Born on 9 th of July, 1973, at an young age of little less than only four decades, he has more than 17 years of experience in diversified management, people centric operations, development initiatives, administration and co-ordination in the Profit, Non-profit and Government sectors. He holds a Post Graduate Diploma in Global Political Economy, from the University of Hull, United Kingdom (1998), a Masters in Business Administration from the FORE School of Management, New Delhi and Maastricht School of Management, Netherlands (1995) and a Bachelor's degree in History from University of Delhi (1994). He cherishes two significant publications on contemporary and contextual issues to his credit namely, Essays in Political Economy A Global Perspective. Published in 1998 and External Alienation and Internal Apathy An Analysis of Bihar s Backwardness, published in 1999 by Vikas Publishing House, New Delhi. With his in-depth knowledge of rural milieu and economies and functional hands-on experience in conceptualising, designing and developing socio-economic projects, strategies for community and societal development, he has emerged as a noncontroversial icon for young minds in both rural as well as urban frameworks. He strongly supports and believes in a positive work environment that fosters team performance He has been consecutively elected to the 13 th, 14 th and 15 th Bihar State Legislative Assembly from Jhanjharpur Assembly Constituency, located in the State of Bihar. His Ministerial experience and achievement as Minister Department of Rural Development, Government of Bihar since 26 th of November, 2010 till date, inter alia includes the following broad areas: His proactive interventions in implementation of MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) in Bihar, augments; A process of randomized inspection of schemes notified to improve quality of supervision. 100% uploading of scheme data on narega.nic.in achieved for financial year for the first time.
2 Wall Painting of scheme and job card holder payments in each panchayats notified in an effort to improve transparency and accountability. Systematized the 2nd October Gram Sabha for selection of schemes and preparation of annual plan for the year by organizing ward sabha's and meetings of empowered committee consisting of Sarpanch, Ward Panch, Mukhiya and Ward Members. Video recording of the proceedings were taken to ensure that the meetings were not merely on paper. Revolving fund established with advance release of state share as a mechanism to tide over liquidity problem. System of fund release from district to panchayats streamlined by providing centralized log in facility to all DRDAs by mapping all panchayats bank accounts to Central Plan Scheme Monitoring System (CPSMS). Focus on Social Audits of the schemes. Approved training program for 30,000 MGNREGA employees and Public Representatives. He has remained instrumental in implementation of IAY (Indira Awaas Yojana Rural Housing Scheme), with commendable evidences of; Reduced corruption and improved rate of sanctioning of IAY units by institutionalizing panchayats level camps for sanction of IAY units.in the financial Year , rural families were benefitted of this scheme. Reduced involvement of middle-men and harassment of beneficiaries by providing budget lines for all aspects of the camp. Block level camps for disbursement regularized by securing the involvement of district in charge ministers and departmental secretaries. Secured involvement of Divisional Commissioners in the work in IAY for the first time. Sanction orders of satellite based geo-tagged and time stamped photography based monitoring of IAY completion. Orders issued of converging Public Health Engineering Department (Phed) scheme for toilets and IAY. While spearheading the various components of NRLM National Rural Livelihood Mission, in Bihar, he has taken initiatives for; Cabinet orders issued on implementation arrangements for National Rural Livelihood Mission in Bihar. Creation of New position of Commissioner, Self Employment in the department and CEO BRLPS being notified as ex-officio holder of the position. Finalisation and approval of Cabinet for State Program Implementation Plan (SPIP) for Bihar. Bihar was one of the first states to do so. Skill development program initiated for training and placement of one million rural youths. Amongst various other contributions and credibility which went hands in hand with his ministerial responsibilities significantly includes increased participation of Public representatives in the implementation of various rural development programs. He has conceptualized the training programs for the Block Development Officers and has also initiated the process to strengthen the Block Offices. He has accorded priority to the usage of Information Technology as an effective medium to achieve the results in various departmental programs, formulated strategies to effectively undertake the Socio Economic Caste Census for the rural and
3 urban area as per Government of India directives and has also designed the performance appraisal mechanism for the Block Development Officers and introduced exposure visits outside Bihar. He has held the office as Minister for Department of Disaster Management, Govt of Bihar in between 13 th of April 2008 till 22 nd of March During this tenure, he supervised one of the India s biggest rescue operations where one million people were evacuated from the Kosi Flood areas. 