for proposing plans. Additionally, we partnered with CONCIUDADANÍA to accompany community influence processes of the eight territorial planning councils for citizen initiatives to be included in the Municipal Development Plans of Alejandría, Concepción, Granada, San Carlos, San Rafael, San Roque, Santo Domingo and Sonsón. Tribute to victims of the El Topacio massacre in the municipality of San Rafael, Antioquia. We coordinated with the local administration of San Carlos to support, by means of art and sports, the development of leadership and promotion of resilience among 15 youth-group members. Together with Region Corporations for Development and Democracy, we supported psychosocial accompaniment to 12 families victim of the massacre of El Topacio, in the municipality of San Rafael, which occurred in 1988, thus continuing with the contribution to the reconstruction of the historical memory of the territories. We progressed with the organization of the civil society CONCIUDADANIA in arranging meetings with 120 rural women, heads of household and victims of the conflict, to identify proposals for their comprehensive development and to allow for direct influence in the building of local public policy for rural women. We support partnerships with Universidad de Antioquia and Escuela Superior de Administración Pública for accompaniment to public administrations of eight municipalities in our influence area
10 411 Puerto Berrío (Antioquia) and Cimitarra (Santander) We continue supporting 40 young people in Puerto Berrio, through the project Jóvenes Dejando Huella (Youth who Leave their Mark), which main objective is training in different areas of knowledge and strengthening areas for youth healthy playing and recreation. We subscribed an agreement with the municipality of Puerto Berrio, intended to strengthen the Citizen Training School that was created to provide community space for reflection and training on human rights, citizenship, democracy, leadership and peace building. We promoted the development of Schools for Forgiveness and Reconciliation with 20 prisoners of the Puerto Berrío Penitentiary Center. This training process contributed to peaceful coexistence and reconstruction of social fabric. and San Diego), in partnership with Fundación APOYAR, so that 98 vulnerable your people in rural communities can have humanitarian protection and dignity spaces that contribute to their education process and foster agro-ecological production. As part of this program, there are 50 families in Florencia that support sugar-cane production processes. We continued our alliance with FUNDECOS to support strengthening of the victims of homicide and forced disappearance organizations - "Renacer" and "Volver a Vivir" in the municipalities of Samaná and Norcasia. Within the framework of this alliance we trained 300 people on victims' rights and community organization. FUNDECOS taking part in ISAGEN s Community Fair in Medellín, Antioquia. Caldas We supported the initiative of the Fundación Renacer Comunitario of the Norcasia municipality, which is intended to support 20 young people by giving them the opportunity of completing their high school and acquiring other skills to then reinsert in society with comprehensive values. We continued holding efforts with the Santa Cecilia children and young choir of the Nuestra Señora del Carmen Parrish, municipality of Norcasia. Through this alliance, we help approximately 70 children and young people to find other ways of maximizing their skills in their leisure time and to seed a culture of peace, coexistence and prevention of violence, through artistic activities, such as music. We support Hogares Juveniles Campesinos (Peasant Youth Homes) in the municipalities of Victoria and Samaná (villages of Florencia
11 412 Tolima We undertook, together with Corporación Mandala, the second phase of a project for Strengthening local capability and skills for the life of children and young people in the village of Las Hermosas, municipality of Chaparral, which is intended to address problems of psychoactive substances abuse and youth violence. The project is aimed at providing psychosocial support, promotion of cultural practices, family counseling, and activities to be carried out during leisure time, with therapeutic emphasis on 50 young people and their families, and 45 teachers. We continued supporting Rural and Land Pastoral through organizational and community strengthening workshops, as well as technological advisory for agro-ecological orchards implemented with 200 families in eight rural districts of Las Hermosas village. This Municipality of Chaparral, Tolima. initiative was developed in partnership with the San Juan Bautista Parrish and is aimed at encouraging community participation, contributing to life quality and peace fulfillment. As part of an initiative of the Colombian Agency for Reintegration, we signed an agreement with Universidad Minuto de Dios for the promotion of community reconciliation in the municipality of Chaparral among communities, victims and people who are in the process of reintegration to society. As part of this exercise, we have trained 20 leaders on the methodology of Schools of Forgiveness and Reconciliation (ESPERE). Santander As part of the Business for Peace project, we entered into an alliance with the National Center of Historical Memory and the Program for Development and Peace of the Middle Magdalena (PDPMM) for the structuring of the historical memory as the junction for the creation of the Tienda Nueva Coexistence Center, an important initiative for the reconciliation and building of territorial peace. We coordinated efforts to strengthen leadership skills and management of the Program for Development and Peace in Middle Magdalena (PDPMM) in the processes for promotion, protection and humanitarian resistance required by the territory in the building of their proposals for local life and dignity, framed by territorial peace building.
12 413 IDEAS WITH ENERGY María Lorena Echeverri Director FUNDECOS Samaná (Caldas) Supporting victims is an initiative that the foundation began five years ago, and for the past two years, ISAGEN has believed in our aim and joined this initiative. We have been able to define specific areas of action centered around the collective memory, working to recover the dignity of victims and relatives, aided by psychosocial support through self-care workshops and legal support, where we have ensured that State entities help these families in terms of legal processes. The goal is to be able to bring this knowledge together for other communities in Antioquia and Tolima.
13 414 IDEAS WITH ENERGY Jaime Betancur Leader Café de la Memoria Puerto Berrío (Antioquia) I lead a project that came about as a result of meetings between victims and perpetrators. We didn't want this to remain in limbo or impunity, but instead we wanted both parties to work together and have the memory of all the loved ones. We now share as a family and we now sit down as a family. We want to show the world that together we can move forward. This initiative has been very positive in my life and my family's life, because it has helped me to get away from everything bad, to start a new life.
14 415 IDEAS WITH ENERGY Edinson Guerra Priest San Juan Bautista Church Chaparral (Tolima) Together with ISAGEN, the parish is working on a project called the Rural and Land Pastoral, which comprises three areas of action: the first is the spiritual aspect, another is aimed at unity among people, the social fabric, at working on the aspect of unity and fraternity, and the other area is the agro-ecological aspect. The communities meet and the aim is for them to make the most of rural areas, planting all kinds of vegetables, plants or trees. It has been possible to bring together many people, to thus help them appreciate their land and have another perspective on life.
15 416 IDEAS WITH ENERGY Luz Mila Sánchez Member Asohermosas Las Hermosas (Tolima) ASOHERMOSAS is the organization that leads the 14 producer associations, the 28 community action boards and the five indigenous councils from the district of Las Hermosas. Results are excellent, and proof of this are the various processes that we have been implementing with great success in terms of development. We also work in support of young people, women and leadership. Women have now earned a very important place in society; we haven't stopped being housewives or women peasants.
16 2016 CHALLENGES Compliance We uphold support and strengthening of peace and reconciliation initiatives, keeping in mind national challenges associated with the peace agreement and the post-conflict. Strengthen the promotion and training of our stakeholders on human rights and peace building CHALLENGES Focus our intervention on peace initiatives aimed at the following priority groups: children and youth, victims and demobilized population, and human rights leaders and defenders. Uphold promoting peace building practices among our stakeholders, with emphasis on reconciliation and coexistence.