3 Million People were marooned by the devastating Kosi floods in the five districts of Bihar namely Supaul, Madhepura, Araria, Saharsa and Purnea. The Kosi flood was declared as a National Calamity by the Hon ble Prime Minister of India. He remained stationed in the flood affected district of Araria and personally monitored relief and rescue operations. He also supervised the air dropping of food packets from Chunagarh (Purnea) Air Force base. More than 2.5lakh food packets and more than 1.5 lakh water bottles were air dropped in the flood affected area by 8 helicopters. Altogether more than 350 air sorties were done and more than 3000 boats were deployed in relief and rescue operation. He had co-ordinated opening of more than 300 relief camps and mega camps and Co-ordinated with PHED, Health, and Animal Husbandry departments in installation of 2155 hand pumps, construction of 3750 temporary toilets, functioning of more than 200 health centre Health centres and more than 150 veterinary centres. He had supervised the distribution by the district administration of 6.85 lakh quintal of grains, 1.83 lakh kits, 1.58 lakh polythene sheets and lakh cash as per the CRF norms of Government of India among flood affected people besides simultaneously co-ordinating with profit and non-profit organisations in carrying relief in the flood affected area. In between 24 th of November.2005 and 13 th of April, 2008, his achievements as Minister for Department of Sugarcane Development. He had for the first time taken charge of office in capacity of a Minister in During this tenure he had conceptualised and framed the Sugar Industry incentive policy for establishment of new sugar complex and capacity expansion of existing units. He had taken special initiatives for clearing the arrear payment of sugarcane farmers of the Bihar State Sugar Corporation pending since 1997 amounting to Rs cr. The Research and Development facility at Sugarcane Research Institute Pusa was strengthened with a grant of Rs Cr, sanctioned from his chair. As a result of such initiatives, Proposals worth Rs. 20,000 cr. was received by the department for establishment of New Sugar complexes within two years after the announcement of the incentive policy. Capacity of existing sugar mills was expanded by from TCD to TCD. Production of Ethanol was started in two existing distilleries of the sugar mills and MOU was signed
4 between the Oil companies and the sugar factories. A New distillery of 45 KLPD was established. Cogeneration of 20 MW capacities was started in two of the sugar factories. Moreover during this tenure, he had sanctioned sugarcane price subsidy of 43 cr. to mitigate the hardship of the farmers for the season due to sharp decline in sugar prices and had initiated the process of privatisation of 15 closed sugar units of the Bihar State Sugar Corporation and in the first phase, process to privatise 3 units was successfully completed. Emphasis was laid down for the training and skill development of the farmers while he also obligatorily functioned for strengthening the infrastructure facilities in the sugarcane growing areas. Before he entered active politics, since April 2002, till February 2005 he was Additional Director (Administration), L.N. Mishra College of Business Management, Muzaffarpur, (an Autonomous Institution under B.R. Ambedkar Bihar University) As an administrative head, looked after human resources including teaching and non-teaching staff, besides coordinating academic activities of the college. He remained substantially instrumental in starting new courses including BBA, BCA and MCA and improving the infrastructure for better educational activity. In between January 1999 and March 2002, he was associated with Bihar Institute of Economic Studies (BIES) - Patna, (a non profit organisation) in capacity of Assistant Director He had always remained socially proactive during his early years. He remained involved in flood relief programs while mobilising support from international organisations like CASA, to mobilisation of MP LADS (Member of Parliament Local Area Development Scheme) for Family Welfare and Reproductive Child Health in the rural areas, envisaging Setting up of 10 community health centres and 11 community health and information centres, with the objective of providing basic facilities in health and family welfare to the rural populace of Andhratharhi and Jhanjharpur blocks of the Madhubani district in Bihar. Some other areas of his early days involvements include; Watershed development project in Deoghar district of Jharkhand sponsored by CAPART, Evaluation of the SGSY programme in 17 districts of Bihar for the Ministry of Rural Development, Government of India (2002). Impact Assessment Study of the various Rural Development Programmes in the Balia and Dibrugarh districts of Uttar Pradesh and Assam ( ). Project Proposal on establishment of Jan Shikshan Sansthan in Madhubani district of Bihar under the Ministry of Human Resource Development, Government of India (2002). Quick evaluation of different rural development programmes in selected districts of Bihar, for the Ministry of Rural Development, Government of India (2000). Process evaluation of Intensive Pulse Polio Immunisation in different districts of Bihar and Jharkhand, for CERPA, New Delhi with UNICEF ( ). Study on the living conditions and problems of prisoners in Beur Central Jail, Patna (1999).
5 Other significant achievements further outlining his career includes; Member, Committee on Public Sector Undertakings and Member Public Accounts Committee of Bihar Legislative Assembly (March 2009 November 2010) Voted as the Pepsi MTV YOUTH ICON (Young Achievers) 2008 among more than 8000 National Entries. Identified as one of the most promising social entrepreneur by Digital Partners, Seattle (USA) based organization for the project on E-Swasthya (health) in the Madhubani district of Bihar. Attended "Asia 21 Young Leader's Summit" in Singapore organised by Singapore Management University and Asia Society in Represented Chevening India Programme at "Asia Regional UK Alumni Programme Leadership Breakthroughs" organised by British Council in Dubai 3-5 March State Point Contact (Bihar) for Ford Foundation International Fellowships Program British Foreign and Commonwealth (Chevening) Fellow Organiser of T- 20 Annual Rural Cricket Tournament in Madhubani District since Vice President Association of British Scholars Patna Chapter.
